Minister of Human Resource Development Mr Ramesh Pokhriyal Nishank introduced the Central Universities (Amendment) Bill, 2019 on July 8, 2019. As it was cleared by the Lok Sabha on July 12, 2019, the bill was eventually approved by the Rajya Sabha on Tuesday, July 16, 2019. The provisions of this act amend the Central Universities Act, 2009, that is aimed at establishing Universities for education and research across different states of India. What the bill implies? The Central Universities Amendment Bill creates room for establishing two central universities in the state of Andhra Pradesh. The names of these universities will be the Central University of Andhra Pradesh and the Central Tribal University of Andhra Pradesh. The principal objective of the Central Tribal University is to take added measures to offer opportunities to the tribal population in the realms of higher education and research and also create enough facilities for researches related to tribal art, technology, culture, and customs. The background It is important to note that the creation of a Central University and a Central Tribal University in the state of Andhra Pradesh becomes mandatory as per the provisions found in the Andhra Pradesh Reorganization Act, 2014. Measures taken as per the amendment While talking on the bill, <keyword id="7877691" type="UNKNOWN" weightage="20" keywordseo="HRD-Minister-Ramesh-Pokhriyal-Nishank">HRD Minister Ramesh Pokhriyal Nishank</keyword> made an assurance to the members of the houses that the said universities will be created within the next four years. The minister said that the Government of India has now allotted a sum of RS. 450 crore for the project’s first phase that will see the emerging of the Central University. The total value of the project will be Rs. 902.07 crore. The government has also allotted a sum of Rs. 420 crore for the first phase of setting up the Tribal University which will be accomplished at a total allotment of Rs. 836 crore. The minister also said that the government is attaching a high priority to empower the education system in the country further. With this objective, the budget for education has been increased to Rs. 95,000 crore this year from Rs. 67,000 crore in 2013-14. The minister stated that the creation of these two universities in the state of Andhra Pradesh will significantly enhance the quality of Higher Education and also promote the avenues for research and higher education for the people residing in the state of Andhra Pradesh. Talking about the Tribal University, the minister remarked, "Apart from being focused on tribal education, the Central Tribal University shall carry out all educational and other activities like any other Central University.” Discussions in Rajya Sabha K Ram Mohan Naidu of the Telugu Desam Party said that the educational institutions that exist today in Andhra Pradesh are not running well and they lack the resources to function properly. YSRCP party’s Lavu Devarayalu requested the government to sanction enough funds towards the creation of the Central universities and urged for introducing more courses and research programs in these two budding universities. He also said, "More funds need to be allocated to the Eklavya schools in tribal areas so that the students who eventually go to the tribal university have a strong foundation.”

The Dam Safety Bill, 2019 As the country suffered through many floods this year, the bill intends to manage its dams better. The Inter-State River Water Disputes (Amendment) Bill, 2019 It provides for a permanent tribunal with multiple benches and a Dispute Resolution Committee for adjudication of inter-state river water disputes. Establishes assisted reproductive technology banks to prevent misuse and promote ethical practices. Under the new Bill, MIB proposes to bring e-papers and digital news under its purview. If passed, it would enable the Central Government and the State Government to frame rules and regulate the conditions for issuing Government advertisements in newspapers, accreditation of newspapers and such other facilities for newspapers. The process of title and registration of periodicals including newspapers is also proposed to be effected centrally by the Press Registrar General.

Unrest over the issue has sparked violent protests in state for over a month now, and Assam police has reportedly grounded over 15 people. This includes amendments to permit cancellations of Overseas Citizens of India (OCI) — which permits foreign citizens of Indian origin to stay and work in India. “This is a wide ground that may cover a range of violations, including minor offences (eg. parking in a no parking zone),” PRS said. Violence in other parts of the country Not just Assam, the bill faced protests from around the world — students from different universities in Assam gathered at Jantar Mantar in Delhi going against the central government holding placards that said ‘No to Citizenship Amendment Bill’, ‘Down with Citizenship Amendment Bill’ seeking the government to rollback the amendments.

