TRAI recently released its new <a href="https://www.bgr.in/how-to/trai-new-rules-dth-operators-february-1-dish-tv-select-channels-base-plan-a-la-carte-free-to-air-channel-selector/">guidelines</a> regarding the broadcasting and pricing over DTH and Cable TV services. All the DTH companies including Dish TV, Tata Sky, and Airtel Digital TV have already announced the different channel packs they have got on offer. Dish TV has pre-selected its customers’ channel packages as per their old plan and has moved them automatically to the new packages. However, if you are working with other operators, you will need to select your TV channel preferences on your cable service provider platform to avail of the new tariff. As part of its momentous announcement, TRAI had issued strict guidelines to the broadcasters to streamline the selection and pricing options of the cable or DTH channels. The move is intended to let the consumers avail of the cable and DTH services at a minimal cost without having to waste money on paying for the channels they never use. The new regulations brought in by TRAI lets the customers pay only for those channels they want to watch. TRAI has released a Channel Selector App that will let the customer know the estimate of the subscription charges meant for the channels they have selected. Similar to how it works with other DTH service providers, the consumers of Dish TV can also do the channel selection in three ways. The first way is to call the Dish TV customer care. The second route is to make use of the My DishTV app to do the channel selection. The third way is to visit Dishtv.in website and choose the channels you want using your login credentials. Here is a step by step procedure to choosing the channels on DishTV on the company’s dedicated website. Step One Visit the DishTV website. Go to ‘Subscriber Corner’ that you will find on the top right corner of the website. You can also land on the Subscriber Corner by clicking on the banner ad that has notified “Register your choice as per TRAI’s new mandate.” Step Two The Subscriber Corner page will prompt you to log in. You can do this either by using your VC number or registered ten digit mobile number. Also, you can choose to give your password or log in using OTP. Step Three Once you have logged in, the account page on Dish TV’s page will show up the selection page by default arrangement. In case it does not open itself, you can open it by clicking on ‘Packs &amp; Channels’. Step Four On the ‘Packs &amp; Channels’ page you will see ‘Select Your Zone’ option that will cover the regional bouquet of channels DishTV offers. This will be based on languages of the North and South regions. Step Five After you have selected your zone, you will see the list and details of Dish Combo packs, Add-Ons, Channels, and Bouquets. Based on your preferences you can add them to your cart and checkout. In the five simple steps given above, you will have created your own unique channel package based on your viewing preferences. According to JM Financial, prime time shows have over 60% of ‘co-viewing instances’ – and this is what will keep TVs running in India in spite of the proliferation of OTT, as per the report. In addition to the fact that 98% of Indian homes only have a single TV, low proliferation of wired broadband is also keeping people from making the total shift exclusively to OTT. While India has over 650 million mobile broadband users, it has only 18 million wired broadband connections. “Note, these 18 million connections include small and medium enterprises as well, leaving even lower connections for households. We believe these trends and facts suggest TV screens - and linear TV - will remain the mainstay of India’s family entertainment,” said the report named ‘In the eye of the storm’. It also said that growth in OTT has expanded the overall video consumption, and has not come at the expense of linear TV. Pay TV vs OTT vs Free Dish The cost of pay TV – that’s subscription-based TV viewing – is around $3 per month. In comparison, OTT subscription cost is at least 2.5 times that of pay TV. “TV in India has an unparalleled position as a family entertainment platform, both in terms of price as well as reach,” the report said. In the US, however, where subscribers are shifting away from pay TV to OTT – it’s the exact opposite. While pay TV is at around $100 a month, Netflix subscription plans start at $10 per month. Added to that, wired broadband penetration in the US is at 95%. In spite of the fundamentals that support the long-term prospects of linear TV, it is being hurt by many factors. The usual suspect is OTT, which has been chipping away the top-of-the-pyramid user base off pay TV, who are the best spenders. This is reflected in the 6% decline in pay TV subscribers between 2019 to 2021. During the same period, broadcasters’ subscription revenue declined by 13% and ad revenue too went down by 12% – hurt by lowered FMCG ad spends and pandemic-led troubles. FMCG contributes to 50% of TV ad spends. On the other end of the spectrum, the government's DD Free Dish, a free-to-air <keyword id="6411255" type="General" weightage="50" keywordseo="dth" source="Orion">DTH</keyword>, too has pulled away millions of subscribers. Against cord-cutting The JM Financial report, however, believes that there is reason to be sanguine. “TV screen’s dominance during prime time coupled with pay-TV’s low ARPU and wired broadband’s lower penetration in India work against cord-cutting,” the report said. Broadcasters have been withdrawing General Entertainment Channels or GECs from DD Free Dish. That could stem the migration of viewers from pay TV. Moreover, it also expects that receding raw material cost inflation and buoyant festive demand could boost ad-revenue growth starting in the second half of the current financial year. “Unlike the general perception, our analysis indicates TV has held on to its share of ad spend while digital has gained at the expense of other media. TV’s wider reach and India’s low ad-spend-to-GDP ratio mean significant headroom for both TV and digital ad-spend to grow,” the report said. Moreover, India still has close to 100 million non-TV households, which provides a long runway for growth. Where are ad volumes going? Ad volumes have been falling differently across channel genres. Free commercial time (FCT) in genres such as English movies and English niche fell sharply even over 2019-21— reflecting the impact of OTT on select