How to track and block your lost smartphones using the Sanchar Saathi portal

<ul><li>People will be able to block and track their lost or stolen mobile phones across India with the rollout of a tracking system by the government this week.</li><li>The system is ready and now it will be deployed across India in this quarter. This will enable people to block and track their lost mobile phones.</li><li>Telecom operators and CEIR system will have visibility into IMEI number of the device and mobile number linked to it.</li></ul><br />People will be able to block and track their lost or stolen mobile phones across India with the rollout of a tracking system by the government this week, a senior government official said.  Technology development body Centre for Department of Telematics (CDoT) has been running the pilot of the CEIR system in some of the telecom circles, including Delhi, Maharashtra, Karnataka, and North East region, and the system is now ready for pan-India deployment, a DoT official, who did not wish to be identified, told PTI. <br /><br /> "CEIR system is scheduled for pan-India launch on May 17," the official said. <br /><br /> When contacted, Chief Executive Officer and Chairman Project Board at CDoT Rajkumar Upadhyay did not confirm the date but confirmed that the technology is ready for pan-India deployment. <br /><br /> "The system is ready and now it will be deployed across India in this quarter. This will enable people to block and track their lost mobile phones," Upadhyay said. <br /><br /> CDoT has been able to add features to check the use of cloned mobile phones across all telecom networks. <br /><br /> The government has made it mandatory to disclose IMEI -- a 15-digit unique numeric identifier -- of mobile devices before their sale in India. <br /><br /> The mobile networks will have access to the list of approved IMEI numbers which will check the entry of any unauthorised mobile phones on their network. <br /><br /> Telecom operators and CEIR system will have visibility into IMEI number of the device and mobile number linked to it, and the information is being used in some states to track your lost or stolen mobiles through CEIR. <br /><br /> "One of the common practices is that miscreants change IMEI number of stolen mobile phones which prevents tracking and blocking of such handsets. It was a national security issue. The CEIR will be able to block any cloned mobile phones on the network with the help of various databases," Upadhyay said. <br /><br /> The basic purpose of CEIR is to ease reporting of stolen and lost mobiles and block the use of mobiles all over the country. Govt to roll out lost mobile blocking, tracking system pan-India on May 17

New Delhi, Jan 30 () The Department of Telecom has taken over the process to issue and manage IMEI allocation for mobile phones in India from  the private body MSAI.
<p> The IMEI number - a unique 15-digit serial number of mobile devices - is allocated by global industry body GSMA and organisations authorised by it. When a mobile phone is lost, the victim is required to mention the IMEI number of the handset for tracking.
</p><p>The Department of Telecom (DoT) had issued a standard operating procedure in May 2015 to prohibit import of mobile phones with duplicate, fake and non-genuine international mobile equipment identity.
</p><p> The process was being managed by Mobile Standard Alliance of India (MSAI), erstwhile reporting body of GSMA in India. 
</p><p> "The government has decided to replace the MSAI operated system and hence a new system, Indian Counterfeited Device Restriction (ICDR) system, has been developed by the Centre for Development of Telematics - R&amp;D unit of DoT for implementing the SOP, " the DoT said in a letter dated January 28, 2020 to industry bodies and concerned government departments.
</p> The new system has been operationalised on pilot basis on the web portal of Central Equipment Identity Register (CEIR). The CEIR is being used to block all services on stolen or lost mobile phones on any network even if the SIM card is removed or the IMEI number of the handset is changed.  PRS  MRJ

Govt takes over IMEI-related processes from private body

New Delhi, Dec 30 () Phones users in Delhi-NCR who lose their handsets will now have some respite, with the government launching a portal that will enable blocking and tracing of stolen or lost mobile phones.
<p> The initiative was launched in Mumbai in September this year, and has been rolled out for Delhi-NCR now. It will be extended to other parts of the country in 2020.
</p><p> The launch of the portal, www.ceir.gov.in, for Delhi-NCR subscribers will facilitate requests for blocking of stolen or lost mobile phones by customers, blocking of such mobile phones across various mobile networks, allowing services to other existing customers having mobile phones with the same International Mobile Equipment Identity (IMEI) number, sharing of traceability data with police authorities, as well as unblocking of recovered phones.
</p><p> The project is backed by the Central Equipment Identity Register (CEIR) system, which was undertaken by the telecom department for addressing security, theft and other concerns including reprogramming of mobile handsets.
