<keyword id="23820" type="General" weightage="20" keywordseo="footwear" source="Orion">Footwear</keyword> retailers have sought more time for the implementation of norms of the Quality Control Order, 2020 (QCO), for footwear manufacturers. QCO norms for footwear are slated to be enforced from July 1 in the country. Retailers have urged the government to give them 8-10 months of additional time from the effective date of the QCO for footwear manufacturers. This request is meant to allow retailers to place orders and procure stocks of Bureau of Indian Standards (BIS)-compliant footwear from manufacturers, the retailers said in their request. The Department for Promotion of Industry and Internal Trade (DPIIT) issued QCO for footwear made from leather, rubber or polymer. Once implemented, it will make it compulsory to conform with the Indian Standards and footwear products will also be required to bear a Standard Mark under a licence. Saurabh Sanyal, CEO and Secretary, PHD Chamber of Commerce and Industry (PHDCCI), said that the implementation of QCO at this crucial juncture without much time for transition for the retail industry has created a precarious situation and will be an impediment to the operation, growth and sustenance of the footwear retail sector. "While the industry is gearing up for readiness of QCO compliance for new manufacturing, as of now there has been no clarity for applicability of QCO on the inventory manufactured or procured prior to June 30, 2023 (before QCO effective date), for which large capital has been deployed by pan-India retailers while incurring a huge amount of taxes, duties and levies," Sanyal said. The retailers said that most of the manufacturing plants still do not have internal testing facilities within their premises. They will require further investments and time for setting up such facilities before applying for the BIS registration and certification process. According to the PHDCCI statement, only a miniscule of manufacturers or suppliers have been able to receive the BIS licences till date with 30 licences issued across 10 leather footwear categories, and 18 licences for 13 categories of non-leather footwear. At the current pace, the certification process for most manufacturers will not be completed even after the QCO's effective date, it added. Moreover, the retail industry players said that they were determined to adopt the QCO and are aligned with Prime Minister's clarion call for "Zero-Defect-Zero Effect" manufacturing. They said that while the manufacturers have already commenced the process for getting BIS registration and licences to comply with QCO requirements, the existing infrastructure and testing facilities are not sufficient to cater to the current requirements of stringent BIS testing and certification for all the manufacturers and products being manufactured. BIS had still not come up with product manuals for some standards, testing equipment required, testing methodologies and procedures, they added. Footwear retailers seek 8-10 month extension to implement BIS quality control order

The Indian government has issued mandatory quality norms for helmets for <keyword id="11098" type="General" weightage="50" keywordseo="police" source="Orion">police</keyword> force, <keyword id="19272840" type="General" weightage="20" keywordseo="bottled-water-dispensers" source="Orion">bottled water dispensers</keyword>, and <keyword id="15948129" type="General" weightage="20" keywordseo="door-fittings" source="Orion">door fittings</keyword> to curb the import of sub-standard goods and boost domestic manufacturing of these goods. Three separate notifications -- Helmets for Police Force, Civil Defence and Personal Protection (Quality Control) Order, 2023, Bottled Water Dispensers (Quality Control) Order, 2023, and Door Fittings (Quality Control) Order, 2023 -- were issued in this regard by the Department for Promotion of Industry and Internal Trade (<keyword id="7281036" type="General" weightage="40" keywordseo="dpiit" source="Orion">DPIIT</keyword>) on October 23. Under these orders, items cannot be produced, sold, traded, imported and stocked unless they bear the Bureau of Indian Standards (BIS) mark. These orders will come into force with effect from six months from the date of publication of the notifications, the DPIIT said. In order to safeguard the domestic small/micro industries, ensure smooth implementation of the QCO and ease of doing business, relaxations have been granted to small/micro industries as regards to timeliness, additional nine months have been given to small industries and an additional 12 months to micro industries, the department said. DPIIT in consultation with BIS and stakeholders has been identifying key products for notifying QCO. This has led to the initiation of development of more than 60 new QCOs covering 318 product standards. Violation of the provision of the BIS Act can attract imprisonment of up to two years or a fine of at least Rs 2 lakh for the first offence. In case of second and subsequent offences, the fine will increase to a minimum of Rs 5 lakh and extend up to 10 times of the value of goods or articles. Various initiatives, including the development of QCO, are being undertaken by the department to develop quality sensitisation among users and manufacturers alike. These initiatives, coupled with developing quality testing labs and product manuals, would help build a quality ecosystem in the country, it said. Mandatory QCOs help curb the import of sub-standard products, prevent unfair trade practices and ensure the safety and well-being of consumers as well as the environment. These initiatives, coupled with the development of testing labs, product manuals, and accreditation of test labs, would aid the development of a quality ecosystem in the country. Earlier, such orders have been issued for several goods, including smart meters, welding rods and electrodes, cookware and utensils, fire extinguishers, electric ceiling fans and domestic gas stoves.

