Odisha has 21 Lok Sabha constituencies in the state. Navin Patnaik’s BJD (Biju Janata Dal) is fighting from all these constituencies of Odisha for the 2019 Lok Sabha elections. The Chanakya exit polls prediction for 2019 Lok Sabha elections forecast 7 seats for the BJD for the parliament out of the 21 seats. CVoter has predicted 11 seats for the party while India Today exit poll results say the party will bag only 4 seats from the state of Odisha. In 2014 Lok Sabha elections, BJD got 20 out of 21 seats leaving the remaining 1 seat for the BJP. In 2009 Lok Sabha elections, the results saw BJD 14 seats from the state leaving 6 seats for INC and 1 seat for CPI. The key candidates who fought for BJD from Odisha are as follows. From Kalahandi seat, Pushpendra Singh Deo contested for the party. Chandrasekhar Sahu contested from Berhampur seat, from the Bargarh seat Prasanna Acharya has fought the elections. The sitting MPs Bhartruhari Mahtab and Pinaki Mishra contested from their winning constituencies Cuttack and Puri once again. MP Rabindra Kumar Jena fought once again from his winning constituency Balasore. NDTV’s exit poll predictions say the BJD is bound to win 11 seats in the state just one more seat than what is predicted for the BJP out of the 21 seats in the state. However, BJD is hopeful of repeating the thumping performance it showed during the assembly elections when it secured a two-third majority. The party hopes it can repeat the same performance and can get not less than 15 seats in the state in 2019 Lok Sabha elections once the results are announced. BJD winner candidate list for Lok Sabha Election 2019

The <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> might have gained few Lok Sabha seats from <keyword id="6357961" type="LOCATION" weightage="20" keywordseo="odisha">Odisha</keyword>, but it hasn’t been able to dethrone the state’s chief minister of 19 years – <keyword id="43385" type="PERSON" weightage="20" keywordseo="Naveen-Patnaik">Naveen Patnaik</keyword>. Patnaik, who has been in power for four consecutive terms, faced threat from BJP’s rising popularity in the state. What’s interesting is that Odisha has been one of the states which saw a rising influence of the BJP. In the 2014 general elections, the BJP had barely managed to bag one seat from the state. But this time around, the BJP has managed to get 7 seats from the state. The exit polls had predicted 10 seats for the BJP. Interestingly, BJP used to be an ally for the <keyword id="42474" type="ORGANIZATION" weightage="20" keywordseo="BJD">BJD</keyword> until 2009 when the two parties split up reportedly due to seat allocation differences. Naveen Patnaik, has gone on to win a record fifth term as the Chief Minister of the state. However, in the past year, several BJD top leaders exited the party – with founding member and Kendrapada MP Baijayant Panda joining the BJP. Panda went on to be the National Vice-President of the BJP. While rumours of his ill-health have also been doing the rounds, to dissipate those rumours, Patnaik even<a href="https://indianexpress.com/elections/rumours-of-naveen-patnaiks-ill-health-bjd-releases-his-exercise-video-on-whatsapp-lok-sabha-elections-5661233/"> released </a>a video of him working out and also gave out interviews while in the gym. Patnaik comes from one of Odisha’s political legacy families. His father Biju Patnaik was the third Chief Minister of the state from the Janata Dal. When his father had passed away in 1997, Naveen Patnaik fought Lok Sabha elections to win from the Aska parliamentary constituency. Three years later, in the Assembly elections, Patnaik, having formed his political party Biju Janata Dal, went on to win the elections. In the 2014 assembly elections in Odisha, Patnaik’s BJD won by securing 117 seats out of the 147 seats in the state assembly. Modi may return as PM because Mamata Banerjee and Naveen Patnaik have ceded more seats to BJP than they wanted

The National Democratic Alliance (NDA) led by the Bharatiya Janata Party (BJP) is leading in 353 seats compared to its rival the United Progressive Alliance (UPA) that is ahead in 90 seats. The BJP made history even five years back when it clocked in a full majority, the first for any government since 1984.  No single rival was fighting Modi to win on his/her own. A motley crew of former foes were waiting for the final tally before they could stitch a suitable coalition that would end Modi's reign. However, as the counting progressed on May 23, it became evident very early that the the room for any political manoeuvre was limited, and eventually, even that disappeared. The Indian National Congress, the only national party other than the BJP, nearly doubled its seat count in the Lok Sabha, the lower house of India's Parliament, but for Rahul Gandhi, Congress' President, could not escape the embarrassment of having lost a seat, Amethi, that was seen as family bastion for decades. A grand alliance of regional parties, led by Bahujan Samaj Party's Mayawati and Samajwadi Party's Akhilesh Yadav, pitched itself as an alternative