Defence Materials and Stores Research and Development Establishment (DMSRDE), Kanpur has successfully developed the lightest Bullet Proof Jacket in the country for protection against 7.62 x 54 R API (Level 6 of BIS 17051) ammunition. According to the <keyword id="19905108" type="General" weightage="20" keywordseo="Ministry-of-Defence" source="keywords" meta.keywordsubtype="org" meta.entityname="Ministry of Defence" meta.hostid="153" meta.entityid="Ministry of Defence">Ministry of Defence</keyword>, recently, this bulletproof jacket was successfully tested at Terminal Ballistics Research Laboratory (TBRL), Chandigarh as per BIS 17051-2018. This jacket is based upon a <keyword id="21410391" type="General" weightage="20" keywordseo="new-design-approach" source="keywords">new design approach</keyword>, where novel material along with new processes have been used. The front Hard Armour Panel (HAP) of this jacket defeats multiple hits (06 shots) of 7.62 x 54 R API (Sniper rounds) in both ICW (In-conjunction with) and Standalone design. The ergonomically designed front HAP is made up of monolithic ceramic plate with polymer backing which enhances the wearability and comfort during the operation. The areal density of ICW Hard Armour Panel (HAP) and standalone HAP is less than 40 kg/m2 and 43 kg/m2 respectively. DRDO develops lightest bulletproof jacket for protection against highest threat level

New Delhi, Mar 11 () India-made bulletproof jackets are being exported to 18 countries, Minister of State for Defence Shripad Naik said on Wednesday but declined to name the nations citing "strategic requirements". Naik said industrial licences have been issued to 15 companies for manufacturing bulletproof jackets having production capacity in the country of over 10 lakh pieces per annum to meet domestic and export requirements. "Bulletproof jackets are also being exported to 18 countries. In view of the strategic requirement, names of the countries are not disclosed," Naik added. Replying to another question, Naik said that in order to export light combat aircraft to other friendly countries, the platform has been showcased by way of flying displays at various foreign exhibitions by Hindustan Aeronautical Ltd. Briefing about the platform has been given to various foreign delegations who have visited HAL facilities. "The company has responded to Request for Information (RFI) from overseas. Formal Request for Quotation (RFQ) has not been received in order to process the proposal," he added. Responding to another question, he said an amount of Rs 90,048 crore has been proposed for capital acquisition (modernisation) in budget estimate (BE) 2020-21 under Defence Services Estimates, which is an increase of Rs 9,088.92 crore over BE 2019-20. The total amount allocated for capital acquisition (modernisation) is 27.87 per cent of Defence Services Estimates. In response to another question on China's defence modernisation, Naik said no official data relating to this was with the ministry. Naik, replying to another question, said the Army saw four cases of fratricide from 2017 to 2019, while the Air Force recorded one such case in 2019. The minister said the government has taken several steps towards stress amelioration amongst troops. This includes deployment of trained psychological counsellors, improvement in the quality of food and clothing, training in stress management, provision of recreational facilities, buddy system, leave concessions, approachability of seniors, facilities for movement of troops from border areas and establishing a grievance redressal mechanism at various levels. India supplying bullet proof jackets to 18 countries: Govt

The army has <a href="https://timesofindia.indiatimes.com/india/government-inks-rs-639-crore-deal-for-1-86-lakh-new-bullet-proof-jackets-for-infantry-soldiers/articleshow/63684666.cms">signed a contract</a> of Rs 6390 million for the procurement of 1,86,138 bulletproof jackets (BPJ) that will be manufactured by a private Indian company called SMPP Pvt. Ltd. According to an officer, “The contracted BPJs have contemporary and state-of-the-art specifications with added protection level and coverage area. These ergonomically designed BPJs have modular parts, thereby providing immense protection and flexibility to soldiers operating in different operational situations ranging from long-distance patrolling to high-risk room intervention scenarios.” The SMPP samples managed to pass the stringent field evaluation trials, unlike the ones offered in 2015 from six vendors. The failure of the 2015 samples lead to the scrapping of the proposed contract for 1.86 lakh modular BPJs, which in turn lead to a panicked “emergency” procurement of 50,000 BPJs from Tata Advanced Materials Limited for Rs 1400 million that adhered to the old parameters. “The new jackets meet the most advanced GSQRs 1438 (technical parameters) standards of the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword>. These BPJs have `Boron Carbide Ceramic’, which is the lightest material for ballistic protection,” said SMPP chairman S C Kansal. These new light-weight jackets will provide soldiers with adequate protection for their heads, necks, chests, groins and sides. It will also help them negotiate difficult terrains with ease. The supply is slated to commence in three months and the entire order is meant to be delivered in three years. Till then, the soldiers will have to rely on the old bulky bulletproof jackets that provide a lesser degree of protection. Meanwhile, the army is still waiting on new <keyword id="1902951" type="PERSON" weightage="20" keywordseo="assault-rifles">assault rifles</keyword>, <keyword id="6420354" type="UNKNOWN" weightage="20" keywordseo="close-quarter-battle-carbines">close-quarter battle carbines</keyword> and light-machine guns, the receipt of which seem like a pipe dream at the moment.