During the search and seizure operations conducted by the Bureau of Indian Standards (BIS), a quantity of 9,565 and 30,229 was seized during the years 2021-22 and 2022-23 (up to January 25, 2023), respectively. According to a written reply by the Ministry of Consumer Affairs in Rajya Sabha on Friday, safety of toys is under compulsory BIS certification from January 1, 2021 as per the Toys (Quality Control) Order, 2020 issued by the Department for Promotion of Industry and Internal Trade (DPIIT) under Section 16 of the BIS Act, 2016. Accordingly, it has been compulsory for toys to conform to the corresponding <keyword id="16463872" type="General" weightage="20" keywordseo="indian-standards-for-safety-of-toys" source="Orion">Indian Standards for Safety of Toys</keyword> and to bear <keyword id="148437" type="General" weightage="50" keywordseo="bureau-of-indian-standard" source="Orion">Bureau of Indian Standard</keyword> (BIS) Standard Mark under a licence from BIS as per Scheme-I of Schedule -II of BIS (Conformity Assessment) Regulations, 2018. As per this Quality Control Order, read with Section 17 of the BIS Act, 2016, no person shall manufacture, import, distribute, sell, hire, lease, store or exhibit for sale any toys without the ISI mark, said the reply. Under the BIS Product Certification scheme, a licence is granted to manufacturing units to use the Standard Mark on the product as per the relevant Indian Standards. Accordingly, toy manufacturing units including foreign manufacturing units exporting toys to India are required to obtain a BIS licence for the safety of toys, said the Ministry's reply. The Ministry said that BIS has granted 1,037 licences to domestic units and 30 licences to foreign toy manufacturing units. As part of its product certification, BIS also conducts factory and market surveillance under which samples of ISI marked toys are drawn from the factories and market and tested in labs according to the Indian Standard, to ensure that ISI marked toys available to consumers are safe and conforming to prescribed standards.

Hunt for uncertified toys continues; BIS conducts 100 search operations

More than 18,000 toys from major stores across the country, including those of <keyword id="102844" type="General" weightage="50" keywordseo="hamleys" source="Orion">Hamleys</keyword> and Archies, have been seized by the government through 44 raids conducted in the past two weeks, official sources informed. Over 18,000 toys from Hamleys, Archies stores seized for violating quality control norms

New Delhi, <keyword id="6356303" type="LOCATION" weightage="20" keywordseo="Centre">Centre</keyword> has exempted '<keyword id="6502685" type="COMPANY" weightage="20" keywordseo="handicraft">Handicraft</keyword>, GI Toys' from <keyword id="2910758" type="PERSON" weightage="20" keywordseo="Quality-Control-Order">quality control order</keyword>. The development comes after the Department for Promotion of Industry and Internal Trade (DPI) released the Toys (Quality Control) Second Amendment Order, 2020. Subsequently, the order exempts goods manufactured and sold by artisans registered with "Development Commissioner' (Handicrafts), from use of 'Standard Mark under license from <keyword id="59330" type="COMPANY" weightage="20" keywordseo="Bureau-of-Indian-Standards">Bureau of Indian Standards</keyword>, as per Scheme1 of Schedule-II of BIS (Conformity Assessment) Regulations, 2018". "The 'Amendment Order 2020', also exempts products registered as 'Geographical Indications' from following 'Indian Toy Standards' and compulsory use of Standard Mark licence from Bureau as per Scheme 1 of Schedule-II of BIS(CA) Regulations, 2018," the Ministry of Commerce and Industry said in a statement on Saturday. Handicraft, GI Toys exempted from 'Quality Control Order'

New Delhi, Jan 23 () The Department for Promotion of Industry and Internal Trade (DPIIT) has come out with quality control norms for domestic pressure cookers with a view to contain import and production of sub-standard products in the country.
 According to a DPIIT notification, domestic pressure cookers would have to conform to the specified standards and bear the standard mark under a licence from the Bureau of Indian Standards (BIS).
 The item cannot be produced, sold/traded, imported and stocked unless they bear BIS mark.
 The order will come into force with effect from August 1 this year.
 BIS "shall be the certifying and enforcement authority for the goods," according to the notification.
 However, it added that the order -- Domestic Pressure Cooker (Quality Control) Order, 2020 -- shall not apply to goods or articles meant for export purposes.
 The department has also issued quality control norms for certain steel items and cables.
 The move assumes significance as the government is working to formulate technical regulations, which include safety and quality standards, for over 350 products with a view to cut imports of those non-essential items. RR