to Modi's strongman vibe. However, the camaraderie failed to strike a chord with the voters of Uttar Pradesh-- India's most populous state that is home to these two parties. The music stopped for the Mahagathbandhan when hoards of <a href="https://www.businessinsider.in/narendra-modi-varanasi-up-lok-sabha-election-result-2019/articleshow/69455114.cms" data-type="tilCustomLink" target="_blank">people in Varanasi</a> danced to Modi's tunes on April 25. The final result for the grand alliance were 15 Lok Sabha seats. Modi's rivals cried against the <a href="https://www.businessinsider.in/indias-government-wants-you-to-believe-that-demonetisation-didnt-slow-down-the-economy/articleshow/67785050.cms" data-type="tilCustomLink" target="_blank">whimsical demonetisation</a>, the <a href="https://www.businessinsider.in/unemployment-in-india-is-at-its-highest-in-45-years-says-an-indian-daily-citing-an-undisclosed-jobs-survey/articleshow/67769020.cms" data-type="tilCustomLink" target="_blank">peaking unemployment</a>, the <a href="https://www.businessinsider.in/congress-promises-farm-loan-waiver-after-bjp-offers-minimum-income-support-in-budget-2019/articleshow/67827116.cms" data-type="tilCustomLink" target="_blank">mounting farm distress</a>, and the <a href="https://www.businessinsider.in/patriot-act-godse-debate-kamal-haasan-vs-sadhvi-pragya-bjp/articleshow/69372552.cms" data-type="tilCustomLink" target="_blank">uneasy polarisation</a>, but none of that left as much as a scratch on Modi's chances.  The adolescent Indian democracy was looking for <a href="https://www.businessinsider.in/jlf-gandhi-vs-modi-bjp-vs-congress-dont-understand-indian-voters/articleshow/67685811.cms" data-type="tilCustomLink" target="_blank">a Presidential clash</a> but the opposition could not nominate a powerful alternative to Modi. The writing was on the wall but the regional satraps and national figureheads continued playing hardball with each other, and the potential of a desperate <a href="https://www.businessinsider.in/the-avengers-endgame-lesson-for-modi-rahul-gandhis-congress-and-mahagathbandhan/articleshow/69138766.cms" data-type="tilCustomLink" target="_blank">anti-Modi coalition</a> was never fully realised. The momentum was so strong in Modi's favour that even the terror accused Sadhvi Pragya Thakur-- who was also reprimanded for calling <a href="https://www.businessinsider.in/patriot-act-godse-debate-kamal-haasan-vs-sadhvi-pragya-bjp/articleshow/69372552.cms" data-type="tilCustomLink" target="_blank">Mahatma Gandhi's assassin Nathuram Godse a 'patriot'</a>-- <a href="https://www.businessinsider.in/sadhvi-pragya-thakur-vs-dijvijaya-singh-bhopal-lok-sabha-election-results-2019/articleshow/69456794.cms" data-type="tilCustomLink" target="_blank">won Bhopal with a huge margin</a>. The north-south divide The Modi wave was strong and pervasive but it limited largely to the north of India.  The BJP definitely improved its tally in Karnataka but it could not make any further headway into the other four major states-- Tamil Nadu, Kerala, Andhra Pradesh, and Telangana. While the Dravida Munnetra Kazhagam (DMK) swept Tamil Nadu with 31 out of 39 seats, Jaganmohan Reddy's victory in Andhra Pradesh marked <a href="https://www.businessinsider.in/ap-andhra-pradesh-assembly-elections-2019-jagan-reddys-win-marks-the-rise-of-the-prodigal-son/articleshow/69462170.cms" data-type="tilCustomLink" target="_blank">the rise of the prodigal son</a>. Reddy's immediate neighbour to the west, K Chandrshekhar Rao successfully <a href="https://www.businessinsider.in/telangana-lok-sabha-election-result-2019-trs-vs-congress-vs-tdp-vs-bjp/articleshow/69445813.cms" data-type="tilCustomLink" target="_blank">protected his territory</a>, Telangana, for a second time in less than a year. Rao called for a premature assembly election in Telangana in 2018 and came out of it with flying colours. The only other place Modi faced <a href="https://www.businessinsider.in/the-tmc-and-bjp-are-fighting-over-the-nrc-in-west-bengal/articleshow/69194392.cms" data-type="tilCustomLink" target="_blank">any challenge was in West Bengal</a>. Trinamool Congress (TMC) leader Mamata Banerjee did not pretend to play nice as BJP marched on to claim the eastern state. The clash of titans stirred the volatile electorate with a long history of violence. The BJP may have ended up second in the state but it bagged 18 precious seats that established the party as a serious player in the state for the first time ever. None of this was a surprise. BJP smelled the resentment against the local leadership in the east, and invested itself heavily. Modi himself addressed 17 rallies in Bengal, the most after Uttar Pradesh. The party cadre was funded and fuelled in Odisha and the north-eastern states and all of this paid off rich dividends, much on expected lines. Swinging states Six months earlier, <a href="https://www.businessinsider.in/here-are-some-reasons-why-indias-ruling-party-lost-to-its-main-rival-in-three-very-important-state-elections/articleshow/67057122.cms" data-type="tilCustomLink" target="_blank">BJP