This the Minister believes will further promote a greater Indian economy. The government will also ensure industry relevant skill training for 10 million youth in India. The focus will be on building skills in technologies like — Artificial Intelligence, Big Data, Virtual Reality, 3D printing and Robotics. The move will promote higher remuneration among working professionals. To make India a ‘hub of higher education,’ the government will infuse ₹400 crores to build world class institutions, which is three times the revised estimates of the previous year. Regulatory bodies will be reformed to focus on better academic progress of India. In the interim budget, the finance ministry announced a 10% increase in the <keyword id="450079" type="PERSON" weightage="20" keywordseo="education-budget">education budget</keyword>, dedicating a total of ₹938 billion for schools and higher education programmes. Study in India program to turn the country into an education hub for foreign students

As the anticipation regarding the spending on education is mounting before the presenting of 2019 budget, here is a look at spending on education over the recent past in the country. While allocating the estimated spending on education in 2018 budget, the Finance Minister <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> said education was a priority area for the country. The total funds allocated for education in this budget was Rs 85,010 crores. Talking in a theoretical point of view, we can say that the Union budget is focused mainly on two important areas of education namely integration and fiscal accountability. The finance Minister said in his budget speech, “We now propose to treat education holistically without segmentation from pre-nursery to Class XII.” This will mean that the Union Government is keen on implementing plans to integrate the whole gamut of the school education sector from pre-school to Class XII which implies that we can anticipate a number of mergers of school schemes in future too. The 2018 budget unveiled a new scheme called Revitalizing Infrastructure and Systems in Education or RISE. This scheme is being financed through the restructured higher education financing agency (HEFA). This is a non-banking financial company. It works with an objective of lending low-cost funds to government run higher educational institutions. In the fiscal year 2018, HEFA received a grant of Rs 250 crores during budget allocation. In fiscal year 2019, it is estimated that this lending body will be supported with an aid of Rs 2,750 crores through the budget awaited. Out of the total education outlay for the fiscal year 2019, the school education sector receive a major portion of Rs 50,000 crores. This is Rs 3,000 crores more than the previous revised budget. The remaining Rs 35,010 crores was allotted for the higher education sector. In the school sector, the SA received an allotment of Rs 26,128 crores, which was up from the Rs 23,500 crores in the budget that preceded it. In the same way, RMSA will receive Rs 4,213 crores which is up by Rs 300 crores when compared to the budget earlier to it. The Mid-day meal program received Rs 10,500 crores in the fiscal year 2019 which is an increase of Rs 500 crores from the earlier budget. In the higher education sector, the total budget allocation for IITs was reduced from Rs 8,244 crores to Rs 6,326 crores in 2018-19. The grants to IIMs as well as the University Grants Commission also faced a cut. Though there has been a push of digital education initiatives by the government, budget 2018 had cut the funds allotted for e-learning from 518 crores to Rs 456 crores in the fiscal year 2019. Aurobindo Saxena, vice-president of Technopak says, “Holistic approach of school sector is a good move...on HEFA it would be interesting to see how they want to raise the fund. The capacity of academic institutions to repay loans (taken from HEFA) over a 10-year time horizon will be closely watched."

 - Setting up of Global Research Interactive Network 
 
This is for bringing foreign academic talent to the country and $3 billion dollar will be leveraged for investing in upgradation of the research infrastructure in the country to help spawn world-class universities. 
 
- 20 world class universities 
Prakash Javadekar recently said the guidelines which will be declared in the government policy very soon. 
 
- Forming micro level Indian associations 
This is to facilitate government communication with Indian students studying in countries such as the United Kingdom and to build public and private partnerships with Ministry of External Affairs for Indian students abroad. 
 
- Diversion of central funds from flagship education schemes to new initiatives 
The ministry is also exploring whether it can reduce the central government allocation to flagship education schemes such as the Sarva Siksha Abhiyan and Mid-day Meal scheme while increasing it for new initiatives focused on quality improvement and assessment. While the Sarva Shiksha Abhiyan or SSA (drive for the universalization of education) and the midday school meal scheme will continue to get sizable allocations, the Union budget is likely to emphasize the quality of outcome in schools. 
 
- Allocations to become performance-based 
Allocations or at least part of the allocations, may become performance-based (with academic outcomes being a measure of performance).

India’s education budget has improved over the years — but it’s still too low

"Education which does not help common mass of people to equip themselves is it worth of name?.." Finance Minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> quoted Swami Vivekanandav in the Parliament, before making some of the biggest Budget announcements India has received in education sector so far. 
 
