Delhi Transport Corporation to run all the buses on Rakshabandhan

Cuttack, Jul 5 () An investigation was ordered on Sunday after around 100 patients, attendants and healthcare workers at a cancer hospital in Odisha's Cuttack tested positive for COVID-19 in the last 10 days, officials said. The Acharya Harihar Regional Cancer Research Centre has been sealed for sanitisation after the cases were reported, they said. Cuttack District Collector Bhabani Shankar Chaini told reporters that the matter was being investigated, and appropriate action will be taken if any lapses were found. Cancer patients who were getting treated at the hospital alleged negligence on the part of the authorities as the reason behind such an outbreak at the facility. "It is for the negligent and casual approach of the cancer hospital authorities that the virus from one patient infected the entire hospital," a patient claimed. Police said some patients at the cancer hospital found to be positive for COVID-19 created a ruckus while they were being shifted to a COVID hospital in Bhubaneswar by bus on Saturday night. Cuttack's Deputy Commissioner of Police Akhileswar Singh said forces were rushed to the spot from Mangalabag and the situation was brought under control. Police then piloted the vehicle carrying the patients to the COVID hospital in Bhubaneswar, he added. The city has so far reported 190 cases of COVID-19, of which, 144 have been detected in the last three days and a majority of them were from the cancer hospital, officials said. Civic authorities have declared a complete shutdown of the municipal area till Wednesday for contact-tracing, and sources said the shutdown could be further extended if the situation did not improve. For the smooth conduct of exams, the government has extended a four-day quarantine relaxation for students and their parents or guardians from outside the state and country. Deputy Chief Minister and Minister of Higher Education Dr C N Ashwath Narayan told reporters that the government would take precautionary measures to conduct the CET as it did during the SSLC examination. His department said in a statement that 1.95 lakh students will write the CET exams at 120 places in 497 centres across the state. The Kannada Test for students from the border regions in neighbouring states will be held on August 1, Dr Narayan said. In Bengaluru City, 40,200 students will write CET in 83 centres. Thirty foreign students will also take the exam The Deputy Chief Minister said the department has taken all precautionary measures and has framed the Standard Operating Procedure (SOP) to conduct the exams. Thermal screening, wearing of masks and physical distance will be strictly followed. The exam centres will be sanitised two days prior to the exam dates. "The state government has also decided that those students who are tested positive for COVID-19 can also be given the opportunity to write the exam. However, there will be separate rooms arranged for them. Students who show symptoms of cough and cold will also be made to write the exam separately. Arrangements will be made for ambulances as well as transport facilities at all centres, he said. Bus transport has also been organised all over the state, he said Speaking about four-day quarantine relaxation for students Dr Narayan said there was no need to panic as they had undergone all kinds of tests in view of COVID-19. Dr Narayan said 188 students from border districts of neighbouring states will write the CET exam and they could do so at centres in border areas, not having to come to Bengaluru, as all arrangements had been made there The state government has decided to postpone the PG-CET and Diploma-CET exams as the final year exams are yet to be held for those students, he said. As scheduled, the PG-CET and Diploma-CET exams were to be held on August 8 and August 9, respectively. The fresh dates will be decided after the final year exams of the PG and Diploma courses will be held, Dr Narayan added. CET to be held in Karnataka on July 30 and 31

Jaipur, May 18 () The Rajasthan government has allowed opening of all shops, except in containment zones and malls, with certain restrictions as part of relaxations for the extended coronavirus lockdown. Relaxations in workforce have also been given for government and private offices under the new guidelines issued by the state government on Monday. Barber shops, salons and parlours will open with complete safety precautions, disinfection and sanitisation after service of each customer. In addition to the permission of opening stadiums, the state government has also allowed golf and polo clubs on condition that clubhouse and similar facilities shall not be functional. Spectators will not be allowed. All shops, except in containment zones and in malls, will be allowed to open with conditions that no sale will be made to a customer not wearing a mask. Only two and five customers will be allowed in the small and large shops, respectively, at one time and social distancing of six feet will be maintained. Restaurants, eateries, sweet shops will be allowed for takeaway and home delivery only, and no customer will be permitted inside the premises. Full strength is allowed for government departments dealing with important