Expelled BJP MLA <keyword id="6413701" type="PERSON" weightage="20" keywordseo="kuldeep-singh-sengar">Kuldeep Singh Sengar</keyword> has been disqualified from the membership of the Uttar Pradesh Vidhan Sabha, following his conviction in the rape case by a Delhi sessions' court in December. In a notification issued by the <keyword id="399958" type="COMPANY" weightage="20" keywordseo="UP-Vidhan-Sabha">UP Vidhan Sabha</keyword>, Sengar has been deemed disqualified with effect from December 20, 2019 and his Bangarmau seat in Unnao district has been declared vacant. <keyword id="6418920" type="PERSON" weightage="20" keywordseo="kuldeep-sengar">Kuldeep Sengar</keyword> is a four term MLA who was accused of rape by a girl from his Makhi village. The girl attempted self-immolation outside the chief minister's residence in April 2017 when the police did not take action on her complaint. The rape victim's father, who had been arrested by the police, died in custody two days later, after he was beaten up in the lock-up by Sengar's brother, <keyword id="6432581" type="PERSON" weightage="20" keywordseo="Atul-Sengar">Atul Sengar</keyword>. As public outrage erupted, Chief Minister <keyword id="43254" type="PERSON" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword> handed over the case to the CBI and Kuldeep Sengar, his brother Atul and others were arrested. In July 2019, the rape victim met with an serious accident in Rae Bareli. Her two female relatives died in the car crash while she and her lawyer were seriously injured. Both were airlifted to Delhi for treatment and the family alleged that Kuldeep Sengar had masterminded the accident. However, the CBI did not find any evidence of Sengar's involvement in the accident. Since the Supreme Court had ordered that all cases related to the rape case be heard in Delhi, where a sessions' court convicted Kuldeep Sengar in the rape case in December and awarded a life sentence.

While she overcame the initial resistance to file a case against <keyword id="991744" type="PERSON" weightage="20" keywordseo="Sengar">Sengar</keyword>, her father mysteriously died at his residence on August 18. He was a key witness in the case. In a letter she wrote to the Chief Justice of India (CJI), the girl had mentioned a threat to her life. A 19-year old Indian rape victim lost her father and nearly lost her life in her fight for justice

<ul><li>The Supreme Court has ordered the Uttar Pradesh government to extend ₹250,000 as compensation money to <keyword id="490253" type="PERSON" weightage="20" keywordseo="Unnao-rape-case">Unnao rape case</keyword> survivor. </li><li>It has asked <keyword id="76600" type="ORGANIZATION" weightage="20" keywordseo="Central-Reserve-Police-Force">Central Reserve Police Force</keyword> (CRPF) Raebareli unit to provide protection. </li><li>The justice bench headed by CJI <keyword id="245445" type="PERSON" weightage="20" keywordseo="Ranjan-Gogoi">Ranjan Gogoi</keyword> also directed the transfer of of the five Unnao cases to Delhi.</li></ul>The Supreme Court directed the Uttar Pradesh government to provide ₹250,000 as interim compensation to Unnao rape case survivor. "We will be failing in duty if we don't grant a compensation," the court <a href="https://timesofindia.indiatimes.com/india/unnao-rape-case-sc-directs-compensation-to-survivor-fixes-7-day-deadline-for-truck-accident-probe/articleshow/70479013.cms">said</a>. The apex court also directed the state government to ensure security to the girl, and her lawyer. Central Reserve Police Force (CRPF) Raebareli unit was asked to provide protection. The rape survivor, two of her aunts and her lawyer were injured in a road accident on Sunday. The Central Bureau of Investigation, on Wednesday filed a case against BJP MLA Kuldeep Singh Sengar and eight others on murder charges, alleging that the accident was planned, India Today reported. Sengar was accused of rape by the victim, a year back. The King George Medical University hospital said that the condition of the injured rape survivor is critical. Both the survivor and her lawyer are on ventilator. Both the aunts succumbed to injuries. At a hearing on Wednesday, the SC offered the rape survivor’s family to shift her to AIIMS in Delhi for treatment. India’s apex court directs UP state government to grant ₹25 lakh as interim compensation to Unnao rape survivor