While highlighting Modi government's "Transform, Energize and Clean India" mission for Budget 2017-18, the Finance Minister said,"Quality education will energize our youth." 
 
He proposed the introduction of a system of measuring annual learning. Emphasis, he said, will be given to science education in schools. 
 
To free CBSE and other agencies of administrative responsibilities, he announced a National Testing agency to conduct all examinations in higher education. 
 
Additionally, in a major push to Make In India, Jaitley announced 100 international skill centres across India to help youth who are seeking jobs overseas. 
 
3479 educationally backward blocks will be given focus. A Swayam platform will be launched with atleast 350 online courses and it will be made available through DTH.

 The Finance Minister said,"Providing quality education is very crucial to the children who are on their way to create India’s core working population in the next 10 years. The Budget 2016-17 allocated Rs 1,51,581 crore for social sector including education and health care. The then budget included 62 new Navodaya Vidyalayas to be opened, Sarva Shiksha Abhiyan to increasing focus on quality of education, regulatory architecture to be provided to ten public and ten private institutions to emerge as world-class Teaching and Research Institutions, set up of higher education financing agency with initial capital base of 1000 Crores and the digital depository for school leaving certificates, college degrees, academic awards &amp; mark sheets to be set-up.

Finance Minister Arun Jaitley makes biggest announcements for Education Sector in India

While presenting Budget 2015, <keyword id="6391015" type="UNKNOWN" weightage="20" keywordseo="Finance-Minister-Arun-Jaitley">Finance Minister Arun Jaitley</keyword> had emphasised more on <keyword id="6375224" type="ORGANIZATION" weightage="20" keywordseo="higher-education">higher education</keyword> and skill development. 
 
The government had proposed to set aside Rs. 69,074.76 crore for the education sector, out of which there was an increase in the Higher Education Budget from Rs. 23,700 crore in 2014-15 to Rs. 26,855.26 crore in 2015-16. 
 However, allocation for School Education &amp; Literacy was marginally reduced to Rs. 42,219.5 crore. For <keyword id="2783177" type="UNKNOWN" weightage="20" keywordseo="Budget-2016">Budget 2016</keyword>, experts are looking for more enhancing vocational education requirements. 
 
“Government’s schemes towards providing scholarships to meritorious, economically backward students should be strengthened in higher education. There is also a need to develop more vocational educational requirements of people who are not eligible for higher education,” said Prof. Rupamanjari Sinha Ray, Assistant Professor, MDI, Gurgaon. 
 
Meanwhile, the minister had also announced new IITs and AIIMS-like institutions. Experts say in Budget 2016, they should focus on funding existing institutions and create world-class tech-based classrooms. 
 
“Education is an important social sector and allocation of budget should be increased substantially. Instead of creating more IITs and IIMs in the country, government can strengthen by funding all the existing institutes in terms of quality resources and creating world class technology environment,” said Ray. 
 
For skill development, Jaitley had announced allocation of Rs. 1,543.46 crore to Ministry of Skill Development and Entrepreneurship. 
 
In Budget 2016, experts want more regulation in the education sector and private sector investments in skilling programmes. 
 
“With the focus on Digital India and start-ups, it would be nice to see investments in education and skilling programs to prepare the next generation. There is urgent need to transform bodies such as AICTE that control inputs such as curriculum and infrastructure and replace them with a body that rates “learning outcomes”. We need to attract private capital into higher education and invite ethical companies to invest and earn reasonable returns and ensure high standards in education. In other words we need to remove all controls and replace them with enabling regulation,” said Anil Sachdev, Founder &amp; CEO of School of Inspired Leadership. 
 
It is yet to see how much allocation does Jaitley announces for education sector but there is a need to have more practical learning classrooms.

