New Delhi, Apr 22 () With Punjab and Karnatka already having announced summer vacation due to the coronavirus outbreak, other states are working on academic calendar and deliberating on various measures, including advancing the summer break, to minimise academic losses. The Punjab government has announced a month-long summer break from April 11, ending on May 10. The summer vacation in the state usually starts by the end of May. According to Punjab Education minister Vijay Inder Singla, the decision was taken to compensate the academic loss being faced by students due to the lockdown. "Education being a state subject, states are free to decide their own academic calendar and schedule for summer break. They also need to keep in mind the coronavirus situation in the particular state," a senior HRD Ministry official said. Karntaka, had announced summer vacation in March itself when schools had to be closed due to the COVID-19 outbreak. The Delhi government has sought suggestions on whether schools in the national capital could conduct classes during summer break to make up for the academic loss due to the coronavirus-triggered lockdown. "This needs to be well thought of that can schools conduct classes during summer break to make up for academic losses caused during the lockdown. We are inviting suggestions on the issue," Deputy Chief Minister Manish Sisodia said."We also have keep ground realities in mind like summer heat causing discomfort to students. Rather than a decision being taken by the authorities in this regard, we want to know parents' thoughts about it and the feasibility," he added during an online interactive session with parents. According to a survey by online platform Localcircles.com, 81 per cent parents are in favour of schools being shut through May and reopening on June 1. Over 10,000 parents were interviewed for the survey. The Central Board of Secondary Education (CBSE) also wrote to states and union territories last week to examine the issues of school fees payment and salaries to teachers "sensitively and holistically" keeping in mind the interest of all stakeholders. While Delhi Government has announced that schools will not be allowed to hike fees during the period and only tuition fee will have to be paid, the Mahrashtra government has said parents can complain to district education officers if schools demand fees during lockdown period. While the Gujarat government had last week announced that private schools will not hike fees for a year, the West Bengal government had appealed to schools to refrain from hiking fees. The lockdown, which was first enforced from March 25 to April 14, has been extended by the Centre to May 3 to prevent the spread of the novel coronavirus. "Keeping in view the present situation of the countrywide lockdown, and difficulties being face by all stakeholders in the school education system due to the COVID-19 global pandemic, it is requested that the state governments may examine the issue of lumpsum payment of school fees and teacher's salaries sensitively and holistically considering the interest of all stakeholders concerned," CBSE secretary Anurag Tripathi said in a letter to chief secretaries of states and Union territories.The death toll due to COVID-19 rose to 640 and the number of cases to 19,984 in the country on Wednesday, according to the Union Health Ministry. The number of active COVID-19 cases is 15,474, while 3,869 people have been cured and discharged, and one patient has migrated, the ministry said. By Gunjan Sharma New Delhi, Apr 7 () With all lessons revised and new stationary bought, 14-year-old Ravi Kumar was ready to spend a relaxed evening before his class 10 board exam the next day when the news of communal violence in northeast Delhi broke, ultimately leading to postponement of the exam by CBSE in affected areas.But, for the students in northeast Delhi, the wait for the exams has become an "test of patience" with it being postponed again, this time due to the coronavirus outbreak, and no clarity emerging yet on when the exams will be held.Rani Kumari says that while trying to concentrate on studies amid the fear of knock on doors during the communal violence over the amended citizenship law that brought northeast Delhi to a standstill, she was confident that "this too shall pass"."It has become an endless wait and now I don't feel like studying too. Earlier I thought that this too shall pass. How much can one study the same thing over and over again? May be I will begin revision when the date sheet is announced," said the class 12 student from Maujpur who wants to join nursing school.Kumar, a resident of Chandbagh, told , "Right from childhood, we are taught that board exams are too crucial and have to be focussed at least two years in advance. It all seems immaterial now, the entire enthusiasm is gone. Bigger than board exams now is this exam of patience."Gagandeep Singh, who lives in Gokalpuri area, said, "I think I will remember how disturbed I was during my class 10 exams all my life. The stress of exams and scoring well seems immaterial now, when we are facing riots and global pandemic."In February, the northeast part of the national capital was rocked by violence in which 53 people were killed and over 200 injured. The areas worst affected in the violence included Jaffrabad, Maujpur, Chand Bagh, Khureji Khas and Bhajanpura.In view of the violence, the Central Board of Secondary Education (CBSE) had postponed exams at over 80 centres in northeast Delhi area till February 29.The exams were, however, conducted as per original schedule from March 2 onwards as board officials opined that any further delay in conducting exams will affect the students' prospects in undergraduate admissions.The board had announced a fresh schedule, according to which class 12 exams in the area were supposed to begin on March 31 and conclude on April 14, while exams for class 10 were scheduled from March 21 to March 30.However, the exams had to be again postponed in view of the coronavirus outbreak its resultant 21-day nationwide lockdown.According to board officials, students will be given a 10-day notice before exams are conducted when the lockdown is lifted.The death toll due to novel coronavirus rose to 114 and the number of cases in the country climbed to 4,421 on Tuesday, according to the Union Health Ministry. New Delhi, Apr 28 () The total number of COVID-19 cases in Delhi rose to 3,314 on Tuesday, even as 201 coronavirus patients recovered from the disease, the