New Delhi: As counting for Assembly elections in Haryana and Jammu and Kashmir began on Tuesday, and early trends showed <keyword id="19895371" type="General" weightage="100" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="83" meta.entityid="Congress">Congress</keyword> candidates leading in both Haryana and Jammu Kashmir, Congress workers distributed sweets and celebrated the party's likely victory with 'dhol' beats and slogans. As of 9:30 am, Congress was leading in 18 seats in Haryana and 33 seats in Jammu and Kashmir. Visuals showed Congress worker Jagdish Sharma and other party workers distributing jalebis and laddoos outside the Congress office as the counting of votes for the Haryana and Jammu Kashmir Assembly Elections was underway. Congress workers also gathered outside the party headquarters on Tuesday morning and raised slogans in support of the party on the counting day for the Haryana and Jammu and Kashmir assembly elections. Speaking to ANI, Congress worker Jagdish Sharma said, "This is Haryana's famous jalebi. We have brought laddus as well as jalebi. People of Haryana like jalebi a lot and if it has the taste of victory then it will be even better. I believe everyone wants to eat jalebi, <keyword id="19895780" type="General" weightage="20" keywordseo="Rahul-Gandhi" source="keywords">Rahul Gandhi</keyword>'s jalebi, jalebi of love, jalebi of affection, jalebi of victory in Haryana. Exuding confidence in the party's victory, the Congress workers said that the belief in the party's success is a result of Rahul Gandhi's Bharat Jodo Yatra and Nyay Yatra initiatives, which advocates for farmers, women, and laborers while promoting inclusivity across all castes and religions and resonating well with the public. Congress worker Jagdish Sharma told ANI, "I think the entire country is congratulating us. Even people from the BJP are congratulating us. This is the triumph of victory and defeat of lies. People like Rahul Gandhi's Bharat Jodo Yatra and Nyay Yatra, and his speaking up for farmers, women and labourers and pushing every caste and religion forward. We are winning Haryana and JK. Meanwhile, the counting of votes for assembly elections in Jammu and Kashmir and Haryana began on Tuesday at 8 am. The J-K assembly election for 90 constituencies was held over three phases on September 18, September 25 and October 1, respectively. Meanwhile, polling for the 90 seats of the Haryana Assembly ended on October 5. Chief Minister <keyword id="20928101" type="General" weightage="20" keywordseo="Nayab-Singh-Saini" source="keywords">Nayab Singh Saini</keyword> on Tuesday expressed confidence in forming the government for the third time in the state adding that the BJP has worked with honesty whereas Congress did a lot of corruption. Hitting out at the opposition, the Haryana CM said that the Congress works for power while the BJP works for service. "Today is the day of counting and I am confident that as a result of the works done by the BJP government in the past ten years, we will be forming the government in Haryana for the third time. Our government will continue to serve the people of Haryana. Congress works for power, BJP works for service," the Chief Minister said to the reporters. Nayab Singh offered prayers at Shri Dakshin Mukhi Hanuman Temple located in Brahma Sarovar ahead of the counting of votes for the Haryana assembly elections. Haryana Chief Electoral Officer Pankaj Agarwal stated that 93 counting centres have been set up for 90 assembly constituencies in 22 districts of the state. Two counting centres each have been set up for the Badshahpur, Gurugram, and Pataudi assembly constituencies, while one counting centre each has been established for the remaining 87 assembly constituencies, where the counting will take place. To monitor the counting process, 90 counting observers also have been appointed by the Election Commission. A meeting was held to review the counting preparedness with Deputy Commissioners/District Election Officers, to provide instructions for ensuring a well-organized counting process on October 8. Accurate information on each round of counting will be uploaded in a timely manner, a release said. Meanwhile in JK, amid speculation over possible permutations and combinations for government formation in Jammu and Kashmir, National Conference Vice President Omar Abdullah on Tuesday expressed hope for positive outcome. "Here's wishing all my colleagues and allies the very best of luck for today. We fought the good fight and now, InshaAllah, the results will reflect that." he said. The Election Commission of India said that an overall 63.88 per cent voter turnout was recorded in the Assembly elections in the Union Territory of Jammu and Kashmir. The poll panel said that a voter turn of 69.69 percent was recorded in the third phase held on October 1. The security has been heightened at a counting centre in Jammu. On the day of the counting, the strong