Experts pin hopes on more allocation for skilling programmes, tech-based learning in Budget 2016

The Department of Social Justice and Empowerment has been allocated Rs 13,539 crore in the 2024-2025 budget, an increase of 37 per cent from the 2023-2024 revised estimates of Rs 9,853.32 crore. This increase is primarily focused on enhancing <keyword id="20312810" type="General" weightage="20" keywordseo="welfare-programmes" source="keywords">welfare programmes</keyword> for <keyword id="21384605" type="General" weightage="20" keywordseo="marginalised-communities" source="keywords">marginalised communities</keyword> and improving infrastructure for social services. The key areas of funding include Rs 9,549.98 crore for the 'Umbrella Scheme for Development of Scheduled Castes', a significant increase from the Rs 6,780 crore in the previous financial year. For achieving social justice comprehensively, the saturation approach of covering all eligible people through various programmes, including those for education and health, will be adopted, Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> said on Tuesday while presenting the 2024-25 Union Budget in Parliament. She said to ensure <keyword id="22517725" type="General" weightage="20" keywordseo="inclusive-human-resource-development" source="keywords">inclusive human resource development</keyword>, a social justice saturation approach will be adopted. Social justice through the saturation approach refers to a strategy where the government aims to ensure that all eligible individuals are covered by various programmes and initiatives. The department has been allocated Rs 2,150 crore for the 'Umbrella Programme for Development of Other Vulnerable Groups' and Rs 314 crore for the National Action Plan for Drug Demand Reduction. The establishment expenditure of Rs 145.80 crore for the central administration includes allocations for the secretariat and national commissions. The amount is a slight decrease from the previous year's Rs 152.60 crore. The National Commission for Scheduled Castes has been allocated Rs 38 crore and the National Commission for Backward Classes Rs 21 crore. The budget of the Development and Welfare Board for Denotified, Nomadic and Semi-Nomadic Communities remains at Rs 5 crore. Central sector schemes and projects are among the focus areas of this budget, with the <keyword id="22517726" type="General" weightage="20" keywordseo="scholarships-for-higher-education" source="keywords">Scholarships for Higher Education</keyword> for Young Achievers Scheme for Scheduled Castes being allocated Rs 428 crore. This scheme encompasses various sub-schemes, including the National Fellowship for SCs, Free Coaching for SCs and OBCs, Top Class Education for SCs and the National Overseas Scholarship for SCs. The Scheme of Residential Education for Students in High School in Targeted Areas for SCs has been allocated Rs 133.07 crore. The department also prioritises <keyword id="22024434" type="General" weightage="20" keywordseo="economic-assistance" source="keywords">economic assistance</keyword> and <keyword id="20068989" type="General" weightage="20" keywordseo="skill-development" source="keywords">skill development</keyword> through initiatives like the Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi Yojana -- that has been allocated Rs 130 crore -- and the <keyword id="20245482" type="General" weightage="20" keywordseo="venture-capital-fund" source="keywords">Venture Capital Fund</keyword> for SCs and OBCs -- that has bee allocated Rs 50 crore. Additionally, the Self Employment Scheme for Rehabilitation of Manual Scavengers, which previously had allocations, does not feature in the current budget, indicating a possible reallocation of funds or a change in strategy. Support for marginalised individuals, particularly through the Support for Marginalized Individuals for Livelihood and Enterprise programme, which includes comprehensive rehabilitation for persons engaged in begging and welfare of transgender persons, has been allocated Rs 98.46 crore. This marks a substantial increase from the previous year's Rs 32.82 crore, highlighting a growing commitment to addressing these vulnerable groups' needs. Transfers to states and Union Territories under centrally sponsored schemes form a major part of the budget.

Budget: Rs 13,539 cr allocated to social justice department, 37% higher than last year

<keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and <keyword id="20115511" type="General" weightage="20" keywordseo="satyendar-jain" source="keywords">Satyendar Jain</keyword>, former health minister, for their roles in shaping the education and health models in the national capital. "This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya," she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". "The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget," she added. The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro. Delhi govt presents FY25 budget with ₹76,000 crore outlay; to give ₹1,000 per month to every woman

Patna, Feb 25 () The Nitish Kumar government presented a Rs 2.11 lakh crore budget for 2020-21 on Tuesday, with a special emphasis on education, health and infrastructure. Presenting the budget with a revenue surplus of Rs 19,172.80 crore, state Finance Minister Sushil Kumar Modi said the proposed allocations made for 2020-21 are Rs 11,260.48 crore more than the current fiscal's. Bihar's Budget has increased eight times and touched Rs 2,11,761.49 crore in 2020-21 from Rs 23,885 crore in 2004- 05, Modi said in his 11th Budget speech. The state government has made the highest allocation of Rs 35,191.05 crore to the education department. Besides, Rs 17,345 crore was allocated for road building and Rs 10,937.68 crore was earmarked for healthcare. Except for 2012-13, the state has been presenting a revenue surplus budget since 2008-09, said Modi who is also the deputy chief minister. AR SOM MRMR
