Fiscal deficit, the gap between the government’s revenue and expenses, is expected to be 5.8% of gross domestic product, said the FM. “The gross market borrowing for the financial year ending March 2025 will be ₹14.3 lakh crore (less than the borrowing in the current financial year).” The FM began her speech by giving a summation of the Narendra Modi government's performance in the past ten years. "The Indian economy has witnessed positive transformation in the last 10 years. Our development steps have covered all elements of inclusivity," she said. This is the final budget of the second term of the Narendra Modi government before the country heads to elections later this summer. Sitharaman stressed on the government's aim to make India developed -- Viksit Bharat – by 2047. The government has tried to provide inclusive development and growth, both socially and geographically, she said in the opening minutes of her sixth budget speech as the country’s finance minister. It is to be noted that this Vote on Account or an Interim Budget is only for the next three months as the next government after the election will come out with a comprehensive budget for the financial year 2024-25 later. In other words, this budget outlines expenditures and revenues till the formation of the next government. Key announcements by Finance Minister Nirmala Sitharaman: <ol><li>No relief for taxpayers: Same tax slabs to continue, says FM. “I propose to retain the same tax rates for direct and indirect taxes.”</li><li>FY25 divestment target at ₹50,000 crore. <ul><li>Earnings of Indian telecom companies are headed for a moderation in Q4 amidst a lack of significant tariff hikes. </li><li>Analysts expect a rise in data usage and users upgrading to 4G/5G to lift the average revenue per user (ARPU) as well as margins. </li><li><keyword id="2003276" type="General" weightage="80" keywordseo="jio" source="Orion">Jio</keyword> and <keyword id="15491" type="General" weightage="80" keywordseo="airtel" source="Orion">Airtel</keyword>’s focus on aggressive expansion of 5G coverage across the country is also expected to keep their capital expenditure elevated.</li></ul>Indian telecom companies are likely to report a moderation in Q4 earnings amidst a lack of significant tariff hikes. An expected slowdown in market share gains of leading telcos Reliance Jio and Bharti Airtel at the expense of <keyword id="1553175" type="General" weightage="80" keywordseo="vodafone-idea" source="Orion">Vodafone Idea</keyword> is also expected to weigh on the quarterly results. Analysts, however, expect an increase in data usage and users upgrading to 4G/5G to boost the average revenue per user (ARPU) as well as margins. According to a report by Motilal Oswal, Jio and Airtel are expected to report a 4-5% sequential growth in data usage in Q4, while Vodafone Idea is expected to see a 1% increase. “The industry continues to see outsized churn in the lower ARPU segments given the sharp hike in entry-level prepaid tariff in the last 18-24 months. Hence, subscriber (subs) addition is likely to remain muted,” said a report by JM Financial referring to the increase in base tariffs, like Airtel’s ₹99 plan that was increased to ₹155. Analysts expect Jio to lead in terms of revenue growth at 13.6% year-on-year, followed closely by Airtel at 12.9%. Vodafone Idea is expected to come in third at 2.6%. This will help the telco increase its ARPU a tad higher than its peers – analysts at Motilal Oswal expect Airtel’s ARPU to increase to ₹197 from ₹193. Jio and Vodafone Idea are expected to report a ₹2 increase in their ARPUs to ₹179 and ₹137, respectively. In addition to this, the brokerage also expects SIM consolidation – wherein subscribers dump extra SIM cards and retain their primary one – to aid ARPU growth. The analyst consensus is that Jio and Airtel could gain between 1-2% subscribers during the quarter, while Vodafone Idea is expected to lose 1% of its subscribers. That said, the subscriber loss for Vodafone Idea could be lower in Q4 on a sequential basis, at 3 million versus 5-6 million in the previous two quarters. <cmsannotation type="cmsannotation" annotationid="Capital expenditure to remain elevated due to 5G rollout" comment="subhead" text="Capital expenditure to remain elevated due to 5G rollout">Capital expenditure to remain elevated due to 5G rollout</cmsannotation> Jio and Airtel’s focus on aggressive expansion of 5G coverage across the country will result in high capital expenditure outlays, according to brokerages. While <keyword id="6668253" type="General" weightage="20" keywordseo="jio-5g" source="Orion">Jio 5G</keyword> is currently available in over 400 cities across India, Airtel has taken a lead and expanded to over 500 cities. For context, Airtel and Jio had 5G coverage in 66 and 70 cities respectively in December 2022. “We expect their capex to remain elevated in 4QFY23 and may increase further from previous quarters,” Motilal Oswal said. While Jio targets pan-India 5G coverage by December 2023, Airtel is aiming to cover all major cities by the end of March 2023. All in all, Jio’s capex outlay for 5G rollout, including spectrum costs, is ₹2 lakh crore. Airtel, on the other hand, has an outlay of ₹75,000 crore. With the pace of rollout expected to increase from here on, the capex is expected to increase at the same pace. Vodafone Idea’s 5G rollout will depend on its fundraising, the details of which are unclear at the moment. Analysts at ICICI Securities expect Airtel to call for the second tranche of payment for its ₹21,000 crore rights issue to fund its 5G capex – the telco had announced it back in October 2021. Telecom companies’ Q4 revenue likely to moderate due to lack of significant tariff hikes

