'Delhi chalo': After Singhu and Tikri, Delhi Police closes Chilla border due to farmers' protest

The order shall be published for the information of the general public in the official gazette and by affixing a copy on the notice boards of the office of all District Deputy Commissioner of Police and all Police Stations in Delhi/New Delhi, the notification read. The concerned civic road maintaining agencies shall erect the corresponding informatory sign boards indicating the speed limits at all prominent locations on the road/road stretches in their areas of jurisdiction for guidance and convenience of the road user/general public. This order has come into force with immediate effect from June 8. Unregulated plying of motor vehicles on a high speed on the roads of NCT of Delhi is endangering the life of motorists as well as other road users/commuters and it is necessary to regulate the speed of motor vehicles on the roads of NCT of Delhi for safety of motorists as well as other road users. The notification has been issued by Satyawan Gautam, Deputy Commissioner of Police/Traffic (Modernization), Delhi in exercise of the powers, conferred u/s 28(1) (b) of Delhi Police Act, 1978 read with Rule 9 (1) of the Delhi Control of Vehicular and Other Traffic on Roads and Streets Regulations, 1980 which revises the maximum speed limit (where road condition permits) for various type of motor vehicles on Delhi roads. Delhi revises maximum speed limit for motor vehicles

"So far, there is no protest at Delhi-Gurgaon border. There is no disruption in traffic movement. The developments come after farmer leaders on Wednesday rejected a government proposal to amend the new agri laws and announced they would intensify their agitation by blocking the Jaipur-Delhi and the Yamuna expressway by Saturday. In a tweet, the traffic police on Saturday informed commuters about the closure of the Singhu, Auchandi, Piau Maniyari and Mangesh borders. Since these borders are closed, it suggested that motorists take alternative routes via Lampur, Safiabad,Saboli and Singhu School toll tax borders. Traffic has been diverted from Mukarba and GTK Road. So, commuters have been advised to avoid Outer Ring Road, GTK Road and National Highway-44, the traffic police said. Due to the ongoing farmers' protests, it said that both the Chilla and the Ghazipur borders are also closed for traffic from Noida and Ghaziabad. Farmers leaders on Thursday also announced they would block railway tracks across the country if their demands were not met by the government and would announce a date for that soon. At least five rounds of formal talks have taken place between the Centre and representatives of farmers, mainly from Punjab and Haryana, protesting on various borders of the national capital for over two weeks, but the deadlock has continued with the unions sticking to their main demand for the repeal of the three contentious laws. Farmers' Protest: Security at Delhi borders increased after farmers' announcement to intensify stir

Gurugram, After farmers decided to intensify their agitation in support of their demands, Gurugram Police on Thursday beefed up security at several traffic junctions, toll plazas and Delhi-Haryana border areas in view of protesters' plan to block the Delhi-Jaipur Expressway during the week. "We have also beefed up security arrangements at border points in view of ongoing farmers' protests. We have issued an advisory to all officials concerned to take necessary precautionary measures in view of plans to block the expressway and toll plaza," ACP (Headquarters) Usha Kundu said. Police officials have been asked to intensify patrolling in all sensitive locations, especially in border areas and Kherki Daula toll plaza so as to prevent any untoward incident. "The police has already tightened security and made appropriate arrangements to prevent any untoward incident. Also, nearly 2,000 police personnel have been deployed in sensitive locations in the district. The Gurugram police is also keeping in touch with counterparts in adjoining districts and state's police to monitor the movement of vehicles and people," Kundu added. The district police resumed on Thursday checking of suspicious vehicles. It also put up barricades on carriageway and state highways to check vehicles entering Gurugram district. A large number of security personnel, including senior police officers, were deployed in all sensitive locations. Police officials are visiting the toll plaza and border areas to take stock of the ground situation. "Amid the farmer's calls to block the expressway and Kherki Daula toll plaza, the Gurugram police is already on high alert. Security forces, including police personnel, rapid action force and others, have been deputed across the district," the ACP said. Farmers protest enters 15th day: Gurugram beefs up security as farmers' plan to block Delhi-Jaipur Expressway

