With ChatGPT starting to infiltrate every aspect of our daily lives, 78 per cent of Indians surveyed were also unable to spot the difference between a love letter written by the AI chatbot and one written by a human, according to the report by cyber-security company McAfee. The vast majority (60 per cent) of Indian respondents preferred a machine-generated love note. The most popular reason given for using AI as a ghost-writer was that it would make the sender feel more confident (59 per cent), others cited lack of time (32 per cent) or lack of inspiration (26 per cent), while 14 per cent said it would just be quicker and easier, believing they would not be found out. However, 57 per cent of respondents said they would be offended if they found out the note they had received was produced by a machine. New Delhi, Apr 28 () Former Andhra Bank chief Suresh N Patel will take over as the vigilance commissioner in the anti-corruption watchdog CVC on Wednesday, officials said.The post of vigilance commissioner has been lying vacant for over 10 months."Patel will be administered the oath of office by newly-appointed Central Vigilance Commissioner Sanjay Kothari," an official said on Tuesday.Patel's name to the post was recommended by a high-powered committee headed by Prime Minister Narendra Modi in February this year. He was a member of the advisory board for banking and financial frauds of the Central Vigilance Commission (CVC). Patel resigned from the board after his selection as the vigilance commissioner. He was appointed the managing director and chief executive officer of Andhra Bank in November 2015 till his superannuation on December 31, 2017.Patel, 62, has over three decades of banking experience, and has also worked as the executive director in Oriental Bank of Commerce before taking over as the chief of Andhra Bank. He will have a tenure of over two years, till late December, 2022.The post of the vigilance commissioner was lying vacant since June last year after T M Bhasin completed his tenure.The CVC is appointed by the president on the recommendation of the committee consisting of the prime minister as its chairperson, and the home minister and the leader of opposition in Lok Sabha as its members.The tenure of vigilance commissioner is of four years or till the incumbent attains the age of 65 years.With Patel's appointment, the commission will be in its full strength.The CVC can have a central vigilance commissioner and two vigilance commissioners. "These are deceptions, not mere errors of fact, which all mortals make," Serwer wrote of past presidential lies. Now that Biden's president, his inevitable lies will be some of the most consequential in the world. And it's not just lies from the White House that remain of great consequence. These, too, aren't mere errors of facts. These are lies and using the power of the governorship to withhold vital information from the public. Beyond politicians and the media, there is a crisis of confidence in institutions. The Centers for Disease Control <a href="https://www.nytimes.com/2020/03/17/opinion/coronavirus-face-masks.html">manipulated the public</a> by discouraging mask use at the start of the pandemic to prevent hoarding of hospital grade N95 masks, and as a result, now faces skepticism over its current guidance on post-vaccination mask-wearing.The "big tech" social media companies are hated by the left for not sufficiently policing misinformation on their platforms, while being hated by the right for a perception of politically biased censorship. "It's unconvincing to try to pass this off as a rhetorical point being misread," the Post's fact-check read before noting, "The tweet is still up, probably causing confusion."At the mention of this fact check, Ocasio-Cortez lamented to Cooper: "I think that there's a lot of people more concerned about being precisely, factually, and semantically correct than about being morally right."Two years later, AOC's <a href="https://twitter.com/AOC/status/1069455599149219840">factually incorrect tweet</a> is still up. <div type="image" title="AOC" height="1000" width="2000" msid="80773784" hostid="261"></div>Ocasio-Cortez has it precisely backward. Lies and hyperbole undermine morals and ethics, regardless of <keyword id="6358883" type="UNKNOWN" weightage="60" keywordseo="politics">politics</keyword>. If the arguments used to back a cause aren't based in reality, the arguments are misdirections, and without merit. A self-granted claim of "morality" is no defense, just as it wouldn't be when <a href="https://www.salon.com/2018/04/02/how-the-anti-abortion-movement-helped-invent-fake-news/">anti-abortion groups traffic in misinformation</a> to justify their own cause, which they surely believe to be "morally right." We, the public, need to be cynical about authority regardless of which side is in power. That doesn't mean a knee-jerk disrespect or an implicit opposition to authority at all turns. It just means we should demand receipts. If elected officials and institutional leaders won't back up their claims or let the public see what's under the hood, we shouldn't give them the benefit of the doubt and assume they've got nothing to hide.Our fact-checking and bullshit-detecting muscles were made stronger by Trump. Let's keep using them now that he's gone.

NEW DELHI: Parliament on Wednesday passed the crucial <keyword id="6356353" type="UNKNOWN" weightage="100" keywordseo="lokpal">Lokpal</keyword> Bill with the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> adopting the measure as amended by the Rajya Sabha after a short discussion. Following are the salient features of the amended Lokpal Bill. 
 
1. Lokayuktas: The new bill mandates states to set up Lokayuktas within 365 days. States have the freedom to determine the nature and type of Lokayukta. 
 
The old bill said the law shall be applicable to states only if they give consent to its application. 
 
The old bill gave power to the central government to appoint state Lokayuktas while the new draft gives this power to the states. 
 
