According to the EC, eight parliamentary seats spread across six states are involved. The total number of polling stations for which verification has been sought is 92. Candidates who come second or third and seek verification of the EVMs will have to pay Rs 47,200 per EVM set, according to the standard operating procedure issued by the EC on June 1. According to the EC's Standard Operating Procedure (SOP), the cost submitted by manufacturers BEL and ECIL to carry out EVM "check and verification" is Rs 40,000 (plus 18 per cent GST) per set of EVM. "In addition to the cost incurred by the manufacturers, there are also administrative costs like cost of labour to shift the units, CCTV coverage, electricity charges, videography costs and various other operational costs at the district election officer level," the document said. It, however, said to make the <keyword id="21143428" type="General" weightage="20" keywordseo="verification-process" source="keywords">verification process</keyword> "more accessible" and inclusive in compliance to the referred mandate of the Supreme Court, it is decided that instead of going purely by the actual economic costs incurred, the administrative expenditure on <keyword id="22122362" type="General" weightage="100" keywordseo="EVM-verification" source="keywords">EVM verification</keyword> will be treated as "election expenditure and borne by the central or state government, as the case may be". "Accordingly, the administrative charges will be waived for the applicants -- the same shall not be charged to the applicants," it noted. The charges for EVM verification to be paid by the applicant candidate is for the current financial year 2024-25 -- till March 31, 2025, it said. An EVM set has at least one Ballot Unit, one Control Unit and a <keyword id="19975285" type="General" weightage="20" keywordseo="vvpat" source="keywords">VVPAT</keyword> machine. Separately, YSRCP and BJD candidates from Andhra Pradesh and Odisha respectively have also applied for EVM check following the announcement of assembly results on June 4. Assembly polls in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh were held along with the Lok Sabha elections. In the verification exercise for assembly poll results, total assembly constituencies involved are three where verification has been sought in 26 polling stations. According to the SOP, the concerned state chief electoral officer (CEO) was required to communicate to the manufacturers the consolidated list of applicants within 30 days of the date of declaration of results -- by July 4. The CEOs have already conveyed the same to the manufacturers 15 days ahead of the schedule, the EC said. The technical SOP enumerating the methodology and steps for checking and verification of burnt memory/ micro-controller of the EVM units will be issued by the EC in due course.

"It is their frustration that is pushing them to make baseless allegations," the BJP spokesman said. Budget has nothing for Maharashtra, says ruling alliance

Mumbai, Feb 1 () The ruling Shiv Sena, NCP and
Congress on Saturday termed as "disappointing" the Union
budget, claiming that it did not offer much to the "highest
tax-payers" Mumbai and Maharashtra.
Opposition BJP in Maharashtra hailed the Budget 2020-
21, saying it strengthens the economy and makes provision for
the welfare of all.
"The budget has left Maharashtra and Mumbai the most
disappointed. Mumbai gives highest tax, Maharashtra gives
highest tax to the Centre, but they were completely ignored,"
Revenue Minister and state Congress chief Balasaheb Thorat
told reporters here.
The budget presented by Union finance minister Nirmala
Sitharaman was "old wine in new bottle", he said.
Thorat also questioned the Union government's claim
that farmers' income would be doubled by 2022.
The agricultural growth rate should be 11 per cent to
achieve this goal, while the current rate is not moving beyond
2 per cent, the Congress leader said.
NCP MP Supriya Sule said, "Sensex plunged when the
budget was being presented in the House. It shows the budget
makes no sense."
 The Budget has introduced new slabs and reduced the
income tax rate for different slabs for individual income of
up to Rs 15 lakh per annum, if a taxpayer opts for foregoing
exemptions and deductions.
Referring to it, Shiv Sena spokesperson Manisha
Kayande said there was no clarity about the option offered.
"Who would not like to get a tax benefit? If a person
is investing in LIC or mediclaim, why would the person not opt
for tax benefit? People basically make these investments for
tax benefit apart from getting insurance (cover). So there is
no clarity on this," she said.
The Sena leader also expressed concern over "closing
down" of government-owned enterprises like Air India.
"It is a major drawback. Plus, they are banking
completely on LIC. Almost 290 million people invest in LIC.
That means the government is eying public money," she added.
Water Resources Minister and NCP leader Jayant Patil
said the budget offers nothing to give a momentum to the
economy.
"Farmers too have got nothing from the budget...the
budget is mere 'jumlebaazi' (gimmick)," the former Maharashtra
finance minister said.
NCP spokesperson Mahesh Tapase accused the government
of "over-commitment and under-delivery" leading to loss of
faith of investors, industry and consumers.
Tapase said the current gross GDP figures do not
support the government's claim about the target of USD 5
trillion economy.
Former Maharashtra chief minister Ashok Chavan said
the budget ignores the burning issue of unemployment and the
Union government was making no effort to increase purchasing
power of the poor and middle classes.
BJP leader and former chief minister Devendra Fadnavis
hailed the budget as "progressive and reform-oriented", saying
it lays the foundation of a "new India".
"The 2020 #JanJanKaBudget lays the foundation for the
journey of Bharat to Navbharat in this new decade, of an even
more developed and modern India with a greater speed ! Kisan
Rail, Krishi UDAN are path breaking steps for our farmers and
will fulfill the ASPIRATIONS of INDIA!" Fadnavis tweeted.

