The <keyword id="6358021" type="ORGANIZATION" weightage="20" keywordseo="budget">Budget</keyword> session of <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> will commence from January 29, with Union Finance Minister Nirmala Sitharaman set to present the <keyword id="6360189" type="ORGANIZATION" weightage="20" keywordseo="union-budget">Union Budget</keyword> on February 1. The session will be held in two parts -- from January 29 to February 15 and March 8 to April 8. The 5th session of the 17th Lok Sabha will have 35 sittings -- 11 in the first part and 24 in the second part. President Ram Nath Kovind will address both Houses of Parliament -- the Rajya Sabha and the Lok Sabha -- at 11 am on January 29. Sitharaman will present the Union Budget at 11 am on February 1. Parliament will adjourn on February 15 to enable various Standing Committees to consider the Demands for Grants of Ministries/Departments and prepare their reports, and reconvene on March 8.

New Delhi, Jan 28 () Labour Minister Santosh Gangwar on Tuesday expressed confidence that Occupational, Safety, Health and Working Conditions (OSH) code will get Parliament approval in the Budget session beginning this Friday.
"We are quite hopeful of getting back the OSH Code from standing committee. It is most likely to be considered and passed by Parliament during this Budget Session scheduled to begin on January 31, 2020," Gangwar said on the sidelines of a conference on safety of mines.
However, the minister said the labour ministry will push all three codes, including OSH, for passage in both the Houses of Parliament.
There are greater chances of Parliament approval for Occupational Safety, Health and Working Conditions Code, 2019 in the Budget session as it was referred to standing committee in October last year.
The ministry is expecting that the committee would submit its report on the OSH Code during this Budget session. If no major changes are contemplated then it can be pushed for passage during this session only as it would continue till April first week.
In December, the ministry had sent The Industrial Relations Code, 2019 and The Social Security Code to the standing committee for scrutiny. The three codes were introduced in the Lok Sabha last year and subsequently sent for the committee's scrutiny.
The Code on Wages was also sent for standing committee's perusal.
As per the recommendations of the 2nd National Commission on Labour, the ministry is codifying existing 44 central labour laws into four codes by simplifying, amalgamating and rationalizing the relevant provisions of the legislations.
The Code on Wages has already been approved by Parliament last year. The law would be implemented after framing rules under the code.
The process of labour reforms began after 2nd National Labour Commission gave its report in 2004. But the process was expedited in 2014 (when NDA government came in power at centre). KKS BAL

Hopeful of OSH code passage in Parliament this Budget session: Gangwar

The Budget Session of <keyword id="6354721" type="General" weightage="100" keywordseo="parliament" source="Orion">Parliament</keyword> will commence on January 31 and end on April 6, according to an official statement. It will be the 259th session of the Rajya Sabha and the 11th session of the 17th <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword>. "The Eleventh Session of Seventeenth Lok Sabha will commence on Tuesday, the 31st January 2023. Subject to exigencies of Government Business, the Session is likely to conclude on Thursday, the 6th April 2023," a Lok Sabha secretariat notification said. A similar statement from the Rajya Sabha secretariat said the President has summoned the Rajya Sabha to meet on Tuesday, the 31st January 2023 at New Delhi and is scheduled to conclude on Thursday, the 6th April 2023. Parliament's Budget Session will begin from 11 am on January 31 with President Droupadi Murmu'<keyword id="16089537" type="General" weightage="80" keywordseo="s-address" source="Orion">s address</keyword> to the joint sitting of Lok Sabha and Rajya Sabha. Budget Session of Parliament from January 31 to April 6

To avoid terrorist attack-like incidents, an armoured 360-degrees revolving Anti-Terrorist Vehicle has been deployed in the Parliament complex. 
 
The vehicle has been brought out on special anti-ballistic configuration which was approved by the DRDO, and has been put on "trial" so that its efficacy in combating a terrorist or suicide attack can be tested. 
 
The two-seater military camouflage vehicle weighs 4.5-tonne, and moves on tank-like tires; it also has a special armour plating, which can resist close firing from any modern assault rifle and grenades and provides ample opportunity to armed commandos to take precise aim from the firing ports without getting hit. 
 
