It's that simple."</p><p>Cooper didn't have much more luck getting to the bottom of Goodman's rationale, much less what she's actively doing to keep her constituents safe beyond the governor's stay-at-home order — which <a href="https://news3lv.com/news/local/mayor-goodman-calls-stay-at-home-order-insanity-wants-city-to-re-open">she called "insanity" in a local TV news interview</a> on Tuesday.</p><p>The crux of the confusion came down to Cooper asking Goodman about what responsibility she has to keep casino patrons and employees safe. She insisted that competition, not government oversight, was the answer.</p><p>The more Cooper pushed for factual information, the more the interview came undone.</p><p>At one point Goodman seemed to indicate she would prefer taking the placebo instead in a trial for a coronavirus treatment, which left Cooper even more confused.</p><p>Cooper also tried to show Goodman a graphic demonstrating how the virus spread person to person in China early on, with a diagram of tables popping up on the screen before Goodman cut him off.</p><p>"Oh, you are good, Anderson — you are tough," Goodman said. "This isn't China. This is Las Vegas, Nevada."</p><p>"Wow, OK, that's really ignorant," Cooper shot back.</p><p>At another point, Cooper's patience waned as he offered a curt assessment of Goodman's performance given her role as a public servant.</p><p>"You're offering nothing other than being a cheerleader," Cooper said. "I don't understand. It's that simple."</p><p>Tur, who was apparently dumbfounded by the comments, called the plan "modern day survival of the fittest."</p><p>Goodman has been a vocal critic of business closures. She previously came under fire for calling the shutdowns "insanity." </p><p>Matthew 'Matt' Maddox, CEO Wynn Resorts, said in <a href="https://thenevadaindependent.com/article/a-plan-to-re-open-nevada">an op-ed</a> "that opinion has no basis in science or data and should be ignored." </p><p>Stephen Cloobeck, CEO of Diamond Resorts International, appeared in Tur's  Tuesday segment in a fiery video message.</p><p>"Mayor Goodman is the mayor of Las Vegas downtown, she has nothing to do with the strip and we're sick and tired of hearing this," Cloobeck said. </p><p>Goodman tried to explain her thoughts to Tur, and referred to hospitality workers who are struggling to feed their families. She also made reference to lesser infectious diseases that have come and gone. </p><p>"We've survived the West Nile and SARS, Bird Flu, E. coli, swine flu, the Zika virus," Goodman told Tur, who quickly interjected. </p><p>"They were not as contagious and they did not spread as far as this disease has already done," Tur said.</p><p>As of Wednesday morning, there were more than 826,000 confirmed <keyword id="8763838" type="UNKNOWN" weightage="60" keywordseo="covid-19">COVID-19</keyword> cases in the US and more than 45,000 deaths. <ul class="summary-list"><li>Families of gun violence victims delivered powerful testimonies to <keyword id="11893699" type="UNKNOWN" weightage="60" keywordseo="congress" source="Orion">Congress</keyword> on Wednesday.</li><li>Many pressed lawmakers to tighten gun control legislation after a string of deadly <keyword id="11908888" type="UNKNOWN" weightage="60" keywordseo="mass-shootings" source="Orion">mass shootings</keyword>.</li></ul><p>The families of gun violence victims gave harrowing testimony to Congress on Wednesday, as many called for lawmakers to take action after a series of high-profile deadly mass shootings that have gripped the nation.</p><p>But by the end of the hearing, House lawmakers seemed no closer to any kind of agreement on legislation to address or stop the violence.</p><p>Speaking at a House Oversight Committee on gun violence, parents of victims of recent massacres in Buffalo, New York, and <keyword id="14020623" type="UNKNOWN" weightage="60" keywordseo="uvalde" source="Orion">Uvalde</keyword>, <keyword id="11896956" type="UNKNOWN" weightage="60" keywordseo="texas" source="Orion">Texas</keyword>, delivered powerful and emotional remarks about the two mass shootings that left 10 and 21 people dead, respectively.</p><p>The mother of <a href="https://www.insider.com/uvalde-shooting-victims-mother-demands-action-on-gun-control-2022-6">Lexi Rubio</a>, a fourth grader killed in the May 24 shooting at Robb Elementary School in Uvalde, pleaded with lawmakers to tighten gun control restrictions — crying as she described the last day she saw her daughter. </p><p>"I left my daughter at that school and that decision will haunt me for the rest of my life," Kimberly Mata-Rubio said, demanding a ban on assault rifles and high capacity magazines.</p><p>She continued: "Somewhere out there there is a mom listening to our testimony thinking 'I cant even imagine their pain,' not knowing our reality will one day be hers — unless we act now."</p><p>In a graphic testimony, Uvalde pediatrician <a href="https://www.insider.com/uvalde-doctor-details-horror-seeing-kids-bodies-ripped-apart-shooting-2022-6">Roy Guerrero</a> described witnessing gruesome scenes of horror at the hospital after the shooting. Meanwhile, 11-year-old survivor, <a href="https://www.insider.com/uvalde-fourth-grader-miah-cerrillo-fears-another-school-shooting-2022-6">Miah Cerrillo</a> told Congress in a pre-recorded video that she no longer feels safe at school because she's worried that another shooting will occur. </p><p>Zeneta Everhart, whose 21-year-old son <a href="https://www.insider.com/mother-buffalo-shooting-victim-bullet-fragments-back-2022-6">Zaire Goodman</a> was injured in what police say was a racially motivated attack at Tops supermarket in Buffalo last month, said she can still feel the shrapnel from a bullet lodged in his back as she cleans his wounds. </p><p>She invited lawmakers who refuse to act to come to her home "to help clean Zaire's wounds so that you can see up close the damage that has been caused to my son and my community." </p><p>Wednesday's hearing also included remarks from leaders and members — some of who have been personally impacted by gun violence — of organizations fighting for firearm control and legislation.</p><p>"Gun violence is destroying communities around the country and every day, families experience first-hand the devastation gunfire brings," said Greg Jackson, executive director of the Community Justice Action Fund and a gun violence survivor. </p><p>He continued: "To eliminate gun violence, we must swiftly recognize that this is a public health crisis that deserves a public health response."</p><p>Jackson urged lawmakers to advance legislation that promotes solutions to fight spiraling gun violence, and investigate its "disproportionate impact" on communities of color across the country.</p><p>Becky Pringle, president of the National Education Association, stressed during her fired-up testimony that the crisis is "worse in Black and Latino communities" and slammed politicians for failing to take action and ignoring "the majority of Americans who want stricter gun laws."</p><p>"You tell our children," she said, that "protecting them matters less than protecting the status quo."</p><p>A few who testified, however, expressed their opposition to more strict gun control laws. </p><p>One mother, conservative gun-rights activist <a href="https://www.insider.com/gun-violence-victims-mother-doesnt-want-more-gun-control-laws-2022-6">Lucretia Hughes</a> whose son was shot and killed in 2016, pressed lawmakers against tighter gun control legislation, saying she needs to protect herself "from evil." </p><p>And <a href="https://www.insider.com/gun-control-opponent-doesnt-get-easier-testimony-to-congress-2022-6">Amy Swearer</a>, a fellow at the conservative think tank Heritage Foundation, said tighter firearm laws would largely target "peaceable, law-abiding citizens" — suggesting the answer to gun violence could be solved with more security. </p><p>But throughout the hearing, the members of Congress mostly talked past one another, failing to show any signs of progress toward common ground to address gun violence. </p><p>A tense questioning period, which began when Committee chair Rep. Carolyn Maloney asked that lawmakers find "the courage" to act on proposed <a href="https://www.businessinsider.com/house-republicans-to-reject-gun-control-bills-nra-opposition-2022-6">gun reform</a> legislation, featured plenty of back-and-forth — and sometimes heated — exchanges among politicians and witnesses, too.   </p><p>At one point after questioning Swearer, Democratic Rep. Katie Porter lashed out at federal law for protecting gun manufacturers, instead of regulating them, and said there is no government response when "hundreds of children" are killed in shootings. </p><p>Democratic Rep. Alexandria Ocasio-Cortez said it's "internationally embarrassing and de-legitimizing" how the US has significantly <a href="https://www.businessinsider.com/aoc-says-rate-of-school-shootings-in-us-internationally-embarrassing-2022-6?utmSource=twitter&amp;utmContent=referral&amp;utmTerm=topbar&amp;referrer=twitter">more mass shootings</a> than other countries, slamming the influence of the gun lobby.</p><p>Some Republican lawmakers, meanwhile, used their time to push back against gun legislation and reform — arguing that it would make little difference in preventing mass shootings, and instead pegging the blame on <a href="https://www.insider.com/texas-gov-greg-abbott-blames-mass-shootings-on-mental-health-2022-5">mental health</a>.</p><p>In some cases, Republicans expressed strong support of gun ownership and said more control might even create less-safe environments.   </p><p>"Criminals will obtain their weapons however they want — they will get them illegally," GOP Rep. Andrew Clyde said. "More gun laws are not going to stop that."</p>