genres. The ad volumes of English movie channels declined the steepest at 45% while English niche went down by 29% and that of music channels went down 19%. “Urban youth, the viewership base of English channels on TV, appear to have shifted to OTT with global, on-demand content. Following the same logic, there seems to be a small impact on Hindi GEC (-3% FCT over 2019-21) while <keyword id="42771" type="General" weightage="20" keywordseo="regional" source="Orion">regional</keyword> genres seem largely unaffected, as of now,” the report said. On the other hand, ad volumes grew in genres like news, Hindi movies, Marathi channels, Tamil channels, Kannada, Bengali and Malayalam. However, ad volume fall in English channels have little effect on overall growth in TV as it constitutes only 1% of overall TV viewership. Even as the urban youth with access to wired broadband, higher spending capacity, and proclivity to watch international and niche content are likely to cut the cords and shift exclusively to OTT platforms, there is a lot of juice left in the linear TV market. “With around 300 million households, a sprawling regional language market, and a diverse cultural background, India offers significant opportunities for all forms of entertainment to co-exist. We believe OTT, pay TV, and free-to-air channels will all co-exist in the country,” the report said. Starting next month, consumers will be able to customize channels as per their choice, and pay per use. Cable TV companies in India have been asked to adhere to these regulations latest by 31 January. With the deadline approaching, the app is aimed to help viewers of cable TVs or DTH select the channels they want rather than automatically be enrolled in monthly packages that include channels people don’t want to watch. Giving viewers the choice to select their preferred channels could make their monthly bills cheaper. Calculating bills The app can be accessed through TRAI’s <a href="https://channel.trai.gov.in/">official website</a>. It will simplify information on channels and their Maximum Retail Price (MRP), and will help calculate rentals. Just like online shopping platforms, the web-based service contains filters to choose from — including price, service provider and language among others — which can help in price comparison. The application will then show up channels to select from and calculate the bill for the selected ones. It’s yet to be seen whether this revives the fortunes for cable TV channels as they compete with increasing number of digital content and video streaming services. TRAI launches app to let people select and pay for only cable channels they want to watch

Super 30 founder and noted mathematician Anand Kumar has urged the HRD ministry to launch a 24x7 <keyword id="6355445" type="UNKNOWN" weightage="20" keywordseo="education">education</keyword> channel – 'Doordarshan Education' for students belonging to different sections of society as not everyone has access to online learning amid the ongoing COVID-19 lockdown. Known for his highly successful and famed Super 30 programme, which nurtures 30 students from underprivileged sections every year for IIT-JEE entrance test with a phenomenal success rate, Kumar has reached out to HRD Minister <keyword id="60487" type="PERSON" weightage="20" keywordseo="Ramesh-Pokhriyal">Ramesh Pokhriyal</keyword> 'Nishank' saying an exclusive education channel from DD would be of immense help to students across the country. "India, like rest of the world, is in the midst of an unprecedented health crisis due to COVID-19 pandemic. The much-needed lockdown to save lives has worked, but it has caused huge disruption in education of our students," Kumar said. "Though many institutions are trying to adopt online means, it is not immediately feasible keeping in view the huge variation in the socio-economic condition of a large section of students, with a good chunk barely able to continue their studies due to low-cost government education system," he said. "Under these circumstances, expecting all the students cutting across different economic strata to avail the facility of online education and equally benefit does not seem practical. It requires a decent system or a smart phone and good internet connectivity, all of which come at a cost. All the institutions are also not prepared for online education, though many of them are trying their best," he added. Kumar further said he has urged the HRD minister to come up with an exclusive 24x7 Doordarshan education channel, like DD Kisan, which is totally devoted to the needs of farmers. "It could be a game changer for the students without any extra cost to them. Every household now a days has a television set and having an exclusive DD education channel, with separate time slots for different classes, will be easily accessible to people of all economic strata across the country. "It can also have motivational talks and counselling sessions for students and teach them about online benefits to groom them for future. But most importantly, it can cater to educational needs of students," he said. Kumar's current batch, is yet to appear for the Joint Entrance Examination (JEE) as it has been postponed due to COVID-19 lockdown. "I usually start the process for selecting next batch in April but it has been delayed. I am conducting various classes through different mediums and will soon come up with a reasonable solution about how to select the next batch and the timeline," he said. Universities and schools across the country have been closed since March 16 when the central government announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak. Later, a nationwide lockdown was announced on March 24, which has now been extended till May 3. The HRD ministry is reaching out to students through its SWAYAM PRABHA which is a group of 32 DTH channels providing quality educational curriculum-based course contents covering diverse disciplines such as arts, science, commerce, social sciences and humanities subjects, engineering, medicine and agriculture to all teachers, students and citizens across the country interested in lifelong learning. Anand Kumar of Super 30 fame urges government to launch 'Doordarshan Education' amid lockdown

New Delhi, Jan 7 () Trai's amendments to the new regulatory framework for cable and broadcasting services could potentially lower DTH/cable bills by up to 14 per cent from the present levels, rating agency Icra said on Tuesday.