<ul><li><keyword id="7960853" type="UNKNOWN" weightage="20" keywordseo="Kuldeep-Singh-Senghar">Kuldeep Singh Senghar</keyword> is guilty of plotting the rape of a minor girl along with Shashi Singh, reported Times of India citing CBI. </li><li>The rape survivor, who was 17 years old at the time of the incident, told CBI Shashi Singh took her inside Senghar's residence and gang-raped her. </li><li>The Supreme Court asked the bench to conclude all the judicial proceedings within 45 days. </li></ul>The charges of rape pressed by the 19-year-old girl against the ex-BJP MLA Kuldeep Singh Senghar are correct, Central Bureau of Investigation told Delhi High Court. Senghar is guilty of plotting the rape of a minor girl along with Shashi Singh, <a href="https://timesofindia.indiatimes.com/india/theres-truth-in-unnao-girls-charges-against-mla-says-cbi/articleshow/70579702.cms">reported</a> Times of India citing CBI. The investigating agency further added that they have sufficient evidence to prove Senghar guilty. The rape survivor, who was 17 years old at the time of the incident, told CBI that Shashi Singh took her inside Senghar's residence, and gang-raped her. A week ago, CBI filed a case against Sengar and eight others for murdering a 19-year-old girl, who accused them of rape, <a href="https://www.indiatoday.in/india/story/unnao-rape-survivor-accident-cbi-fir-mla-kuldeep-sengar-1575481-2019-07-31">reported</a> India today. Claiming to be a saint, Maharaj has 34 criminal cases against him for robbery, murder, forgery — including two accusing him of rape, reported news agency <a href="https://www.huffingtonpost.in/entry/sakshi-maharaj-unnao-bjp_in_5cc15940e4b0764d31dcb373">IANS</a> mentioning his election affidavit. Earlier this month, the self-proclaimed ‘saint’ reportedly said those who didn’t vote for him would be cursed. “A saint has come to your door. When a saint comes to beg and is not given what he asks for, he takes away all the happiness of the family and in turn curses the family...This I am not saying, but I am quoting from sacred scriptures. I am not asking for money or land. Those who do not vote for me will face divine displeasure,” the Tribune reported quoting him. Popularly known as ‘Anna,’ Samajwadi party candidate Arun Shankar Shukla has had oodles of land in Lucknow and neighbouring areas. In fact, he had been a prime suspect in a guesthouse scandal in mid-nineties, India Today <a href="https://www.indiatoday.in/election-news/story/corporate-power-takes-on-a-mafia-don-in-unnao-45661-2009-04-26">reported</a>. According to a <a href="https://indianexpress.com/article/india/india-others/top-100-hsbc-account-holders-with-indian-addresses/">leaked report</a> on money held in Swiss bank accounts, Congress candidate Annu Tondon had a staggering account value of $5,728,042 (nearly ₹400 million), as on July 2007. Crime and Politics intertwined Indian politics has had a strong intertwining with criminal charges on its potential candidates. According to the <a href="https://adrindia.org/content/lok-sabha-elections-2019-uttar-pradesh-phase-4-elections-2019-analysis-criminal-background">Association for Democratic Reforms</a>, which analysed <keyword id="456985" type="PERSON" weightage="20" keywordseo="Candidates-with-criminal-records">candidates with criminal records</keyword>, 210 candidates have been found with declared criminal cases. On 13 seats in Punjab, INC won eight seats, BJP won four seats and Aam Aadmi Party has the one seat to its name. The National Democratic Alliance (NDA) between the Bharatiya Janata Party (BJP) and the Shriromani Akali Dali (SDA) was counting on the anti-incumbency wave against the state’s Chief Minister, Captain Amarinder Singh, to win over Punjab. They even brought in Sunny Deol to keep the Gurdaspur constituency from falling into Congress’ hands. Their efforts weren’t nearly enough. Even in 2014, the NDA only led by a very thin margin of five seats — four seats went to AAP and three to the UPA. Punjab has 13 Lok Sabha seats in total. For 2019 Lok Sabha elections, all the seats went for polling together during the seventh and the last phase of elections in the country on May 19, 2019. Over the past few general elections, the BJP has been performing poorly in this state either with no seats or with very few seats to take for the parliament. In 2014 elections, the party did not secure even a single seat from here. In 2009 general elections, the party got just one constituency and in the 2004 Lok Sabha elections, BJP got just 3 places from Punjab. In the Amritsar constituency, Hardeep Puri of Congress is fighting the Lok Sabha elections 2019 with AAP’s Kuldeep Singh Dhaliwal and Hardeep Singh Puri of BJP. From Jalandhar seat, Santokh Singh Chaudhary of Congress has locked horns with AAP's is Jora Singh and SAD’s Charanjit Singh Atwal. SAD is an ally of the BJP. In the Patiala constituency, Preneet Kaur of Congress has contested with Nina Mittal of AAP and Surjit Singh Rakhra of SAD. The choice of candidates by the Congress party in the key constituencies can pose a bigger challenge for AAP and BJP in Punjab.

