This facility is to be extended regardless of number of subjects and attempts,” the board official notification added. However, CBSE clarified that this is a one time measure in extraordinary circumstances. In April, the ministry of Human Resource Development (MHRD) directed the board to promote all the students from class 1 to 11 without examinations — except students of 10th grade who are appearing for boards this year. Ramesh Pokhriyal, the HRD Minister told CBSE that these students shall be promoted to the next class based on school assessments — including projects, periodic tests, term exams — that have been conducted so far. This came after several teachers and parents appealed to the government for mass promotion without summative assessment. The bench, also comprising Justices Dinesh Maheshwari and Sanjiv Khanna, said this after Tankha argued that the CBSE may ask the colleges to give provisional admissions or wait till results are declared for compartment exams. Tankha said that compartment exams are scheduled from September 22 to 29 and by that time, admissions for various undergraduate courses would be over. He said students taking compartment exams would not get admissions in colleges and their whole year would be wasted. The senior advocate argued that the CBSE could not hold main exams due to the COVID-19 pandemic and decided to declare results based on some "hybrid systems of evaluation" and due to this, many students are facing compartment exams "In the interest of students, who are almost five lakhs, taking compartment exams, something must be done," he said. The bench observed that compartment exams are being conducted "perhaps three times in a year". The top court said around 87,000 students have failed and the solution does not lie with the CBSE. During the hearing conducted through video-conferencing, Tankha said the Centre and states could be served with the copy of petition through standing counsel and attempts could be made to find an acceptable solution for such students. "Don't complicate it otherwise it will not come up for hearing," the bench said. The apex court later asked the petitioners to serve the copy of the plea to the Centre and posted the matter for hearing on September 14. On September 4, the CBSE had opposed in the top court a plea and said all "necessary" safety measures for students are being taken in view of COVID-19 pandemic. The CBSE's counsel had said that board has increased the number of examination centres for compartment tests from 575 to 1,278. "We have taken a decision that in a class where 40 students could sit, now only 12 will sit and we are taking all precautions," the counsel for CBSE had said, adding that all necessary measures are being taken. The apex court had asked the CBSE to file a short affidavit in response of the plea of Anika Samvedi and others. The exams will be held between August 16 to September 15. Who all can apply for the examination? 1. Students who are not satisfied with the marks awarded can appear again for an examination conducted by the board in August 2021. They can sit for exams, in those specific subjects, and improve their overall score. 3. Criteria for private, patrachar (dropouts) and compartment students — <ul><li>Candidates who passed class-12 in 2015 or thereafter, registered under additional subject category, which was scheduled in May 2021, can appear for examination to be held in August 2021.</li></ul><ul><li>The regular candidates who failed in at least one subject in 2019, got a second chance the same year, and still couldn’t clear it, can also take the exams in Aug 2021. CBSE class 10th and 12th date sheet to be announced today by the Human Resource Ministry

<ul><li>As per a new policy, students who do not pass their third language exam in Class 8 will not be allowed to write the Class 10 board exams. </li><li>If a student fails in the third language test, they will still be promoted to class 9th but would have to appear in compartment exam along with the exams of class 9. </li><li>In the three language system, it will be mandatory for students to study an additional language besides Hindi and English.</li></ul>In a recent announcement made by the Delhi government on Wednesday (March 11), students who do not pass their third language exam in Class 8 will not be allowed to write the Class 10 board exams. The new assessment and evaluation policy by the Directorate of Education (DoE) has been reframed in accordance with the directions of the <keyword id="69419" type="COMPANY" weightage="20" keywordseo="Central-Board-of-Secondary-Education">Central Board of Secondary Education</keyword> (CBSE), stated the <a href="http://edudel.nic.in/welcome_folder/govtadmission_16042016.htm">release</a> from the government. Under the no-detention policy of the Right to Education Act, students till class 8 were automatically promoted to class 9 even if they failed in the third language exam. But from now onwards it will be compulsory for all students to clear the third language exam for them being promoted to the higher level without any compartment exam. If a student fails the third language test, they will still be promoted to class 9 but would have to appear in compartment exam. “Those students who could not clear the third language exam in Class 8 yet have been promoted to Class 9 shall be examined by the school concerned at the end of the year exam of Class 9 in the same syllabus and textbooks as prescribed for Class 8. Those who are still unable to clear the third language at the end of Class 9 may be given another opportunity in Class 10 before the Board Examination,” said Binay Bhushan, director of DoE said. The order will be implemented from the ongoing academic session. “We had informed the schools in October itself. Also, the students will get enough time to appear in the compartment exam,” Bhushan said. In the three language system, it will be mandatory for students to study an additional language besides Hindi and English. The Delhi schools offer Sanskrit, Urdu and Punjabi as the third option. Here’s why International Day of Families is celebrated on May 15 every year