 Last week, the broadcast regulator amended the new regulatory framework for cable and broadcasting services under which cable TV users will be able to access more channels at lower subscription price. These changes come into effect from March 1.
 The regulator capped at Rs 160 the amount consumers will have to pay monthly for all free to air channels, and reduced the maximum Network Capacity Fee (NCF) to Rs 130 (excluding taxes) for 200 channels.
 "These changes in tariff could potentially lower the direct-to-home (DTH)/cable bills of the subscribers by up to 14 per cent from the present levels and encourage subscribers to exercise their right to choose and opt for a-la-carte channels," Icra said in a statement.
 It noted that the tariff order of 2017 had aimed at giving the subscribers their right to choose by mandating the broadcasters to declare the nature of channels as free to air (FTA) or pay channel as well as declare a-la-carte pricing of all channels.
 "However, contrary to Trai's expectations, given the high channel pricing of popular general entertainment channels (GECs) and sports channels (with 66 of the 330 existing pay channels being priced at ceiling rate of Rs 19 per month), the very purpose of the tariff order was defeated, resulting in up to 23 per cent surge in bills for subscribers (as per Icra's estimates) and continued dominance of bouquets in the subscription patterns," it added.
 Sakshi Suneja, Assistant Vice President at Icra, said after the recent changes in tariff, the prices of popular GECs and sports channels are expected to reduce from Rs 19 per month to Rs 12 per month, given the revised ceiling rates for a-la-carte channels, to be included in bouquets.
 She added that the amendments also seek to improve the attractiveness of a-la-carte channels by reducing discounts that can be offered on bouquet pricing to 33 per cent (vis-a-vis a-la-carte prices, from the existing average levels of discounts of 40-54 per cent), as well as through introduction of two new conditions.
 "Icra does not expect the bouquet prices to increase, though the channel offerings under the bouquet are expected to reduce. While an earlier bouquet price of Rs 349 included 81 pay channels, the same is now expected to fetch only 51 pay channels. However, the same should not adversely impact the subscribers, as their viewing is largely restricted to few popular channels," she said.
 Kinjal Shah, Vice President at Icra, said the recent amendments will adversely impact revenues of broadcasters.
 Shah explained that the subscription revenues are expected to reduce (as subscription charges for a-la-carte channels will reduce and also due to the expected shift of subscribers from bouquets to a-la-carte selection).
