State BJP spokesperson Keshav Upadhye said such a practice is not part of the party's culture. His assertion came after <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> leader <keyword id="185865" type="PERSON" weightage="20" keywordseo="Vijay-Wadettiwar">Vijay Wadettiwar</keyword> alleged sums of "Rs 25 crore to Rs 50 crore" were being offered to MLAs to switch sides in Maharashtra, where the formation of a new government is in a limbo due to fight between the BJP and the Shiv Sena over sharing of power. When contacted, Upadhye told PTI, "There is no question of the BJP going for horse-trading as it is not our culture." There have been allegations of BJP leaders, through intermediaries, making "offers" to newly-elected Congress MLAs to switch sides. Upadhye termed such allegations as baseless. Commenting on Wadettiwar's allegation of party's Igatpuri (Nashik district) legislator being offered a hefty Rs 50 crore, Upadhye said it shows the frustration of the country's oldest party. "The Congress some decades back had won more than 200 seats. In the last few elections, the party has not been able to perform well and this time it could not even win 50 seats. "It is their frustration that is pushing them to make baseless allegations," the BJP spokesman said. The BJP and the Shiv Sena will "soon" stake claim to form government, he maintained when asked about the fortnight- long deadlock between the saffron allies over sharing power. The BJP, which emerged as the single largest party in the October 21 Assembly polls winning 105 seats, and its ally Shiv Sena, which bagged 56 seats, have not staked claim to form government together or separately till now. The two parties are bickering over sharing chief ministerial post since October 24, when the poll results were declared. The NCP and the Congress won 54 and 44 seats, respectively, in the election to the 288-member assembly where the majority mark is 145.

If that happens, the brand new government led by BJP's Devendra Fadnavis has to prove majority numbers. The Sena-NCP-Congress combine filed a case against the Maharashtra governor's move to swear in Devendra Fadnavis as chief minister of Maharashtra on Saturday (November 23). In addition, the Court also sought the letters written by Fadnavis to the governor saying that he has majority--and a letter written by the governor inviting BJP to form the government. In the meanwhile, the Shiv Sena-NCP-Congress combine is leaving to stone unturned to ensure that the Fadnavis government does not stand. Maharashtra party chief Jayant Patil has reached the residence of Ajit Pawar to bring him back into the party fold. On the other hand, top BJP leaders too are present at Ajit’s residence to ensure he does not turn tables yet again. Jayant Patil however is very confident of bringing back Ajit, as he has included his name in the list of MLAs who will support him, as he intends to submit a letter to the governor today—claiming majority. “Ultimately he is part of NCP family and we are trying to convince him. Let us see what happens,” he told reporters while travelling in a car. After a midnight coup on late Friday, Devendra Fadnavis was sworn in as CM and NCP leader Ajit Pawar as deputy CM by governor on early Saturday. However, ever since <keyword id="6364749" type="UNKNOWN" weightage="20" keywordseo="Sharad-Pawar">Sharad Pawar</keyword> the numero uno of NCP and Uddhav Thackeray who was hoping to become the chief minister until late Friday night – made many claims. While senior Sena leader Sanjay Raut blamed Pawar for backstabbing, Sharad Pawar called Ajit Pawar’s actions—indiscipline. After that however the sworn-in deputy CM Pawar went back to his own personal residence, sparking rumours that he might make a U-turn once again. IThe Sena-Cong –NCP blamed had filed a case against the governor’s move to cancel President’s rule in the state and swear in Fadnavis –calling it illegal. The state went into a crisis mode after former frenemies--BJP and Sena could not agree on seat sharing, especially when it comes to the chief minister. Both these parties together could have reached the majority of 140 odd seats needed, but the fragile alliance which was evident even before polls could hold on. This was especially true after Sena won a<a href="https://www.businessinsider.in/politics/elections/news/maharashtra-state-assembly-election-2019-final-result/articleshow/71731412.cms"> surprisingly better mandate</a> with 56 seats shifting the balance of power. The fact that NCP and Congress also won 54 and 44 seats also made them a powerful combine. BJP, on the other hand, won 105 seats even as exit polls predicted a massive win of over 200.