Like every year, lakhs of Indian students are preparing for medical entrance examinations conducted separately by state governments and private colleges. However, they would be breathing a sigh of relief because the Supreme Court of India has ruled that multiple tests should be replaced with the National Eligibility Entrance Test (<keyword id="6361994" type="UNKNOWN" weightage="100" keywordseo="NEET">NEET</keyword>) from this very session (2016-17). 
 
The decision has come just a few days before the test season starts from May 1, when CBSE conducts the All India Pre-Medical and Pre-Dental Entrance Test. This is to be followed by Maharashtra CET on May 5, after which private medical colleges of Karnataka will conduct a test on May 8. Apart from these, five more entrance tests are scheduled for the next month. 
 
The test in question, NEET, had been declared illegal and unconstitutional by SC in 2013, but was restored on April 11. 
 Even after the revival when the authorities failed to implement it, <keyword id="3341279" type="UNKNOWN" weightage="100" keywordseo="NGO-Sankalp-Charitable-Trust">NGO Sankalp Charitable Trust</keyword> approached the SC for enforcing the mechanism for a common test for admission in MBBS, BDS and PG courses in all colleges. 
 
"A student seeking admission in a medical college has to shell out lakhs of rupees in taking an examination and most of the tests are not conducted in a fair manner. There is no impediment in way of implementing NEET after the Constitution bench verdict and the Centre should be directed to enforce the order in association with MCI and CBSE," Advocate Amit Kumar, appearing for the petitioner NGO Sankalp Charitable Trust, told the bench. This prompted the bench to rule that NEET must be implemented from the coming academic session itself.

There are at least four big decisions that work against the incumbent <keyword id="5013725" type="PERSON" weightage="20" keywordseo="AIADMK-BJP-Alliance">AIADMK-BJP alliance</keyword>. A small oil field In 2015, the <a href="https://www.downtoearth.org.in/news/energy/no-noble-gases-57750">Modi government approved a project to dig</a> for oil and natural gas from a 10 square kilometre field in Neduvasal, in Pudukottai district. The reason being the oil field was located in one of the more fertile parts of Tamil Nadu’s delta region around the Cauvery river. The proposal to dig for oil in the region scratched the wounds of an existing wound in the minds of the local farmers. A standoff with the neighbouring state of Karnataka over <a href="https://economictimes.indiatimes.com/news/politics-and-nation/a-brief-history-of-the-cauvery-dispute/tale-of-two-states/slideshow/63698683.cms">the sharing of Cauvery’s water</a> is decades old. Even after a settlement ordered by the Supreme Court, the farmers’ in Tamil Nadu’s rice bowl feel parched as well as wronged by the system. Farmers were caught by surprise when they were asked to give up their land to extract oil, while they were still hoping to their share of water to till the land. A big highway Farmers have been up in arms in five other districts too, far away from Neduvasal. The point of contention is an eight-lane expressway stretching nearly 280 kilometres west from the state capital Chennai to the industrial town of Salem. Once again the BJP has found itself in the firing line of the voters as it continues to push for the project despite stiff resistance that the party’s rivals have capitalised on. The Madras High Court on April 8 quashed the land acquisition process for the Chennai-Salem Expressway project. The challenging coalition led by Congress and the DMK have vowed to scrap the project if voted to power. A medical entrance test Seventeen-year-old Anitha, an aspiring medical student, committed suicide in September 2017 after she failed to clear the then newly-introduced medical entrance exam, that goes by the acronym NEET. The National Eligibility Entrance Test (NEET) replaced the admission tests for medical colleges across the country with a centralised process. The <a href="https://www.thenewsminute.com/article/why-neet-election-issue-tamil-nadu-98604">people’s resentment against NEET</a> stems from the view that it puts local students, even the high-scorers, at a disadvantage because the curriculum is structured based on the Central Board of Secondary Education (CBSE), which is different from the state syllabus. The state administration’s high-handed approach in the wake of protests, and <a href="https://www.indiatoday.in/elections/story/piyush-goyal-neet-tamil-nadu-bjp-aiadmk-1500468-2019-04-12">the BJP’s persistence</a> on imposing NEET, has only hurt the alliance’s chances in the state. Once again, BJP’s rivals have promised to let states decide the mode of admission into medical colleges. The <a href="https://www.livemint.com/Politics/QgYD6W50rev6VcHmGs9GKP/NEET-protests-More-states-join-the-fight.html">protests against NEET was not unique</a> to Tamil Nadu, but the outrage in the southern state was the most severe. Tamil Nadu is known for its huge population of aspiring doctors. The state has 22 medical colleges, among the highest in the country, and 4 doctors for every 1,000 people, <a href="https://timesofindia.indiatimes.com/india/6-states-have-more-doctors-than-whos-11000-guideline/articleshow/65640694.cms">nearly at par with</a> developed countries like Norway and Sweden. Despite the enduring resentment, Tamil Nadu had the <a href="http://www.newindianexpress.com/education/2019/feb/03/tamil-nadu-has-the-highest-number-of-doctors-who-cleared-pg-neet-1933745.html">maximum number of students</a> clearing the NEET exam in 2019. The shootout In May 2018, The Tamil Nadu Police <a href="https://www.thenewsminute.com/article/sterlite-violence-video-shows-policemen-taking-aim-and-shooting-protesters-81744">opened fire at a sea of protestors</a> outside the country’s largest copper smelter, operated by Sterlite, a Vedanta Group company. More than 10 people died in the shootout and the public anger that swelled further poured on the ruling state government led by the AIADMK. Sterlite’s plant was accused of violating pollution norms, causing fatal health issues to its workers and the population in its vicinity. Local protests against the plant have been underway in patches since 1996, and they escalated once again in 2018 leading up to the <a href="https://www.tribuneindia.com/news/editorials/tuticorin-massacre/594415.html">‘Tuticorin Massacre’</a>. Subsequent probe and judicial inquiry revealed gaping regulatory lapses, eventually leading to the closure of the plant pending investigations and corrections. The London-based Vedanta Group has been a big donor to <a href="https://www.thequint.com/news/india/sterlite-congress-bjp-fcra-violation-finance-bill-amendments">both the BJP and the Congress</a> between 2004 and 2015. However, BJP also found itself further on the wrong side of the debate soon after the issue came to the fore, as some of its leaders tried to colour some of the protestors as anti-social elements.

