Twitter's interim resident grievance officer for <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> has stepped down, leaving the micro-blogging site without a grievance official as mandated by the new IT rules to address complaints from Indian subscribers, according to a source. The source said that <keyword id="11523898" type="PERSON" weightage="20" keywordseo="dharmendra-chatur">Dharmendra Chatur</keyword>, who was recently appointed as interim resident grievance officer for India by Twitter, has quit from the post. The <keyword id="1426877" type="PERSON" weightage="20" keywordseo="social-media-company">social media company</keyword>'s website no longer displays his name, as required under <keyword id="6363148" type="COMPANY" weightage="20" keywordseo="information-technology">Information Technology</keyword> (Intermediary Guidelines and <keyword id="10825789" type="COMPANY" weightage="20" keywordseo="Digital-Media-Ethics-Code">Digital Media Ethics Code</keyword>) Rules 2021. Twitter declined to comment on the development. The development comes at a time when the micro-blogging platform has been engaged in a tussle with the Indian government over the new social media rules. The government has slammed Twitter for deliberate defiance and failure to comply with the country's new IT rules. The new rules which came into effect from May 25 mandate social media companies to establish a grievance redressal mechanism for resolving complaints from the users or victims. All significant social media companies, with over 50 lakh user base shall appoint a grievance officer to deal with such complaints and share the name and contact details of such officers. The big social media companies are mandated to appoint a chief compliance officer, a Nodal Contact Person and a resident grievance officer. All of them should be resident in India. Twitter in response to the final notice issued by the government on June 5 had said that it intends to comply with the new IT rules and will share details of the chief compliance officer. In the meantime, the microblogging platform had appointed <keyword id="105015" type="PERSON" weightage="20" keywordseo="chatur">Chatur</keyword> as interim resident grievance officer for India. Twitter now displays the company's name in the place of grievance officer for India with a US address and an email ID. According to a government official, the company has lost legal protection as an intermediary and will be legally held responsible for all content posted by its users on the platform. Twitter's interim grievance officer in India quits amidst tussle with the government on new IT rules

The US-based company has been in the eye of a storm over its alleged failure to comply with the new IT rules in India, which mandates, among other requirements, the appointment of three key personnel -- chief compliance officer, nodal officer and grievance officer by social media platforms with over 50 lakh users. All the three personnel have to be residents in India. As per the information updated on Twitter's website, Vinay Prakash is the Resident Grievance Officer (RGO). Users can contact him using an email ID listed on the page. "Twitter can be contacted in India at the following address: 4th Floor, The Estate, 121 Dickenson Road, Bangalore 560 042," the page further said. Prakash's name appears along with Jeremy Kessel, who is the <keyword id="11613995" type="UNKNOWN" weightage="20" keywordseo="global-legal-policy-director">Global Legal Policy Director</keyword>, and is based in the US. The company has also published its compliance report for the period of May 26, 2021, to June 25, 2021. This was another key requirement under the IT rules that came into effect on May 26. Twitter appoints Vinay Prakash as resident grievance officer for India