had to face defeat in state elections</a> in Madhya Pradesh, Rajasthan, and Chhattisgarh. The party had just whisked past the halfway mark in Gujarat, Modi's home state. These results rejuvenated the Congress and, may be, made it a bit complacent too. Within six months, the same states swung back to voting for the BJP. In Modi's home state Gujarat, the BJP is leading in all 26 seats, in 9 out of 11 seats in Chhattisgarh, and in all but one seat in MP-- a stark contrast to the picture of struggle in the assembly elections in December. In Bihar too, the NDA is miles ahead of competition-- leading in 32 out of the state's 40 seats-- including in high-profile constituencies like <a href="https://www.businessinsider.in/kanhaiya-kumar-vs-giriraj-singh-begusarai-lok-sabha-election-result-2019/articleshow/69453161.cms" data-type="tilCustomLink" target="_blank">Begusarai</a> and Patna Sahib. Debutante politician Kanhaiya Kumar, from the Communist Party of India (Marxist), has less than half the number of votes as rival from BJP, the veteran Giriraj Singh, who was also a minister in Modi's government. In Patna Sahib, sitting Parliamentarian Shatrughan Sinha is trailing Union Telecom Minister Ravi Shankar Prasad, who has over 55% of the votes. There 17 other candidates in this constituency. Congress' solace Congress is leading in Punjab and Kerala, while its biggest ally the Dravida Munnetra Kazhagam (DMK) is cornering maximum votes in Tamil Nadu. In Kerala's Wayanad, Rahul Gandhi is ahead with 67% of the votes where there are 20 other candidates. It was a face saver for Gandhi as he lost the family bastion Amethi to the firebrand from BJP, Smriti Irani. India’s markets celebrated the results. The Sensex hit <a href="https://www.businessinsider.in/sensex-rallies-550-points-as-bjp-leads-convincingly-in-vote-counting/articleshow/69458099.cms" data-type="tilCustomLink" target="_blank">the 40,000 mark for the first time ever</a> as investors hoped that the stability of continuing policies may the give the economy the much-needed fillip. His electoral feats and political might notwithstanding, those who care for it will blame Modi for demonetisation forever. Modi may have pitched himself as a pro-business reformer but experts have expressed fear that if he gets a second term, his policies are likely to be more socialist and akin to the proposals of <a href="https://www.nytimes.com/2019/05/19/opinion/india-elections-modi.html">Bernie Sanders in the US</a>, and not like the policies of Ronald Reagan. Nonetheless, the baton remains with Modi. The <keyword id="19895782" type="General" weightage="20" keywordseo="Election-Commission" source="keywords">Election Commission</keyword> has received eight applications from aggrieved <keyword id="19902220" type="General" weightage="20" keywordseo="candidates" source="keywords">candidates</keyword>, including those from the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="153" meta.entityid="BJP">BJP</keyword> and the <keyword id="19895371" type="General" weightage="20" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="153" meta.entityid="Congress">Congress</keyword>, for verification of tampering or modification in micro-controller chips embedded in the EVMs post declaration of Lok Sabha election results on June 4. Terming the suspicion of manipulation of the electronic voting machines "unfounded", the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> had on April 26 rejected the demand for reverting to the old paper ballot system. But at the same time, the top court had opened a window for the aggrieved unsuccessful candidates securing second and third places in the poll results and allowed them to seek verification of micro-controller chips embedded in five per cent EVMs per assembly constituency on a written request upon the payment of a fee to the poll panel. BJP's Ahmednagar (Maharashtra) candidate Sujay Vikhe-Patil has sought verification of the machines from 40 <keyword id="20300567" type="General" weightage="20" keywordseo="polling-stations" source="keywords">polling stations</keyword>. Vikhe-Patil had lost to Nilesh Lanke of NCP (Sharad Pawar) faction. A YSRCP and a DMDK candidate too have applied for the verification, according to data shared by the poll panel. According to the EC, eight parliamentary seats spread across six states are involved. The total number of polling stations for which verification has been sought is 92. Candidates who come second or third and seek verification of the EVMs will have to pay Rs 47,200 per EVM set, according to the standard operating procedure issued by the EC on June 1. According to the EC's Standard Operating Procedure (SOP), the cost submitted by manufacturers BEL and ECIL to carry out EVM "check and verification" is Rs 40,000 (plus 18 per cent GST) per set of EVM. "In addition to the cost incurred by the manufacturers, there are also administrative costs like cost of labour to shift the units, CCTV coverage, electricity charges, videography costs and various other operational costs at the district election officer