New Delhi: The central government has approved the appointment of a new Chairman and <keyword id="19899229" type="General" weightage="20" keywordseo="Managing-Director" source="keywords">Managing Director</keyword> of the <keyword id="19934368" type="General" weightage="100" keywordseo="State-Bank-of-India" source="keywords" meta.keywordsubtype="org" meta.entityname="State Bank of India" meta.hostid="261" meta.entityid="State Bank of India">State Bank of India</keyword> (<keyword id="19898108" type="General" weightage="20" keywordseo="sbi" source="keywords">SBI</keyword>) as the current Chairman, <keyword id="20944427" type="General" weightage="20" keywordseo="Dinesh-Kumar-Khara" source="keywords">Dinesh Kumar Khara</keyword>, is set to retire on August 28. According to a notification by the Department of Personnel &amp; Training, the Appointments Committee of the Cabinet (ACC) on August 6 approved the proposal of the Department of Financial Services for the appointment of <keyword id="22230591" type="General" weightage="20" keywordseo="Challa-Sreenivasulu-Setty" source="keywords">Challa Sreenivasulu Setty</keyword> as chairman of SBI. The ACC has approved the appointment of Setty, 59, the current Managing Director (MD) of SBI as the new Chairman of the country's biggest lender, for a period of three years, effective from the date he assumes office, on or after August 28, 2024. The government order states, "The Appointments Committee of the Cabinet (ACC) has approved the proposal of the Department of Financial Services for the appointment of Shri Challa Sreenivasulu Setty (DOB: 26.09.1965), Managing Director (MD), State Bank of India (SBI) as Chairman, SBI for a period of three (03) years w.e.f. the date of assumption of charge of the office, on or after 28.08.2024." Additionally, Rana Ashutosh Kumar Singh, the current Deputy Managing Director (DMD) of SBI, has been appointed as the new Managing Director. His appointment will take effect from the date he assumes office. The government order read, "The Appointments Committee of the Cabinet (ACC) has approved the proposal of the Department of Financial Services for appointment of Shri Rana Ashutosh Kumar Singh, Deputy Managing Director (DMD), State Bank of India (SBI) as Managing Director (MD) in SBI with effect from the date of assumption of office." According to SBI, Challa Sreenivasulu Setty joined the Board of SBI as Managing Director in January 2020 and currently oversees International Banking, Global Markets, and Technology wings of the Bank. He has previously headed the Retail &amp; Digital Banking vertical and various task forces/committees formed by the Government of India. Setty holds a Bachelor of Science in Agriculture and is a Certified Associate of the Indian Institute of Bankers. He began his career with SBI in 1988 as a Probationary Officer. Over his three-decade-long career, he has gained rich experience in corporate credit, retail, digital, and international banking, as well as banking in developed markets. Setty has also held key positions within SBI, including Deputy Managing Director - Stressed Assets Resolution Group, Chief General Manager, and General Manager in the Corporate Accounts Group, Deputy General Manager in the Mid-Corporate Group, and Vice President &amp; Head (Syndications) at SBI's New York Branch. The number of innovation labs should also be increased in the institutions of higher education in the states," he said. The prime minister noted that India's Global Innovation Index ranking improved from 81 in 2015 to 46 due to the efforts of the central government.

PM Modi calls for concerted efforts to make India global centre of research and innovation

Vijayan said the rise in surcharges and cesses, which are not included in the divisive pool, was happening at a time when the <keyword id="20015455" type="General" weightage="100" keywordseo="finance-commission" source="keywords">Finance Commission</keyword> has been recommending a higher share for the states from the net proceeds of the taxes collected by the Centre. Vijayan was speaking at a conclave of five non-BJP-ruled states organised by Kerala to discuss the key issues related to the 16th <keyword id="25455" type="General" weightage="20" keywordseo="finance" source="Orion">Finance</keyword> Commission. He said that the 16th Finance Commission needs to factor in this rising trend in surcharges and cesses, when it recommends the prescribed share of the states from the net proceeds of taxes collected by the union government. The CM further said that the share of the states in the divisive pool needs to be increased further from the 41 per cent recommended by the <keyword id="23137017" type="General" weightage="20" keywordseo="last-finance-commission" source="keywords">last Finance Commission</keyword>. He said that Kerala and many other states have made this demand in the past with the southern state suggesting that it be increased to 50 per cent. "The demand for a higher share for the states in the taxes collected by the Union is having continued relevance and it is my request to the eminent scholars and colleagues who are here to formulate this in a concrete manner," Vijayan said. "This will help the states to make an effective case before the 16th Finance Commission for raising the share of taxes which are distributed to the states, in view of the widening vertical fiscal Imbalances."