The officials confirmed that it has enough space for commandos to stock their weapons and ammunition. 
 As of now, the <keyword id="219121" type="ORGANIZATION" weightage="100" keywordseo="ATV">ATV</keyword> has been handed over for trial to the elite security wing of <keyword id="6354354" type="ORGANIZATION" weightage="100" keywordseo="CRPF">CRPF</keyword>, for securing the complex under its Parliament Duty Group charter. It will be seen rolling in and out during the <keyword id="105431" type="UNKNOWN" weightage="100" keywordseo="budget-session">budget session</keyword> commencing today. 
 
Due to its sheer small size, the vehicle is capable of rotating 360-degrees on a stationary mounted platform. It has been developed by a Jaipur-based firm on the directions of DRDO. 
 
The officials also said that it can attain a maximum speed limit of 25 kmph and is the first of its kind in the small variants of bullet proof vehicles. These kinds of vehicles are required to operate in large built up areas like Parliament, they said. 
 
The single ATV sports a flashy police beacon and to protect the driver, comes with an overall armour including bullet-proof glasses.

As Budget session begins, CRPF deploys 4.5-tonne camouflage vehicle for parliament security

<ul><li>The <keyword id="6355187" type="UNKNOWN" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> lost 127 hours and 45 minutes due to disruptions while the Rajya Sabha wasted 121 hours. </li><li>In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these, the Finance Bill and the Appropriation Bill, were passed in less than half an hour. </li><li>Around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session. </li></ul>The 2018 Budget session, which concluded on April 6th, saw India’s <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> record another unflattering statistic. According to PRS Legislative Research, Delhi-based think tank, it was the <a href="http://www.prsindia.org/uploads/media/Budget%202018/Vital%20Stats%20-%20Budget%20Session%202018.pdf">least productive Budget Session</a> since 2000. Based <a href="http://164.100.47.193/statement/files/statementofwork.pdf">on information</a> from the Lok Sabha secretariat, 127 hours and 45 minutes were wasted in the Lower House of Parliament while business was conducted for only 34 hours. The Rajya Sabha (Upper House) fared slightly better, sitting for 44 hours and wasting 121. All in all, 249 out of a total of 327 hours were completely wasted, culminating in a productivity level of 24%. If you can call it productivity. In human terms, if an MP in the recent session was given four hours to do something, he or she spent three hours arguing about this responsibility, 45 minutes sitting down to think about it and 15 minutes actually doing it. In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these - the Finance Bill, which comprises taxation measures, and the Appropriation Bill, which details spending plans for government ministries - were passed in quick succession on March 14th. The Speaker of the Lok Sabha, Sumitra Mahajan, was able to pass the bills in less than half an hour without any discussion by administering the “guillotine process”. When a guillotine is applied, all outstanding proposals need to be voted on once a fixed time for discussion is over. The hours wasted by Parliament aren’t borne by MPs but by taxpayers. In September 2012, following a washed-out Monsoon session, the Union Minister for Parliamentary Affairs, Pawan Kumar Bansal, said that the cost to the Exchequer of running the Parliament for <a href="https://www.ndtv.com/india-news/each-minute-of-running-parliament-in-sessions-costs-rs-2-5-lakh-govt-498784">one minute was ₹250,000</a>, a figure which has since been routinely quoted. Based on this estimate, around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session, excluding the salaries of MPs. But one can’t just look at this in monetary terms. There is a significant cost to bills being delayed, not only for the intended beneficiaries of such bills, but in terms of the time they take up in future sessions of Parliament which would normally be reserved for newer bills. At the end of the Budget Session, there were <a href="http://www.prsindia.org/uploads/media/Budget%202018/Session%20wrap%20Budget%20Session%202018.pdf">68 bills pending</a> for discussion and passage, including the Transgender Persons (Protection of Rights) Bill, the Financial Resolution and Deposit Insurance Bill and the Whistleblowers Protection Bill. India’s electorate aren’t unfamiliar with washouts in Parliament. A number of sessions in recent years have been been largely unproductive and beset by interruptions. For example, the Winter Session in 2016, which took place right