HYDERABAD: With the passage of Telangana Bill by the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword>, the <keyword id="1575" type="ORGANIZATION" weightage="40" keywordseo="Congress">Congress</keyword> party has saved itself from certain extinction in <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>. Assuming that <keyword id="250148" type="ENTERTAINMENT" weightage="40" keywordseo="The-Bill">the Bill</keyword> will pass muster in the Rajya Sabha and will receive the <keyword id="2540" type="POSITION" weightage="40" keywordseo="President">President</keyword>'s assent, in the next Lok Sabha elections, the Congress along with the Telangana Rashtra Samiti (TRS) is likely to bag the lion's share of the 17 Lok Sabha seats in the region. However, in residuary Andhra Pradesh, the Congress cannot be expected to get a single seat from the 25 Lok Sabha berths. This is compared to its 33 Lok Sabha seats it won in the 2009 elections and 29 in the 2004 elections.<br />

But the party will not be expected to become defunct in residuary Andhra Pradesh: there will be a realignment of the caste composition of the party base. Presently controlled by the Reddys with the Kapus and the dalits as junior partners, the party is now expected to be taken over by the Kapus. The process of regeneration will however take a few years. The Reddys and dalits will gradually make a beeline for the YSR Congress party. However, some Kapus will be enticed by the Telugu Desam Party (TDP). In the immediate future, the YSR Congress and the TDP will slug it out in the Seemandhra region.<br />
<br /> For the Congress, it will be a matter of great relief if the TRS agrees to merge with the grand old party, but the bosses of the <keyword id="391868" type="ORGANIZATION" weightage="60" keywordseo="Telangana-party">Telangana party</keyword> have not yet agreed to this. In the forthcoming elections, the two are expected to have an electoral agreement.<br />

The Telangana Bill could have never been passed in the Lok Sabha without the support of the BJP. The saffron party has had Telangana on its agenda for the past 40 years - even when the party was still the Jana Sangh. In the past few months, the BJP however had second thoughts about the move to support Telangana. This was under the influence of TDP supremo Chandrababu Naidu and lobbying by business barons of Seemandhra region with Narendra Modi. But the RSS helped the BJP make up its mind. The diktat from Nagpur was clear: Support Telangana. This is our old agenda and there is a great scope for BJP to grow in Telangana. This is much more than what can be achieved in Seemandhra.<br />

The BJP is now likely to harp on the fact that it is only with their help that the Telangana Bill was passed. So, it is them who should get the credit for the creation of the new state. Political analysts, however, aver that the benefit of this may not accrue to the saffron party immediately. But in a few years, the BJP will be a formidable force in the region. It may not be so in the Seemandhra region, but the BJP feels that the TDP may have no other option but to support them at the national level. However, the latest information suggests that the TDP may be in favour of a third front in New Delhi and not the BJP.<br />

At a deeper level, politics will be transformed in the two regions by broad basing democracy. A close examination of the bio-data of MPs from Andhra Pradesh reveals that a large number of them are contractors and businessmen. Many of them have used their position to further their business interests and land up contracts. In fact, it is this lobby that has been in the forefront of the move to scuttle Telangana averring that the creation of the new state will scuttle their power. Now, these contractor businessmen - like Lagadapati Rajagopal- are expected to get out of business (politics). This will also mean that less money will be spend in elections - Andhra Pradesh being a state where the maximum amount of money is spent for polls.<br />

Telangana Bill Saves Congress From Extinction In Andhra Pradesh

<strong>Will Home Minister’s insurance scheme be a healing touch</strong><strong> to the aggrieved farmers</strong><strong>?</strong><br />

In the wake of the farmer crisis in the country, the home minister Rajnath Singh is fast-tracking the introduction of the proposed National Crop Income Insurance Scheme, which guarantees income to the farmer during fluctuating prices (he will have to bear loss of 20%). During yield losses due to natural calamities, including drought or unseasonal rain 70-50% of loss would be paid by the government. It also brings all national insurance programmes under its purview and the government wishes to roll it out soon given the present crisis.<br />

Singh had held a meeting on Wednesday with the Minister of State for Agriculture, Sanjiv Balyan, and bureaucrats of the ministry to finalise contours of the proposed insurance scheme for farmers.<br />

An Assocham-SkymWeather study released earlier this month revealed only 19% of farmers have opted for crop insurance while among the rest, 24% said the facility was not available and 11% said they can't afford the premium. There have been five national schemes since 1985, and all have failed with farmers left with no safety net when crops fail.<br />

What happens to the Land Bill now?