New Delhi, Feb 7 () The Department for Promotion of Industry and Internal Trade (DPIIT) has come out with quality control norms for LPG rubber hose with a view to contain import and production of sub-standard products in the country. The department said that all rubber hoses used for domestic, commercial and industrial applications will have to conform to Bureau of Indian Standard (BIS) norms. "This will ensure enhanced safety of domestic commercial and industrial users. Rubber hose for LPG will bear this standard mark of the BIS," it said. The department has also issued quality control norms for certain steel items and cables and pressure cooker. The move assumes significance as the government is working to formulate technical regulations, which include safety and quality standards with a view to cut imports of those non-essential items. New Delhi, Jan 22 () The Department for Promotion of Industry and Internal Trade (DPIIT) has come out with quality control norms for certain steel items and cables, a move which will help in containing import and production of sub-standard products in the country.
 As per two separate orders, these products shall have to conform to the specified standards and bear the standard mark under a licence from the Bureau of Indian Standards (BIS).
 The notified items cannot be produced, sold/traded, imported and stocked unless they bear BIS mark.
 The goods included steel tubes, tubulars and other wrought steel fitting; steel tubes for structural purposes and water wells.
 The other items include heavy duty electric cables, aerial bunched cables, elastomer insulated cables, welding cables, shot firing cables, and halogen-free flame retardant cables.
 Both the orders will come into force with effect from August 1 this year.
 "The BIS shall be the certifying and enforcing authority for the goods," according to the orders.
 However, it added that these orders -- Steel Tubes (Quality Control) Order, 2020; and Cables (Quality Control) Order, 2020 -- shall not apply to goods or articles meant for export purposes.
 The move assume significance as the government is working to formulate technical regulations, which include safety and quality standards, for over 350 products with a view to cut imports of those non-essential items.
 The issue was widely discussed during an inter-ministerial meeting in December last year.
 The Department for Promotion of Industry and Internal Trade, Department of Telecommunication, Department of Chemicals, IT and electronics ministry and steel ministry was consulted for imposition of import regulations.
 The target is to formulate these regulations for about 5,000 products but the current focus is on 371 items which accounts for USD 127 billion worth of imports.
 The 371 items include chemicals, steel, consumer electronics, heavy machinery, telecom goods, paper, rubber articles, glass, industrial machinery, metal articles, furniture, pharma, fertiliser, food and textiles.
 India's imports have increased 9 per cent to USD 507.5 billion in 2018-19 from USD 465.6 billion in 2017-18.
 The country's top import commodities include crude oil, gold, electronic goods, pulses, fertilisers, machine tools and pharmaceutical products.

DPIIT releases quality control norms for certain steel, cable items

New Delhi, Dec 9 () The state governments are in agreement for making the BIS standards 'mandatory' for piped drinking water to ensure safe and quality water to people, Consumer Affairs Minister Ram Vilas Paswan said on Monday.
 At present, BIS standards on piped drinking water are voluntary in nature. The Centre is considering making it mandatory and the nodal consumer affairs ministry has written to the Jal Shakti ministry in this regard.
 The proposal comes amid tests conducted by the Bureau of Indian Standards (BIS) on drinking water, which found water quality in Mumbai as per standard but poor in many state capitals, including Delhi.
 "We discussed in detail with state governments. They said they follow the BIS standards and even Delhi Jal Board (DJB) said it follows BIS standards. .... After the discussion, there was a view to make the BIS standards mandatory. DJB said they don't have any issue on this," Paswan told reporters.
 He was addressing the media after a day-long workshop organised to sensitise state government officials about the requirement of BIS standards for drinking water.
 Barring three-four states including Uttar Pradesh, Paswan said there was representation from most state governments and union territories in the workshop.
 "Everyone's view was that BIS standards on piped drinking water was good and everyone should follow it," he said, adding that authorities in every state should take samples and test them if they adhere to BIS standards or not.
 BIS is the national standard body established under the BIS Act 2016 for harmonious development of the activities of standardisation, marking and quality certification of goods.
 About the quality of drinking water in Delhi, the minister said it was told that the source of water needs to be checked before it is released to the treatment plant for further supply to households.
 He also mentioned that Maharashtra follows the BIS standards and others too should be able to do so.
 "We don't have personal interest. Our intention is to ensure quality piped drinking water to the poor," Paswan said.
 Another round of discussion with states governments in this regard will be held two-three months later, he added.
 Under the BIS Act, there is a provision that standards formulated for any products can be made mandatory. BIS has sent a draft quality control order to the consumer affairs ministry, proposing that standard on drinking water as a product and standard on entire supply chain or control points should be made mandatory.
 To check the quality of water, BIS has conducted two phases of testing and plans two more rounds of sample collection and testing.
 In the first phase, samples of drinking water were drawn from 11 different locations across Delhi and in the second phase, 10 samples were drawn from 10 locations in 20 state capitals.
 On November 16, Paswan released the second phase of the BIS study which stated that Delhi along with Kolkata and Chennai failed in about 10 out of 11 quality parameters for drinking water.
 Samples of tap water collected from Mumbai were found to be compliant with the Indian standards for drinking water.
 However, other metro cities of Delhi, Kolkata and Chennai failed in almost 10 out of 11 quality parameters tested by BIS, which is under the aegis of the consumer affairs ministry.
 Similarly, samples drawn from 17 other state capitals were not as per the specification 'Indian Standard (IS)-10500:2012' for drinking water.
 In the third phase, samples from the capital cities of northeastern states and from 100 smart cities will be tested and their results are expected by January 15, 2020.