and essential work in red zone. In other government offices, full strength of officers and 50 per cent staff is permissible and remaining staff will be on work-from-home basis. For private offices in red zones, 50 per cent staff is permissible now. Earlier, the permissible workforce was 33 per cent, which now has been increased. No commercial passenger transport is allowed in the red zone unless specifically permitted. In orange zone, all government and private offices are allowed up to two-third of the total staff and rest on work-from-home basis. Public parks are also allowed in orange zone from 7 am to 6.30 pm with social distancing protocol, including no gathering of five or more persons at any place. Taxis and cab aggregators (driver plus maximum two passengers), autorickshaw and cycle rickshaw (driver plus one passenger), intercity bus services are allowed in orange zone. However, city buses are not permitted. Movement of individuals for all non-essential activities shall remain strictly prohibited from 7 pm to 7 am and all workplaces shall close by 6 pm, unless special permission is obtained from the district administration. In green zone, all activities, except those which are restricted, are allowed. The state government has further classified the red, orange and green zones under urban and the panchayat samiti categories. Earlier, the classification of the zones was district-wise. Urban areas of Ajmer, Barmer, Bhilwara, Bikaner, Dungarpur, Jaipur, Jalore, Jodhpur, Kota, Nagaur, Pali, Rajsamand, Sikar, Sirohi, Udaipur are under the red zone, while the urban areas of Alwar, Banswara, Baran, Bharatpur, Chittorgarh, Churu, Dausa, Dholpur, Hanumangarh, Jaisalmer, Sawaimadhopur and Tonk are in orange zone. The urban areas of Bundi, Ganganagar, Jhalawar, Jhunjhunu, Karauli and Pratapgarh are under green zone. Rajasthan govt announces lockdown relaxations

As the government has already run the Shramik special trains to ferry migrant workers to their native places, the Ministry of Home Affairs on Monday issued a Standard Operating Protocols (SOPs) that mentions strict adherence to health, hygiene and social distancing. The SOPs for movement of persons by train include movement of passengers to and fro railway stations only on confirmed e-ticket and after compulsory medical screening. Only asymptomatic persons will be allowed to travel as per the SOP issued by the <keyword id="83450" type="COMPANY" weightage="20" keywordseo="Union-home-secretary">Union Home Secretary</keyword> Ajay Bhalla to all state Chief Secretaries and administrators of <keyword id="390245" type="COMPANY" weightage="20" keywordseo="Union-Territories">Union Territories</keyword> (UTs). The SOPs are in continuation of <keyword id="6359327" type="COMPANY" weightage="20" keywordseo="Home-Ministry">Home Ministry</keyword>'s May 1 and May 5 orders conferred under Disaster Management Act allowing for movement of persons by train. The Home Ministry SOPs directed states and UTs for its strict implementation so that migrant workers can be provided the train facility and simultaneously all the norms to contain the COVID-19 pandemic are duly followed. The pandemic has claimed over 2,206 deaths and infected over 67,000 persons across the country till Monday. Movement of trains shall be permitted by the <keyword id="76223" type="COMPANY" weightage="20" keywordseo="Ministry-of-Railways">Ministry of Railways</keyword> (MoR) in a graded manner in consultation with the Ministry of Health and Family Welfare (MoHFW) and MHA, the SOPs mention. The train schedule, protocols for booking, entry and movement of passengers, and coach service specifications shall be widely publicised by the MoR, it said, adding that the movement of the passengers as well as the driver of the vehicle transporting them to and fro the railway stations from where they shall be allowed to travel on confirmed tickets. It is also mentioned in the SOP that the MoR will provide sanitiser to each passenger at the entry and exit points at the station and in coaches, and all passengers will be wearing face masks during entry and travel. On arrival at their destinations, the travelling passengers will have to adhere to such health protocols as are prescribed by the destination states and UT, the SOP reads. The SOPs followed a fresh order issued by the Home Ministry directing all states and UTs to allow the Shramik special trains to operate without any hindrance within their jurisdiction and facilitate faster movement of stranded migrant workers to their native places. It came a day after the Ministry of Railways announced 15 pairs of air conditioned trains from New Delhi to several cities from May 12. The order followed the Centre's ongoing measures to facilitate bus and train facility to thousands of migrant labourers who have been stranded in various shelter homes and their work places and have been trying to get home as they do not have jobs to survive in cities due to the ongoing lockdown imposed to break the chain of COVID-19 pandemic since March 24. As the Lockdown 3.0 will last till May 17, to ease further hardship on the stranded migrant labourers, the Union Home Secretary wrote a letter to the Chief Secretaries of all states for the faster movement of this