 Going into the 2019 elections, the party is in alliance with the regional party, AIADMK, which bore the brunt of the public anger. A year on, the memory of the lethal attack on protestors is still fresh among voters, particularly in the region. As is the outrage against NEET, the Chennai-Salem expressway, and the proposed oil field in Neduvasal. The odds are heavily stacked against the AIADMK-BJP alliance. This is the first-time in decades that Tamil Nadu is going to polls without a strong, regional leader to back. Over decades, a series of larger-than-life leaders, with their share of taints, from <a href="https://www.firstpost.com/india/cn-annadurai-legacy-of-a-dravidian-stalwart-6007351.html">CN Annadurai</a> to <a href="https://www.indiatoday.in/magazine/cover-story/story/19880115-m.g.-ramachandran-death-marks-the-passing-of-an-era-of-stability-in-tamil-nadu-796866-1988-01-15">MG Ramachandran</a> to <a href="https://economictimes.indiatimes.com/news/politics-and-nation/karunanidhi-1924-2018/newslist/65311339.cms">M Karunanidhi</a> and <a href="https://frontline.thehindu.com/cover-story/jayalalithaas-legacy/article9435860.ece">J Jayalalitha</a> had turned Tamil Nadu into a politically unbreachable fortress for national parties. The mandate kept passing between the DMK and AIADMK for years. However, the passing away of Karunanidhi and Jayalalitha in recent years has left a political vacuum that the national parties intended to capitalise on. Neither the BJP nor the Congress by itself has made any significant headway so far.

India has witnessed rapid growth in recent years driven by the increase in new-age industries. The increase in purchasing power has resulted in the demand for a new level of quality of service. However, there is a growing shortage of skilled manpower in the country. In the wake of the changing economic environment, it is necessary to focus on inculcating and advancing the skill sets of the young population of the country.
 
India lags far behind in imparting skill training as compared to other countries. Reports indicate that only 10% of the total workforce in the country receives some kind of skill training (2% with formal training and 8% with informal training). Further, 80% of the entrants into the workforce do not have the opportunity for skill training. But all that is changing. 
 