 "Furthermore, given the reduction in the number of channels that can be offered in a bouquet (for a given price), bundling of non-popular channels with established ones will reduce, thereby impacting their reach and thus advertisement revenues for the broadcaster. This, however, would eventually lead to increased focus on content quality," Shah added. SR ANU

However, the transition to the new pay-per-use regime has been filled with confusion, and undecided customers will be automatically given Best Fit Plans from TRAI. TRAI has also directed distribution platform operators to ensure that the pricing of the Best Fit Plan does not exceed the current pricing of the consumer. According to CLSA, a capital markets and investment group, television subscription revenues in the interim could be muted till subscriber choice settles down and could also impact broadcasters’ advertising revenues. The previous deadline of February 1 had to be pushed because of complete chaos and confusion which also resulted in a blackout in television and an online protest from consumers as they were paying more than before. But now it seems that even with the extended deadline, DTH and cable operators will have to make way for a longer time of settling in, where customers would most likely revise their plans till they find their comfortable pricing for select channels. Furthermore the report said that while broadcasters are offering 43-48% discounts through their HD bouquets, after including distribution fee and GST, consumers will still have to pay over ₹600 per month to subscribe to channels of top-4 broadcasters. And once again, OTT platforms will be the winners from this tussle. While a recent survey done by YouGov had already said that the new TRAI regime will push consumers to view more content from OTT platforms, the pricing too now comes up to as much or more a consumer would pay for the subscription of an OTT platform. You can use a firestick or Tata Play if you live with a nuclear family,” says Dave. 23-year-old Mumbai resident Shraddha Khaire is particularly a movie buff. She has subscribed to 6-8 OTT apps and says that it has been a frustrating experience for her to pay a premium price for one movie. “There have been times that I had to subscribe to a whole new OTT just to watch that one show or movie, and let’s not forget the premium charges for the same,” shared Khaire. She hopes a new aggregator will make the whole experience very seamless, simple and efficient for me as a regular user of various OTTs, such as her. “There will be a single sign-up, single ID for accessing multiple platforms. <ul><li><keyword id="15508" type="COMPANY" weightage="20" keywordseo="YouGov">YouGov</keyword>’s survey reveals TV subscribers are indeed moving online for content after the <keyword id="7319532" type="UNKNOWN" weightage="80" keywordseo="trai-order">TRAI order</keyword> was passed. </li><li>Not only have people increased their digital content viewing time in the past year, some have unsubscribed their DTH connections and moved completely online for content. </li></ul>As the New Tariff Order 2.0 proposed by the Telecom Regulatory Authority of India (TRAI) is likely to come into effect starting March 1, 2020, YouGov ran a survey to understand the impact of the original order on the content consumption habits of Indian consumers. As per the earlier order, users were to choose channels they liked and pay standardised rates for only those. Although this move was meant to enhance the customer’s television viewing experience, people did not seem too happy with its execution. According to the research done by YouGov in 2019, when the order was first passed, half of the 1020 surveyed respondents (49%) indicated their likeliness to spend more time online watching original content as a result of this amendment. One year later, the 2020 research findings show that this is exactly what has happened and people seem to have migrated online for content. Around half of Indian DTH subscribers (48%) said the amount of time they spend watching original online content (on <keyword id="128682" type="COMPANY" weightage="20" keywordseo="Netflix">Netflix</keyword>, Amazon Prime, <keyword id="2739840" type="PERSON" weightage="20" keywordseo="Hotstar">Hotstar</keyword>, etc.) has increased after the implementation of the TRAI tariff order last year. Almost as many (42%) said the same for time spent watching television content digitally. On the contrary, the TRAI guidelines seem to have adversely impacted the business of television and 43% said their TV-viewing time has decreased in the last year. Furthermore, one in six (16%) claimed to have unsubscribed from a DTH connection or network because of the TRAI rule, and one in five (21%) have unsubscribed and moved entirely online for content. <div type="image" title="image003 (9)" msid="74376177" hostid="261"></div>

 Men were more likely than women to disconnect their cable connection (19% vs 13%) while the youngest generation- GenZ, were more likely than the rest to not just unsubscribe but migrate online as well (26%). The New Tariff Order 2.0 is likely to make subscriptions affordable by offering consumers 200 channels with the base slab of INR 130 as opposed to 100 channels offered earlier. The data shows that the majority of respondents (60%) favour the revised order, 14% disapprove of it and 26% have no view in this regard. Support could be due to the fact that people positively perceive this change and more than half (56%) feel it will empower them to choose the channels they like. Although people largely support it, many (36%) feel the new amendment will confuse consumers by giving them too many options to choose from. Following the introduction of the TRAI regulatory framework last year, 40% TV-viewers selected channels individually and paid for each, 37% bought a bundle pack and 23% opted for free-to-air channels with few additions. The ones who bought a bundle pack were more likely to say they paid more than they used to earlier as compared to the ones who selected channels individually or kept all free channels- who instead were more likely to say they paid lesser than before (29% and 30%, respectively). If the new TRAI rule comes into force, most people (38%) are still likely to individually select channels. The proportion of people wanting to buy a bundle pack as well as keep free channels is similar, at 31% each, suggesting that people are equally receptive to each of the offerings. Commenting on this, Deepa Bhatia, General Manager, YouGov India said, “YouGov’s survey last year rightly predicted the likely impact of the new regulation on consumer viewership. The latest findings validate this prediction. The new order is likely to disrupt the business further and hence it is even more important for advertisers to study the changing consumer needs and behaviour and reallocate their media budgets accordingly.” Data collected online by YouGov Omnibus among around 1000 respondents in India between February 17th -24th, 2020 using YouGov’s panel of over 8 million people worldwide.