population. The <keyword id="6355455" type="COMPANY" weightage="20" keywordseo="indian-railways">Indian Railways</keyword> has operated 428 Shramik special trains since May 1 and ferried home more than 4.5 lakh migrants stranded in various parts of the country amid the coronavirus-induced lockdown, officials said on Sunday. The officials have said that out of the 287 trains which had been run already in the first nine days, 127 terminated in Uttar Pradesh, 87 in Bihar, 24 in Madhya Pradesh, 20 in Odisha, 16 in Jharkhand, four in Rajasthan, three in Maharashtra, two each in Telangana and West Bengal, and one each in Andhra Pradesh and Himachal Pradesh till May 9. These trains have ferried migrants to various cities in different states like Tiruchchirappalli, Titlagarh, Barauni, Khandwa, Jagannathpur, Khurda Road, Chhapra, Balia, Gaya, Purnia, Varanasi. Every Shramik special train has 24 coaches, each with a capacity of 72 seats. SOP for movement of migrants workers by trains focus social distancing

New Delhi, Apr 1 (PTI) The number of <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> patients in Delhi linked to the Tablighi Jamaat's congregation in Nizamuddin West, which is among the major COVID-19 hotspots in the country, rose sharply from 24 to 53 on Wednesday, while 617 people have been admitted to different hospitals, the city government said. The national capital has so far reported 152 positive <keyword id="8644408" type="UNKNOWN" weightage="20" keywordseo="Coronavirus-cases">coronavirus cases</keyword>, according to the figures released by the Chief Minister's Office. It added that 53 cases are linked to the Tablighi Jamaat's markaz. The figure is likely to rise further substantially as the tests are being conducted on those admitted to hospitals, sources in the health department said. On Tuesday, there were 24 patients in Delhi linked to the Nizamuddin congregation. Deputy Chief Minister Manish Sisodia said the Delhi government, in coordination with the police, evacuated 2,361 people from the religious centre in Nizamuddin in a 36-hour operation. The police have already registered a case against Maulana Saad of the Nizamuddin markaz under sections of the Epidemic Disease Act and the Indian Penal Code for violating government orders on management of the centre in relation to social, political or religious gathering. However, they said the cleric is on the run. Taking to Twitter, Sisodia said out of the 2,361 people, 617 have been admitted to hospitals while the rest are quarantined. "The medical staff, administration, police and DTC staff worked together in this 36-hour operation, putting their lives at risk. Hats off to all of them," the deputy chief minister said in another tweet. Kejriwal too hailed the doctors for their work and announced Rs one crore for the families of healthcare personnel if they lose their lives while dealing with coronavirus cases in the national capital. Interacting with doctors, the chief minister said at present, the Delhi government gives Rs one crore to the families of soldiers belonging to the national capital if they die in the line of duty. Referring to an incident that occurred on Tuesday, Kejriwal said a patient under quarantine tried to commit suicide at the Rajiv Gandhi hospital. He was apparently referring to a person evacuated from the markaz. Kejriwal said he has spoken to the Home Secretary so that security can be stepped up for both patients and doctors. "Some patients are behaving very aggressively and as a result, no one wants to go near them. Yesterday, one patient tried to commit suicide at Rajiv Gandhi hospital, doctors pulled him back and saved him," he said. Meanwhile, the residents of a railway colony in southeast Delhi's Tughlakabad said that they feared for their safety after 167 people evacuated from the markaz were quarantined at a nearby makeshift facility. Sources said of the 167 people, 97 were accommodated in Diesel Shed Training School Hostel Quarantine Centre, 70 were accommodated at RPF Barrack Quarantine Centre that are being used as isolation centres by the district authorities on Tuesday evening. Residents alleged that the colony was not sanitised even 24 hours after the people were quarantined there. Fearing the spread of the virus, the residents remained indoors and could not even go out to procure essentials. "While standing near the bus, many of the people coughed, sneezed and even spat on the road. How are we to feel safe? " a resident told PTI. Sources say that senior officials of the railways have already spoken to the district authorities on the issue. "Railways have informed the relevant authorities and steps are being taken to ensure their safety," one of the sources said. "At the quarantine centre, they misbehaved with the staff and even raised objections over the food being served to them. "They even spit at the doctors and those attending them and refused to stop roaming around the quarantine facility. "We have informed the DM South East Delhi to arrange the necessary security to control them or to shift them to any other suitable place. At 5: 30 pm, four Delhi Police constables and six CRPF jawans along with PCR van have been deployed at Quarantine Centres, spokesperson Northern Railway Deepak Kumar said.