Ten years on, the Indian army soldiers will finally get new bulletproof jackets

The Army chief has assured soldiers and civilians that he would soon arrange bullet-proof jackets for Indian soldiers. 
 "The Army is moving to provide the jackets at the earliest," said <keyword id="2451571" type="UNKNOWN" weightage="100" keywordseo="General-Dalbir-Singh-Suhag">General Dalbir Singh Suhag</keyword> at his annual press conference which was held last week. ET sources from the Defence Ministry confirmed that this is the first time that the acquisition process has cleared the technical stage, after its beginning in 2009. 
 
The purchase of these jackets has seen aw several hitches in the past years; even after the government issued a fresh proposal in 2012 after changing the qualitative requirements. Now that the technical trials have been cleared, there is nothing major that can stop the procurement process. 
 
"In the field trials stage we just check the user comfort, weight etc and no real technical issues. In case of bullet-proof jackets, this stage is unlikely to create any bottleneck," a senior Army official told ET.

Indian Army soldiers to get 1.86 lakh bullet-proof jackets soon

Finally, after a 10-year long wait, the <a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">Indian Army</a> would be getting 50,000 new <a href="http://www.businessinsider.in/searchresult.cms?query=bullet+proof+jackets&amp;sortorder=effectivedate">bullet-proof jackets</a>, however, the requirement is for 3,53,765. 
 
An emergency procurement deal was signed for 50,000 vests worth Rs 140 crore, which will be delivered by January 2017. 
 
The army requires modern light-weight jackets that adequately protect the head, neck, chest, groin and sides of foot-soldiers. 
However, the procurement is paltry against the 1.18-million strong Army. 
 
As per a TOI report, a "capital procurement" of 1.86 lakh modular jackets was scrapped in October 2015 because the samples offered by six vendors "failed" to clear field trials. 
 
However, when the samples failed to meet requirements, the Army vice-chief's existing financial powers were relaxed to ensure the urgent purchase of 50,000 jackets based on older technical specifications. 
 
Now, the <a href="http://www.businessinsider.in/searchresult.cms?query=drdo&amp;sortorder=effectivedate">Defence Research and Development Organization</a> (<keyword id="6355142" type="ORGANIZATION" weightage="20" keywordseo="DRDO">DRDO</keyword>) has introduced a prototype bullet-proof jacket, which also aims to protect against AK-47s and self-loading rifle bullets.

"If you get shot wearing Kevlar, you'll fall down with a broken rib and feel like you want to vomit, but you will live," Timothy Hogan, chief operating officer of Elite Sterling Security, told the Post. "With ours, it feels like you've been hit with a water balloon." Raabe notes that the clothing that protects against high-power rifles requires heavier garments that look more like traditional body armor.
Critics say there isn't much of a civilian market for bullet-resistant clothes — given the very low odds of being shot — nor should there be.
"It is better to educate the public, and especially our children, that they should be vigilant, should be aware of their environment, should travel in groups, and should immediately report any early indicators of potential violence," Security consultant Richard Sem told the Post. "Ultimately that will pay off far more than this armor."

