The global economy is losing steam, with growth slowing in some of the most resilient economies and high frequency indicators, pointing to further levelling in the period ahead, said the article authored by a team led by <keyword id="19899808" type="General" weightage="20" keywordseo="rbi" source="keywords">RBI</keyword> Deputy Governor <keyword id="20244361" type="General" weightage="20" keywordseo="michael-debabrata-patra" source="keywords">Michael Debabrata Patra</keyword>. In India, real GDP growth was at a six-quarter high in the October-December period of 2023-24, powered by strong momentum, robust indirect taxes, and lower subsidies. "The world is confronted with large shifts in structure and sentiments, which are either underway or impending," it said. The article noted that the outlook is shrouded with layers of uncertainty, exacerbated by geopolitical and extreme weather risks as well as fragmenting forces. By contrast, it said the Indian economy is experiencing a conducive macroeconomic configuration that can be its launching pad for a step-up in its growth trajectory. "Over the period 2021-24, growth has averaged above 8 per cent; and the underlying fundamentals indicate that this can be sustained and even built upon," the authors said. The current account deficit is modest, external buffers are resilient and fiscal consolidation is into its third consecutive year even as corporations are deleveraging and improving their debt servicing capacity. According to the article, balance sheets in the financial sector are sound and healthy, providing the wherewithal for intermediating the productive credit needs of a resurgent economy. "Financial markets are reflecting these favourable formations. Capital inflows have resumed strongly as investor interest floods back into India," it said. The authors further said technology is offering new growth opportunities to seize by becoming more competitive and efficient. "The time has come to build world class infrastructure, strong manufacturing bases, a high-quality labour force and global leadership in services to convert these favourable factors into opportunities and strengths over the next few decades," they added. The article further said the aggregate demand in the third quarter of 2023-24 was investment-driven, with some indications of a revival of the private capex cycle. Capacity utilisation in several sectors has reached a point where there has to be new investments. "The current financial year will likely see the highest ever length of four-lane roads being constructed, along with the highest ever length of speed or access-controlled highways -- on course to create a world-class road network by 2037," it said. It also noted that the demand outlook for premium consumer businesses is robust and the growth rhythm is expected to persist into the medium-term. This suggests that there are significant per capita income shifts underway, it said, adding that small town opportunities are leading to growth of business across lifestyle segments, with companies that entered these markets enjoying the fruits of being first movers.

Meta said it will refocus resources from Bulletin to work on its discovery algorithm, that the company is building to take on Chinese short-form video <keyword id="6762469" type="General" weightage="20" keywordseo="tiktok" source="Orion">TikTok</keyword>. In June 2021, the company launched Bulletin, a set of publishing and subscription tools to support creators in the US. A meta spokesperson told TechCrunch that while this off-platform product itself is ending, "we remain committed to supporting these and other Creators' success and growth on our platform." Bulletin writers will continue to earn subscription revenue until the platform shuts down by early 2023. The move comes as Meta CEO Mark Zuckerberg has put a freeze on hirings, cut costs and restructure some groups within the company. Through Bulletin, Meta wanted to support creators, and unify its existing tools with something that could more directly support great writing and audio content from podcasts to Live Audio Rooms all in one place. Facebook had announced to roll out new investments, products and services aimed to support more independent writers and experts. Bulletin writers were set to get an opportunity to foster deeper connections with their audiences on Facebook. Google's new 'Bulletin' service will let anyone submit news stories - but it might make the company's fake news problem even worse

Kyle Myers, or "<a href="https://www.youtube.com/user/fpsrussia">FPS Russia</a>" to his 4 million YouTube fans, recently showed up in an official FBI bulletin about extremist threats. Myers is well-known for speaking in a Russian accent while shooting big <keyword id="6371465" type="UNKNOWN" weightage="60" keywordseo="guns">guns</keyword> and making bigger explosions in videos he produces.
The March 5 <a href="http://info.publicintelligence.net/FBI-ExplodingTargets.pdf">intelligence bulletin</a> obtained by Public Intelligence, was sent out to law enforcement agencies to warn of exploding targets being potentially used in improvised explosive devices (IED).
"The FBI assesses with high confidence recreationally used exploding targets ... can be used as an explosive for illicit purposes by criminals and extremists and explosive precursor chemicals (EPCs) present in ETs [and] can be combined with other materials to manufacture explosives for use in improvised explosive devices (IEDs)," the bulletin <a href="http://info.publicintelligence.net/FBI-ExplodingTargets.pdf">reads</a>.
On page two of the bulletin, a screenshot from one of <a href="http://youtu.be/sqq2abXXAvA?t=1m50s">Myers' videos</a> is shown as an example. He was not referenced by name.
Exploding targets — or tannerite — are legal and often used by recreational firearms enthusiasts for spotting whether they hit a target at a long distance. Unlike black powder, the substance is not flammable and can <a href="http://www.tannerite.com/wp-content/uploads/2010/06/US-Patent-And-Trademark-Office-Tannerite.pdf">only explode</a> from a rifle shot. 
Not so, according to the FBI bulletin:
"Currently, [explosive targets] contain ammonium nitrate, and their purchase is not regulated to the same degree as ammonium nitrate-containing fertilizers ... criminals and extremists remain interested in using improvised ammonium nitrate-based explosives as the main charge in IEDs and are actively seeking new ways to acquire sufficient amounts of ammonium nitrate."
Not long after this bulletin was issued, Myers' home and his father's farm <a href="http://www.businessinsider.com/atf-raids-professional-russian-fpsrussia-2013-3">were raided by</a> nearly 40 agents from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) looking for explosives on March 26.
No arrests were made, and a spokesman was unsure whether any explosives had been seized.

FBI bulletins are sent out to warn companies about possible threats that they could face. The bulletin publishes by The Intercept doesn't actually name Sony, instead assigning it a codeword. But the bulletin does make it clear that the hackers have moved on to threaten a news organisation.
The last we heard from the hackers was on December 20 when they posted a message on PasteBin mocking the FBI's investigation, branding the agency "idiots" in a YouTube video.

It's gotten so bad that the New Jersey Division of Fire Safety has now issued an emergency bulletin to warn firefighters about the "Fire Challenge," <a href="http://betabeat.com/2014/08/new-jersey-issues-emergency-bulletin-over-idiotic-fire-challenge-trend/">according to BetaBeat</a>.
The <a href="http://www.state.nj.us/dca/news/news/2014/approved/20140813.html">bulletin</a> was issued on August 13 to better prepare local fire corps in case they encounter the challenge in their community. In case they didn't already have enough to worry about.
While teens may think the challenge is all fun and games, setting yourself on fire can result in real damage.
One 15-year-old in Lexington, Ky., reportedly <a href="http://cleveland.cbslocal.com/2014/07/28/teen-severely-burned-after-setting-himself-ablaze-for-facebook-fire-challenge/">suffered second-degree burns</a> after torching his torso for the challenge.
"The most serious and possibly fatal result of the stunt is that the person, by the very act of breathing, will inevitably inhale the burning fluid deep within the lungs, causing serious and debilitating injury, and in one documented case in New York State, death," state fire marshal William Kramer, Jr., acting director of New Jersey's division of fire safety, said in the bulletin. "We wanted our first responders to be aware of what they may be called on to deal with."