after the demonetisation, lost 19 of its 21 days due to disruptions. In the absence of institutional incentives to be productive, India’s MPs have no qualms in substituting debate with protests. These disruptions, rather than individual actions, are usually a coordinated ploy by opposition parties too highlight the government’s failings and are met with a equal reaction by ruling parties who wish to stall discussion over a topic. The blame game This Budget Session was no different and both sides were to blame. First, the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> and <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> pointed fingers at each other over the Nirav Modi scam at Punjab National Bank. Then, the Telugu Desam Party (TDP), along with opposition parties, started protesting against the Centre’s decision to not give the state special category status. This led to a notice of a no-confidence motion, which was never brought to the floor, which only served to amplify the Opposition’s protests. Even though the BJP had the seats to quash the no-confidence motion, it probably did not want to risk the scrutiny and questions that came with such a motion. Finally, the latter end of the session featured disruptions related to the Cauvery water sharing dispute between Karnataka and Tamil Nadu as well as the Supreme Court’s dilution of the SC/STs Act. The blame game and hollow gestures continued well after the end of the Budget Session. On April 5th, the members of the ruling administration said that they would <a href="https://timesofindia.indiatimes.com/india/nda-mps-wont-take-pay-for-23-wasted-days/articleshow/63618705.cms">forgo their salaries </a>for the 23 wasted days in the second part of the Budget Session, which they attributed to the Congress. On April 9th, Rahul Gandhi led <a href="https://www.financialexpress.com/india-news/rahul-gandhis-fast-at-rajghat-sajjan-singh-jagdish-tytler-asked-to-leave-top-developments/1126556/">a nationwide, day-long fast </a>to protest against the BJP government and the Parliament’s inability to function. The BJP responded with <a href="http://indianexpress.com/article/india/pm-narendra-modi-fast-on-april-12-why-is-pm-fasting-bjp-protests-rahul-gandhi-congress-amit-shah-parliament-5133495/">its own fast</a> against the stalling of Parliamentary proceedings by opposition parties few days later. <keyword id="834154" type="PERSON" weightage="20" keywordseo="No-work-no-pay">No work no pay</keyword>? The decision of the BJP MPs to forgo their salaries has brought the notion of “no work no pay” back into the spotlight. As part of the latest Union Budget, the finance minister, Arun Jaitley, decided to double MPs monthly salaries from ₹50,000 to ₹100,000. In 2007, when the BJP led the Opposition, the Speaker of the Lok Sabha, Somnath Chatterjee, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/somnath-wants-no-work-no-pay/articleshow/2225592.cms">proposed the concept</a> of “no work no pay for MPs”, pointing to the obvious flaw in a system that allowed them to claim their daily allowance for sitting in Parliament even when the session was disrupted. Last month, Manoj Tiwari, a BJP MP and head of its Delhi unit, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/manoj-tiwari-wants-no-work-no-pay-rule-for-mps/articleshow/63385053.cms">proposed the rule again</a>. While the rule makes sense on paper, it presupposes that MPs are motivated to work by their salaries. Many of them are rich to begin with. According to the Association of Democratic Reforms, <a href="https://adrindia.org/media/adr-in-news/13rd-mps-have-criminal-records-82-cent-are-crorepatis-adr">82% of the new Lok Sabha MPs </a>in 2014 had a net worth of over ₹10 million. In fact, the average worth of an MPs assets was ₹146 million. Perhaps the number of days could be increased. While this won’t raise productivity and will likely increase the burden of taxpayers, it could help tackle the growing pile of pending bills and allow more time for matters of public interest to be discussed. The Indian Parliament meets for roughly <a href="http://www.prsindia.org/media/articles-by-prs-team/the-house-is-not-in-session-4425/">70 days a year</a>, compared to 150 in the UK and 140 in the US. Furthermore, MPs are primarily motivated by votes. They are elected to represent the interests of the people who voted for them, not to add numbers to their parties’ protests in the house. It is the responsibility of voters to keep their representatives accountable. Parliamentary disruptions inhibit the functioning of our democracy. The disruptors should be rewarded accordingly when elections come around.

The recently-concluded Budget session of the Indian Parliament was the least productive in 18 years

