<ul><li>The Bhartiya Janata Party (BJP) and the Aam Aadmi Party (AAP) are grappling over the less developed constituencies of Delhi ahead of the 2020 Assembly election.</li><li>BJP’s Pradhan Manti Awas Yojana and AAP’s Mukhyamantri Awas Yojana are at odds with each other. </li><li>The beneficiaries of these schemes account of nearly 4 million voters.</li></ul>Elections in India’s national capital are set to take place next month and the Bharatiya Janata Party (BJP) mantra strategy this time is to rescue the slums. Only it isn’t going as well they hoped. Last November, the central government announced that it was going to <a href="https://www.businessinsider.in/policy/news/government-passes-bill-to-regularise-delhis-1731-unauthorised-colonies/articleshow/72280836.cms">regularise 1,731 unauthorised colonies</a> in the city. Once they’re legal, the BJP has a plan to put up 2 lakh houses under the Pradhan Mantri Awas Yojana (PMAY-Urban). However, their plans were undercut when the Delhi Chief Minister and national convener of the Aam Aadmi Party (AAP), Arvind Kejriwal, launched the Mukhyamantri Awas Yojana (MMAY) for slums or Jhugi Jhopri (JJ) colonies across the city. On the surface, the parties are accusing each other of hampering development. However, it should be noted that the slums in question are home to nearly 40 lakh beneficiaries — known for being a major vote bank of the AAP.

 Out of Delhi 70 assembly segments, slum-dwellers hold the decisive vote in nearly 28, according to a <a href="https://timesofindia.indiatimes.com/city/delhi/bjp-eyes-slum-vote-bank-leaders-told-to-stay-there/articleshow/68472349.cms">senior BJP leader</a>. BJP’s Lok Sabha MP, Manoj Tiwari, made headlines back in 2017 for spending a <a href="https://www.business-standard.com/article/pti-stories/tiwari-spends-night-with-slum-dwellers-in-delhi-117010100617_1.html">night in one of Delhi’s oldest slums</a> as a part of his outreach mission. A trend he <a href="https://www.business-standard.com/article/pti-stories/tiwari-spends-night-with-slum-dwellers-in-delhi-117010100617_1.html">continued</a> in 2018 and <a href="https://www.hindustantimes.com/delhi-news/manoj-tiwari-begins-slum-outreach/story-hILNSvNP8b5NuWaw2td01K.html">2019</a>. However, a report by <a href="https://www.telegraphindia.com/india/delhi-s-slum-dwellers-feel-aap-is-the-new-congress/cid/1690439">the Telegraph</a> indicates that some slum dwellers feel that AAP is the new Congress — the former favourite before AAP existed. “This was a Congress stronghold, no one else used to campaign here. We had high expectations from (Prime Minister Narendra) Modi but the only changes that have improved our lives have come because of Kejriwal. The AAP is the new Congress here,” a slum dweller told <a href="https://www.telegraphindia.com/author/pheroze-l-vincent/95">Pheroze L. Vincent</a>. As of now, Kejriwal’s certificates are just paper and BJP’s promise is just a ‘promise’. The construction of new homes and rehash of these colonies is yet to appear. Both BJP and AAP want votes from Delhi's 4 million slum dwellers for schemes that haven't taken off yet

<ul><li>The <keyword id="6355187" type="UNKNOWN" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> on Wednesday, passed the Unlawful Activities Amendment Bill 2019. </li><li>The individuals wanted for terror-related crimes or under the radar for having any terror links shall be labelled as ‘terrorists.’ </li><li>The bill is aimed to strengthen anti-terrorism provisions in the country. </li><li>The bill was passed considering the votebank count, which stood at 287 votes against eight odd opposing votes.</li></ul>Despite strong protests by the opposition parties including the Congress, Trinamool Congress and DMK, the Lok Sabha on Wednesday, <a href="https://www.google.co.in/amp/s/www.livemint.com/politics/policy/lok-sabha-passes-bill-in-boost-to-anti-terror-laws/amp-1563964089878.html">passed</a> the Unlawful Activities(Provisions) Amendment Bill 2019(UAPA). The bill aims to strengthen anti-terrorism provisions in the country. Under this, individuals wanted for terror-related crimes or under the radar for having any terror links shall be labelled as ‘terrorists.’ Investigation agencies can seize properties of those labelled as terrorists. As of now, criminal cases with terror charges are handled by senior authorities including Deputy Superintendent and police commissioner among others. However, the amendments will enable the inspector-rank officers to probe the cases. “The bill is only to root out terrorism,” <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword> responded amid the session. He also roped in ‘urban Maoists’ into the anti-terrorism bill, saying that people have been supporting Maoism, under their ‘ideologies’ — and the government has no room for it. ‘A dangerous Act’ As expected the bill faced opposition heat, who believe that it can be misused. The Trinamool Congress is worried that those who oppose government agenda can be tagged as ‘anti-national’. “Features of the bill are anti-people and anti-Constitution...it is a very dangerous Act,” TOI <a href="https://timesofindia.indiatimes.com/india/amid-walkout-lok-sabha-passes-bill-to-ban-individuals-too-as-terrorists/articleshow/70370553.cms">reported</a> citing TMC’s Mahua Moitra. Supriya Sule of Nationalist Congress Party (NCP) argued saying that PM <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> had in the past, ‘opposed’ the amendments in the National Counter Terrorism Centre and National Intelligence Grid. The bill was, however, passed considering the votebank count, which stood at 287 votes against eight odd opposing votes. It is likely to get through in the Upper House of the Parliament as well as it gets nod from the ruling Bharatiya Janata Dal (BJD) and Samajwadi Party. Indian government passes anti-terrorism bill; opposition calls it ‘dangerous’

Forming an alliance with his rival for <a href="http://www.businessinsider.in/JDU-wins-Bihar-Elections-2015/articleshow/49710372.cms">Bihar elections 2015</a> worked in favour of <a href="http://www.businessinsider.in/searchresult.cms?query=lalu+prasad+yadav">Lalu Prasad Yadav</a>. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=Nitish+Kumar">Nitish Kumar’s JDU</a>, which ousted Prasad’s RJD in 2005, formed a grand alliance with the RJD supremo and won the state elections. 
This victory has yet again brought Prasad in the political limelight after 10 years. 
 
Prasad, who proved to be a crowd and vote magnate during elections, is going to be the kingmaker. 
 In contrast to 22 seats in 2010, Prasad’s RJD in <keyword id="2857351" type="UNKNOWN" weightage="20" keywordseo="Bihar-Elections-2015">Bihar elections 2015</keyword> won 80 seats. 
 Despite having the upper hand, Prasad has let Kumar be the <keyword id="587316" type="POSITION" weightage="20" keywordseo="Chief-Minister-of-Bihar">chief minister of Bihar</keyword>, backing JDU like never before. 
 
Not only this, the RJD boss helped the Grand Alliance consolidate the OBC vote-bank in its favour by attacking RSS chief Mohan Bhagwat for his suggestion for reviewing the reservation policy. 
 
The BJP’s poll plank of Prasad’s ‘jungle raj’ backfired too and the RJD chief galvanised its votes to JD (U) candidates too. 
 
The BJP, which began its poll pitch on development and economic growth, was under pressure and deviated to caste politics. It tried to stop RJP’s juggernaut by giving tickets to 22 Yadav candidates but it failed as well. 
 
Now it is to see in which direction the Grand Alliance will steer Bihar to. Will the kingmaker return with his scams as well? How will be the favour returned to his family including his wife Rabri Devi, sons Tejashwi and Tej Pratap and his daughter Misa Bharti, who campaigned for the elections? Time will tell.