Rise in cess, surcharge shrinking states' share in divisive pool of taxes: Kerala CM

New Delhi [India], June 23 (ANI): The Ministry of Health and Family Welfare postponed the National Eligibility cum Entrance Test Postgraduate (<keyword id="6361994" type="General" weightage="100" keywordseo="NEET" source="Orion">NEET</keyword> PG) Examination on Saturday, which was scheduled to be held on Sunday, and said that a fresh date will be announced at the earliest. The NEET-PG exams were scheduled to be held on June 23. "Taking into consideration, the recent incidents of allegations regarding the integrity of certain competitive examinations, the Ministry of Health has decided to undertake a thorough assessment of the robustness of the processes of the NEET-PG Entrance Examination, conducted by the National Board of Examination for medical students," the ministry statement read. "It has accordingly been decided, as a precautionary measure, to postpone the NEET-PG Entrance Examination, scheduled to be held on 23rd June, 2024. The fresh date of this examination will be notified at the earliest," the ministry added. "The Ministry of Health sincerely regrets the inconvenience caused to the students. This decision has been taken in the best interests of the students and to maintain the sanctity of the examination process," the health ministry said. The National Board of Examinations in Medical Sciences (NBEMS) was fully prepared to conduct the National Eligibility cum Entrance Test (NEET) Post-Graduate (PG) 2024. Speaking exclusively to ANI, Dr Rakesh Sharma, OSD to President and Member, Governing Body, NBEMS said, "All eyes of the nation are on NBEMS for the conduct of NEET PG 2024 and we will not let down the hope of the nation. We will conduct the test through a computer-based test (CBT) mode throughout the country." On Standard Operating Procedure (SOPs) for successfully delivering and maintaining transparency, he said, "NBEMS has robust SOPs for conducting exams because of which NBEMS has been successfully delivering the exams year after year. These SOPs are stringently followed. NBEMS has worked very hard on maintaining the secrecy of the question paper and there is no chance that there will be any leakage of the question paper." He further said that NBEMS is supported by medical colleges, faculty, MoHFW, Flying Squads, Deans and Principals, Vice-chancellor and other agencies, "NBEMS has support from various medical colleges, faculty, MoHFW and other agencies. NBEMS has already briefed the chief secretaries and DGP of all states for safe and secure conduct of the exam." The <keyword id="581232" type="General" weightage="20" keywordseo="National-Testing-Agency" source="Orion">National Testing Agency</keyword> (<keyword id="654916" type="General" weightage="20" keywordseo="NTA" source="Orion">NTA</keyword>), which conducted the NEET-UG exams, is facing criticism over alleged irregularities in the exams. This resulted in several protests across the country, with protestors and political parties demanding to disband the NTA. An unprecedented 67 candidates achieved a perfect score of 720 marks out of 720, which added to the concerns. The <keyword id="19932587" type="General" weightage="20" keywordseo="ministry-of-education" source="keywords" meta.keywordsubtype="org" meta.entityname="ministry of education" meta.hostid="83" meta.entityid="ministry of education">Ministry of Education</keyword> said it has constituted a high-level committee of experts to make recommendations on reforms in the mechanism of the examination process, improvements in data security protocols and the functioning of the NTA. The 7-member committee, led by ISRO former chairman Dr K. Radhakrishnan, will submit its report to the ministry in the next two months. "In order to ensure transparent, smooth and fair conduct of examinations through the National Testing Agency (NTA), Department of Higher Education, Ministry of Education constituted a High-Level Committee of Experts to make recommendations on Reform in mechanism of examination process improvement in data security protocols and the structure and functioning of National Testing Agency," the ministry said.