Indians can expect a chaotic budget session of Parliament as both the government and the opposition are ready with fresh ammunition to accuse each other of corruption. The government auditor-- the Comptroller and Auditor General of India-- is <a href="https://www.indiatoday.in/india/story/rafale-cag-report-budget-session-1442457-2019-01-30" data-type="tilCustomLink" target="_blank">reportedly</a> ready to table its report on the controversial deal to procure 36 Rafale aircraft from France. While the opposition parties were waiting to grasp an opportunity to tarnish the Narendra Modi government’s image, the latter has managed to turn the tables. News agencies <a href="https://economictimes.indiatimes.com/news/politics-and-nation/agustawestland-co-accused-rajeev-saxena-brought-to-india/articleshow/67761301.cms">reported</a> late on Wednesday that government investigators have managed to bring back key accused in older scandals, still under investigation, that would corner the opposition Congress back into the defensive. Rajiv Saxena, the <a href="https://economictimes.indiatimes.com/news/defence/five-things-to-know-about-agustawestland-vvip-chopper-scam/articleshow/51992563.cms" data-type="tilCustomLink" target="_blank">co-accused</a> in the ₹3600 crore AgustaWestland helicopter deal, has been extradited to India from United Arab Emirates (UAE) on Wednesday, news agency ANI reported. Media reports also claimed corporate lobbyist Deepak Talwar, an accused of money laundering, has also been extradited. Both are expected to reach India tonight (January 30). Both Saxena and Talwar are accused of receiving kickbacks and laundering money to enable corrupt deals, including those in the defence sector, during the regime led by Congress, preceding the current administration under Prime Minister Narendra Modi. On the other hand, the incumbent government is battling charges of corruption in an airline deal of its own, the decision to buy Rafale aircraft from French company Dassault. The price for 36 aircraft purchased by the Modi government in 2016 was allegedly 40% higher per aircraft than what Dassault initially offered for 126 Rafales back in 2012, according <a href="https://ajaishukla.blogspot.com/2018/11/iafs-36-rafales-cost-40-per-cent-more.html" target="_blank">to a report published in Business Standard</a>. It's election year and both the government and its rivals have sensational scandals involving the country's defence to attack each other with. The result may be chaotic to say the least.

The chaos over two defence deals may derail India's budget session of Parliament

Post <keyword id="3315394" type="UNKNOWN" weightage="100" keywordseo="demonetisation">demonetisation</keyword>, this <keyword id="61449" type="UNKNOWN" weightage="100" keywordseo="Winter-session">Winter Session</keyword> has been the worst in terms of disruptions witnessed in recent times as the <keyword id="6354721" type="ORGANIZATION" weightage="100" keywordseo="parliament">Parliament</keyword> was all caught up while struggling to find a balance that will enable transaction of work. 
 
The ruling and the opposition acted like they were on a war and now both of them are waiting for the General Budget on February 1st. 
 <keyword id="5268" type="PERSON" weightage="100" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> recently attacked the Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>, accusing him of personal corruption. This is likely to add fuel to the fire which turned the Winter Session as one of the least productive period in Parliament's recent history. 
 
The working between Modi and the opposition wasn’t ever proper, but demonetisation widened the gap. 
 Continued disruptions saw the Prime Minister not speaking a single word on the issue either in the Lok Sabha or the <keyword id="48510" type="ORGANIZATION" weightage="100" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> amid conflicting claims from rival sides. Modi and BJP time and again complained that the Prime Minister was not being allowed to speak while the Opposition hit back charging him with running away from debate in order to avoid inconvenient questions. 
 
The refrain of the Prime Minister's detractors was that he had all the time to address a pop concert but no time for Parliament. Opposition also alleged that the ruling side deliberately created an uproar on days when Rahul Gandhi planned to target the government, especially Modi. 
 
Now plans are afoot to advance the Budget Session and present the Union Budget 2017-18 on February 1, dispensing with the age-old practice of carrying out the exercise on February 28. 
 
With the chill setting in government-Opposition ties, the last session of Parliament in the year hardly saw any legislative action except for the passage of the Rights of Persons with Disability Bill by both the Houses. 
 
Significantly, this legislation was cleared after a brief debate with a rare bonhomie, which was missing from the entire Winter Session. 
 
The Budget Session also saw the Opposition and treasury benches giving credit to each other for introducing and piloting the Real Estate Bill. 
 The government changed its chief floor manager by bringing in Ananth Kumar as the Parliamentary Affairs Minister ahead of the Monsoon Session in place of M. <keyword id="74369" type="PERSON" weightage="100" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword>. 
 
2016 was, however, more productive than 2015 which had seen persistent disruptions during two sessions over a host of issues including Lalit Modi and Vyapam scam.