Continuing healthy demand from construction, real estate and automobile sectors will help the paint sector register a 10-12 per cent <keyword id="45663" type="General" weightage="20" keywordseo="revenue" source="Orion">revenue</keyword> growth this fiscal against an 18 per cent estimated rise in the just-concluded fiscal, according to a report. Volume expansion and the resultant cash generation will help <keyword id="583484" type="General" weightage="20" keywordseo="Paint-companies" source="Orion">paint companies</keyword> maintain healthy balance sheets, which will also buffer credit profiles despite the rising capex, <keyword id="6359483" type="General" weightage="100" keywordseo="crisil" source="Orion">Crisil</keyword> said in a report on Wednesday. The top five companies have announced Rs 12,000 crore capex in fiscal 2023 and 2024 on the back of Rs 7,000 crore they incurred in the previous four fiscals. New players are expected to add nearly one-third of the total existing capacity of 4.2 billion litres by fiscal 2025-end, the report added. Paint companies are likely to close <keyword id="4131553" type="General" weightage="20" keywordseo="FY23" source="Orion">FY23</keyword> with a robust 18 per cent revenue growth, primarily led by higher realisations on the back of a 6 per cent price hike during the year, along with the full impact of a 20 per cent price hike effected in the third quarter of FY22. Along with healthy volume growth, moderating crude-linked input prices will ensure operating margins to remain stable at 15-16 per cent in fiscal 2024, almost similar to the last fiscal, the agency said in the report based on the five top companies that account for 90 per cent of the Rs 65,000-crore industry or 4.2 billion litres annual capacity now. The report also said their near debt-free balance sheets will support credit risk profiles despite all major paint companies being on an aggressive capex spree. The domestic paints sector also comprises the decorative segment, which commands 80 per cent of the market. According to Anuj Sethi, a senior director at the agency, paints demand normally grows at 1.6x-2x of GDP. Decorative paints are likely to see a revenue increase of 11-12 per cent this fiscal, driven by increasing renovation/construction activity and a greater preference for branded products. On the other hand, industrial paints will see 8-9 per cent revenue growth on the back of higher government spending on infrastructure and steady demand from the automotive segment, Sethi added. Since the key raw materials are crude-linked derivatives, the 30 per cent fall in <keyword id="45185" type="General" weightage="20" keywordseo="crude-oil" source="Orion">crude oil</keyword> prices from a high of USD 115 per barrel in June-July 2022 to USD 85 per barrel now will help boost the operating margins. But this will be largely offset by higher selling expenses due to aggressive sales push and increase in ad spend by industry leaders to counter competition from new entrants. Another margin risk is the falling rupee, which the agency sees trending at 82-83 a dollar, up from 80.2 in FY2023, impacting the cost of imported materials, which account for a third of overall their raw material requirements. Paint companies to log 10-12% growth in revenue this fiscal: Crisil

In the second half, growth is likely to re-accelerate as global growth recovers, drag from net exports diminishes, and investment cycle picks up,” said Goldman Sachs according to<a href="https://economictimes.indiatimes.com/news/economy/indicators/goldman-sachs-slashes-indias-gdp-forecast-for-2023-to-5-9/articleshow/95651040.cms"> a Bloomberg report</a>. Many agencies including CRISIL and S&amp;P had downgraded their growth projections on the Indian economy as the rate of growth had started slowing down after the first two quarters. In fact, RBI itself had changed its estimates twice on how much India will grow in FY23. Das, who said that the world economic situation is not as grim as it was a few months ago, is confident about the Indian economy, which has emerged stronger after having suffered multiple major shocks in the last three years. “India has the inherent strength, an enabling policy environment, and strong macroeconomic fundamentals and buffers to deal with the future challenges. I am reminded here of the words of Netaji Subhas Chandra Bose: Never lose your faith in the destiny of India,” said Das.