Nonetheless, they are all starting to loosen restrictions in some capacity. </li><li><a href="https://www.businessinsider.com/?hprecirc-bullet">Visit Business Insider's homepage for more stories</a>.</li></ul><p>More than half of states in the US will start reopening <a href="https://edition.cnn.com/2020/04/30/health/us-coronavirus-thursday/index.html" target="_blank" rel="noopener">by the end of the week</a>. But the vast majority of the country is not meeting even relatively basic standards when it comes to testing for the coronavirus. </p><p>The <a href="https://apnews.com/64a594728f6e36480ee38cc1502436cc">Associated Press</a> published an analysis over the weekend which showed just 10 states are conducting the amount of testing experts say is needed to stay on top of the pandemic.</p><p>High levels of testing are necessary to spot pockets of infections and contain them before they spread. For this to work, people who don't show symptoms need to be tested too, since they can still carry and spread the virus.</p><p>The federal government has shied away from issuing definitive standards for a state to re-open, which it says should be left to them.</p><p>However, it has floated a less official ballpark figure, and scientists at Harvard also set a different standard, which the AP used to measure the testing regimes of each state. Only 10 passed on both counts, and 19 failed on both.</p><p><div type="image" title="georgia lockdown" height="1445" width="2000" msid="75534594" hostid="261"></div></p><p>The federal government figure came from a recent briefing, where senior officials said states should be testing at least 2.6% of their populations per month.</p><p>However, it wasn't explained how they got to that number, and later it was changed to 2%.</p><p>Thirty-two states aren't meeting the 2% threshold, versus 18 which are. </p><p>Meanwhile, researchers at Harvard have put out their own recommendation, saying the US needs to be testing about 500,000 people per day overall before easing lockdown restrictions. </p><p>When that metric is translated to each individual state, based on their different populations, 23 states are doing enough, and 27 are not. </p><p>Overall, just 10 states meet both the federal and Harvard testing minimums. They are North Dakota, New Mexico, Alaska, West Virginia, Utah, Idaho, Tennessee, Alabama, Arkansas, and Delaware.</p><p>Some states meet one or the other standard, but not both. For example, Rhode Island is above the 2% federal testing rate, but below the Harvard metric in terms of testing,</p><p>Montana meets the Harvard standard but not the federal. </p><p>Then there's 19 states who didn't make either standard — all of which are either beginning to reopen or relaxing lockdown rules. </p><p>Here are the states in table form:</p><table style="width: 100%; While most of the US is starting to reopen, a new analysis shows that just 10 states have met even pretty basic standards for testing