</p><p> Launching the initiative, Telecom Minister Ravi Shankar Prasad said safety and security of phones are crucial given the country's technological strides and digital prowess.
</p><p> "While we make optimum use of technology for development, there are equally smart criminals who abuse technology for their own ends," Prasad said.
</p><p> The latest initiative is expected to benefit 5 crore mobile subscribers in Delhi and adjoining areas.
</p><p> "Delhi telecom subscribers whose phones get stolen or those who lose their phones can log into the web portal from today... they can go to the portal and register their complaint, along with which they will also have to upload the police complaint and their own ID proof. Based on this, the lost mobile will be blocked. Also if someone uses it, the same can be traced based on the tower signals so the police can also recover the device," Telecom Secretary Anshu Prakash told reporters.
</p><p> Explaining this further, Prakash said the International Mobile Equipment Identity (IMEI) is the unique identity of a mobile phone devices. IMEI number is programmable and miscreants and criminals reprogramme the 15-digit unique number, which results in cloning of IMEI. The result is multiple phone devices, at times even hundreds of numbers, with same IMEI number.
</p><p> If such IMEI is blocked, a large number of mobile phones stand the risk of being blocked (as they are handsets with the same IMEI number) causing inconvenience to genuine customers. The software that has been developed now allows an individual phone to be blocked even if it is on a cloned IMEI number.
</p><p> Moreover, because of the centralised nature of the register or database, all the operators can block the particular stolen or lost device across the country even though the phone is being serviced by one particular operator.
</p><p> "This will also reduce the market for stolen phones," Prakash added.
</p> Asked about the progress of the initiative in Mumbai, where it had been announced a few months back, Prakash said as many as 500-600 complaints were logged in Mumbai. "In 50 per cent of the cases in Mumbai, traceability information has been handed over to the police. Also remember, much depends on whether the phone is being used after it has been stolen... If someone does not use it, it cannot be traced, but it can certainly be blocked. They won't be able to sell it," he said.   MBI HRS

How to change the notification sound on your Android device in 5 simple steps

<ul><li>There’s a new trending face swapping app called “FacePlay”.</li><li>This app lets you swap your face to replicate videos of various themes.</li><li>FacePlay has over 10 million downloads on the Google Play Store.</li></ul>There’s always one <a href="https://www.businessinsider.in/tech/news/chris-um-who-created-tom-cruise-deepfake-videos-on-tiktok-now-owns-an-ai-company/articleshow/85170929.cms" data-type="tilCustomLink">face swapping</a> app that goes viral on social media every once in a while. One of the most recent and popular ones was Reface that lets you swap your face with a celebrity's. A new app is now trending and its videos are all over <a href="https://www.businessinsider.in/tech/apps/news/how-to-hide-photos-on-instagram-without-deleting-them/articleshow/85481757.cms" data-type="tilCustomLink">Instagram Reels</a>. It’s called “FacePlay” and it has over 10 million downloads on the Google Play Store.<br /><br />What it does is swap your face to replicate videos of various themes such as different nationalities, attire, and movie-like scenes. The videos in FacePlay are short which make them easily go with the short video concept on Instagram Reels. The app can be downloaded on Android and iOS but to get access to all its features and without ads, you need to get a subscription. It’s priced at ₹129 per week and ₹1,599 per year. You can use it for free but to make one video, you will have to watch one ad.<br /><br />If you’ve come across any of the FacePlay videos on Reels or anywhere else you must have noticed how accurately it captures one’s face. What it does is analyse your facial features through your selfie or photo from your phone’s gallery to make a “face fusion” for the final video. FacePlay says that it does not store any face data and after the analysing process, the data is deleted.<br />    <div type="javascript" title="Instagram" contenttype="Video"><cdata><![CDATA[ ]]></cdata></div><br />Once it’s done analysing your photo, it will replace it with the one in the video to give you one that closely resembles you. FacePlay’s official website and app have a privacy policy section where it details what information it collects, permissions required, how it collects, shares, and protects the information.<br /><br />When it comes to facial data, it’s clearly written that no data is collected and the photo is deleted after it’s analysed. FacePlay requires you to login to use the app and you can only do that through a third-party service like Facebook, Google or Apple. Details like your email address, account name, phone number and region are collected through the third-party service you login with.