The other day when I was at speaking at the African Development Conference at Harvard, I was excited to share the present government’s interest in the skill building in India. Our Prime Minister has become the brand ambassador of skilling as he passionately mentions ‘Skilling India’ in each of his speeches without fail during his tours beyond the shores of the country. The new government has also been able to recognize the disparities in the extent to which young people have been able to acquire formal skills. 
 
Realizing this need the government has made provisions for upgrading skills under multiple disciplines and allocated resources across the length &amp; breadth of the country. To list a few, the centre is taking efforts to come up with a legislation to set up a <keyword id="6418027" type="UNKNOWN" weightage="20" keywordseo="Skill-development">Skill Development</keyword> University. Further, a separate Ministry for Skills Development &amp; Entrepreneurship has been tasked to coordinate and streamline multiple skill development initiatives undertaken by the government to build a skilled &amp; employable India. The Union Cabinet chaired by the Prime Minister, recently gave its approval for the Pradhan Mantri KaushalVikasYojana (PMKVY) with an outlay of Rs1500 crore.

A significant portion of this demographic dividend lies in rural areas, which is Centum Learning’s primary area of focus. Have the promises made by the industry been fulfilled? 
 
There has been visible effort by the Government to meet their promises on skill development in the country for empowerment of its citizens. The Finance Minister has rightly recognized the most critical aspect, which is taking a step towards effective implementation of the Right to Education Act. Also, the allocation to National Skill Development Fund will aid in capacity building and developing skilled human resource to meet growing demand for India Inc. Another major highlight is the provision of fiscal incentives to the private sector for setting up vocational and skill development institutions. This has motivated a lot of private sector organizations to lay emphasis on the sector. 
 
An increase in budgetary allocation for primary education is a long awaited requirement that been met. National Skill Development Agency is encouraging innovation in skills development and promoting entrepreneurship in the country. The newly set up Skills Ministry is determined to encourage innovative ideas and modules in skill development landscape and at the same time assist the youth of the country in the skilling and entrepreneurial domain, to translate the vision of the Government into a concrete reality. With focus on self-employment as a key aspect to job creation, the Government has chalked out a plan to set up incubation centres at all districts across the country to train budding entrepreneurs. 
 
The Government has also decided to revamp the antiquated industrial training centres that will skill over 20 lakh youth annually and devise special courses based on industry needs. All these are positive signs to show that the government’s promise of skilling 500 million will be achieved in due course of time. 
 
Now, the Govt should incentivize industry to spend 50% of their CSR funds on skills training and Government should match the same. 
 
Ground reality of skill development industry 
 
Unemployment of youth is a ticking time bomb that is perilously close to exploding with the young population that we have. Soon, three of every four people will be 20 years of age. Despite growing as a developing country, the economy has not created youth friendly labor market where millions of young Indians descend every year, creating rising youth unemployment. 
 
The lack of jobs or a limited number of jobs, ineffectual vocational training, lack of skills development, unrealistic expectations from jobs, lack of entrepreneurship, absenteeism in school, early dropouts and a myriad of other factors have given rise to youth unemployment. Growth in economies has not led to a resultant increase in formal jobs or a youth-friendly labor market. The situation is further exacerbated with an influx of youth from rural areas to populous urban centers. 
 
As in other developing countries and countries that have recently bridged the chasm to become developed nations, the problem perhaps also lies in perception and inadequate transition from school to the workplace. Youth are keen to get employment in formal sectors to get full-time employment, which may even offer benefits such as healthcare and paid holidays, instead of pursuing jobs in the informal or traditional sectors that may be seasonal. 
 
Our leaders have recognized this crisis and the Indian Government has taken steps to initiate action to tackle this flashpoint before it explodes. But these are not enough, and the government in isolation cannot tackle such a mammoth problem. The biggest challenge in the Indian ecosystem lies in finding out how to make skilling programmes aspirational? How do you create a desire or need in the mind of people to get pursue skill development programmes vis-à-vis a pure educational course? 
 
As our skill development minister, Shri Rajiv Pratap Rudy recently said, “the day I find a matrimonial advertisement where the bride or groom is vocationally skilled, I would feel that our initiatives have made some impact.” A welcome step in this direction is the recent announcement where over 11,000 ITIs and other apprentice &amp; training divisions, which were earlier with Ministry of Labour, will now be integrated with the Ministry of Skill Development &amp; Entrepreneurship. 
 