Not all of the state’s farmers have benefited from the state government’s <a href="https://economictimes.indiatimes.com/news/economy/agriculture/revised-farm-loan-waiver-norms-in-maharashtra-to-cost-rs-500-crore-more/articleshow/65588604.cms">loan waiver </a>and <a href="https://www.thehindubusinessline.com/economy/agri-business/farmers-in-maharashtra-village-finally-get-their-crop-cover-dues/article26785090.ece">crop insurance</a> schemes, with payouts from the latter being delayed due to bureaucratic inefficiencies. In fact, even after <a href="https://www.businessinsider.in/maharashtra-farmers-march-to-mumbai-to-ask-for-loan-waivers/articleshow/63274299.cms">a historic march</a> last year, the demands of the state’s farmers are yet to be met. In March 2018, around 40,000 farmers marched 180 kms to Mumbai with a list of demands that included full waivers of their loans, land rights, pensions and higher rates for their crops. The BJP-led Maharashtra government duly obliged, assuring them that their demands would be met, which lend to the end of the march on March 12th. However, a year later, these promised hadn’t been executed which led to <a href="https://www.newsclick.in/demands-unfulfilled-farmers-march-mumbai-again">another march</a> in February 2019 with similar demands. It was called off after a day, however, after the government was <a href="https://www.ndtv.com/india-news/farmers-end-march-to-mumbai-after-talks-with-maharashtra-government-1997592">forced to give in again </a>- providing more concrete assurances this time in all likelihood. Maharashtra is also facing an acute <a href="https://www.businessinsider.in/maharashtras-groundwater-crisis-is-so-bad-that-farmers-might-need-special-approval-to-plant-water-intensive-crops/articleshow/65578555.cms">groundwater crisis</a>, with groundwater levels in over <a href="https://indianexpress.com/article/cities/mumbai/maharashtra-expert-team-submits-report-on-proposed-groundwater-act-ministries-to-take-final-call-5509359/">3000 villages</a> dropping below the maximum depth of 3 metres. In fact, as per draft rules issued in August last year, farmers of water-intensive crops will have to get an approval from a state-appointed committee in order to cultivate them. This state going to polls today is the picture of India's rising inequality

During his election rallies, Prime Minister Modi had promised people that everyone would have a house to live in, under the project “Housing for All” which was targeted to be completed by 2022. Soon enough, his government moved in to fulfil the promise, but the 2.45 lakh constructed houses that are lying vacant all over India stand mocking both the PM and his promise. 
 
Out of the top 5 states that house constructed but vacant low-cost houses, we have Modi's home state Gujarat, along with BJP-ruled Maharashtra and Madhya Pradesh, as well as Delhi and Andhra Pradesh. 
 These low-cost houses were constructed under different urban housing schemes and were sanctioned under <keyword id="6412957" type="ORGANIZATION" weightage="100" keywordseo="Jawaharlal-Nehru-National-Urban-Renewal-Mission">Jawaharlal Nehru National Urban Renewal Mission</keyword> (<keyword id="6455794" type="ORGANIZATION" weightage="100" keywordseo="JNNURM">JNNURM</keyword>) and <keyword id="119473" type="PERSON" weightage="100" keywordseo="Rajiv-Awas-Yojana">Rajiv Awas Yojana</keyword> (RAY). As per the latest statistics of the ministry of housing and urban poverty alleviation, 14 lakh low-cost houses were sanctioned under these two major schemes, out of which only 8 lakh were built. Of this 8 lakh houses, 2.45 lakh houses are still to find residents. 
 Both the housing schemes were merged to launch the <keyword id="2910604" type="UNKNOWN" weightage="100" keywordseo="Pradhan-Mantri-Awas-Yojana">Pradhan Mantri Awas Yojana</keyword> under which, the government aims to build 2 crore low-cost houses, including 14 lakh for slum redevelopment dwellings.