highest so far in a day with no fatalities, authorities said.No death was reported for the third consecutive day in the national capital.Among the 3,314 cases includes a Delhi Police constable attached to the crime branch. The constable had visited the Tablighi Jamaat religious congregation in Nizamuddin, which had last month become the epicentre of the COVID-19 spread. Fifteen members of the crime branch team, who came in touch with the constable, have been advised home quarantine.So far, 1,078 COVID-19 patients have recovered and there are 2,182 active cases in Delhi.The number of containment zones in the city reached 100.To curb the COVID-19 spread, Delhi Lieutenant Governor Anil Baijal directed all district magistrates to implement a "micro-containment zone strategy" in their respective areas.Under this plan, small clusters reporting cases of the deadly virus will be identified and declared containment zones instead of big ones, officials said.The move comes after several COVID-19 cases were reported in some containment zones, including in Jahangirpuri, where people were seen moving around and meeting each other on the streets despite the lockdown.At present, authorities block the entry and exit points of an area where COVID-19 cases emerge and people are not allowed to step out of their houses. Essential items are delivered at their doorsteps."It was observed that people in some containment zones are roaming on streets and meeting each other."DMs have been directed to implement 'micro-containment zone strategy', under which small clusters will be formed and declared containment zones so that there is strictly no movement of people," the official told .Earlier this month, 31 members of an extended family in north Delhi's Jahangirpuri contracted the disease despite the area being declared a containment zone.Delhi has already announced implementation of the Ministry of Home Affairs guidelines of easing the lockdown. This includes opening of standalone neighbourhood shops, permitting services provided by self-employed people like electrician, IT repairs, plumbers and carpenters and water-purifier service men. The Union Health Ministry said the plasma therapy for treatment of coronavirus patients is at an experimental stage and it has the potential to cause life-threatening complications, the Union Health Ministry said on Tuesday, warning against its use. The plasma therapy was being used by the Delhi government on an experimental basis. There was no immediate reaction by the Delhi government on the Health Ministry's comments against the use of plasma therapy. Most students of CBSE come from Delhi," Sisodia said."I appealed to the HRD minister that CBSE be asked to take a similar route for promoting students as it proposed for class 9 and 11. In these uncertain times, I don't know if we would be able to conduct examinations again, so on the basis of same formula like internal assessments and papers already conducted, students of class 10 and 12 too should be evaluated. Chandigarh, Jun 23 () The Haryana government has entered into an agreement with Reliance Jio TV to facilitate a "distance education programme" for school students amid the COVID-19 pandemic. Under the agreement all four channels of EDUSAT will now be available on the Jio platform free of cost, said state Education Minister Kanwar Pal, according to a government press release. "Haryana has entered into an agreement with 'Reliance Jio TV' under the Chief Minister's 'Distance Education Programme'," he said.He said that this step of the state government will benefit about 52 lakh Hindi and English medium students of government and private schools under the Haryana School Education Board, CBSE and other boards. The main objective of the state government is to impart education to every school student in the state, Pal said, adding that schools in Haryana are shut since March due to the situation arising out of the pandemic. "With this new initiative, students will be able to watch all four channels of EDUSAT through TV, laptop, desktop, tablets and smartphones. Apart from this, the broadcast content on TV will be available on Jio-TV for a week so that students can watch the same according to their convenience and time," he said, as per the release. Pal informed that there are about 94 lakh subscribers of Reliance Jio in Haryana. "This makes it easy for most of people of the state to access 'Reliance Jio TV'," he said. He informed that separate educational material is being relayed to students who are preparing for competitive examinations like the JEE (Joint Entrance Examination) and the NEET (National Eligibility cum Entrance Test). "This 'Distance Education Programme' has been going on since April 15, 2020. The new agreement ...will benefit students in remote areas," he said. The new assessment and evaluation policy by the Directorate of Education (DoE) has been reframed in accordance with the directions of the <keyword id="69419" type="COMPANY" weightage="20" keywordseo="Central-Board-of-Secondary-Education">Central Board of Secondary Education</keyword> (CBSE), stated the <a href="http://edudel.nic.in/welcome_folder/govtadmission_16042016.htm">release</a> from the government. Under the no-detention policy of the Right to Education Act, students till class 8 were automatically promoted to class 9 even if they failed in the third language exam. But from now onwards it will be compulsory for all students to clear the third language exam for them being promoted to the higher level without any compartment exam. If a student fails the third language test, they will still be promoted to class 9 but would have to appear in compartment exam. “Those students who could not clear the third language exam in Class 8 yet have been promoted to Class 9 shall be examined by the school concerned at the end of the year exam of Class 9 in the same syllabus and textbooks as prescribed for Class 8. Those who are still unable to clear the third language at the end of Class 9 may be given another opportunity in Class 10 before the Board Examination,” said Binay Bhushan, director of DoE said. The order will be implemented from the ongoing academic session. “We had informed the schools in October itself. Also, the students will get enough time to appear in the compartment exam,” Bhushan said. In the three language system, it will be mandatory for students to study an additional language besides Hindi and English. The Delhi schools offer Sanskrit, Urdu and Punjabi as the third option.