A Christian pop-up nightclub in Nashville plays Jesus rap and forbids twerking, drinking, and smoking

The helmet works like an airbag that can open up in less than 100 milliseconds in case of an impact. It comes with in-built sensors that measure a host of parameters to detect collision - like acceleration, lean angle and velocity. In case an impact is detected, the helmet inflates and forms a cushion around the cranium to reduce the chances of head injury by four times. The device has been developed by three students, Sarang Nagwanshi, Mohit Siddha and Rajvardhan Singh, who are all in the final year of Mechanical Engineering at IIT Roorkee. They have been guided by Prof. Sanjay Upadhyay from the Department of Mechanical &amp; Industrial Engineering, IIT Roorkee. The three students took inspiration from the <a href="https://www.thehindubusinessline.com/news/science/now-an-inflatable-helmet-for-bikers/article24255799.ece?homepage=true">inflatable space antennae </a>that they came across during an internship project in ISRO. Unlike the inflatable helmets developed overseas, the sensors they are planning to use are cheap and easily available. Therefore, the price of the product will be around ₹1,500-3,000 which is close to the cost of a traditional helmet. The product was recently tested for its productivity and effectiveness, and has shown positive results. <a href="http://www.businessinsider.in/military-defense/finally-indian-army-is-going-modern-with-its-ammo/articleshow/57407027.cms">Indian Army </a>has asked the <a href="http://www.businessinsider.in/politics/finance-minister-arun-jaitley-gets-defence-ministry-after-manohar-parrikar-heads-to-goa/articleshow/57618660.cms">Defence Ministry </a>to approve raising 370 new platoons (around 18,000 personnel) of the Defence Security Corps (<keyword id="6437612" type="COMPANY" weightage="100" keywordseo="DSC">DSC</keyword>). These personnel would be imparted with better training with weapons like AK-47 assault rifles and light-machine guns (LMGs).

This is needed to strengthen the security for military camps and establishments across India. 
 
A tri-service committee, chaired by former Army Vice-Chief Lt-General Philip Campose (Retd), had recently submitted a report on alleged gaping holes in the security infrastructure of defence installations in the country. The report, apparently, has been made after an extensive audit last year. 
 
However, the government has not yet begun implementing the committee’s recommendations, even though there have been several terrorist attacks on military bases like <a href="http://www.businessinsider.in/politics/Indo-Pak-foreign-secretaries/articleshow/51990712.cms">Pathankot</a>, <a href="http://www.businessinsider.in/law-order/crime/Uri-terror-attack-There-could-be-2-points-from-which-terrorists-entered-the-army-camp-Probe-on/articleshow/54408445.cms">Uri </a>and <a href="http://www.businessinsider.in/Fierce-gunbattle-underway-in-Jammu-four-militants-killed/articleshow/55681771.cms">Nagrota</a> in the recent past.

 As per the <keyword id="43909" type="ORGANIZATION" weightage="100" keywordseo="Defence-ministry">Defence Ministry</keyword>, it has issued "broad guidelines" based on the recommendations to the Army, Navy and <a href="http://www.businessinsider.in/IAF-jets-touch-down-on-the-longest-ever-Agra-Lucknow-Expressway-in-a-grand-opening-ceremony/articleshow/55541954.cms">IAF </a>headquarters.

It was a recommendation of this committee that the DSC be revamped. As of now, it consists of over 64,500 jawans that arw re-employed after they retire from the armed forces. 
 
The Army seems to have agreed to this recommendation, which is why it has asked for equipping each of the 370 new platoons (a full platoon has a junior commissioned officer and 55 other ranks) with at least two LMGs and a light 2.5-tonne vehicle, along with <a href="http://www.businessinsider.in/military-defense/indian-army-has-less-life-protecting-equipments-than-pakistan-sri-lanka-and-bangladesh/articleshow/56136012.cms">bullet-proof jackets</a>, headgear and night-vision devices. 
 
As per an <a href="http://economictimes.indiatimes.com/news/defence/army-seeks-new-corps-of-18000-men-to-secure-camps/articleshow/58119599.cms">ET </a>source, the initial cost for raising these 370 platoons will be around Rs 1.3 crore.