New Delhi, Nov 27 () The Centre is considering to make the BIS standards on piped drinking water mandatory to ensure safe and quality water to people, and the consumer affairs ministry has written to the jal shakti ministry in this regards.
 The proposal comes amid tests conducted by the Bureau of Indian Standards (BIS) on drinking water, which found water quality in Mumbai as per standard but poor in many state capitals, including Delhi.
 "The Centre has the power to make BIS standard (on piped drinking water) mandatory. We have already written a letter to the jal shakti ministry to make it mandatory," Food and Consumer Affairs Minister Ram Vilas Paswan told reporters here.
 The minister said his mission is to ensure safe and quality water to people of not only the national capital but across India.
 He, however, spoke about the implementation challenge in case BIS standards on piped water are made mandatory. "If states do not follow standards, we cannot ban supply of water."
 The BIS is the national standard body established under the BIS Act 2016 for harmonious development of the activities of standardisation, marking and quality certification of goods.

Consumer affairs ministry writes to jal shakti ministry to make mandatory BIS standard on piped drinking water

New Delhi [India], January 5 (ANI): A recent case study conducted by the Indian Institute of Management (IIM) Lucknow, commissioned by the Department for Promotion of Industry and Internal Trade (DPIIT), unveils a success story for the Indian <keyword id="138116" type="General" weightage="20" keywordseo="toy-industry" source="Orion">toy industry</keyword> in the fiscal year 2022-23. The study indicates a notable decline of 52 per cent in toy imports and an impressive surge of 239 per cent in toy exports compared to the fiscal year 2014-15. The report credits the government's dedicated efforts in the past six years for creating a more favourable manufacturing ecosystem for the Indian toy industry. During this period, the number of manufacturing units doubled, reducing dependence on imported inputs from 33 per cent to 12 per cent. Furthermore, gross sales value witnessed a Compound Annual Growth Rate (CAGR) of 10 per cent, accompanied by an overall increase in labour productivity. The findings highlight India's emergence as a prominent player in the global toy value chain, evident in the country's integration into the global toy value chain and zero-duty market access for domestically manufactured <keyword id="25284" type="General" weightage="20" keywordseo="toys" source="Orion">toys</keyword> in nations like the UAE and Australia. The report positions India as a viable alternative to established toy hubs like China and Vietnam. To solidify its position in the global market, the report emphasizes the need for consistent collaborative efforts between the toy industry and the government. Key areas identified include technological advancements, e-commerce integration, partnerships and exports, brand-building investments, engagement with educators and parents for effective communication with children, valuing cultural diversity, and collaboration with regional artisans. Indian toy industry witnesses 239% increase in exports: IIM Lucknow report