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Ethan Miller/Getty</span></p><p class="caption">Raiders owner Mark Davis leaves a meeting with Las Vegas city officials.</p></div><p></p></div></div></p><p>The Raiders' possible move to Las Vegas is starting to gain serious momentum, looking less like a leverage play by franchise owner Mark Davis over the city of Oakland, and more like a legitimate relocation possibility. </p><p>On Tuesday, Las Vegas mayor Carolyn Goodman <a href="http://espn.go.com/espnradio/play?id=15499703">appeared on ESPN's Capitol Gains podcast</a> and expressed her confidence in Davis and the financing for a proposed $1.3 billion domed stadium in Vegas.</p><p><span>"Mark Davis has assured us that Las Vegas is not getting played in a Raiders stadium deal," <a href="http://espn.go.com/espnradio/play?id=15499703">Goodman said.</a> "I know we will have a team."</span></p><p><span><span>"The Raiders will come if Nevada handles this properly," she added. </span></span></p><p><span><span><a href="http://www.businessinsider.com/raiders-mark-davis-all-in-las-vegas-move-pending-approval-2016-4">In April,</a> Davis met with Las Vegas officials and pledged $500 million toward the stadium, which would also be used by UNLV and a possible MLS expansion team (David Beckham was also in attendance). <a href="http://espn.go.com/nfl/story/_/id/15499905/las-vegas-mayor-carolyn-goodman-confident-oakland-raiders-relocate">According to ESPN,</a> the Sands Group (founded by billionaire Sheldon Adelson) and partnering Majestic Reality have pledged an additional $150 million. </span></span></p><p><span><span>The remaining $750 million would could from tourism taxes, though this remains the biggest uncertainty as the Nevada state legislature, which does not meet until 2017, would have to divert some state room-tax funds in order to corral the necessary money.</span></span></p><p><span><span>Goodman repeatedly said she feels that Las Vegas will do its part.</span></span></p><p><span><span><span><div class="KonaFilter image-container display-table float_left"><div><div class="image on-image"><p class="source"><span>REUTERS/Tyrone Siu</span></p><p class="caption"> Gambling giant Las Vegas Sands Corp's Chief Executive Sheldon Adelson speaks during an interview with Reuters in Macau, China, December 18, 2015. </p></div><p></p></div></div>"We are getting calls from outside the region offering to help with funding for stadium in Las Vegas," Goodman said.</span></span></span></p><p><span><span>As we've previously noted, stadium financing is only the first step in the longer process of actually moving the Raiders to Las Vegas. If the financing were to pass, 24 of 32 NFL owners would still need to approve of the relocation. </span></span></p><p><span><span>It remains unclear which way the ownership is leaning. </span></span></p><p><span><span><span>When Stan Kroenke moved the Rams from St. Louis to Los Angeles, we learned that NFL ownership is staunchly divided between old-guard owners like the Mara and Rooney families, and the comparatively new-money owners like Jerry Jones and Kroenke. It's not inaccurate to think that these two factions of ownership will also butt heads on Las Vegas: <a href="http://sportsnaut.com/2016/03/nfl-owner-objects-raiders-las-vegas-due-casinos/">John Mara has expressed trepidation</a> about Las Vegas because of the casinos, whereas Jones and Kroenke are <a href="https://twitter.com/DailyNewsVinny/status/715940799343558656">reportedly interested</a> in the Las Vegas for the same reasons they were interested in Los Angeles: it is another big market for the league to tap into.</span></span></span></p><p><span><span>One allegedly influential owner anonymously told the New York Daily News that he views Las Vegas as a hard sell, but not an impossible one. </span></span></p><p><span><span><a href="http://www.nydailynews.com/sports/football/myers-vegas-sins-forgiven-raiders-article-1.2628639">From the Daily News:</a></span></span></p><p style="padding-left: 30px;"><span><span><span>"I think it would be a tough sell, but I don't think it's impossible. ... </span><span>If they put such a good deal in front of the Raiders, it has a chance of getting support. I would prefer not to have the Raiders there. I would prefer they stay where they are. Oakland is a great market, but if there is no opportunity to put a stadium there, it would be hard to blame them for moving. I wouldn't necessarily be opposed to it if it's the best alternative. If it's between Las Vegas and being stuck in an awful stadium, there is nowhere else to go."</span></span></span></p><p>Oakland may be a great market, but its officials seem to have little interest in shelling out the public funds needed to keep Davis' team in town. In March, <a href="http://profootballtalk.nbcsports.com/2016/03/25/raiders-rent-skyrockets-under-new-lease-in-oakland/">the city raised the team's rent</a> at the O.co Coliseum from $925,000 in 2015 to $3.5 million for 2016. City officials haven't shied away from speaking their mind about Davis.</p><p><span>"I'm ready to kiss and say goodbye and help him pack his bags," Oakland city councilman Noel Gallo <a href="http://profootballtalk.nbcsports.com/2016/03/25/raiders-rent-skyrockets-under-new-lease-in-oakland/">said of Davis.</a></span></p><p><span><span><span></span></span></span>For now, we're still a long way from a potential vote among owners, much less a move. But based on Goodman's recent statements, it's time to stop thinking about Las Vegas as little more than an empty threat dangled over the city of Oakland. The Raiders are getting closer to moving to Las Vegas, but other owners still sound divided