Winter Session was the most disrupted parliament session ever, thanks to demonetisation

The government is expected to propose amendments to the competition law after taking into consideration various suggestions of a Parliamentary panel, in the upcoming <keyword id="105431" type="General" weightage="100" keywordseo="Budget-session" source="Orion">Budget session</keyword> of <keyword id="6354721" type="General" weightage="80" keywordseo="parliament" source="Orion">Parliament</keyword>, according to a senior official. Besides, discussions are going on with respect to amendments to the <keyword id="6354456" type="General" weightage="50" keywordseo="insolvency-and-bankruptcy-code" source="Orion">Insolvency and Bankruptcy Code</keyword> (<keyword id="192838" type="General" weightage="50" keywordseo="ibc" source="Orion">IBC</keyword>) as well as the Companies Act, 2013. The official also said that the corporate affairs ministry is examining a Parliamentary panel's suggestions for having a new digital competition law. The ministry is implementing the Competition Act, IBC and the Companies Act, and amendments to these laws are expected this year. A bill to amend the competition law was introduced in Parliament on August 5 last year and was later referred to the <keyword id="403206" type="General" weightage="50" keywordseo="parliamentary-standing-committee-on-finance" source="Orion">Parliamentary Standing Committee on Finance</keyword>. The panel tabled its report on December 13 last year and the ministry will now be coming up with an amendment bill after taking into consideration various recommendations of the committee. The senior official said the bill to amend the competition law is expected in the <keyword id="6358021" type="General" weightage="70" keywordseo="budget" source="Orion">Budget</keyword> session of Parliament. The introduction of a 'Settlement and Commitment framework to reduce litigations' and incentivising parties in an ongoing cartel investigation in terms of lesser penalty to disclose information regarding other cartels were among the proposals in the bill that was introduced in August last year. In its report, the Parliamentary panel recommended various changes to the bill to amend the competition law, including bringing cartels under the scope of settlements as a "pragmatic recourse". The government will present the Union Budget in paperless form like the previous two ones. The government had presented the first paperless budget in 2021. On Tuesday, Sitharaman tabled the Economic Survey for the Financial Year 2022-23 in Lok Sabha, which said that India's economic recovery from the Covid pandemic is complete and the economy is expected to grow in the range of 6 per cent to 6.8 per cent in the coming financial year 2023-24. This is in comparison to 7 per cent this fiscal and 8.7 per cent in 2021-22. In view of the upcoming budget, top business leaders of the country have also put forward their suggestions for Nirmala Sitharaman. Arihant Infrastructures, CMD, Ashok Chhajer told on Monday that the government should focus on reducing home loan rates. "The government should reduce home loan rates. The affordable housing segment, which is capped at Rs 45 lakh, should be changed to Rs 60-75 lakh which is the average cost of a house in Metro cities and 2-tier cities," said Chhajer. Hiranandani Group MD, Niranjan Hiranandani said the Budget should focus on further investments in roads, railways, ports, airports and highways, as well as slum rehabilitation schemes. The Budget Session of the Parliament began on January 31 with President Droupadi Murmu's Address to the joint session of both houses. The President touched upon various subjects during her inaugural address, which was her first one after being elected to the topmost office of the country last year. She mentioned women empowerment, India's defence exports, and Aatmanirbhar Bharat by 2047 among others. Ahead of the President's Address, Prime Minister Narendra Modi addressed the media outside the Parliament. Prime Minister Modi said that India's Budget will attempt to meet the hopes and aspirations of the common citizens amid the unstable global economic situation. "Our Finance Minister will present one more Budget before the country tomorrow. In today's global circumstances, not only India but the entire world is looking at India's budget," PM Modi said. The Prime Minister firmly exuded confidence that Union Finance Minister Nirmala Sitharaman will make efforts to meet the expectations. "Amid the unstable global economic situation, India's budget will attempt to meet the hopes and aspirations of the common citizens. The ray of hope being seen by the world grows brighter-for this, I firmly believe that Nirmala Sitharaman will make all efforts to meet those aspirations," PM Modi said while addressing the media. The Prime Minister cited the "credible voices from the world of economy" and said that they have brought a positive message ahead of the session. "Today, the Budget Session is commencing. Credible voices from the world of economy, have brought in a positive message, a ray of hope and a beginning of enthusiasm," he said. The budget session that began on Tuesday with the President's address will take place in 27 sittings till April 6 with a month-long recess to examine the budget papers. The first part of the session will conclude on February 13. Parliament will reconvene on March 12 for the second part of the Budget Session and will conclude on April 6.