Centre postpones NEET-PG exam, fresh date to be announced soon

Centre University of Jammu (CUJ) on Wednesday announced that its <keyword id="21857333" type="General" weightage="20" keywordseo="Radio-Sonde" source="keywords">Radio-Sonde</keyword>, a crucial tool for <keyword id="21857334" type="General" weightage="20" keywordseo="atmospheric-data-collection" source="keywords">atmospheric data collection</keyword>, was launched successfully from its <keyword id="19915124" type="General" weightage="20" keywordseo="ISRO" source="keywords" meta.keywordsubtype="org" meta.entityname="ISRO" meta.hostid="261" meta.entityid="ISRO">ISRO</keyword> centre in <keyword id="19918866" type="General" weightage="20" keywordseo="Samba" source="keywords">Samba</keyword> district of Jammu and Kashmir. The launch, a part of a Memorandum of Understanding (MoU) between the <keyword id="20058612" type="General" weightage="20" keywordseo="National-Remote-Sensing-Centre" source="keywords">National Remote Sensing Centre</keyword> (NRSC), ISRO and CUJ, aims to enhance the understanding of atmospheric conditions and climate change, contributing valuable data to both national and global meteorological research, a varsity spokesperson said. Using hydrogen-filled balloons, the scientists record atmospheric pressure, temperature, wind direction, and speed from 12 kilometres above earth's surface and the data is transmitted to the ground via radio signals. The spokesperson said this is only the third testing facility of its kind established by ISRO at CUJ. CUJ vice chancellor Prof Sanjeev Jain said the milestone event marks a significant achievement in the university's ongoing commitment to advancing space science research and technology. "Today's successful launch of the Radio-Sonde exemplifies our commitment to enhancing innovation and research in space sciences. This entire Radio-Sonde system is fully developed indigenously by ISRO under the 'Make in India' vision of Prime Minister Narendra Modi. "This initiative not only strengthens our research capabilities but also positions our institution at the forefront of atmospheric studies," Jain said. The centre launched the weather balloon in the afternoon, convenor of the centre Prof Vinay Kumar said. It will provide a unique set of data as the convection layer is fully developed by this time, he said. Other centres and institutions are collecting data only in the morning and evening hours, Kumar said, adding that the balloon will ascend upwards at a rate of five metres per second up to a maximum height of 40 km. The Satish Dhawan Centre for Space Sciences, a premier facility within the university, has been instrumental in providing the state-of-the-art infrastructure and resources for such pioneering projects, the spokesperson said. He said the launch of Radio-Sonde is expected to pave the way for future research endeavours and collaborations in the field of space and atmospheric sciences. "The data collected from Radio-Sonde will be analysed and utilised for various research projects, ultimately contributing to the broader field of space sciences," he said.

Dr. M. <keyword id="6541669" type="PERSON" weightage="20" keywordseo="vidyasagar">Vidyasagar</keyword>, who is a professor at <keyword id="6354859" type="COMPANY" weightage="20" keywordseo="IIt">IIT</keyword> (Hyderabad), stated that by March 13 this year Covid cases were showing an upward trend but as they did not have requisite data available so they did not make any prediction. Vidyasagar further stated that after they hinted, the government said the authorities made long- and medium-term plans to short-term plans. Based on the events of the past few weeks, however, those plans seem to have been inadequate, said Vidyasagar citing the current crisis of oxygen supply across the country. The IIT Kanpur study in April also stated that the daily cases in the second wave will increase by May 8. The Kanpur study also predicted a peak of 38 to 44 lakh active cases between May 14 and May 18. The scientists also stated in March that they had alerted the government about the new and more contagious variant of the coronavirus -- SARS-CoV-2 Genetics Consortium, or INSACOG. The institution was set up by the government in December last year, specifically to detect genomic variants of the coronavirus. The institution examined 10 national laboratories across the country studying virus variants. The institution first detected B.1.617 as early as February. Ajay Parida, director of the state-run <keyword id="3748353" type="COMPANY" weightage="20" keywordseo="institute-of-life-sciences">Institute of Life Sciences</keyword> and a member of INSACOG, reportedly stated that they first detected B.1.617 in February and alerted the government. The <keyword id="83655" type="COMPANY" weightage="20" keywordseo="Union-health-ministry">Union Health Ministry</keyword>'s <keyword id="6367874" type="COMPANY" weightage="20" keywordseo="national-centre-for-disease-control">National Centre for Disease Control</keyword> received the finding in March. The finding reportedly stated that the mutations, called E484Q and L452R, were of high concern. It stated E484Q mutant viruses escaping highly neutralising antibodies in cultures, and L452R mutation was responsible for both increased transmissibility and immune escape. The mutated versions of the virus could more easily enter a human cell and counter a person's immune response to it, according to the findings. The ministry put the findings in public domain in March stating that 'more problematic variants required following measures already underway'. Warned the Centre about new COVID-19 variants and surge in cases, says scientist community