<p>The issue might be especially bad in Silicon Valley, but <a href="http://blog.rjmetrics.com/2014/06/24/beyond-the-29-the-cities-with-the-most-women-in-tech-and-what-we-can-learn-from-them/?utm_source=twitter&amp;utm_medium=social&amp;utm_campaign=twitter%2Borganic" target="_blank">a</a><a href="http://blog.rjmetrics.com/2014/06/24/beyond-the-29-the-cities-with-the-most-women-in-tech-and-what-we-can-learn-from-them/?utm_source=twitter&amp;utm_medium=social&amp;utm_campaign=twitter%2Borganic" target="_blank"> new study from market research company RJMetrics </a>shows that Las Vegas has the highest relative percentage of women versus men in tech.</p>
<p>RJMetrics used <a href="http://www.businessinsider.com/pictures-meetup-office-tour-2013-5?op=1" target="_blank">the Meetup data</a> of major tech groups across the country and found that women make up 29% of the tech community overall. In Las Vegas, however, 64.81% of people attending tech meetups were women. It was the only city that had a female majority.</p>
<p>What's so great about Sin City?</p>
<p>RJMetrics points out that Nevada ranks <a href="http://www.forbes.com/sites/meghancasserly/2013/09/19/the-geography-of-the-gender-pay-gap-womens-earnings-by-state/" target="_blank">highest in the nation for gender paycheck equality</a>. Las Vegas has also has a female mayor, Carolyn Goodman. Only <a href="http://www.cawp.rutgers.edu/fast_facts/levels_of_office/Local-WomenMayors.php" target="_blank">18.4% of U.S. cities</a> with populations over 30,000 do.</p>
<p>Another part of the reason for the higher-than-average percentage could be because the city's tech scene is just growing generally. Zappos' CEO Tony Hsieh has invested <a href="http://www.businessinsider.com/tony-hsieh-downtown-project-2012-11" target="_blank">$350 million</a> into a grand plan to revitalize downtown Las Vegas into the perfect startup hub.</p>