Another big challenge facing the implementation and execution of any skills development-related scheme is reaching out, educating and motivating youth in the rural and remote parts of the country. With over thirty years of experience in Training &amp; Development, we have realized that the only way to increase the efficiency of the employees in the corporate sector is through innovative training methodologies which need to be upgraded from time to time. At Centum Learning we have adopted off-beat training modules which can be as simple and varied as story telling or Team building using theatre workshops. There cannot be a more opportune time to consider how closely a nation’s growth agenda is aligned with the skill-level of its manpower. We are playing a key role in evangelizing skilling like a religion in India and making youth job-ready so that in turn they can make India a manufacturing hub in order to fulfill PM’s vision of ‘Make in India’. 
 
Manufacturing cannot become a growth driver if the lack of skilled workers continues to be the greatest constraint in this journey. A survey conducted in 2014 reveals thataround 78 per cent of the surveyed employers said they are concerned with the growing skills gap in India while 57 per cent said they currently have open positions for which they cannot find qualified candidates. So, the Government needs to pursue the two pronged approach of creating jobs in the manufacturing sector and encouraging multi-stakeholder partnerships to impart relevant, “employment worthy” skills. It is good that Skill development is garnering so much interest from both the government and the industry. The fact that this space is growing and large players with pedigree and Governance standards are entering is good for the sector. 
 
Government should make vocational education mandatory for women not pursuing full time education. Jobs and hiring in India needs to shift from being 'qualification based' to 'skill based'. With ‘BetiBachao, BetiPadhao’ and ‘Digital India’ schemes being rolled out by the Government, youth and especially women must be compulsorily taught to use computers and be skilled (in any field) in order to get acquire an id card (maybe something like a BPL card) . Government also needs to take specific steps for differently-abled people and help create job opportunities for them by building relationships with employer and industry groups. If the Government can get the major chunk of the above target groups in its umbrella, the dream of empowering and transforming lives will be achieved to a great extent. 
 
 
Challenges galore 
 
The tragedy is that less than 2% of India's workforce has formal skills and even among those who have some sort of training or qualification, only a third today, are armed withemployable skills amounting to a colossal waste of our biggest asset: people power. The perception of educated parents that everyone had to be either a doctor or an engineer -- a hangover to the mindset of the 1960s and 70s -- has tragically hamstrung efforts at skill building at its most important stage -- during school. Admittedly there has been realization that school-level skilling can lead to satisfying, lucrative careers. CBSE now offers some 50 vocational courses and the school management is now encouraging students to discover original or innovative talents in themselves. 
 
A trishul of talents need to coalesce before skills can be translated into gainful employment: technical skills, domain knowledge, and soft skills. The first two are a matter of training and application. The final, presents some rather nuanced, challenges and the needless roadblocks need to be addressed with sensitivity. 
 
Today whether you are a beautician or a tour guide or a taxi driver, a working knowledge of English is a force multiplier when it comes to employability. In Bengaluru, which is home to the largest number of MNC tech companies in India, a headhunter tells me, a licensed driver, maintenance engineer or a nursing assistant who can speak and read English, can straight away add 50 percent to his or her pay packet. This is something that Governments- both at the State and Central levels are beginning to take cognizance of. 
 
But the biggest bottleneck in the skills space is getting the students to the classrooms and retaining them there. Government and training partners need to work together to ensure that the candidate is incentivized to attend classes through industry aligned courses, relevant training methodology, deeper connect with jobs and industry so that they themselves can see their career path ahead. 
 
The larger training players also need to harness technology wherever available -- digital solutions, smart tools, Internet-driven delivery -- to achieve the required scale and maybe even for large scale mobilization. 
 
We must also recognize that at basic levels, one has to contend with low aspiration levels, coupled with lack of capacity to pay. This has to be addressed with sensitivity that can be best achieved by government-funded programmes, executed by large training partners who have the ability to scale up. For mid-level skills, both government and private enterprises can join in the funding -- but we need to recognize that corporates tend to skill as per their requirements. 
 
It is time to recognize that a placement need not necessarily be accompanied by a wage. Many skills, from electrician to care giver for the aged, lend themselves to gainful self-employment and can account for as much as 30-40% of all skill acquirers. 
 
Skilling India to empower her citizens and to equip them to compete and excel on a globalmaidan is a multi-pronged challenge. We need our engineers and doctors and business executives and we also need many times those who bring a rainbow of heterogeneous skills to drive the engine that is India. And sometimes we discover in ourselves skills and talents for which we were not necessarily trained, but which constitute a coming together of head and heart.