(Eds: Incorporating related stories ) New Delhi, Jun 1 () Chief Minister Arvind Kejriwal on Monday announced a slew of relaxations like lifting restrictions on markets and allowing salons to reopen as the fourth phase of the lockdown ended, but closed Delhi's borders for a week citing the rising number of coronavirus cases which crossed the 20,000 mark. Kejriwal also sought views of the people of Delhi by Friday on whether its borders should be opened and the city's health facilities reserved for its residents. Since the last four days, the daily rise in cases has been upwards of 1,000 in the national capital. With 990 fresh cases, the total number of coronavirus cases reached 20,834 on Monday while the death toll mounted to 523. Among the fatalities was a junior engineer with the North Delhi Municipal Corporation. Addressing an online media briefing, Kejriwal said there will be no restrictions on the number of people travelling in four-wheelers, two-wheelers, auto-rickshaws, e-rickshaws and other vehicles in the city. Measures like 20 passengers on a bus will be in place to maintain social distancing. He said that until now shops in markets were being allowed to open on an odd-even basis, adding that there are no such restrictions mentioned by the Centre in its latest guidelines. Now, all shops in the markets will be permitted to function, Kejriwal said. However, if social-distancing is not maintained outside a shop, it will be closed by authorities, according to an order issued by Chief Secretary Vijay Dev. It stated that cinema halls, gymnasium , swimming pools, shopping malls, entertainment parks, theatre, bars and auditorium will remain closed. Hotels and hospitality services except those meant for government services will remain closed. Restaurants will be permitted only for home delivery and takeaway facilities. Dining facility is prohibited. An official said that the government will issue fresh orders allowing more activities in the city from June 8. However, lockdown will remain in place in containment zones. The chief minister said the Delhi government will implement the relaxations permitted by the Centre. Kejriwal said Delhi's borders will be sealed for a week in the wake of rising coronavirus cases in the city. Some people say borders should be reopened after one week but healthcare services in the city should be available only for Delhiites, Kejriwal said. On further easing of curbs on economic activities, he said there will also be no restrictions on the functioning of industries in the national capital. Construction activities will be allowed wherever workers are available on-site or could be transported to the site from the NCT of Delhi. Social, political, sports, entertainment, academic and religious functions and other gatherings are prohibited, the order said, adding that all religious places will also remain closed. Fifty people will be allowed to attend a marriage function. Twenty people will be allowed in gatherings related to funeral. According to the government, resident welfare associations (RWAs) will not prevent any person from performing his or her duty, which has been allowed in the new guidelines. District authorities may advise individuals to install Aarogya Setu app for timely provision of medical attention. "Movement by passenger trains and Shramik Special trains; domestic passenger air travel; movement of Indian nationals stranded outside the country and of specified persons to travel abroad; evacuation of foreign nationals...will continue to be regulated as per SOP issued," it added. Meanwhile, temples, mosques, gurudwaras have started preparations to open their doors for devotees again, once the decision is taken. Shahi Imam of Jama Masjid Syed Ahmed Bukhari said stickers will be affixed on the floor and verandas of the mosque to ensure social distancing during namaz. "We have also decided to discontinue using carpet on which people offer namaz at the mosque and ask people to carry their own 'musalla' (mat for offering namaz). "We will also suggest them to do 'wuzu' (ritual ablution before namaz) and avoid using mosque tanks," Bukhari said, elaborating on steps to be taken to keep people safe from the infection. Vinod Kumar Mishra, the administrator of the Laxmi Narayan Mandir, also known as the Birla temple, in central Delhi, said the New Delhi Municipal Council (NDMC) staff had been sanitising the complex regularly. New Delhi, May 15 () The coronavirus cases neared the 8,000 mark in Delhi on Wednesday, while the city government revised