<ul class="summary-list"><li>Residents in states with stay-at-home orders are venturing outdoors as the weather grows warmer and states reopen parks, beaches, and other public spaces.</li><li>Experts encourage spending time outside for mental and physical <keyword id="6354750" type="UNKNOWN" weightage="60" keywordseo="health">health</keyword>, and suggest cities make extra spaces available so people can practice social distancing when they leave their homes.</li><li>Meanwhile, some state leaders have warned that if social distancing measures aren't maintained by those flocking outdoors, there could be a spike in new <keyword id="1754604" type="PERSON" weightage="60" keywordseo="coronavirus">coronavirus</keyword> cases. </li><li><a href="https://www.insider.com/?hprecirc-bullet">Visit Insider's homepage for more stories</a>.</li></ul><p>Kathy Kass and her boyfriend share an apartment in the Upper East Side neighborhood of Manhattan — not far from <keyword id="72226" type="COMPANY" weightage="60" keywordseo="New-York-City">New York City</keyword>'s famed 800-acre <keyword id="6357786" type="LOCATION" weightage="60" keywordseo="central-park">Central Park</keyword>.</p><p>They've both personally known someone who has died from COVID-19. </p><p>Anick Jesdanun, the <a href="https://www.businessinsider.com/high-profile-people-who-have-died-coronavirus-related-illness-so-far-2020">longtime Associated Press reporter who died from the novel coronavirus at the age of 51</a>, was in the same running group as Kass. And her boyfriend, a teacher, knew singer-songwriter Alan Merrill, who died of COVID-19 at the age of 69 in late March.</p><p>Although Kass, a New York lawyer and fitness blogger, doesn't currently run due to knee issues, she has turned to outdoor walks to stay healthy. Throughout the duration of New York's "PAUSE" order, which <a href="https://www.businessinsider.com/cuomo-extends-order-stay-home-for-two-weeks-2020-3">continues to order residents to work from home and avoid unnecessary travel</a>, she has visited New York City parks to exercise as they have remained open to visitors despite the state "stay-at-home" mandate.</p><p>But as winter comes to an end and temperatures rise, Kass said she's noticed she's not the only one leaving her home to spend some time outdoors.</p><p>"There were massive amounts of people ... it's just crazy" Kass said of her April 19 trip to Central Park when it was 61°F, according to <a href="https://www.wunderground.com/history/daily/KLGA/date/2020-4-19">Weather Underground</a>. In the following months, temperatures could be more than 20°F higher, as the average high temperature <a href="https://www.wunderground.com/history/monthly/us/ny/new-york-city/KLGA/date/2019-7">during the month of July</a> is about 89°F.</p><p>Kass  — who shared photos of the crowded park on Twitter — said she saw what looked to be "small groups of people" throughout the park. Most weren't wearing face masks, she said, except for some people walking, some <a href="https://www.cnn.com/2020/04/25/health/running-coronavirus-wellness-trnd/index.html">runners</a>, and about half of the cyclists she spotted.</p><p>Kass said she resented "the fact that I'm the one who wants to exercise but I can't do what's supposed to be allowed because everyone is congregating." </p><p>To avoid crowds of people, she recommended visiting the park "very early or very late" in the day. Kass said she would turn away from the park if she sees it's too crowded, or she will try to find a less-crowded path. And if there are too many people on a sidewalk, she has found herself running in the street to avoid the New Yorkers who aren't appropriately distancing.</p><p>It's not necessarily surprising that New Yorkers, <a href="https://www.governor.ny.gov/news/governor-cuomo-signs-new-york-state-pause-executive-order">who have been told to stay at home since March 22</a>, are getting stir-crazy, and heading outdoors.</p><p><a href="https://twitter.com/kippahunited/status/1251960117236510724">Video</a> also posted to Twitter on April 19 showed New Yorkers ignoring social distancing restrictions in a Brooklyn park when the weather was nice. Eyewitnesses said police did little to disperse the crowd, though a city spokesperson said officers asked anyone who wasn't wearing a face mask to leave, according to the <a href="https://nypost.com/2020/04/20/nypd-ignores-crowded-domino-park-despite-coronavirus-restrictions/">New York Post</a>. </p><p>The NYPD has issued over 240 violations for people found in violation of social distancing guidelines and <a href="https://theintercept.com/2020/04/03/nypd-social-distancing-arrests-coronavirus/">arrested people found breaking the social distancing mandate.</a> Mayor Bill de Blasio has <a href="https://www.nydailynews.com/coronavirus/ny-coronavirus-new-york-city-social-distancing-fines-20200419-qh6byaupc5bo5fcr4w4pky52by-story.html">announced hefty fines as $1,000 to discourage people from gathering in groups</a> as the weather becomes nicer.</p><p>New Yorkers aren't alone in wanted to leave their homes. Last week, minutes after Florida Gov. Ron DeSantis announced that some beaches and parks in his state could reopen less than three weeks into his statewide stay-home order, <a href="https://www.businessinsider.com/photos-hundreds-crowd-reopened-florida-beaches-amid-coronavirus-2020-4">hundreds of locals flooded the sand</a>.</p><p>Meanwhile, across the country, hundreds and thousands of people are increasingly <a href="https://www.businessinsider.com/stunning-photos-videos-show-huge-protest-at-wisconsin-state-capitol-2020-4">protesting their state's stay-at-home orders</a> — many without masks and in violation of social distancing guidelines — demanding businesses reopen. Trump <a href="https://www.businessinsider.com/trump-death-threats-governors-good-people-2020-4">defended the protesters</a>, calling them "good people" who were suffering from "cabin fever." As new cases of the coronavirus seem to plateau in some areas of the countries, <a href="https://www.businessinsider.com/restaurants-apparel-which-states-are-reopening-what-stores-next-week-2020-4">16 states</a> are planning to begin their reopening processes next week.</p><h2>As states set to reopen, some leaders have suggested that warmer temperatures could help stop the spread of COVID-19  </h2><p>On Friday, Las Vegas Mayor Carolyn Goodman suggested — without evidence — that Las Vegas' extreme summer <a href="https://www.businessinsider.com/las-vegas-mayor-desert-heat-weather-coronavirus-reopen-earlier-2020-4">temperatures could help qualm the "ferocity"</a> of the spread of COVID-19. </p><p>"Our hot summer coupled with our unique economy compel us to be at the forefront of America's 'reopening,'" the Las Vegas Mayor's statement read.