There is no question of any discrimination on the basis of religion. NRC is a different process and the Citizenship Amendment Bill is different," Shah said.<br /><br />In <keyword id="6354915" type="LOCATION" weightage="20" keywordseo="assam">Assam</keyword>, the NRC process was carried out as per Supreme Court order, he said and added that when the NRC process will be implemented in the entire country Assam will also be included.<br /><br />The Home Minister said that in Assam, people whose name has not figured in the draft list, have the right to go to the Tribunal.<br /><br />"Tribunals will be constituted across Assam. If any person doesn't have the money to approach tribunals, then the Assam government will bear the cost to hire a lawyer," he said.<br /><br />He reiterated that all citizens of India irrespective of religion will figure in the NRC list.<br /><br />The Home Minister said the government accepts that Hindu refugees, Buddhists, Jain, Christians and Sikh and Parsi should get this country's citizenship and this is why the Citizenship Amendment Bill is there.<br /><br />"All refugees coming from Bangladesh, Pakistan and Afghanistan on account of religious atrocities will get citizenship under the Bill," he said.<br /><br />He said Lok Sabha had passed the Bill and the Select Committee had approved it but Lok Sabha had lapsed.<br /><br />"Now it will come again. It has no connection with the NRC," he said.<br /><br />

Theresa May shelves her Brexit Withdrawal bill following Cabinet mutiny

New Delhi, Mar 12 () Parliament on Thursday passedamendments to the insolvency law that will help ring-fencesuccessful bidders of insolvent companies from risk ofcriminal proceedings for offences committed by previouspromoters.<p>The Insolvency and Bankruptcy Code (Amendment) Bill, 2020was passed by voice vote in Rajya Sabha. It was approved byLok Sabha on March 6.</p><p>The Bill replaces an ordinance.</p><p>Replying to a short debate on the bill, Finance MinisterNirmala Sitharaman said amendments are sync with time and alsoadhere to a Supreme Court order in "letter and spirit".</p><p>The minister said need for amendment in the IBC arosebecause of "changing requirement" and "requirement of finetunning" the law as several MPs wanted to know why thegovernment was bringing in so many amendments to a new law.</p><p>Stressing that the government is "very responsive" andhas been talking to the industry, she assured the House thatamendments to the IBC are are not being "unthinkingly done".</p><p>The IBC, which came into force in 2016, has already beenamended thrice.</p><p>Sitharaman said the government was taking care of theinterest of home buyers and the requirement of minimum numberof home buyers in the IBC has been included to avoid"frivolous litigations".</p><p>The bill seeks to remove bottlenecks and streamline thecorporate insolvency resolution process. It aims to provideprotection to new owners of a loan defaulter company againstprosecution for misdeeds of previous owners.</p>The latest changes pertain to various sections of the IBCas well as introduction of a new section. <p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Stefan Rousseau / PA Wire/Press Association Images</span></p><p class="caption">Home Secretary Theresa May is due to become Prime Minister on Wednesday.</p></div><p></p></div></div>Home Secretary Theresa May will become Britain's new Prime Minister on Wednesday despite the fact that not one member of the public has voted for her to lead the country.</p><p>The new Tory leader wants to ensure we leave the EU, cut immigration, and keep nuclear weapons.</p><p>But there's one other important policy that has a large effect on the technology industry: mass surveillance.</p><p>May has spent the last year or so aggressively trying to push a piece of legislation through parliament called <a href="http://uk.businessinsider.com/snoopers-charter-what-is-the-investigatory-powers-bill-why-is-it-controversial-ipbill-2016-6" target="_blank">the Investigatory Powers Bill, or the IP Bill</a>.</p><p>The bill is intended to update the powers of the police and other public agencies that monitor the public's communications.</p><p>May claims the bill will help the <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword> to tackle the threat of extremism and identify paedophiles. That's obviously a good thing. But the bill also strips every UK citizen of their fundamental right to privacy.