the death toll to 106, following an audit prompted by a controversy over mismatch of figures given by it and hospitals. The 20 deaths which have been added took place in April and May, the authorities said, days after the Delhi government was accused of under-reporting the fatalities but it had sought to blame the hospitals claiming they were not providing the death reports in a timely manner. Notwithstanding the constant surge in cases, a large number of people, who responded to a call by Chief Minister Arvind Kejriwal to give their suggestions on the situation post-May 17 when the third phase of the lockdown will end, favoured allowing more economic activities in Delhi, sources said. The total number of coronavirus cases in Delhi climbed to 7,998 after 359 fresh cases were reported, a bulletin by the Health Department said. It said the 20 deaths reported took place in April and May as per case sheets received from hospitals and audited by the COVID-19 death committee. After the controversy, the Delhi government had issued standard operating procedure (SOP) for hospitals and other health facilities in the city on reporting fatalities due to coronavirus. Of the deceased patients, 58 were aged 60 and above, accounting for over 54 per cent of the fatalities here. Twenty-eight of them were aged between 50-59 years and 20 were less than 50 years, the bulletin said. Kejriwal had on Tuesday sought views from Delhiites on how to ease curbs after May 17, but said the lockdown cannot be completely lifted in view of the rising number of cases. In response, more than 4.76 lakh WhatsApp messages, 39,000 calls and 10,700 emails were received till 5 Pm Wednesday, the Chief Minister's Office said. A team has been formed to analyse these messages, sources said. They added that most people favoured allowing more economic activities in the national capital post May 17. However, the decision will be in accordance with the Centre's guidelines, the sources noted. The responses have been received under various categories such as industrial and MSME operations, transportation, education, and day-to-day activities of the people such as commercial and non-commercial activities, a statement said. Delhi has been under the lockdown since March 23. The transport department is also holding discussions to develop a protocol for safe public transport amid COVID-19 pandemic. A decision on resumption of full-fledged services will depend on Centre's guidelines, said a senior government functionary. Meanwhile, three special Shramik trains carrying migrant workers left the national capital for Bhagalpur, Barauni and Darbhanga in Bihar. Delhi's Labour Minister Gopal Rai said the AAP government will pay fares for all migrant workers. Separately, four trains from Mumbai, Ahemdabad, Patna and Howrah brought people stranded in different parts of the country to the national capital. But many passengers carrying heavy luggage stood clueless outside the railway station for hours as there was no bus, cab or any other transport option available for onward journeys. "We can give you Rs 6,000 maximum if you take us to Roorkee (in Uttarakhand, a distance of about 200 km)," a man said to a driver who reached the station to pick up a family which had already booked his taxi. Another man was seen asking a rickshaw-puller to take him to Anand Vihar. Ratnakar, a resident of Uttam Nagar, who had gone to his village in Bihar's Begusarai district, said he had no idea about suspension of public transport in Delhi. His father, who is in his 60s, said if they start walking, they would reach home by evening. "Why have they started running trains when there is no bus or metro available? We had no clue that there will be no public transport whatsoever in Delhi," he said. In the evening, the Delhi Police said the stranded passengers can now avail DTC buses for their onward journey from the station. Deputy Commissioner of Police (Railways) Harendra K Singh said they made elaborate arrangements in close coordination with railway authorities to ensure passengers experience no inconvenience while travelling, but at the same time follow the guidelines issued to contain the spread of coronavirus. "For the passengers boarding trains, a dedicated corridor was made on the Paharganj side where people queued up, all wearing masks and maintaining social distance. After thermal scanning, they boarded the trains. Sanitiser dispensers were placed at prominent places for the passengers," Singh said. After eight persons working in the New Delhi district