</p><p>As early as February President Trump had suggested that sunlight would <a href="https://thehill.com/changing-america/well-being/prevention-cures/482532-trump-heat-will-kill-coronavirus">"kill" the novel coronavirus</a>.</p><p>"The virus that we're talking about having to do, a lot of people think that goes away in April, with the heat, as the heat comes in, typically that will go away in April," Trump said in February, according to <a href="https://www.nytimes.com/2020/02/10/us/politics/trump-coronavirus-epidemic.html">The New York Times</a>.</p><p>During a press conference Thursday, in which Trump suggested that an "injection" of disinfected products could treat COVID-19, the president questioned whether <a href="https://www.businessinsider.com/timeline-trump-musings-on-false-idea-of-injecting-ight-disinfectant-2020-4">ultraviolet light could be injected "inside the body </a>... through the skin or some other way" to kill the virus in an infected person. </p><p>"There is some evidence that, in general, viruses on surfaces die more quickly when exposed directly to sunlight. But we don't know how much or how long they have to be exposed for UV light to have an effect," the president said, which he later claimed had been done in "sarcasm." "And again, this is only about infected objects and surfaces - not about what happens once the virus is inside your body."</p><p>While strains of influenza and other coronaviruses are known to typically weaken in warm and humid climates, <a href="https://www.businessinsider.com/warm-weather-probably-wont-slow-covid-19-that-much-2020-4">there is no proof that warmer temperatures will have the same impact on the novel coronavirus.</a> </p><p>"One should not assume that we are going to be rescued by a change in the weather" Anthony Fauci, director of the U.S. National Institute of Allergy and Infectious Diseases said Thursday on <a href="https://www.goodmorningamerica.com/news/video/dr-fauci-talks-coronavirus-fatality-numbers-updated-guidelines-70060835">Good Morning America.</a> "You must assume that the virus will continue to do its thing."</p><h2>Experts say access to the outdoors is vital during the pandemic and will be critical as temperatures rise</h2><p>While state leaders who have placed residents on lockdown orders have specifically told residents outdoor trips are admissible — so long as <a href="https://www.businessinsider.com/can-you-run-walk-go-outside-during-shelter-in-place-2020-3">they continue to act safely and practice social distancing</a> — experts agree that exercise and access to the outdoors are vital to both physical and mental health during the ongoing crisis.</p><p><a href="https://www.businessinsider.com/you-can-still-go-outside-while-quarantining-sheltering-in-place-2020-4">As Business Insider reported</a>, health professionals and city officials aren't discouraging people who are healthy from going outside and exercising — which a recent study suggested that <a href="https://www.businessinsider.com/exercise-may-help-prevent-a-deadly-coronavirus-complication-2020-4">may be beneficial in preventing one of the most serious COVID-19 symptoms</a> — and call for people to stop shaming others for going outside.</p><p>People can still go outside while quarantining and sheltering in place, Business Insider reported, so long as they take precautions, like keeping a safe distance from others and wearing a mask, spreading or contracting the novel coronavirus is highly unlikely in open air.</p><p>"I don't need to quote a study to let you know that if you've been inside all day, a little time outdoors will improve your mood," Dr. Jebidiah Ballard, an emergency medicine physician, <a href="https://www.insider.com/can-you-go-for-a-run-coronavirus-quarantine-social-distancing-2020-3">previously told Business Insider</a>. "Vitamin D also plays a role in immune function, and sunlight is needed for our bodies to convert it to its active form."</p><p>Green spaces in urban areas especially need to stay open despite the apparent risks of crowds, Robin Mazumder, a cognitive neuroscience Ph.D. candidate at the University of Waterloo in Ontario who studies how urban design and cities affect "how we feel and function," told Business Insider. </p><p>Mazumder said as temperatures increase in the coming weeks and months, parks and other outdoor spaces will need to remain open, especially to city residents who live without access to air conditioning.      </p><p>"How reasonable is it going to be for people to stay cooped up in their homes when it's 40<strong>°</strong>C (104<strong>°</strong>F) outside and humidity is through the roof?" he said.</p><p>"They're going to have to deal with this problem if they don't address it now," Mazumder told Business Insider, suggesting city leaders close streets to vehicle traffic to provide people with more space to go outside and keep their distance from one another.  </p><p>"Parks are essential at this time," Anessa Hodgson, a spokesperson for the New York City Department of Parks &amp; Recreation, told Insider, adding that visitors were encouraged to practice "common sense" and maintain six feet of distance between each other.</p><p>So far, Hodgson said, onsite staff at city parks had observed that parkgoers were following social distancing guidelines. </p><p>As this weekend marks sunny weather and more than 40 days Californians have been under a shelter-in-place order, Gov. Gavin Newsom on Friday <a href="https://abc7news.com/weather/newsom-pleads-for-social-distancing-during-warm-weekend/6127166/">pleaded residents to continue practicing social distancing</a> if they venture outdoors, warning against a potential spike in coronavirus cases.</p><p>"We're walking into a very warm weekend," Newsom said. "People are prone to want to go to the beaches, parks, playgrounds and go on a hike, and I anticipate there will be significant increase in volume."<br /><br />"But I also think if there is and people aren't practicing physical distancing, I'll be announcing again these numbers going back up," Newsom continued. "I don't think anybody wants to hear that. Warmer weather is here and it's drawing crowds of people out of their homes, threatening social distancing orders