The Delhi Traffic Police took to Twitter to inform commuters about alternative routes open for travelling to the neighbouring states of Uttar Pradesh and Haryana. Chilla border on Noida link road is closed for traffic from Noida to Delhi due to the farmers' protest near Gautam Budh Dwar. "The Ghazipur border on NH 24 is closed for traffic from Ghaziabad to Delhi due to farmers' protests. People are advised to avoid NH 24 for coming to Delhi and use Apsara/Bhopra/DND for coming to Delhi," it tweeted. Tikri and Jharoda borders are closed for traffic movement but Badusarai border is open only for light motor vehicle like cars and two wheelers, it said. "Singhu, Auchandi, Lampur, Piao Maniyari, Mangesh borders are closed. NH 44 is closed on both sides," the police said. It advised commuters to take alternate routes via Safiabad, Saboli, NH8, Bhopra, Apsara borders, and Peripheral expressway. People travelling to Haryana can take Dhansa, Daurala, Kapashera, Rajokri NH 8, Bijwasan, Bajghera, Palam Vihar and Dundahera borders, the police said. Enacted in September, the three farm laws are anticipated to bring "reforms" in the agriculture sector by removing middlemen and allowing farmers to sell their produce anywhere in the country. Farmers' protest: Delhi Traffic Police suggests alternative routes to enter and exit the city

Massive traffic jams were witnessed in ITO, Ring Road, nearby area of the Indira Gandhi International (IGI) Airport, Barapullah, Delhi-Noida border, Chilla Border, UP Gate, Delhi-Gurugram road and in Palam. Waterlogging and traffic jams in Delhi as heavy rains lash the capital

The eighth round of talks between protesting farmer unions and the government is scheduled to be held on Friday afternoon as both sides look for a resolution to the over one-month-long deadlock on the issue of the three new <keyword id="9970645" type="UNKNOWN" weightage="20" keywordseo="farm-laws">farm laws</keyword>. Both sides have stuck to their respective positions, with agitating <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> taking out tractor rallies on Thursday to press their demand for rollback of the laws, and the Centre asserting it is ready to consider any proposal other than their repeal. The latest round of talks to be held at Vigyan Bhavan at 2 pm on Friday is crucial as the previous meeting on January 4 remained inconclusive. There was some breakthrough in the sixth round of talks on December 30 when the government conceded to two demands of the agitating farmers pertaining to power subsidy and stubble burning. The previous rounds of talks had failed to make any headway. Thursday's tractor rallies were taken out from protest sites near the Singhu, Tikri and the Ghazipur borders and also from Haryana's Rewasan as the unions asserted they would not accept the Centre's offer of amendments to the farm laws. According to them, these marches were a "rehearsal" for their proposed January 26 "Kisan Parade" to the national capital from different parts of Haryana, Punjab and Uttar Pradesh. Owing to the farmers' protest since late November last year, several routes connecting Delhi with its neighbouring states have been closed for traffic movement. According to Delhi Traffic Police, Singhu, Auchandi, Piau Maniyari, Saboli and Mangesh borders were closed on Friday as well. It advised commuters to take alternative routes via Lampur Safiabad, Palla and Singhu school toll tax borders. Traffic has been diverted from Mukarba and GTK Road, the traffic police force said, asking commuters to avoid Outer Ring Road, GTK Road and NH-44. It said Chilla and Ghazipur borders were closed for traffic coming from Noida and Ghaziabad to Delhi, and advised people to take alternative routes via Anand Vihar, DND, Bhopra and Loni borders instead. The traffic police said Tikri and Dhansa borders were also closed for traffic movement. Enacted in September, the three farm laws have been projected by the Centre as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell their produce anywhere in the country. However, protesting farmers have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of the MSP and do away with the "mandi" (wholesale market) system, leaving them at the mercy of big corporates.