<br /><br />FacePlay also collects device information like the device model, IMEI number, login IP address, software version number, language set up on the phone and network quality. You will however need to share permissions on your phone like the camera, read and write, notifications, and network status. Scroll down to learn more.</strong></li><li><a href="https://www.businessinsider.com/?hprecirc-bullet" target="_blank" rel="noopener">Visit Business Insider's homepage for more stories</a>.</li></ul><p>Officials in Xinjiang, China's most oppressed region, use an <a href="https://www.businessinsider.com/china-ijop-app-classifies-muslims-into-36-personality-types-xinjiang-uighurs-human-rights-watch-2019-5">intrusive, all-seeing smartphone app</a> to monitor, track, and flag citizens for investigation or punishment.</p><p>A new report gives a glimpse into how it works, and allows the Chinese state a vast array of deeply personal information on its oppressed citizens, like their blood type, how much gas they use, and whether they are on birth control.</p><p><span style="background-color: #ffff00;"></span>Xinjiang has in recent years come under an unprecedented amount of scrutiny because of the country's crackdown on the Uighurs, a majority-Muslim ethnic minority concentrated there. Uighurs often refers to the region as East Turkestan.</p><p>Officials in the region have installed hundreds of thousands of facial recognition cameras, forced Uighurs to <a href="https://www.businessinsider.com/how-china-is-watching-its-citizens-in-a-modern-surveillance-state-2018-4#3-forcing-citizens-to-download-apps-that-allow-the-government-to-monitor-their-cell-phone-photos-and-videos-4">download software that would crawl their phones</a>, and held at least 1 million Muslims in <a href="https://www.businessinsider.com/china-camps-for-muslims-look-like-jail-cells-in-purported-video-2018-11">prison-like detention centers</a>.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Beijing justifies its crackdown by calling Uighurs a national-security threat, and has routinely <a href="https://www.businessinsider.com/china-tries-to-cite-islamophobia-to-export-model-of-muslim-repression-2018-11">tried to stoke Islamophobia</a><span>&#xa0;</span>to justify its controversial policies in the region.</p><p>Authorities are also required to use a mobile app to log citizens' personal data, track citizens' activity, and flag "dangerous" individuals for investigation or punishment, Human Rights Watch (HRW) <a href="https://www.hrw.org/news/2019/05/01/interview-chinas-big-brother-app">said in a report published last week</a>.</p><p>The app is connected to the Integrated Joint Operations Platform (IJOP) - a centralized data system that stores data about all of Xinjiang's residents. HRW researchers were able to crack into it by reverse-engineering its source code.</p><p>Here's how the app works.</p><h2>Hoovering up whereabouts, blood types, and birth control methods</h2><p>The app asks Xinjiang authorities to grill citizens and log via their phones an array of information, including their height, blood type, and vehicle registration number, HRW reported.</p><p>It also asks officials to glean intrusive personal information from citizens, including political views, whether they communicate with relatives abroad, and even their use of birth control, the researchers said.</p><p>Many Uighurs have been <a href="https://www.businessinsider.com/china-gives-these-excuses-to-imprison-uighur-ethnic-minority-2018-9">disappeared and detained for bizarre reasons</a>, including setting clocks to a different time zone than Beijing's, wearing veils, and communicating with people who have gone abroad.</p><p>Xinjiang authorities currently have the right to stop any Uighur citizens in the region, question them, search their phones, and detain them if necessary.</p><p><em><strong>Read more:</strong> <a href="https://www.businessinsider.com/family-of-uighurs-in-china-say-are-blocked-deleted-by-scared-family-2019-2">Relatives of China's oppressed Muslim minority are getting blocked online by their own family members, who are terrified to even tell them how bad their lives are</a></em></p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Most of the behavior that IJOP have nothing to do with counterterrorism, HRW noted.</p><p>The purpose of logging all this information is to flag any sort of digression from what the government sees as "normal" behavior to create "micro-clues" that a citizen is suspicious and warrants further investigation by officials.</p><p>The app classifies suspects based on 36 "person types" deemed suspicious, which range from being related to a convicted criminal, to seldom using their front door, to "using an abnormal amount of electricity."