Jaipur, Jan 10 () A biotechnology park and incubation centre will be set up in Rajasthan for which a Memorandum of Understanding will be signed between the Centre and state government, Union Secretary, Department of Biotechnology, Renu Swaroop said on Friday.
 The park and incubation centre will provide an opportunity to conduct research in the field of biotechnology and employment to the youth, she said.
 Swaroop was addressing the State Biotech Cohort Meeting, which was attended by vice chancellors, directors and deans of all universities having biotechnology courses, representatives from institutes conducting research in biotechnology and start-ups associated with it.
 Swaroop said the Centre will provide full support and assistance to promote biotechnology in Rajasthan. 
 The biotechnology park and incubation centre will be set up with the support of Biotechnology Industry Research Assistance Council (BIRAC).
 She said utility of biotechnology is increasing in every field, including health, agriculture and agriculture production, industry, edible food, among others. 
 There is a need to promote biotechnology, and encouraging it will give pace to industrial development and research, she added.
 Rajasthan Department of Science and Technology Secretary Mugdha Sinha said bio-informatics, biomedical engineering and nano medicine will be encouraged in the state. 
 The Rajasthan government recently launched Nirogi Rajasthan (Healthy Rajasthan) campaign and all possible assistance through bio-informatics will be provided to strengthen it, she added.

India has been in denial when it comes to linking premature deaths to <a href="http://businessinsider.in/searchresult.cms?query=air+pollution+&amp;sortorder=effectivedate">air pollution </a>in the absence of conclusive data, but according to a global report by two US-based institutes, we may now have to rethink. 
 According to the <keyword id="4177433" type="UNKNOWN" weightage="20" keywordseo="state-of-glob-al-air">State of Glob al Air</keyword> 2017 report, released in Boston, the country's worsening air pollution caused some 1.1 million premature deaths in 2015 and it now rivals China in having among the highest air pollution health burdens in the world. 
 
India accounts for the highest number of <a href="http://businessinsider.in/searchresult.cms?query=premature+deaths&amp;sortorder=effectivedate">premature deaths</a> due to ozone pollution, its toll 13 times higher than <a href="http://businessinsider.in/searchresult.cms?query=Bangladesh&amp;sortorder=effectivedate">Bangladesh</a>'s, and 21 times higher than <a href="http://businessinsider.in/searchresult.cms?query=Pakistan&amp;sortorder=effectivedate">Pakistan</a>'s. 
 
According to a website on the report , 92% of the world's population lives in areas with unhealthy air. 
 "We are seeing increasing air pollution problems worldwide, and this new report and website details why that air pollution is a major contributor to early death. The trends we report show that we have seen progress in some parts of the world, but serious challenges remain," said Dan Greenbaum, president of the <keyword id="229245" type="ORGANIZATION" weightage="20" keywordseo="Health-Effects-Institute">Health Effects Institute</keyword> (HEI), the research institute that designed and carried out the study. 
 The report was put together by HEI in cooperation with the <keyword id="807732" type="ORGANIZATION" weightage="20" keywordseo="Institute-of-Health-Metrics-And-Evaluation">Institute of Health Metrics and Evaluation</keyword> at the <keyword id="159176" type="ORGANIZATION" weightage="20" keywordseo="University-of-Washington">University of Washington</keyword> and the <keyword id="156050" type="ORGANIZATION" weightage="20" keywordseo="University-of-British-Columbia">University of British Columbia</keyword> and it involved more than 2,000 researchers. The report factored in the role of an extensive set of behavioural, dietary and environmental risk factors for more than 300 diseases in 195 countries from 1990 onwards. 
 Referring to the findings of the report, Anumita Roychowdhury of the <keyword id="6357976" type="ORGANIZATION" weightage="20" keywordseo="Centre-for-Science-and-Environment">Centre for Science and Environment</keyword>, said, "India can't afford to remain complacent or in denial. With so many people dying early and falling ill... due to particulate and ozone pollution, it is a state of health emergency. This demands nationwide intervention to ensure stringent mitigation and a roadmap to meet clean air standards".