Efforts are underway by the unions to draw <keyword id="6367209" type="UNKNOWN" weightage="20" keywordseo="support">support</keyword> from farmers in other states like Bihar for their demand to enact a law assuring <keyword id="76332" type="COMPANY" weightage="20" keywordseo="Minimum-Support-Price">Minimum Support Price</keyword> as the protest at the border points have been going on for almost four weeks now. On Monday, the farmers held a relay hunger strike at various protest sites in batches of 11. In the letter to 40 union leaders, the Joint Secretary in <keyword id="9313637" type="COMPANY" weightage="20" keywordseo="the-union-agriculture-ministry">the Union Agriculture Ministry</keyword>, Vivek Aggarwal, on Sunday asked them to specify their concerns over its earlier proposal of amendments in the laws and choose a convenient date for the next round of talks so that the ongoing agitation could end at the earliest. The sixth round of talks on December 9 was cancelled following a deadlock with the farmer unions refusing to budge from their demand for repealing the three laws. Owing to ongoing agitation, the Delhi Traffic Police said the Singhu, Auchandi, Piau Maniyari, and Mangesh borders are closed. It advised commuters to take alternative routes through the Lampur, Safiabad Saboli and Singhu school toll tax borders. Police said that as traffic has been diverted from Mukarba and the GTK road, people are suggested to avoid Outer Ring Road, the GTK road and National Highway (NH) 44. Those travelling to Haryana can go through the Jharoda (only single carriageway), Daurala, Kapashera, Badusarai, Rajokri NH-8, Bijwasan-Bajghera, Palam Vihar and Dundahera borders. According to the traffic police, Tikri and Dhansa borders are also closed for traffic but the Jhatikara border was open only for two-wheelers and pedestrians. At the Chilla border, the Delhi to Noida carriageway is open for traffic. The Noida to Delhi carriageway is, however, closed. The Ghazipur border was also closed for traffic movement. Enacted in September, the three farm laws have been projected by the central government as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell anywhere in the country. However, the protesting farmers have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of Minimum Support Price and do away with the mandi system, leaving them at the mercy of big corporates. The government has repeatedly asserted that the MSP and mandi systems will stay and has accused the opposition of misleading the farmers. Farmer union leaders to meet today to decide on further discussions with government

People coming from Delhi to Noida will be randomly tested for <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">COVID-19</keyword> from Wednesday, the administration of <keyword id="397542" type="COMPANY" weightage="20" keywordseo="Gautam-Buddh-Nagar">Gautam Buddh Nagar</keyword>, adjoining the national capital, in Uttar Pradesh said. The decision for random sampling came during an online meeting of senior administration and <keyword id="2469902" type="PERSON" weightage="20" keywordseo="Health-department-officials">health department officials</keyword> with <keyword id="10289512" type="COMPANY" weightage="20" keywordseo="district-magistrate-suhas-l">District Magistrate Suhas L</keyword> Y on Tuesday amid a spike in COVID-19 cases in Delhi. There will be no restriction on free movement of people between Noida and Delhi, Suhas told . "In view of the rising cases of coronavirus in Delhi, the district magistrate has directed officials to form teams that would be deployed at <keyword id="3194480" type="COMPANY" weightage="20" keywordseo="Noida-Delhi">Noida-Delhi</keyword> borders at DND and Chilla to randomly check people coming from the national capital for the infection," he said. The district magistrate said the recent rise in cases in Gautam Buddh Nagar because of which the strategy to fight the pandemic is being "retuned". "This rise has been due to cross-border infection from areas like Delhi and others. So, a random sampling of such people will be done and all institutions (here) will be issued advisory to look out for symptomatic people, track them early and provide them with whatever treatment is required," Suhas told reporters. He said there was an increased cross-border movement of people during the recent days of festivals, hence the coming few days are going to be "crucial" and <keyword id="2430551" type="COMPANY" weightage="20" keywordseo="the-health-department">the health department</keyword> has also been directed to make adequate preparations in hospitals. He also appealed to the people to follow all COVID-19 protocols like wearing masks or covers, practicing social distancing in public places and avoiding casual approach against the infection. Gautam Buddh Nagar has recorded 20,566 cases of COVID-19 including 73 deaths, with 1,236 active cases, according to official data on Tuesday. However, Delhi has recorded over one lakh new coronavirus cases and around 1,200 deaths between November 1 and November 16 while nearly 94,000 patients recovered during the same period, according to official data. The national capital has witnessed a sudden spike in COVID-19 cases since October 28 when the daily rise breached the 5,000-mark for the first time and it crossed the 8,000-mark on November 11. Random Covid-19 test for Delhi to Noida commuters from today