</p><p><em><strong>Read more:</strong> <a href="https://www.businessinsider.com/china-ijop-app-classifies-muslims-into-36-personality-types-xinjiang-uighurs-human-rights-watch-2019-5">Chinese authorities are reportedly using an app to monitor Muslims in Xinjiang and see if they match 36 'person types' deemed as dangerous</a></em></p><p>The videos below shows that officials are required to select from a drop-down list to note whether they gathered the information during home visits, stop-and-search on the streets, at re-education camps, or other methods.</p><p>The two clips below also show multiple demands for personal information, which could potentially lead to a person getting flagged as suspicious.</p><p>&#xa0;</p><p>The central IJOP data center then sends alerts to officials about people marked as suspicious, and prompts them to visit them to gather more information, HRW said.</p><h2>'Data doors' that suck up information without anyone knowing</h2><p></p><div class="KonaFilter image-container display-table float_right click-to-enlarge"><div><div class="image on-image"><a title_source="Courtesy of Joanne Smith Finley" title_caption="A 2018 photo of China's " data="" doors="" at="" the="" entrance="" to="" aq="" mosque="" in="" urumqi.="" class="zoomin" href="https://static-ssl.businessinsider.com/image/5ccaeb2a021b4c1462053f7b-960/xinjiang%20ijop%20id%20scanner.jpg"><span class="sprites click-to-enlarge-icon" title="Click to enlarge"></span></div><p></p></div></div><h2>A model for the rest of China - and the world?</h2><p>Xinjiang has over the past two years become China's <em>de facto</em> surveillance laboratory. China has heavily invested in artificial intelligence and facial recognition technology - which remains fairly <a href="https://www.wsj.com/articles/chinas-bumbling-police-state-11545869066">limited</a> and <a href="https://www.sixthtone.com/news/1003759/camera-above-the-classroom">glitchy</a> at this point - but nowhere in the country is surveillance as intrusive as in Xinjiang.</p><p>China has invested about $7.2 billion in security technology over the past two years alone, Byler <a href="https://www.theguardian.com/news/2019/apr/11/china-hi-tech-war-on-muslim-minority-xinjiang-uighurs-surveillance-face-recognition">wrote in The Guardian</a> last month.</p><p><em><strong>Read more:</strong> <a href="https://www.businessinsider.com/china-facial-recognition-limitations-2018-7">China's 'Big Brother' surveillance technology isn't nearly as all-seeing as the government wants you to think</a><br /></em></p><p>That's not to say, however, that this level of surveillance won't materialize in the rest of China. The country is already rolling out an ambitious and controversial "<a href="https://www.businessinsider.com/category/social-credit">social credit system</a>" that can track, reward, and punish citizens' behavior around the country.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Maya Wang, the lead researcher of the HRW report, told Business Insider: "Although this particular variant of China's mass surveillance systems, the IJOP, is used only in Xinjiang, this story is not unique. The ideas and designs behind Xinjiang's mass surveillance systems are the same as those behind other mass surveillance systems in China."</p><p>Byler, the Uighur expert, also noted in The Guardian that Zimbabwe in 2018 signed a contract with Cloudwalk, a facial-recognition company used in Xinjiang's surveillance apparatus, to police its airports and stations through a biometric database not unlike IJOP.</p><p><a href="https://www.businessinsider.com/venezuela-id-card-tracks-citizens-like-china-2018-11">Venezuela last year also rolled out a "fatherland card,"</a> manufactured by China's state-run ZTE Corp, that tracks, rewards, and punishes citizens depending on their actions.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><h2><span style="color: #000000;">'We can still mitigate the abuses'</span></h2><p>Though Wang noted that China's human rights record in Xinjiang could spread to the rest of China, "we're still some ways before this full dystopia," she said.</p><p>"I think if foreign governments can act now with targeted sanctions, export controls, and generally improving standards for privacy everywhere (particularly reining in AI companies on their end), we can still mitigate the abuses going forward," she added.</p><p>Democratic and Republican senators in the US have for months pushed the White House to impose sanctions on human rights offenders in Xinjiang and limit the export of US tech to China, but say that the administration "<a href="https://www.businessinsider.com/xinjiang-4-congressmen-slam-trump-admin-for-ignoring-china-oppression-2019-3">has taken no meaningful action</a>."</p><h2><a href="https://www.hrw.org/report/2019/05/01/chinas-algorithms-repression/reverse-engineering-xinjiang-police-mass-surveillance">Read HRW's full report here.</a></h2><div></div><div></div><div></div><div></div>    <div class="margin-top">        <h3>NOW WATCH: <a href="https://www.businessinsider.com/5g-high-speed-internet-cellular-network-issues-switch-2019-4">5G networks will be 10 times faster than 4G LTE, but we shouldn't get too excited yet</a></h3>        <div>                    </div>    </div>