New Delhi, Jan 14 () Jewellers can sell only hallmarked jewellery and artefacts made of 14, 18 and 22 carat gold from January 15, 2021 and violation of this will attract penalty and imprisonment of one year, Consumer Affairs Minister Ram Vilas Paswan said on Tuesday.
Jewellers have been given one year time to register with the Bureau of Indian Standards (BIS) and implement the mandatory hallmarking of gold jewellery to ensure purity of the precious metal, he told reporters.
Consumers have to watch out for four marks on hallmarked gold jewellery: BIS mark, purity in carat, assay centre's name and jewellers' identification mark.
A notification to make mandatory hallmarking of gold jewellery from January 15, 2021 will be issued on January 16 by the Consumer Affairs Ministry.
Gold hallmarking is a purity certification of the precious metal and is voluntary in nature at present. The BIS is already running a hallmarking scheme for gold jewellery since April 2000 and around 40 per cent of gold jewellery is being hallmarked currently.
"This will become mandatory from January 15, 2021. We will give one year time for implementation. Jewellers will be allowed to sell only 14, 18 and 22 carat gold jewellery," Paswan said.
Instead of ten grades earlier, hallmarked gold jewellery will now be available in three grades of 14 carat, 18 carat and 22 carat, he said.
At present, there are 892 assaying and hallmarking centres in 234 district locations, and 28,849 jewellers have taken BIS registration.
"We are targeting to open hallmarking centres in all districts of the country and register all jewellers during this one year window," he said, adding that a massive awareness campaign will be launched.
The minister also said that mandatory hallmarking will protect the public against lower caratage and ensure consumers do not get cheated while buying gold ornaments and get the purity as marked on the ornaments.
A senior BIS official H S Pasriche said penal action will be taken against jewellers for violation of mandatory hallmarking norm. The penalty would be Rs 1 lakh to five times of the value of the commodity and also one year imprisonment.
The government has not received comments on the draft quality control order for mandatory hallmarking of gold jewellery and artefacts that was hosted on WTO website on October 10, 2019.
As per global trade rules of WTO, a member country has to notify a quality control order with the Geneva-based multilateral body and the process takes about two months time. Exporting nations have to comply with the BIS quality norms specified for gold in the quality control order. India is a part of the 164-member WTO since 1995.
India is the largest importer of gold, which mainly caters to the demand of jewellery industry. In volume terms, the country imports 700-800 tonne of gold annually.
According to World Gold Council data, India's cumulative gold demand declined to 496.11 tonne during the first nine months of 2019 from 523.9 tonne in the year-ago period. In 2018, gold demand stood at 760.4 tonne.
Similarly, the cumulative gold import declined to 502.9 tonnes in the first nine months of 2019 from 587.3 tonnes in the corresponding period of the previous year. India's gold imports stood at 755.7 tonnes in 2018. LUX BAL

Jewellers to sell only 14, 18, 22 carat hallmarked gold jewellery from Jan 2021: Paswan

New Delhi, Nov 29 () Hallmarking of gold jewellery and artefacts will be made mandatory across the country from January 15, 2021 to ensure purity of the precious metal, Consumer Affairs Minister Ram Vilas Paswan announced on Friday.
A notification in this regard will be issued on January 15 next year and the decision will come into effect after a year, making it compulsory for all the jewellers to register with the Bureau of Indian Standards (BIS) and sell only hallmarked gold jewellery and artefacts.
Gold hallmarking is a purity certification of the precious metal and is voluntary in nature at present. The BIS is already running a hallmarking scheme for gold jewellery since April 2000 and around 40 per cent of gold jewellery is being hallmarked currently. 
"We are making hallmarking for gold jewellery and artefacts mandatory in the country. We will issue a notification on January 15 next year. One year period will be provided for implementation. From January 15, 2021, this will become mandatory," Paswan told reporters here. 
"Jewellers and retailers will be given one year time to exhaust their existing stocks," he added.
Paswan said the decision has been taken to protect consumers interest, mainly in small cities and villages, and ensure that they purchase pure gold jewellery.
"We are not touching gold jewellery lying with consumers," the minister clarified. Old jewellery is generally recycled by jewellers. 
The Bureau of Indian Standards (BIS) has formulated standards for hallmarking gold jewellery in three grades -- 14 carat, 18 carat and 22 carat. 
Paswan said the government may make it mandatory for retailers to display prices of these three quality grades at their shops. 
Asked about the penalty in case of violation, a senior BIS official explained that there is a provision for a fine of a minimum Rs 1 lakh and up to five times of the value of article as well as one year jail under the BIS Act passed last year.
At present, there are 877 assaying and hallmarking centres in 234 district locations and 26,019 jewellers have taken BIS registration. 
"We are targeting to open hallmarking centres in all districts of the country and register all jewellers during this one year window," he said, adding that a massive awareness campaign would be launched.
Paswan said the draft quality control order for mandatory hallmarking of gold jewellery and artefacts has been hosted on WTO website on October 10, 2019 for comments within 60 days.