2. Constitution of Lokpal: The Lokpal will consist of a chairperson and a maximum of eight members, of which fifty percent shall be judicial members. Fifty percent members of Lokpal shall be from among SC, ST, OBCs, minorities and women. 
 The older version said the chairperson shall be the <keyword id="42759" type="POSITION" weightage="40" keywordseo="Chief-Justice">Chief Justice</keyword> of India or a present or former <keyword id="18182" type="POSITION" weightage="40" keywordseo="Judge">judge</keyword> of the <keyword id="6354977" type="ORGANIZATION" weightage="40" keywordseo="Supreme-Court">Supreme Court</keyword> or a non-judicial member with specified qualifications (chief justice or a judge of a high court). 
 
3. Selection of Lokpal: The selection committee will have <keyword id="71" type="POSITION" weightage="40" keywordseo="Prime-Minister">Prime Minister</keyword>, Lok Sabha Speaker, leader of the opposition in Lok Sabha and the Chief Justice of India. A fifth member of the selection committee for selection of Lokpal under the category of "eminent jurist" may be nominated by the <keyword id="2540" type="POSITION" weightage="40" keywordseo="President">President</keyword> on the basis of recommendation of the first four members of the selection committee. 
 
In the old bill, selection of the fifth person was left entirely to the President. 
 
4. Religious bodies and trust: The new bill includes societies and trusts that collect public money, receive <keyword id="6357455" type="EVENT" weightage="40" keywordseo="Funding">funding</keyword> from foreign sources, and have an income level above a certain threshold, it excludes bodies creating endowments for or performing religious or charitable functions. 
 
The old bill expanded definition of public servant by bringing societies and trusts which receive donations from the public (over a specified annual income) and, organisations which receive foreign donations (over Rs 10 lakh a year) within the purview of the Lokpal. 
 
5. Prosecution: In the new version, before taking a decision on filing a chargesheet in a case upon consideration of the investigation report, the Lokpal may authorise its own prosecution wing or the concerned investigating agency to initiate prosecution in special courts. 
 
Under the old bill, prosecution of the case could be done only by the prosecution wing of the Lokpal. 
 
6. Central Bureau of Investigation: For independence of the CBI, in the new bill a directorate of prosecution will be formed. Appointment of the director of prosecution will be on the recommendation of the <keyword id="403158" type="POSITION" weightage="40" keywordseo="Central-Vigilance-Commissioner">Central Vigilance Commissioner</keyword>. 
 
Transfer of officers of CBI investigating cases referred by Lokpal will be only with the approval of Lokpal who will also have superintendence over CBI in relation to Lokpal referred cases. 
 
7. Hearing: The new bill says a government servant will get a hearing before a decision is taken by the Lokpal. 
 
8. Prime Minister: The Prime Minister will be under the purview of the Lokpal with subject matter exclusions and specific process for handling complaints against the Prime Minister. 
 
9. Investigation: Inquiry has to be completed within 60 days and investigation to be completed within six months. Lokpal shall order an investigation only after hearing the public servant. 
 
Inquiry against the prime minister has to be held in-camera and approved by two-thirds of the full bench of the Lokpal. 
 
10. Penalty: False and frivolous complaints - imprisonment up to one year and a fine of up to Rs.1 lakh. Public servants - imprisonment up to seven years. Criminal misconduct and habitually abetting corruption - jail term up to 10 years.

New Delhi, Jan 28 () The Finance Ministry has invited applications for the next chairman of Securities and Exchange Board of India (Sebi) to succeed Ajay Tyagi, whose three-year term comes to an end next month.
 Tyagi, a 1984 batch IAS officer of Himachal Pradesh cadre, was appointed as head of the market regulator in 2017 for the period of three years. He assumed charge on March 1, 2017.
 It was widely expected that Tyagi would get at least two years' extension given his stellar performance on the job.
 However, the public notice dated January 24 inviting application from eligible candidates indicates that the government in not inclined to give an extension of two years to the incumbent.
 Applications of eligible candidates in prescribed proforma along with attested copies of annual confidential report for the last five years, vigilance clearance and no penalty and integrity certificate in case of serving government employees should reach on or before February 10, a public notice issued by the Finance Ministry's Economic Affairs Department said.
 In the past, the government has given extension to U K Sinha for three years, making him the second longest-serving chief of Sebi.
 In case of Tyagi, the government issued appointment notification twice. According to the first notification issued on February 10, 2017, Tyagi, the then Additional Secretary (Investment) in Department of Economic Affairs, was appointed chairman of Sebi for a period not exceeding five years or till the age of 65 years or until further order, whichever is earlier.
 Subsequently, another notification curtailed his appointment to initial period of three years.
 Since age in on his side, Tyagi can apply for the job again. However, this will be considered as fresh appointment and not an extension.
 As per the procedure for the appointment of regulators, the candidates will be shortlisted by the Financial Sector Regulatory Appointments Search Committee (FSRASC) headed by Cabinet Secretary.
 The shortlisted candidates are interviewed by the panel comprising of Economic Affairs Secretary and three external members having domain knowledge.
 Based on interaction, FSRASC recommends name to the Appointments Committee of Cabinet headed by Prime Minister Narendra Modi for approval. DP SID ANS