Carolyn Beauchesne, author of <a href="http://luluaddict.blogspot.com/">the blog Lululemon Addict</a>, claimed in a post that Day "ruined" her favorite brand. 
Beauchesne's blog is a gathering place for women who want to review and discuss the <keyword id="6355812" type="COMPANY" weightage="60" keywordseo="Yoga">yoga</keyword> gear. She <a href="http://www.businessinsider.com/lululemon-addict-why-she-buys-2012-9">once told us that she's spent a total of $15,000</a> shopping there. 
Responding to the see-through pants scandal, Beauchesne <a href="http://luluaddict.blogspot.com/2013/03/can-christine-day-be-replaced-already.html">explained why</a> many fans of the retailer don't like the CEO: 
"Day has ruined everything special about lululemon. The bullet proof quality, the fit, the femininity, the lululemoness of the product," Beauchesne writes. "She is a one-trick pony who grew the company through expansion."
Day replaced Lululemon founder Chip Wilson in 2007. Before that, she was an executive at Starbucks. 
The transparent pants, which resulted in a recall of 17 percent of product, are the fourth quality-control issue that Lululemon has had this year. 
Many of Beauchesne's commenters appeared to support her vendetta against Day. 
"I had more faith in Chip Wilson to appoint someone with a like-minded vision for the company," one commenter wrote. "I'm surprised that he fell for her-she provided short-term eye candy for the investors, but look where it has taken her in the long run."
"I do not think Day should stay on, but not all of the blame falls on her," wrote another commenter. "The head of product/manufacturing and head of design must be replaced. Whoever allowed that shoddy fabric, construction and design should be shown the door, stat. They clearly don't understand the brand or the vision."
One commenter claimed that customers have been complaining about sheer pants for more than a year. 
"I am desperate to find a replacement brand," wrote another commenter. "I purchase online, but was recently in a Lulu store...the jackets were mostly short and ugly."
One of Lululemon's greatest strengths is its customers, whom Day once called "fanatical."
With even the biggest supporters turning on the brand, Lululemon will have to work fast to beat the <a href="http://www.businessinsider.com/lululemons-see-through-yoga-pants-2013-3">mounting competition</a>. 
Another popular blogger, who goes by Lulumum, <a href="http://lulumum.blogspot.com/">criticized Day's</a> expansion strategy.
"I think it's time the board take a very serious look at what the cost of such quick expansion really is, because you are losing us here," Lulumum wrote. "And you are losing integrity while you are at it."

CORCY, France (Reuters) - Armed and masked anti-terrorism police swooped on woodland villages northeast of&#xa0;Paris on Thursday in a manhunt for two brothers suspected of being the Islamist gunmen who killed 12 people at a French satirical weekly.
A day after the Paris attack, officers carried out house-to-house searches in the village of Corcy, a few km (miles) from a service station where police sources said the brothers were sighted in ski masks. Helicopters flew overhead.
The fugitive suspects are French-born sons of Algerian-born parents, both in their early 30s, and already under police surveillance. One was jailed for 18 months for trying to travel to Iraq a decade ago to fight as part of an Islamist cell. Police said they were "armed and dangerous".
United States and European sources close to the investigation said on Thursday that one of the brothers, Said Kouachi, was in Yemen in 2011 for a number of months training with Al Qaeda in the Arabian Peninsula (AQAP), one of the group's most active affiliates.
A Yemeni official familiar with the matter said the Yemen government was aware of the possibility of a connection between Said Kouachi and AQAP, and was looking into any possible links.
U.S. government sources said Said Kouachi and his brother Cherif Kouachi were listed in two U.S. security databases, a highly classified database containing information on 1.2 million possible counter-terrorism suspects, called TIDE, and the much smaller "no fly" list maintained by the Terrorist Screening Center, an interagency unit.
U.S. television network ABC reported that the brothers had been listed in the databases for "years."
Dave Joly, a spokesman for the Terrorist Screening Center, said he could neither confirm nor deny if the Kouachis were listed in counter-terrorism databases.

On Thursday, U.S. President Barack Obama made an unannounced visit to the French Embassy in Washington to pay his respects.
He wrote in a condolence book, "As allies across the centuries, we stand united with our French brothers to ensure that justice is done and our way of life is defended. We go forward together knowing that terror is no match for freedom and ideals we stand for - ideals that light the world."
In Paris, a policewoman was killed in a shootout with a gunman wearing a bulletproof vest on Thursday morning, setting a tense nation further on edge. Police sources were unable to say whether that incident was linked to the previous day's assault at the Charlie Hebdo weekly newspaper, but the authorities opened another terrorism investigation.
Bewildered and tearful French people held a national day of mourning. The bells of Notre Dame pealed for those killed in the attack on Charlie Hebdo, a left-leaning slayer of sacred cows whose cartoonists have been national figures since the Parisian counter-cultural heyday of the 1960s and 1970s.
The newspaper had been firebombed in the past for printing cartoons that poked fun at militant Islam and some that mocked the Prophet Muhammad himself. Two of those killed were police posted to protect the paper.
While world leaders described the attack as an assault on democracy, al Qaeda's North Africa branch praised the gunmen as "knight(s) of truth".
Many European newspapers either re-published Charlie Hebdo cartoons or lampooned the killers with images of their own.