magistrate's office were found coronavirus positive, the premises were sealed, officials said. Hardly five kilometres away, Rail Bhavan, the headquarters of the Indian Railways, was also shut after an RPF staffer tested positive. With more than 100 of its personnel testing positive for COVID-19 so far, the Delhi Police said some hospitals have reserved beds for it for any emergency admissions as many in the force are deployed at "sensitive" locations like containment zones and quarantine centres. One woman had returned from the UK, and another one had a travel history to Dubai. The total number of cases in Mumbai currently stands at 8. India saw a steep rise in the number of infected cases after 28 new cases were reported from 10 states on Wednesday (March 18), taking the total number of infected people to 184. Maha government setups more quarantine facilities With the number of coronavirus cases touching 47 in the state, Maharashtra's anti-coronavirus battle became even fiercer with more testing and quarantine facilities. This is besides the all-out efforts implemented to avoid the challenge of keeping the crowd at bay in public areas and at workplaces. State Health Minister Rajesh Tope announced that from Thursday, additional coronavirus testing labs would start operating at KEM Hospital and Kasturba Hospital in Mumbai and BJ Medical College in Pune. In the next few days, a total of eight more laboratories shall be opened, including at Haffkine Institute in Mumbai. They will test around 250 samples daily. In Mumbai, the Municipal Corporation of Greater Mumbai (MCGM) permitted several private hospitals to start isolation wards with 88 beds. They include Hinduja Hospital (20), Kokilaben Dhirubhai Ambani Hospital (17 beds), Lilavati (15), Raheja (12), Jagjivan Ram WR (10), Jaslok (5), Bombay Hospital (4), HN Reliance (2), Gurunanak (2) and St. Elizabeth (2). After BMC, MCGM orders closing of businesses The Commissioner of the Municipal Corporation of Greater Mumbai (MCGM), Pravin Pardeshi, ordered shutting of all shops, business establishments etc. on alternate days to reduce crowds. The order will be implemented after the concerned ward heads submit details to the MCGM. After making repeated appeals for 'work from home', the Municipal Corporation of Greater Mumbai has now warned of punitive action against those private companies which fail to implement 50% staff norms or disallow work from home. CM Thackeray makes some strict decision Mumbai local trains and retail shops CM Uddhav Thackeray said that the number of suburban trains and buses would be reduced, standees won't be permitted and those seating would be kept at a safe distance as precautionary measures. Thackeray urged 17 million people of Mumbai and nearly 12 crore population of Maharashtra, not to panic or stock up essentials as there is sufficient supply. However, Thackeray said the government plans to implement shift hours for retail shops/markets in different urban localities. However, the number of private vehicles on roads and highways hasn't shown a noticeable decline so far. All beaches in Mumbai, Thane, Palghar, Raigad, Ratnagiri and Sindhudurg are near-deserted. Prominent hill stations in the Western Ghats, resorts, wildlife sanctuaries, tourist destinations also run almost empty. All major places of worship like temples, churches, mosques-mausoleums and gurdwaras have shut their doors for devotees. A few religious organisations and sects are offering online prayers, namaz etc. to keep crowds and the virus away. The state already elapsed into the partial shutdown with all schools, colleges, malls, theatres, cinemas, gyms and swimming pools closed till March 31. Mumbai crackdown on black marketers with a hefty fine Meanwhile, in Mumbai, the Minister for Food &amp; Civil Supplies, Rajendra Shingane, swooped on pharmacies after complaints of black marketeering of masks, sanitisers etc. He issued instructions to deal with such wilful offenders in the sternest manner. The MCGM started imposing a hefty fine of ₹ 1,000 for people found spitting in public. At the same time, the Bhiwandi Police in Thane slapped a case against Arihant Mattresses for making false claims of 'anti-coronavirus' beddings. Actions are also being initiated at various levels against those spreading fake messages on social media. Local organisations, like the Bahujan Vikas Aghadi legislators — the father-son duo of Hitendra and Kshitij Thakur— are distributing masks among bus passengers in Palghar and disinfecting all public buses for public safety.