New Delhi, Amid the <keyword id="4630935" type="PERSON" weightage="20" keywordseo="ongoing-farmers">ongoing farmers</keyword>' agitation against the recently enacted Central farm laws, <keyword id="6354814" type="UNKNOWN" weightage="20" keywordseo="prime-minister-narendra-modi">Prime Minister Narendra Modi</keyword> will release the <keyword id="7169459" type="UNKNOWN" weightage="20" keywordseo="next-instalment">next instalment</keyword> of financial benefit amounting to ₹18,000 crore under <keyword id="9725444" type="COMPANY" weightage="20" keywordseo="the-pradhan-mantri-kisan-samman-nidhi">the Pradhan Mantri Kisan Samman Nidhi</keyword> (PM-KISAN) on December 25. The Prime Minister will release the amount at 12 noon on Friday via video conferencing even as the farmers' protests entered the 28th day on Wednesday. This will be the 7th instalment under <keyword id="10483664" type="COMPANY" weightage="20" keywordseo="the-pm-kisan-samman-nidhi-scheme">the PM-Kisan Samman Nidhi Scheme</keyword> -- a direct transfer scheme for the farmers. The Prime Minister's Office (PMO) confirmed that Modi will transfer more than ₹18,000 crore to over nine crore beneficiary farmer families with the push of a button. The Prime Minister will also have a conversation with the farmers from six different states during the event, the PMO statement said. The farmers will share their experiences with the PM-KISAN scheme and also on various other initiatives taken by the government for the welfare of the farmers. Union Agriculture Minister Narendra Singh Tomar will also be present on the occasion. The PM-Kisan Samman Nidhi scheme was launched in February last year. It is a Central scheme with 100% funding from the Central government. Under the PM-KISAN scheme, a financial benefit of ₹6,000 per year is provided to the eligible beneficiary farmers, payable in three equal four-monthly instalments of ₹2,000 each. The income support is being provided to small and marginal farmer families having combined land holding or ownership of up to 2 hectares. The state governments and UT administrations will identify the farmer families which are eligible for support as per the scheme guidelines. The amount is directly transferred into the bank accounts of the beneficiaries through the direct benefit transfer (DBT) mode. Since November 26, thousands of farmers are protesting against the Central farm laws on Delhi's interstate borders at Singhu, Tikri, Ghazipur and Chilla on the Delhi-Ambala, Delhi-Hisar, Delhi-Ghaziabad and Delhi-Noida routes, respectively. A crucial fourth round of talks between the Centre and over 34 farmer union representatives has started here, even as the farmers protest entered the eighth straight day with thousands sitting on different Delhi borders blocking essential supply chains to the city. Like the previous similar talks held on December 1, Union Agriculture Minister Narendra Tomar and Consumer Affairs, Food and Public Distribution Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword> are leading the meeting, which is expected to play a major role in farmers' future course of action on whether they would continue the protest or withdraw it. Bharatiya Kisan Union, Bharatiya Kisan Sanyukta Morcha and Krantikari Kisan Union are among over the 34 farm union representatives taking part in the meeting, which started around 12.30 p.m.. They will put the demands of thousands of farmers owing allegiance to these organisations and huddled under the open sky in the winter days, refusing to budge until their demands are met. The meeting is also being attended by Union Minister of State for Commerce Som Prakash and Agriculture Secretary Sanjay Agarwal. The Singhu and Tikri borders, and also the Chilla and Ghazipur ones have now been hosting these multitudes for over a week. Hundreds of farmers have almost blocked entry and exit out of the capital. The fourth round of meetings with the farmer leaders started at Vigyan Bhawan after the earlier talks remained inconclusive on December 1. In the last meeting, the farmers' representatives had unanimously turned down the Centre's proposal of a special committee to thrash out the differences and resolve concerns over the farm laws. A breakthrough was not expected in a single meeting, sources had said, in view of the government firmly standing by the laws it has called "historic reforms" in the farm sector. The farmers though have hardened their stance, warning that if on Thursday "the last chance" for the government to take a decision on the laws was not taken the stir could intensify further. In place of a committee, they have demanded a special session of Parliament to repeal what they have called "black laws" made to favour corporates -- which not entertained might lead to a chokehold across the nation, not just Delhi. The meeting between the government and the farmer representative began after a detailed discussion among the Home Minister, Agriculture Minister and the Consumer Affairs Minister earlier in the day. The meeting had taken place at the Home Minister's residence. Meanwhile, amid the escalating protests around Delhi, spearheaded by farmers from Punjab and Haryana, Home Minister Amit Shah and Punjab Chief Minister Amarinder Singh also met for around half-an-hour. The government is still holding on to its stance of not rolling back the three farm laws which farmers allege are "anti-farm" and "black laws". The three laws are: Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, The Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020, and The Essential Commodities (Amendment) Act, 2020.