Searches were taking place in Corcy and the nearby village of Longpont, set in thick forest and boggy marshland about 70 km north of Paris, but it was not clear whether the fugitives who had been spotted in the area were holed up or had moved on.
"We have not found them, there is no siege," an interior ministry official in Paris said.
Corcy residents looked bewildered as heavily armed policeman in ski masks and helmets combed the village meticulously from houses to garages and barns.
"We're hearing that the men could be in the forest, but there's no information so we're watching television to see," said Corcy villager Jacques.
In neighbouring Longpont, a resident said police had told villagers to stay indoors because the gunmen may have abandoned their car there. Anti-terrorism officers pulled back as darkness fell. The silence ?was broken by the sound of a forest owl.
Thursday's shooting of the policewoman on the streets of Paris's southern Montrouge district -- whether related or not -- caused more fear. Montrouge Mayor Jean-Loup Metton said the policewoman and a colleague came under fire while responding to a reported traffic accident. Witnesses said the assailant fled in a Renault Clio. Police sources said he wore a bullet-proof vest and had a an assault rifle and a handgun.
A police officer at the scene told Reuters he did not appear to resemble the Charlie Hebdo shooter suspects.
Prime Minister Manuel Valls, asked on RTL radio whether he feared a further attack, said: "That's obviously our main concern and that is why thousands of police and investigators have been mobilised to catch these individuals."

<h3>SUSPECT JAILED</h3>
Police released photographs of the two suspects, Cherif and Said Kouachi, 32 and 34. The brothers were born in eastern Paris and grew up in an orphanage in the western city of Rennes after their parents died.
The younger brother's jail sentence for trying to fight in Iraq a decade ago, and more recent tangles with the authorities over suspected involvement in militant plots, raised questions over whether police could have done more to watch them.
Cherif Kouachi was arrested on Jan. 25, 2005 preparing to fly to Syria en route to Iraq. He served 18 months of a three-year sentence.
"He was part of a group of young people who were a little lost, confused, not really fanatics in the proper sense of the word," lawyer Vincent Ollivier, who represented Cherif in the case, told Liberation daily.
In 2010 he was suspected of being part of a group that tried to break from prison Smain Ali Belkacem, a militant jailed for the 1995 bombings of Paris train and metro stations that killed eight people and wounded 120. The case against Cherif Kouachi was dismissed for lack of evidence.
A third person wanted by police, an 18-year-old man, turned himself into police in Charleville-Mézières near the Belgian border late on Wednesday. A legal source said he was the brother-in-law of one of the brothers. French media quoted friends as saying he was in school at the time of the attack.
In the wake of the killings, authorities tightened security at transport hubs, religious sites, media offices and stores. Police also increased their presence at entry points to Paris.
At Porte d'Orleans, one of the capital's main gateways, more than a dozen white police vans lined up the main avenue. Officers stood guard with bulletproof jackets and rifles.
The <keyword id="6354810" type="ORGANIZATION" weightage="60" keywordseo="Defense">defense</keyword> ministry said it sent 200 extra soldiers from parachute regiments across the country to help guardParis.
Tens of thousands of people attended vigils across France on Wednesday, many wearing badges declaring "Je suis Charlie" in support of the newspaper and the principle of freedom of speech.
Newspapers in many countries republished Charlie Hebdo cartoons. Britain's Daily Telegraph depicted two masked gunmen outside the doors of Charlie Hebdo saying to each other: "Be careful, they might have pens."
Charlie Hebdo's lawyer Richard Malka said the newspaper would be published next Wednesday with one million copies compared to its usual print run of 60,000.
Muslim leaders condemned the shooting, but some have expressed fears of a rise in anti-Islamic feeling in a country with a large Muslim population. The window of a kebab shop next to a mosque in the town of Villefrance-sur-Saone was blown out by an overnight explosion. Local media said no one was hurt.