</p><p>Nicknamed the "Snooper's Charter", the bill gives the state widespread access to every UK citizen's electronic communications and their digital devices. It <a href="https://www.theguardian.com/uk-news/2016/mar/01/snoopers-charter-to-extend-police-access-to-phone-and-internet-data" target="_blank">would specifically allow for</a> the storage of internet browsing records for 12 months and authorise the bulk collection of personal data. We want that the Bill be passed. Our party is not expressing any opposition to Article 370 Bill and the other Bill," stated Satish Chandra Mishra, a BSP member of parliament, in the Rajya Sabha. <br /><br />Even Arvind Kejriwal, Delhi Chief Minister from Aam Aadmi Party (AAP), who is normally at odds with the BJP too welcomed the Bill stating, "We support the government on its decisions on J&amp;K. We hope this will bring peace and development in the state.”<br /><br /><br /><strong>JD-U walks out</strong><br /><br />The Presidential Order signed by Ram Nath Kovind <a href="https://www.businessinsider.in/jammu-and-kashmir-and-ladakh-will-now-be-two-separate-union-territories/articleshow/70531866.cms">splits the state into two Union Territories (UTs),</a> Jammu and Kashmir, and Ladakh. She has already committed to resigning if the bill passes. </p><p>However, with little prospect of a majority of members of parliament backing the bill, Brady said that the prime minister had also agreed to set out plans for a contest to find her successor if the bill is defeated.</p><p>"We have agreed to meet to decide the timetable for the election of a new leader of the Conservative party as soon as the second reading [of the Brexit withdrawal bill] has occurred," Brady told Sky News.</p><p>"And that will take place regardless of what the vote is on the second reading - whether it passes or whether it fails to pass."</p><p>Members of parliament have already rejected May's Brexit deal with the EU three times and there is very little sign of May succeeding on her fourth attempt.</p><p>Downing Street hinted on Wednesday that defeat for the bill could lead to her resignation.</p><p>Asked whether the vote would be treated as a confidence vote in the prime minister, a spokesman for the PM said at a briefing attended by Business Insider that "clearly the significance of this piece of legislation can't, and I suspect won't, be underestimated."</p><p>There is so far little sign that a majority of MPs will back the bill. Nearly six weeks of cross-party talks with Labour leader Jeremy Corbyn, which were designed to find a compromise Brexit plan that opposition MPs could support, have produced few results.</p><p>Senior Labour figures are wary of Downing Street's motives for holding talks, while the government has given no indication it is prepared to concede to Labour's demands for a full customs union.</p><p>Conservative opposition to her Brexit plan also appears to have strengthened in recent weeks.</p><p>In a further blow to the prime minister's authority, her formerly loyal advisor Nick Timothy on Thursday called for her to step down. Supreme Court had ruled in 2017 that privacy is a fundamental right and the Digital Personal Data Protection Bill, 2023, is a crucial pillar of the overarching framework of technology regulations being framed by the Centre.<br /><br />The previous version of the bill had come after an extensive consultation process with a Joint Parliamentary Committee also examining it. The government has held another round of consultations to frame the new bill.<br /><br />The Bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, seeks to establish the National Capital Civil Services Authority, which consists of the Chief Minister, Chief Secretary of Delhi, Principal Home Secretary of Delhi.<br /><br />The Authority will make recommendations to the Lieutenant Governor (LG) regarding transfers and postings of officials and disciplinary matters. <br /><br />While the government is expected to give push to its legislative agenda, the Opposition parties have planned to raise several issues including Manipur violence, railway safety, unemployment, inflation, India-China border standoff and trade imbalance between the two countries.<br /><br />Pralhad Joshi said the government has sought the Opposition's support in the smooth functioning of the Parliament during the Monsoon Session.<br /><br />"The government is ready to discuss all issues in the Monsoon Session. We have appealed to the Opposition parties to support in the smooth functioning of the Parliament," Joshi said after the all-party meeting yesterday.<br /><br />Some of the parties have planned to move an adjournment motion over Manipur violence among other issues on day one of the Parliament's Monsoon Session today.<br /><br />The opposition insisted that the discussion should take place in the presence of Prime Minister Narendra Modi.<br /><br />Congress on Wednesday said that the party will raise Manipur violence during the session.<br /><br />"Today, in the beginning (of the meeting), I kept my point. Our first issue is the violence in Manipur. Prime Minister should come and answer in Parliament.