level," the document said. It, however, said to make the <keyword id="21143428" type="General" weightage="20" keywordseo="verification-process" source="keywords">verification process</keyword> "more accessible" and inclusive in compliance to the referred mandate of the Supreme Court, it is decided that instead of going purely by the actual economic costs incurred, the administrative expenditure on <keyword id="22122362" type="General" weightage="100" keywordseo="EVM-verification" source="keywords">EVM verification</keyword> will be treated as "election expenditure and borne by the central or state government, as the case may be". "Accordingly, the administrative charges will be waived for the applicants -- the same shall not be charged to the applicants," it noted. The charges for EVM verification to be paid by the applicant candidate is for the current financial year 2024-25 -- till March 31, 2025, it said. An EVM set has at least one Ballot Unit, one Control Unit and a <keyword id="19975285" type="General" weightage="20" keywordseo="vvpat" source="keywords">VVPAT</keyword> machine. Separately, YSRCP and BJD candidates from Andhra Pradesh and Odisha respectively have also applied for EVM check following the announcement of assembly results on June 4. Assembly polls in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh were held along with the Lok Sabha elections. In the verification exercise for assembly poll results, total assembly constituencies involved are three where verification has been sought in 26 polling stations. According to the SOP, the concerned state chief electoral officer (CEO) was required to communicate to the manufacturers the consolidated list of applicants within 30 days of the date of declaration of results -- by July 4. The CEOs have already conveyed the same to the manufacturers 15 days ahead of the schedule, the EC said. The technical SOP enumerating the methodology and steps for checking and verification of burnt memory/ micro-controller of the EVM units will be issued by the EC in due course.

The government's decision to remove <keyword id="22142879" type="General" weightage="20" keywordseo="indexation-benefit" source="keywords">indexation benefit</keyword> on sale of old property will result in huge <keyword id="22544904" type="General" weightage="20" keywordseo="inflow-of-black-money" source="keywords">inflow of black money</keyword> in <keyword id="19895040" type="General" weightage="100" keywordseo="real-estate" source="keywords">real estate</keyword> and investments in the sector will go down, AAP Rajya Sabha member <keyword id="19934326" type="General" weightage="20" keywordseo="Raghav-Chadha" source="keywords">Raghav Chadha</keyword> said on Thursday. Asking the government to roll back the proposal, Chadha, while taking part in the discussion on the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25, said people will never be able to buy their "dream homes". "Restore indexation on <keyword id="20584761" type="General" weightage="20" keywordseo="long-term-capital-gains" source="keywords">long-term capital gains</keyword>. Throughout the world, to woo investors to invest they are incentivised. In this country, by removing indexation we are disincentivising the investor class," he said, adding that removing indexation is not imposing <keyword id="19987671" type="General" weightage="20" keywordseo="tax" source="keywords">tax</keyword> but it is equivalent to "penalising investors". He said as a result of the step proposed by <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> Nirmala Sitharaman in the Budget 2024-25, individuals selling old properties will incur higher tax outgo. "If you do not bring back indexation three things will happen in this country. First, <keyword id="19895437" type="General" weightage="20" keywordseo="investment" source="keywords">investment</keyword> in real estate will go down and people will never be able to buy their 'dream homes'," Chadha asserted. He further said there will be undervaluation of property deals, people will buy properties at 'circle rates' and will never disclose the real value of the property. "Third, there will be a huge inflow of <keyword id="20592248" type="General" weightage="20" keywordseo="black-money" source="keywords">black money</keyword> if you don't roll back this decision to withdraw indexation," he said. In the Union Budget 2024-25, the government proposed reducing the long-term capital gains tax on immovable properties to 12.5 per cent from 20 per cent, but removed the indexation benefits to adjust for inflation. As per the Memorandum to the Union Budget, with rationalisation of rate to 12.5 per cent, indexation available under Section 48 of the Income Tax Act has been proposed to be removed for calculation of any long-term capital gains, which is presently available for property, gold and other unlisted assets. Chadha also highlighted the high tax burden faced by common people and asked for a comprehensive review of both direct and indirect taxes. "We impose taxes like the Europeans do, to get