What housing boom? 2.45 lakh houses lying vacant in India

After leading the baton of <a href="http://www.businessinsider.in/searchresult.cms?query=narendra+modi">Prime Minister Narendra </a><a href="http://www.businessinsider.in/searchresult.cms?query=narendra+modi">Modi</a>’s <a href="http://www.businessinsider.in/searchresult.cms?query=digital+india">Digital India mission</a>, now, <a href="http://www.businessinsider.in/Karnataka-government-sets-yet-another-example-access-4187-services-on-single-App/articleshow/48099007.cms">Karnataka’s Department of E-Governance</a> is showing promptness in rolling out services under the e-District program. 
 
As reported by The Economic Times, the state is all set to introduce 376 government services under the banner. Surprisingly, the count of services is four times more than BJP-ruled Maharashtra, where the number is limited to 85. This is the highest count in the country as of now. 
 <keyword id="2637574" type="UNKNOWN" weightage="20" keywordseo="Rathan-U-Kelkar">Rathan U Kelkar</keyword>, CEO of <keyword id="6354780" type="ENTERTAINMENT" weightage="20" keywordseo="Karnataka">Karnataka</keyword>’s <keyword id="1391650" type="ORGANIZATION" weightage="20" keywordseo="Centre-for-E-Governance">Centre for E-Governance</keyword>, told ET, "Other states have started earlier, but we feel we are in line with the requirements of Digital India as many of our departments are already ready with a lot of these services. We are integrating all of them on the e-district platform and with this; we will be number one in e-services in the country." 
 
The services in the e-District program will take account of services related to revenue department, motor vehicles department, education, police, forest, industries, Backward Classes department, registration of vehicles and land, among others. 
 
To avail the services, all that a native of <a href="http://www.businessinsider.in/searchresult.cms?query=Karnataka">Karnataka </a>would have to do is visit a citizen service centre like the one in Banglore or Atal Janasnehi Kendra and provide a few relevant documents. The franchisee running the centre will do the rest of the required documentation and will sent it across to the concerned department via Internet. 
 
Kelkar informed, "We will have about 5,000 such centers in the state, almost one for each gram panchayat. The citizen will ask for his requirement, the franchise will upload all documents and send it. The concerned department will process it and an SMS will go to the citizen after a few days saying your document is ready and you can go to the centre. It will be digitally signed and handed over to him." 
 
In addition to this, the state is looking to cover 1,200 services in the next stage of this project. "For this, we have to sit with the departments, understand their back-end processes and figure out how best we can onboard all of these 1,200 services that we have listed," he added.

Congress-ruled Karnataka to lead Modi’s ‘Digital India’ initiative

A day after PM <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> addressed people on completion of one year in power, President of Bharatiya Janata Party (BJP) Amit Shah addressed a news conference today, claiming how his party-led federal government had brought a wind of change within a year. 
 
Addressing mediapersons in the national capital, Shah, also a close aide of Modi, said the present government was visible and had weeded out the trust deficit among people towards it. 
 
Shah said that post-independence, people of the nation gave a chance to a non-Congress government. The BJP had won 282 seats in general elections last year and the Congress was left with just 44. 
 
“Earlier, people used to look for government and there was no trust. But, things have changed and now the government is pro-active and has worked to improve the federal structure of India,” said Shah. 
 
Shah, was a star campaigner during general elections who turnaround BJP’s fate in Uttar Pradesh also. He was elevated to President rank in BJP post party’s win after Rajnath Singh took charge as Home Minister. 
 
Meanwhile, Shah also boasted that no one from the opposition could level corruption charges against any minister in Modi’s cabinet. 
 
He took a jibe on Congress over coal scam, saying under Modi regime, the country benefitted immensely from coal block auctions this year. 
 
Shah also attacked Congress on black money issue, which was one of the poll planks last year. 
 
Modi has vowed to bring back money stashed away in abroad. “We have enacted law on black money and we are determined to get it back,” said Shah. 
 
Replying to ‘suit boot ki sarkar’ jibe by Congress, Shah said it was a thing of the past now, while replying to a question. 
 
Later, Shah is to visit Haryana to kick-start 200 big rallies to mark first anniversary of the government. 
 
While he claims that the country wants a change which is why it voted BJP in Maharashtra, Haryana, Jammu and Kashmir (in coalition), it is yet to see how the party will perform in Bihar elections.