rooms will be opened in the presence of candidates, their authorized representatives, Returning Officers (ROs)/Assistant Returning Officers (AROs), and ECI observers, with videography conducted. Mobile phones will not be allowed inside the counting centres. During the process, only authorized individuals, officials, or staff will be permitted inside and around the counting centres. People and political party representatives have been requested not to crowd the counting centres and check the results at home. The results will be available on the Election Commission of India's website http://results.eic.in/ and through the Voter Helpline App. Exit polls have predicted that Congress is poised to win Haryana and that the National Conference-Congress alliance has an edge in Jammu and Kashmir. The results are likely to reflect political sentiments as parties gear up for upcoming electoral battles in Maharashtra, Jharkhand. (ANI)

A powerful explosion, triggered by Maoists in Maharashtra’s Gadchiroli has claimed the life of 15 security personnel and their driver. According to preliminary reports, an IED (improvised explosive device) was set off on a police vehicle. Around 3:30 am on Tuesday, Maoists torched 25 vehicles, using petrol and diesel in Kurkheda, Gadchiroli. PM Narendra Modi condemned the incident, calling it despicable.  Gadchiroli is a Maoist-affected district that borders Chhattisgarh. The district recently voted in the first phase of India’s general elections on April 11. The same day, Maoists have set off another IED blast in Gadchiroli on April 11. However, no one was injured in the event. On April 10, a CRPF soldier was injured in an IED blast in Gadchiroli. Home Minister Rajnath Singh also took to Twitter to condemn the attacks.

 Maharashtra DGP Subodh Jaiswal has said that the investigation is underway. According to the initial reports, the bus carrying 15 commandos was en route to the attack site where the Maoists had set ablaze 27 vehicles. The commando bus was targeted by the Maoists that killed all the 15 commandos and the driver. In April 2018, security forces carried one of the biggest anti-Maoist operations in Maharashtra, eliminating over 40 rebels. On a day when Maharashtra celebrates its statehood, the incident has raised alarms over security arrangements in sensitive areas of the state.

 Maharashtra recorded 63.38% turnout in 2014 Assembly elections. The Election Commission of India (ECI) will announce the final voter turnout in a press conference at 6.30pm. The day started out slow with Maharashtra reporting a low turnout of 5.76% till 10:00 am. By 12:00pm voter turnout picked up to hit 16.75% with rain slowing them down. Polling booths peaked to 43.84% by 4:00 pm. Long queues were observed outside several polling stations, indicating the percentage may go up in subsequent hours. However, bad weather conditions and a dull build up slowed the election fervour. <ul><li>Mumbai, India’s financial capital, will be going to the polls today during the fourth phase of the Indian Parliamentary election.</li><li>Out of Maharashtra’s 48 constituencies, 12 fall under the Mumbai Metropolitan Region (MMR) and 6 are directly in Mumbai.</li><li>The city is infamous for its low voter turnout even though it did witness a 10% increase during the last Indian general election in 2014.</li></ul>India’s financial capital Mumbai is a lucrative constituency and therefore the Bharatiya Janata Party coalition (BJP), which the regional outfit Shiv Sena is part of, is keen to retain its hold on. For a little over a year now, nearly all of the city is covered in a cloud of dust. Aside from the regular pollution, a spate of infrastructure projects like metro rail construction have been initiated by the incumbent coalition led by the BJP. There is a lot of buzz around elections in Mumbai, which accounts for 1% of India’s population <a href="https://www.census2011.co.in/census/city/365-mumbai.html">according </a>to Census 2011. The city’s two landmarks, Bombay Stock Exchange (BSE) and the National Stock Exchange (NSE), will remain shut as the city goes to the polls during the fourth phase of the Indian <keyword id="3393746" type="PERSON" weightage="20" keywordseo="General-Election-2019">general election 2019</keyword>. However, the Mumbai Metropolitan Region (MMR), which includes 12 of Maharashtra’s 48 constituencies, is <a href="https://www.bloombergquint.com/in-the-news/can-mumbai-break-the-low-voter-turnout-jinx-in-2019">infamous</a> for low voter turnout — although, it did witness a 10% increase in 2014 to 52.66% from 41.40% in 2009. It is generally believed that the average Mumbaikar, as the citizens call themselves, would rather drive out of the city for the long weekend than stay back for voting.  