<p>Documents obtained by Business Insider Friday raise several questions about inconsistencies in claims the Washington Free Beacon has made about being <a href="http://www.businessinsider.com/library-insists-conservative-site-was-not-banned-from-its-clinton-archives-2014-6">barred from accessing special collections in the University of Arkansas library</a> after publishing stories critical of Hillary Clinton.</p>
<p>The Free Beacon, a conservative news site, used tapes from the library's archives to publish a pair of stories about Clinton. Both of those stories were written by Free Beacon reporter Alana Goodman. One of the stories, which was published June 15, featured tapes of Clinton, a former attorney, <a href="http://freebeacon.com/politics/the-hillary-tapes/">describing her 1975 defense of a man accused of raping a 12-year-old-girl</a>. On June 17, University of Arkansas Dean of Libraries Carolyn Henderson Allen sent a letter to Free Beacon Editor-in-Chief Matthew Continetti informing him the site's "research privileges" at the school's library would be "suspended" because the Free Beacon published the tapes without requesting permission from the university as required of library patrons. </p>
<p>Allen accused the Free Beacon of engaging in an "ongoing violation of the intellectual property rights of the University of Arkansas" by publishing the tapes without authorization. On June 19, the Free Beacon responded with a <a href="http://www.businessinsider.com/library-insists-conservative-site-was-not-banned-from-its-clinton-archives-2014-6">letter to Allen from Kurt Wimmer</a>, an attorney representing the site. Allen countered that the library was "illegally prohibit(ing) the Free Beacon from accessing public records solely because you disagree with the material that the Free Beacon published." In his letter, Wimmer said the Clinton tapes were provided to the site "without any condition."</p>
<p>"Your staff provided the recordings to the Free Beacon without any condition, apprised the Free Beacon of no 'policies' limiting their dissemination, and required no agreement to be signed prior to receiving them. You now assert that the Free Beacon violated the 'policies of Special Collections,' yet you fail to quote or cite these 'policies,' or explain how they bind my client," Wimmer wrote. "You mention a 'permission to publish form,' but the Free Beacon never signed this form, nor has it ever agreed to sign it. Your staff unconditionally provided the audio recordings to the Free Beacon and the Free Beacon did not agree to any restrictions on their use. Therefore, the Free Beacon was free to publish this information, and continues to be free to do so." </p>
<p>However, documents provided to Business Insider by the University of Arkansas indicate there were several conditions surrounding the release of tapes from the library to the Free Beacon. The library said they were able to provide information about the Free Beacon's research because the site waived privacy rights. </p>
<p>On June 20, Business Insider requested documentation relating to the Free Beacon's acquisition of the tapes used for the story about Clinton and the rape case from the University of Arkansas. Associate Vice Chancellor for University Relations Laura Jacobs subsequently provided us with several documents including a request to copy the Clinton tapes made by a man named Shawn Reinschmiedt on March 10. That request was made on a form that included a "WARNING CONCERNING COPYRIGHT RESTRICTIONS" noting the library provided materials from its archives "under certain conditions." The warning specifically mentioned those conditions did not allow materials to be used "for any purpose other than private study, scholarship, or research." The warning also said library patrons could be found "liable for copyright infringement" if they request or use materials from the archives "in excess of 'fair use.'" Reinschmiedt's signature appeared under this form under a note indicating he read the copyright warning. </p>
<p>In an email, Free Beacon founder Michael Goldfarb said <span>Reinschmiedt "<span>runs a firm that has been working with the Beacon since we launched."</span></span></p>
<p><span><span>"T<span>hey help us with all kinds of research projects. His is not the only outside firm that helped on that story - the Beacon has a production firm on retainer that managed all the audio for us," Goldfarb said. "We make these resources available to our reporters so they can do important work like reporting fresh details on Hillary's little known defense of a child rapist."</span></span></span></p>
<p>University of Arkansas also provided Business Insider an email sent from library staffer Geoffery Stark to Reinschmiedt on March 10 indicating his request was received. In that email, Stark reiterated that any copies of the tapes could be used "for research and single use only." </p>
<p>"If you do wish to publish, you are required to complete and return the 'Permission to Publish Request Form,'" Stark wrote. </p>
<p>On March 13, Stark sent Reinschmiedt the tapes he requested along with another letter and the permission form. </p>
<p>In addition to the correspondence between Reinschmiedt and the library, Jacobs also sent Business Insider a letter the library dean, Allen, sent to Goodman on Feb. 10, the day after her first story involving tapes of Clinton obtained from the library was published. In that letter, Allen noted Goodman used material obtained from the library for a story on the archives of Clinton's close friend Diane Blair "without first obtaining permission to publish." </p>
<p>"Should your research bring you back to Special Collections at the University of Arkansas in the future, please follow our guidelines and protocols for researchers to avoid having your research privileges suspended," Allen wrote.</p>
<p>These documents appear to contradict Wimmer's claims the Clinton tapes were "unconditionally provided" to the Free Beacon and that the site was never "apprised" of policies requiring researchers to obtain permission from the library prior to publishing materials obtained from its collections. Wimmer (the lawyer who represented Free Beacon) has not responded to a request for comment on this story. However, according to Free Beacon founder Goldfarb, whether or not the site was made aware of library policies about publishing materials from its archives, "the library does not have the legal right to demand a media outlet put the decision to publish in the hands of the university."</p>
<p>"This is the crux of the issue. We will not give veto power over what we publish to a university administrator who in this case also happens to be a Clinton donor. And it is our view that the library does not have the legal right to demand a media outlet put the decision to publish in the hands of the university. These are public documents. No media outlet could surrender that decision to a third party," Goldfarb said, adding, "We will not be denied access to public documents at a public institution and if they attempt to enforce this ban we will act to defend our first amendment rights."</p>