The Rajya Sabha on Friday passed two Bills -- the Indian Medicine Central Council (Amendment) Bill, 2020 and Homoeopathy Central Council (Amendment) Bill, 2020. Replying during the discussion on the Bills, <keyword id="2468968" type="PERSON" weightage="20" keywordseo="Health-Minister-Harsh-Vardhan">Health Minister Harsh Vardhan</keyword> said, "The Ordinance was necessitated as Parliament was not in session." The Minister said that Yoga and Naturopathy will also be promoted in due course, as demanded by <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) MP Manoj Jha. During the discussion, Biju <keyword id="123462" type="COMPANY" weightage="20" keywordseo="Janata-Dal">Janata Dal</keyword> (BJD) MP Prasanna Acharya supported the Bill, but questioned the need for the ordinance. He said only in extraordinary situations the ordinance route should be adopted. Speaking on the Bill, BJP MP Sudhanshu Trivedi said that new things are always opposed first, but during covid times homeopathy medicine was prescribed as an immunity booster. Samajwadi Party (SP) member Ram Gopal Yadav asked the government not to delay the constitution of the commission as homoeopathy is a necessity for the poor as allopathy is costly and in covid times private hospitals are charging more than Rs one lakh per day. The DMK MP T. Siva said, "The government is taking away the powers of the states", and alleged that its diluting the federalism. The Bill brought by the Centre amends <keyword id="9958977" type="COMPANY" weightage="20" keywordseo="the-homoeopathy-central-council-act">the Homoeopathy Central Council Act</keyword>, 1973. After becoming an Act, the Central Council of Homoeopathy will regulate homeopathic education and practice. The Bill replaces the Homoeopathy Central Council (Amendment) Ordinance, 2020 which was promulgated on April 24, 2020. The period for the supersession of the Central Council -- The 1973 Act -- was amended in 2018 to provide for the supersession of the Central Council of Homoeopathy. The Central Council was required to be reconstituted within one year from the date of its supersession. This period was amended in 2019 to require the reconstitution of the Central Council in two years. The central government constituted a Board of Governors to exercise the powers of the Central Council. The Bill amends the Act to increase the period for the supersession of the Central Council from two years to three years. The resolution moved by K. C. Venugopal, E. Kareem and K. K.Ragesh was defeated. But Ragesh raised a point of order for the right to reply as the mover of the resolution and asked about the role of the state governments in this Bill. Rajya Sabha passes Homeopathy Bills

New Delhi, Dec 4 () Union Environment Minister Prakash Javadekar on Wednesday said that the Union Cabinet has approved the fourth labour code -- the Code on Social Security Bill 2019.
 The bill seeks to consolidate the laws relating to social security of workers and subsume eight central laws.
 "In a major labour reform, this social security code is approved by the Cabinet today. This is fourth labour code," Javadekar told reporters in a briefing on Cabinet decisions on Wednesday.
 Last month, the Cabinet had approved Industrial Relations Code Bill, 2019 (third code), which was later introduced in the Lok Sabha. 
 The Code on Wage (first code) has already been approved by Parliament. The Code on occupational safety, health and working conditions (second code) has already been introduced in the Lok Sabha and later sent to a standing committee for review. This would be pushed for passage in the Budget Session after the committee's report submission in the House. 
 Javadekar said that under labour reforms, 44 central laws will be codified into four codes. 
 The Social Security Code will subsume 8 Central Labour Acts namely Employees' Compensation Act, 1923; Employees' State Insurance Act, 1948, Employees' Provident Funds and Miscellaneous Provisions Act, 1952; Maternity Benefit Act, 1961; Payment of Gratuity Act, 1972; Cine Workers Welfare Fund Act, 1981; Building and Other Construction Workers Cess Act, 1996 and Unorganized Workers' Social Security Act, 2008. The Human Resource Development Minister<a href="http://www.businessinsider.in/searchresult.cms?query=+Smriti+Irani"> Smriti Irani</a> has said that two <keyword id="6435699" type="ORGANIZATION" weightage="80" keywordseo="Central-Universities">central universities</keyword>, Allahabad University and North Eastern Hill University are already covered under Department of Electronics and Information Technology programme. 
 
For the other 38 universities, Project Approval Board of NMEICT has approved the proposal at the cost of Rs 335.85 Crores.