Amid tensions with the government, <keyword id="6354616" type="UNKNOWN" weightage="20" keywordseo="Twitter">Twitter</keyword> has appointed a Resident Grievance Officer, days after it designated a chief compliance officer, as it also released its first India Transparency Report to meet the new IT rules. The US social media giant's website has listed Vinay Prakash as the new grievance officer, providing contact details and procedure for users to report potential violations of its rules and terms. Twitter had previously appointed Dharmendra Chatur as its interim grievance officer for India after the new IT rules came into force on May 26. However, Chatur stepped down within weeks of taking over the key role. California-based Jeremy Kessel was named as India's grievance redressal officer, on the platform's website - although the appointment did not meet the requirements of IT rules that clearly mandate key officers - grievance officer, chief compliance officer and nodal officer - to be resident in India. Twitter's website on Sunday showed Vinay Prakash as the Resident Grievance Officer (RGO). Users can contact him using an email ID listed on the page. Prakash's name appears along with Kessel, who is the Global Legal Policy Director, and is based in the US. Twitter did not share additional details of the new resident grievance officer. Twitter has also published its maiden compliance report. In its India Transparency Report: User Grievances and Proactive Monitoring July 2021 report, Twitter said it had received 94 grievances and "actioned" 133 URLs between May 26 and June 25, 2021. Twitter said the majority of complaints received via Grievance Officer - India channel during the reporting period fell into categories including defamation (20), Abuse/Harassment (6), Sensitive Adult Content (4), Impersonation and privacy infringement (3 each), IP-related Infringement (1), and Misinformation/Synthetic and Manipulated Media (1). In addition to this, Twitter processed 56 grievances which were appealing Twitter account suspensions. In a separate category - '<keyword id="11616040" type="UNKNOWN" weightage="20" keywordseo="proactive-monitoring-data">Proactive Monitoring Data</keyword>', Twitter said 18,385 accounts were suspended over the issue of Child Sexual Exploitation, Non-Consensual Nudity, and similar content, while 4,179 accounts were suspended for <keyword id="3208352" type="PERSON" weightage="20" keywordseo="Promotion-of-Terrorism">Promotion of Terrorism</keyword>. However, the 'Proactive Monitoring Data' -- content proactively identified by employing internal tools and industry hash sharing initiatives -- represents global actions taken, and not just actions related to content from India. Twitter noted that going forward, it will publish this report on a monthly basis and that it will make improvements over time, based on feedback received from the government, or in accordance with internal changes that allow it to provide more granular data. Under the new IT rules, large digital platforms (with over 50 lakh users) are required to publish periodic compliance reports every month, mentioning the details of complaints received and action taken thereon. The new IT rules are designed to prevent abuse and misuse of digital platforms, and offer users a robust forum for grievance redressal. Under these rules, social media companies will have to take down flagged content within 36 hours, and remove within 24 hours content that is flagged for nudity and pornography. Non-compliance with the IT rules would result in these platforms losing their intermediary status that provides them immunity from liabilities over any third-party data hosted by them. The rules also mandate appointment of three key personnel - grievance officer, chief compliance officer and nodal officer. These officials need to be resident in India. Ashwini Vaishnaw, who has recently taken charge as Information Technology Minister, had on Thursday said all those who live and work in India will have to abide by the rules of the country. On the same day, Twitter had informed the Delhi High Court that it has appointed an interim chief compliance officer (CCO), who is a resident of India, and that it will make an endeavour to fill the regular position within eight weeks as per the IT rules. In an affidavit, Twitter had said "Twitter has posted publicly a job announcement for a CCO as a direct employee and is accepting applications at this time. Twitter will endeavour in good faith to make an offer of employment to a qualified candidate to fill this position within 8 weeks". Earlier, Twitter had advertised for filling the positions of Chief Compliance Officer, Nodal Officer and Resident Grievance Officer in India on the careers section on its website. The Delhi High Court had granted two weeks' to <keyword id="308642" type="COMPANY" weightage="20" keywordseo="Twitter-Inc">Twitter Inc</keyword> to file an affidavit, notarised in the US, on compliance with the IT rules and had made it clear that it was not extending any protection to the microblogging platform. The High Court had said the centre was free to take action against Twitter Inc in case of any breach of the IT rules. Twitter releases its first India Transparency Report under new IT rules

By Gunjan Sharma New Delhi, May 19 () Going back to roots, learning about local art and culture, at-home fancy dress competitions and innovations to make daily life easy are among the assignments for students at the '3-Idiots' fame 'Rancho's school' during the COVID-19 lockdown as all of them do not have access to Internet in hilly terrains of Leh. With schools being closed due to lockdown in order to contain coronavirus spread, Druk Padma Karpo School is conducting some classes using smart phones but it plans to repeat that syllabus when regular classroom learning resumes as not many students have access to Internet. "We cannot conduct proper online classes like being done in many parts of the country. Some of our students stay in very hilly terrains where there is no Internet or even calling facility at times, so whatever we are covering on classes through smartphones, we will repeat that once regular classroom teaching resumes. Therefore, we are focusing on non-academic activities more which students can do as per their own pace," school principal Mingur Agmo, told over phone. "We have given assignments to students about how they can explore local art and culture during the lockdown. Students have been asked to learn a local art which is losing its popularity now, write essays about the culture, food, maintain scrap books, learn local language, among other activities," she added. Students have also been asked to come up with innovations which make daily life easy and also make masks to distribute them among the needy. "We conducted an at-home fancy dress competition with theme of 'My Ladkah my culture'. Students were asked to dress up in traditional dresses and share pictures with us whenever they have access to Internet. And the entries are still pouring in. Similarly, we are also conducting a virtual talent hunt," said school teacher Rajeev Nirup. "Students have come up with different innovations like baskets which can be hanged outside the house for newspaper man to drop in it to avoid direct contact, touch free sanitiser dispensers and more things which make daily life easy," he added. The 19-year-old school shot to fame after it featured in the Aamir Khan-starrer '3 Idiots'. The wall of a building on its campus was featured in the closing of the film in which one of the characters, Chatur, tries to urinate on but gets an electric shock as two kids dangle a wire with a bulb from the first floor. While the 'iconic idiotic wall' -- part of a building which was damaged in the 2010 flash floods still remains on the campus, the first floor, earlier made of bricks, has been replaced with wooden structures typically used in Ladakh. In 2018, the school decided to relocate the "Rancho's wall" which became a photo spot for tourists to ensure students don't get distracted due to inflow of visitors. Universities and schools across the country have been closed and exams postponed since March 16 when the Centre announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak.