Documents Raise Questions About Conservative Site's Fight Over Hillary Clinton Tapes

<p>Pompeo caught wind of a new investment we're making in "long form" journalism, the kind that most people associate with magazines. (Newspapers, wire services, and many digital news organizations produce a lot of this kind of journalism, too. And we've done a fair bit of it in the past.)</p>
<p>We are indeed making this investment, and we're looking for an excellent editor to run it for us.</p>
<p>This is a perfect opportunity for an ambitious, talented editor who cares about producing great stories that readers love. We'll pay this editor well - probably better than the magazine world, from what I understand - and we'll give him or her a healthy budget to work with excellent freelance writers in addition to the talented folks on our team. The editor will have free reign to develop stories across a wide variety of topics: The only common requirement will be that the stories be stories that our readers love.</p>
<p>Joe Pompeo described some of what we're doing and looking for in <a href="http://www.capitalnewyork.com/article/media/2013/09/8534118/clicky-business-insider-double-down-long-form-hundreds-thousands-inves">his article at Capital</a>. <div style="padding-left: 30px;">Over the past six years? Hundreds. They're not all tens of thousands of words, obviously, and some of them are built around photography, charts, and other visuals, but they're major original features. We've also done dozens of long-form word-based stories, too.</div>

<div style="padding-left: 30px;"><strong>-Not to get too ahead of ourselves, but tell me a bit more about your plans/vision/strategy for having a full-time editor commissioning longform stuff. How many such pieces would you like to see per month, per week, etc? Will all of BI's writers be expected to pitch? Do you envision building a large roster of freelancers? What sort of freelance budget will this editor have? etc. etc.</strong></div>

<div style="padding-left: 30px;">One of our new editor's responsibilities will be to decide the best frequency, length, and approach of these stories, as well as the time and resources invested in each one. Some topics don't warrant many thousands of words, and we never want to write long for the sake of writing long. The one common denominator is that they will all be stories that we think our readers will love.</div>

<div style="padding-left: 30px;">We're going to make a significant investment here (hundreds of thousands of dollars), and we expect the stories to be written by both our staff and contributors. We definitely won't expect everyone in the newsroom to contribute. Researching and writing long-form word-based articles is an esoteric skill, and it's not for everyone. We have folks on our team with a very wide range of digital skills and interests, and long-form text-based stories will always be only one part of what we do.</div>

<strong>-You've always been interested in longer pieces. In terms of deciding to make them a regular part of the mix, why now? Is it partly because of all the attention Carlson's Marisa Mayer piece received?</strong></div>

<div style="padding-left: 30px;">We were thrilled with the readership of the Mayer profile, and it increased our conviction that there's a hunger for these kinds of stories. But mostly we've just now reached the scale where we can dedicate significant resources to this.<br /><br /></div>
<div style="padding-left: 30px;"><strong>-Speaking of that piece, can you talk about it in the context of how these types of features are good for business? i.e. How many views did that piece get, and based on that, could you provide some color on how much money it made as an example of the potential to monetize these types of stories?</strong><br /><br /></div>

<div style="padding-left: 30px;">The Mayer profile was extremely well-read - hundreds of thousands of readers worldwide - but it took six months to produce, so on a narrow financial basis, it probably wasn't a home run. But there are many other business benefits to stories like these, with the most important being that readers love them. More broadly, one of the big benefits of having a large newsroom - we have about 65 full-time journalists now - is that we can invest in a wide variety of different kinds of stories. So they don't all have to pay for themselves.</div>

<strong>-Would you say this step is indicative of the ongoing professionalization of the BI newsroom? Since I was there, it's much larger and seems to include more people from newspapers/wires/magazines and other types of traditional backgrounds.</strong> </div>

<div style="padding-left: 30px;">Yes, this is another step in our ongoing mission, which is to get better every day.  And, yes, we do now have alums of many traditional newsrooms - Bloomberg, AP, Forbes, CNET, CNN, CNBC, Entrepreneur, Discovery, and others. (We were sorry to lose you, but congratulations on the success you have all had at Capital!)
<div style="padding-left: 30px;"><br /><br /><strong>-It also seems like a more formalized editing structure has started to fall into place, is that right? Does content pass before an editor's eyes now before it gets published?</strong><br /><br /></div>

What's your response to that, and what's your response to people who might say that BI's not equipped to consistently pull of longer, magazine-quality work, that it's too sloppy?</strong><br /><br /></div>

<div style="padding-left: 30px;">Yes, there will always be skeptics. If we got a dollar every time someone said we were screwed, we'd never need another revenue stream. In terms of overall quality and polish, we've made great progress over the last several years. We obviously can still get better, and we will.</div>

<div style="padding-left: 30px;">Consistently producing more great magazine-style stories will be one of our new editor's responsibilities. Anyone who just wants to produce mediocre, boring ones need not apply.</div>

They also love visual stories and videos that have more in common with documentaries and TV packages than magazine articles. We have produced wonderful reported stories about the Canada tar sands, the crisis in Egypt, the Maine lobster industry, the Silicon Valley homeless problem, the depression in Greece, the economy and markets, the ins and outs of dozens of tech gadgets, and many other topics. If readers didn't love these stories, we wouldn't do them. But great pictures truly can be worth a thousand words, and every day our readers remind us of that.)  </div>

Our readers love many different kinds of stories, including quick hits, long articles, syndicated stories, real-time news briefs, helpful links, insightful commentary, humor, photography, charts, video, photo-essays, live-blogs, and interactivity. We will continue to invest in all of these kinds of stories, with the aim of making BI as helpful, valuable, and fun for our readers as we can.</div>