services like sub-Saharan countries," he added. Taking part in the discussion, Debashish Samantaray of the BJD said the central government has given a raw deal to all eastern states like Odisha, Jharkhand, West Bengal in the Budget. He charged that in spite of Odisha giving 20 seats to the BJP, there was hardly anything for the state in the Union Budget. He noted that "regional aspiration should be addressed", and asked the central government to treat all states as equal. RJD's Sanjay Yadav attacked the government stating the Budget had nothing for the poor and marginalised and only catered to the rich and powerful. He noted that his party has been demanding special category status for Bihar for a very long time. Yadav said instead of dividing people on the basis of religion and caste, the government should work towards generating employment in the country. Medha Vishram Kulkarni of BJP and Rajani Ashokrao Patil of INC also participated in the debate. C V Shanmugham of AIADMK said allocation in the Budget does not significantly address the pressing needs of Tamil Nadu's infrastructure, health care, Social justice and education. The government has mentioned 76 projects in Tamil Nadu, but most of them are pre-existing ones getting a facelift. Moreover, in the Budget, no help in flood mitigation was provided, despite the state being prone to cyclones. There is no mention of a linkage of Kaveri and Godawari in the Budget, he said. Samirul Islam of AITC said this Budget is anti-people, anti-poor and anti-Bengal. It only satisfies Bihar and Andhra Pradesh's allies and is to save the government. "The Budget has deprived Bengal," he said. It has also ignored the people, especially the unorganised sector. 83 per cent of India's workforce is employed by unorganised sectors and failed to announce a comprehensive scheme for them and migrant workers, he said. M Mohamed Abdulla of the DMK said the Budget has provoked a constructive debate and disappointment in Tamil Nadu, a state known for its economic contributions. Tamil Nadu expected support and recognition in the budgetary allocations, but received nothing. The government is supposed to represent the people of the country as a whole. However, it is very unfortunate and unfair to see unequal distribution to the state governments, especially for the non-BJP ruled states like Tamil Nadu which provides the highest tax for the government, he said.

A motley crew of regional satraps ahead of the last phase of polling may be a crucial political manoeuvre. On May 19, 60 seats in Bihar, Uttar Pradesh, Jharkhand, Punjab, Madhya Pradesh, Himachal Pradesh and Chandigarh are going to the polls. The Kingmakers Apart from its traditional rival, the Congress Party-led United Progressive Alliance (UPA), the BJP-led National Democratic Alliance (NDA) is challenged by Mahgathbandhan or a Grand Alliance that includes 12 political parties. It is led by Mayawati of Bahujan Samaj Party (BSP), and <keyword id="6355031" type="PERSON" weightage="20" keywordseo="akhilesh-yadav">Akhilesh Yadav</keyword> of <keyword id="6354265" type="DEFINITION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword> (SP), who were former foes turned friends; proving yet again politics makes strange bedfellows. These are the clear sides in the election so far and one of the leaders is likely to become the next Prime Minister. However, the BJD, the YSR Congress, its state rival TDP, and the Telegana Rashtra Samiti (TRS) led by K Chandrashekhar Rao who are yet to pick sides, will have fewer seats but an outsized say in deciding the winner of this Lok Sabha election, in the case of an utterly fractured mandate. The three states put together have 86 seats at stake in the Lok Sabha. Even half of those seats will wield significant power in case any of the other three national coalitions fail to cross the halfway mark. ‘Special’ unity The one factor binding four out of the five regional parties is the demand for ‘special status’ for their respective states. Special status is given to states with historic disadvantages be it geographic issues like tough terrains or unviable state finances. It provides them with autonomy like the ability to establish development boards, and decide on reservations. Special status has also been the bone of contention between BJP and TDP. TDP head Chandrababu Naidu broke away from the NDA, after BJP refused the status, as Naidu re-builds the state after Telangana split from AP. What is bringing these parties together is a recent comment from the union finance minister and BJP leader Arun Jaitley that categorically dismissed the demand for <a href="http://www.newindianexpress.com/business/2019/apr/04/arun-jaitley-against-special-status-special-financial-packages-for-states-1960238.html">special status for AP</a>, saying the ‘time for seeking special status is over’. While JD(U) has denied any attempt to break away from the NDA, it has enough common ground with the other four parties that can influence government formation. This may be the prelude to hectic parleys after the results on May 23.