Those well-off, residing in growing clusters of high rises in South Mumbai, or SoBo as it is sometimes called, have little to complain about beyond bureaucracy, bad roads, and incessant traffic. There are barely any power cuts in the city. Most people even in the relatively less privileged middle class enjoy running water. However, for every one of those in Mumbai’s towering glory, there are thousands of people strewn, along the long banks of three sprawling highways heading north, in descending order of privilege — in some cases the loss of privilege is just perceived — based on their distance from SoBo. From the suburban buildings signifying various social ranks, down to the seemingly-endless shadowy slums, issues span from unemployment and insufficient salaries, to unaffordable rents and leaky roofs, to water scarcity and a crumbling state infrastructure that has been, at times, <a href="https://www.indiatvnews.com/news/india-foot-overbridge-collapses-in-navi-mumbai-latets-updates-injured-killed-authorities-513954">fatal</a>. Yet, most Mumbaikars don’t vote. Ajit Ranade, one of the cofounders of Association of Democratic Reforms, told the Hindu, “Low voter awareness, voters’ apathy, agnosticism — when the candidate on the ballot does not excite or motivate the voter— and lack of registration in the young category and first-time voters are the reasons for low voter turnout.” This time, some voters in South Mumbai may go to the poll booths but rather than vote between Shiv Sena’s Arvind Sawant or Congress’ Milind Murli Deora, their ballot will read NOTA (none of the above). The citizens in the area <a href="https://www.indiatoday.in/elections/lok-sabha-2019/story/why-some-south-mumbai-voters-choosing-nota-1510675-2019-04-26">claim</a> that there hasn’t been any development in their region over the past 24 years. These voters are people who live in the shadows of some of the country’s richest, including the family of Mukesh Ambani. Chaos and colour Of the six constituencies in Mumbai, the most <a href="https://www.tribuneindia.com/news/nation/poonam-priya-dutt-battle-it-out-in-vip-constituency/764783.html">coveted</a> seat is the one in Mumbai North Central where 27 candidates are going to be battling for the crown. Running through the middle of this constituency is the western express highway, one of the country’s widest roads that is choked by traffic day in and day out. To the left of the highway is Bandra, home to many a celebrity. To the right of the same highway are areas like Kurla — once labeled the ‘dirtiest ward in the city’ — and Chandivali which are home to large communities living in slums. The political heavyweights in the fight for Mumbai North Central are Priya Dutt, the Congress candidate and, the incumbent, BJP’s Poonam Mahajan — both from political legacies. The former is the daughter of the late actor turned politician, Sunil Dutt, and the latter is BJP politician Pramod Mahajan’s daughter. Both Sunil Dutt and Pramod Mahan were iconic leaders in their own right who have left behind a legacy that has fueled their families’ political ambitions. One of the highlights of this election in Bandra is the recognition of sexual minorities as a politically important segment. Priya Dutt and Congress member, Harrish Iyer — who is also India’s <a href="https://www.businessinsider.in/indias-first-openly-gay-politician-joins-the-oldest-party-in-the-country/articleshow/68799862.cms">first openly gay politician</a> — met with members of the LGBT community to discuss bringing their issues into mainstream politics. The country’s biggest financial hub is also home to Bollywood.As film careers fade, some of the actors jump into politics. The star-turned-politician creating the most buzz is Congress’ candidate for the Mumbai North Seat is Urmila Matondkar — a former actress — who will be going up against Gopal Shetty, representing the Bharatiya Janata Party, who won by a landslide 540,000 votes against his opponent in 2014. Much like the rest of India, Mumbai has seen a spike in communal rhetoric in recent years. Shetty, for instance, has been under the gun for his controversial comments around <a href="https://indianexpress.com/article/india/india-news-india/farmer-suicide-gopal-shetty-bjp-maharashtra/">farmer suicides</a> and <a href="https://indianexpress.com/elections/mumbai-north-christians-move-on-from-gopal-shettys-foreigners-remark-seek-development-5693223/">Christianity</a> — and he has criminal charges against him including <a href="http://citizenmatters.in/mp-candidate-gopal-shetty-mumbai-north-lok-sabha-constituency-10891">corruption</a> — this is will be Matondar’s first foray into politics who has promised to push slum redevelopment projects to improve the quality of housing. In Mumbai North Central, which is prone to debilitating floods, the Mithi river that is now made up 100% of <a href="https://www.thequint.com/explainers/mumbai-mithi-river-pollution-problem-explained">sewage</a> remains an election issue one more time. Then again, floods, unemployment, creaky infrastructure, choked roads and lungs have been among the constant concerns in India’s city of dreams.