Punjab Lok Sabha Election Result 2019: Congress wins maximum seats as Sunny Deol champions for BJP

The 45-year-old will be the youngest chief minister of the state and replaces <keyword id="1498654" type="COMPANY" weightage="20" keywordseo="Tirath-Singh-Rawat">Tirath Singh Rawat</keyword>, who resigned on Friday night within four months of taking charge from <keyword id="2253089" type="PERSON" weightage="20" keywordseo="Trivendra-Singh-Rawat">Trivendra Singh Rawat</keyword>. Dhami will be sworn in on Sunday, Union minister Narendra Singh Tomar told reporters after a legislature party meeting at the state BJP headquarters where he was a central observer. "My party has appointed a common worker, son of an ex-serviceman, who was born in the border district of Pithoragarh to serve the people. "We'll work on people's issues with the cooperation of all. I will carry forward the work done by my predecessors," Dhami, a two-time MLA from Khatima in Udham Singh Nagar district, said. As Dhami takes over less than a year ahead of the next assembly elections, his biggest challenge lies in leading the BJP to another victory and retaining power in Uttarakhand, where the party has been plagued by factionalism. Changing chief ministers twice in a short span has not helped the party's image, with the opposition Congress accusing it of causing "political instability" and betraying the people. "We accept the challenge and we will take forward the party and serve the people," Dhami said when asked whether taking over as CM just months ahead of assembly polls will be an uphill task. The chief minister-elect thanked the party leadership for reposing faith in him and said that he will work with everyone's cooperation. The current chief minister Manohar Lal Khattar from the Bharatiya Janata Party is seeking a second term, and arrived dramatically on a bicycle. Congress Chief Rahul Gandhi took a dig at Bakhshish Singh Virk, the BJP MLA from Assandh constituency in Haryana, calling him "the most honest man in the BJP". Gandhi shared a video in which the MLA claimed that no matter which button is pressed on the EVM, the vote would go to the saffron party. On the other hand, stone pelting between supporters of the two key parties — Congress and the BJP — was reported from Nuh district in Mewat. Mewat has three Assembly constituencies -- Nuh, Ferozpur Jhirka and Punhana and about 500,000 voters. Voters at Sanghi in Haryana, which is the seat of former Chief Minister Bhupinder Singh Hooda, were dancing at the polling station as they waited for their leader.