A lacklustre show by the Congress in Bihar seems to have proved costly for the opposition grand alliance, as it dragged down the RJD too from the government formation in the Hindi heartland state. While the Congress lost ground in Bihar, it also suffered significant electoral losses in Madhya Pradesh, Uttar Pradesh and Gujarat, losing a majority of bypolls in key states that saw the BJP surging ahead. <div type="Article" hostid="261" msid="79142084" title="Bihar Election Results 2020: With 40 seats still hanging in the balance, NDA widens its lead but RJD continues to be the single largest party" mstype="2" mssubtype="0"></div> The Congress also alleged foul play in elections accusing the ruling NDA of misuse of power. The Congress also went to the EC making the allegations that their candidates were not given certificates of victory despite winning. "Democracy is being murdered and mandate being abducted in Bihar," Surjewala tweeted in Hindi citing examples of seats where their party candidate had won but not given certificates of victory. Senior party leaders again blamed EVMs for the losses, with former Madhya Pradesh chief minister Digvijaya Singh and Dalit leader Udit Raj claiming that the electronic voting machines (EVMs) can be hacked and tampered with, though their party colleague Karti Chidambaram said the EVM system is accurate and dependable, and "it's time to stop blaming the EVM". "What is the reason that no developed country is using EVMs... if a chip is there, then it is not tamper-proof," Singh said, alleging "selective" rigging. In Bihar, the Congress's tally dropped from 27 in 2015 to 19 as per the latest trends available, that saw the RJD-led grand alliance narrowly lag behind the BJP-led NDA. Though the Congress improved its vote share from 6.66 per cent in 2015 to nearly 9.5 per cent in this election, its strike rate this time was less than 30 per cent as against 66 percent last time. The grand old party had contested in 70 seats this time with its ally RJD contesting in the majority seats. In 2015, the Congress had contested in 41 seats. On their part, Congress sources said it would be "unfair" to say that the party fared poorly as it contested those seats in Bihar which were traditionally NDA strongholds and the JDU-BJP combine had a strike rate of over 95 in the past. Party insiders said the seats it contested also did not have the advantage of Muslim-Yadav combination and were never contested by it earlier. The presence of AIMIM also cost the Congress dearly as the Asaduddin Owaisi-led outfit won five seats and cost the Mhagathbandhan some 15-odd seats, insiders said. The RJD had also not won those seats since 1990, a leader claimed, adding that even in 2015 when RJD-JDU-Cong fought as part of 'Mahagathbandhan', the Congress had won 23 out of 32 seats from this area. Leaders said the party failed to put up a strong base in Bihar in the last two years after its former Bihar chief Ashok Choudhary defected to the JDU, and could not consolidate its position riding on the RJD support-base. Shiv Sena, an ally of Congress in Maharashtra, also accused the Congress of being the "weak-link" and dragging down the RJD. Sena's Sanjay Raut said had the Congress performed better, Tejaswi Yadav would have been declared CM by now. Of the 28 seats in Madhya Pradesh, the party lost 19 seats to the BJP and was leading in 8 seats it was holding, with Congress rebel Jyotiraditya Scindia posting big gains for the saffron party. In UP and Gujarat, the Congress drew a blank in 15 bypoll seats in Gujarat and Uttar Pradesh. However, one consolation for the Congress was its victory in bypolls in Haryana's Baroda seat, where the BJP is in power. The Congress held on to its Baroda assembly seat in the bypoll necessitated after the death of its MLA Shri Krishan Hooda. The Congress also won one seat each in Chhattisgarh and Jharkhand in bypolls held today.

Grand Alliance loses ground in Bihar election due to Congress' underperformance

NEW DELHI: For the first time in the 2014 Lok Sabha elections, a poll on Monday predicted a clear majority for any pre-poll alliance with NDTV projecting that NDA would get 275 seats in the 543-member House. This is 16 seats more than the poll had predicted last month. 
 BJP on its own would win 226 seats — the highest tally ever for the party and the best by any party since 1991, the poll done by Hansa Research estimated. UPA would win just 111 seats, with <keyword id="1575" type="ORGANIZATION" weightage="60" keywordseo="Congress">Congress</keyword> sinking to its lowest-ever tally of 92 seats, it said. 
 NDA’s projected win is based on impressive gains over 2009 in UP (an increase of 41 seats), Maharashtra (17), Rajasthan (17), Bihar (12), <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> (12) and Madhya Pradesh (10). In these six states, it stands to gain 109 seats. In most other states too, NDA is projected to gain, though by more modest numbers. 
 
‘TMC will be largest party after BJP, Cong’ 
 The only major states in which the NDA could do worse than five years ago are Karnataka (a loss of seven seats), Chhattisgarh (two) and <keyword id="6357783" type="CITY" weightage="40" keywordseo="West-Bengal">West Bengal</keyword> (one), according to the latest NDTV poll. 
 
In contrast, the UPA is predicted to lose seats vis-a-vis 2009 in almost every major state, with Andhra Pradesh being the worst case, where the Congress tally could drop from 33 five years ago to just six this time. 
 
Barring Karnataka and Chhattisgarh, the only states where the UPA stands to gain are Assam (a gain of two seats) and Bihar, where a gain of six is really only because RJD is now part of the alliance, unlike in 2009. 
 The largest parties after BJP and Congress would be Trinamool with 30 seats, AIADMK with 22, SP with 14 and BJD with 13. DMK, with its allies, is likely to win 14 seats and the Left 22. <keyword id="6356115" type="CITY" weightage="40" keywordseo="AAP">AAP</keyword> is projected to win just one seat in Delhi and none elsewhere, at least in the states for which details were available, which included all those with seven seats or more. 
 None of these parties, however, will be of much significance if the poll’s predictions come true, since the NDA will not need any post-poll allies to form the government and anoint Modi the <keyword id="71" type="POSITION" weightage="40" keywordseo="Prime-Minister">prime minister</keyword>.