Haryana records its lowest voter turnout in last 5 elections — at 63.55%

Polling began on Monday morning in 90 assembly constituencies of Haryana and during first over two hours poll percentage in the state was 7.44 per cent. Polling began at 7 am and will continue till 6 pm, officials said. As per the Election Commission data, brisk polling was going on in many districts. Among other districts, poll percentage in Jind was 7.91 per cent, <keyword id="57750" type="LOCATION" weightage="20" keywordseo="Bhiwani">Bhiwani</keyword> 10.76 pc, Ambala 6.67 pc, Palwal 8.88 pc, Gurgaon 6.40 pc, Faridabad 6.10 pc, Mewat 10.24 pc, Rewari 6.79 pc, <keyword id="49507" type="LOCATION" weightage="20" keywordseo="rohtak">Rohtak</keyword> 9.80 pc, Hisar 11 pc and in <keyword id="53970" type="LOCATION" weightage="20" keywordseo="Karnal">Karnal</keyword> district it was 5.92 pc. Panchkula district had the lowest polling percentage at 2.46 pc. As many as 1,169 candidates including 105 women of various political parties are contesting the election. The prominent figures include Chief Minister Manohar Lal <keyword id="900635" type="PERSON" weightage="20" keywordseo="Khattar">Khattar</keyword>, former chief minister Bhupinder Singh Hooda, JJP's Dushyant Chautala and INLD's Abhay Singh Chautala. Haryana's lone woman minister Kavita Jain along with her husband and BJP leader Rajiv Jain and their two children, both first time voters, were among the early voters to cast vote in Sonipat. Chief Minister Khattar was travelling by a Jan Shatabdi train from Chandigarh to to cast his vote in Karnal from where he is seeking re-election. Dushyant Chautala rode a tractor to reach the polling booth in Sirsa along with his wife Meghna and MLA-mother Naina Chautala to cast their votes. Congress leader Randeep Singh Surjewala along with his wife Gayatri exercised their right to franchise in Kaithal while Haryana Congress chief Kumari Selja exercised her vote in Sirsa. Wrestler-turned-politician and BJP candidate from <keyword id="80511" type="LOCATION" weightage="20" keywordseo="Dadri">Dadri</keyword>, Babita Phogat also cast her vote from her native village in Bhiwani along with his father Mahavir Phogat and sister Geeta Phogat. Some contesting candidates also offered prayers at temples and other places of worship before casting their votes. The BJP led by Khattar has set a target of winning 75 seats, while the Congress is hoping to make a comeback following a change in guard in the state. Currently, the BJP has 48 members in the state assembly. As many as 19,578 polling stations have been set, including 13,837 in rural areas, Chief Electoral Officer, Haryana, Anurag Agarwal said. Tight security arrangements have been made and over 75,000 security personnel have been mobilised for the polls, DGP Manoj Yadava said earlier. Over 1.83 crore voters are eligible to vote that includes 85 lakh women, over one lakh service voters and 252 transgenders. This time, out of total eligible voters, over 89 lakh young voters are under 40 years of age and there are also over 3.82 lakh voters, many of them first-timers, who fall in the age group of 18-19 years. As many as 27,611 voter verifiable paper audit trail (VVPAT) machines are being used for the polls. CEO Agarwal said that webcasting would be done at 3,100 critical and vulnerable polling stations in the state. Prime Minister Narendra Modi, Chief Minister Khattar and former chief minister Bhupinder Singh Hooda has appealed to people to come out and vote in large numbers. In the polls, Dushyant Chautala-led Jannayak Janta Party (JJP), a breakaway faction of the Indian National Lok Dal (INLD), is hoping for an improvement in its prospects following the debacle in Lok Sabha election, in which Bharatiya Janata Party had won all the 10 seats in the state. The JJP had emerged on the scene following a feud in the Chautala clan in December last year. The BSP, AAP, INLD-SAD combine, Swaraj India and the Loktantra Suraksha Party (LSP) have thrown their hat into the ring, though none of them is fighting on all 90 seats. Prominent amongst those in the contest are Chief Minister Khattar (Karnal), former chief minister and Congress Legislative Party leader Bhupinder Singh Hooda (Garhi Sampla-Kiloi) and Randeep Singh Surjewala (Kaithal). The BJP has fielded three sportspersons -- Babita Phogat (Dadri), Yogeshwar Dutt (Baroda in Sonipat) and Sandeep Singh (Pehowa) -- besides TikTok star Sonali Phogat (Adampur). Prestige of families of Haryana's famous 'Lals' -- Devi Lal, Bansi Lal and Bhajan Lal, who were former chief ministers--is at stake. Late Bansi Lal's daughter-in-law Kiran Choudhary (Tosham) and son Ranbir Mahendra (Badhra) are contesting as Congress candidates. Devi Lal's great grandson and JJP leader Dushyant Chautala (Uchana Kalan) and granddaughter-in-law Naina Chautala (Badhra) are fighting as JJP candidates. Devi Lal's grandson and former chief minister O P Chautala's son Abhay Singh Chautala is fighting as INLD candidate (from Ellenabad). Late Bhajan Lal's sons Kuldeep Bishnoi (Adampur) and Chander Mohan (Panchkula) are in the fray as Congress nominees. While BJP denied tickets to 12 of its 48 sitting legislators including two Ministers, the Congress retained its sitting legislators while the INLD saw its prominent faces switching over to the BJP, the Congress and the JJP. In the 2014 assembly polls, the BJP for the first time came to power in Haryana on its own winning 47 seats. It won the Jind bypolls earlier this year, taking its total strength in the state assembly to 48. The INLD had 19 MLAs while the Congress has 17 legislators. The BSP and the SAD had bagged one seat each in the last polls while five were Independents.
