Many of these alliance members were decimated by the war and could have been easy fodder for the communist power looking to spread its doctrine globally.To that extent, NATO was a success as the Soviet Union dissolved in 1991. But leaders began looking for reasons to continue its existence, first through expansion and the promotion of democracy in former Warsaw Pact nations, the war on terrorism, and now on issues ranging from <a href="https://www.google.com/search?q=NATO+migration&amp;rlz=1C1GCEB_enUS883US883&amp;oq=NATO+migration+&amp;aqs=chrome..69i57.2253j0j9&amp;sourceid=chrome&amp;ie=UTF-8=chrome&amp;ie=UTF-8">mass migration</a> and <a href="https://www.nato.int/nato_static_fl2014/assets/pdf/2021/2/pdf/2102-factsheet-COVID-19_en.pdf">pandemic response</a> to <a href="https://www.nato.int/docu/review/articles/2021/04/01/nato-is-responding-to-new-challenges-posed-by-climate-change/index.html">climate change</a>.These are all well outside the scope of the organization's original purpose as a defensive alliance against an existential military threat that no longer exists.Russia today, while still nuclear armed with a powerful conventional military, is politically and doctrinally different from the Soviet Union. Far from the legend of the Russian Empire's nationalistic might and the Soviet Union's influence and military power that Putin extols, his Russia is more a kleptocracy than anything else.Putin and his cronies are not interested in some global political crusade like their Soviet predecessors. They are behaving quite rationally as a traditional (undemocratic) state seeking to strengthen their spheres of influence externally to protect their hold on power and corrupt business interests.<div type="image" title="Russia aircraft carrier Admiral Kuznetsov Vladimir Putin" height="1333" width="2000" msid="83748128" hostid="261"></div>Such a realistic assessment of Russia in 2021 and its government's national interests must be accepted by the Biden administration if they want to develop the type of bilateral relationship that best serves our own national interests.Doing so would lead to shedding some of the long-held and widely accepted policies in many Western capitals toward Russia and the NATO alliance.We must first give up the ghost of thinking our influence will turn Russia into a functioning, Western-style democracy. If the three decades since the Cold War have proven anything, it is that trying to use NATO as a tool to do so is having the opposite effect. Nor does it need to be such a country to serve our security interests.In a similar vein, acting through a lens of geopolitical realism means understanding that any expansion of NATO to Russian borders will be seen as nothing less than a provocation in Moscow. While many NATO leaders may view the organization as much more than a defense alliance, Russian leaders see it primarily as that and a direct threat to their security and interests.Admitting countries such as Ukraine or Georgia into the NATO alliance would bring very little defensive benefit to the United States or our allies while greatly increasing the risks we are taking on.In the business world, an agreement that increases your risk exposure while bringing no profits would be quickly rejected.<div type="image" title="Biden Putin" height="1333" width="2000" msid="83748129" hostid="261"></div>Any illusions that NATO expansion will bring Russia to heel are blindly idealistic and historically ignorant and would destroy the chances of a productive bilateral relationship.The closest the United States ever got to a nuclear exchange during the Cold War was because of the alarming military relationship between the Soviets and our neighbors in Cuba. That knife cuts both ways.It is a strategic error to set expectations about Russia that will ultimately fail us, wasting taxpayer dollars and increasing the risks to our own security for little return.Biden's cautious instincts about his first meeting with Putin should color the rest of his administration's outlook on Russia - seeking to find areas of common interests to work on while deconflicting from areas of provocation. Like in any other marriage, Joe Biden needs to be realistic about dealing with Russia

New Delhi, Feb 4 () India and Norway on Tuesday signed four MoUs in the field of research and higher education to strengthen their bilateral partnership.
The agreements were signed here during the visit of a delegation of prominent education and research institutions from Norway led by Director-General, Anne Line Wold, Norwegian Ministry of Education and Research.
One agreement was inked between the Indian Institute of Technology Delhi and UiT, The Arctic University of Norway, for cooperation in fields such as bio-photonics, health and diagnostic tools, nanotechnology, water management and renewable energy.
Another MoU was signed between the Indraprastha Institute of Information Technology and UiT, The Arctic University of Norway, to facilitate exchange of students and staff and consolidate joint efforts towards project initiatives in national and EU arena.
The other agreements were signed between IIT Jammu and Norwegian University of Science and Technology, and IIT Mandi and Norwegian University of Science and Technology with special focus on activities in landslides, tunnels, water management, hydropower, project-based learning, student and researchers mobility and cold region technologies.
The agreement signing was witnessed by Norwegian Ambassador to India Hans Jacob Frydenlund and the head of the delegation.
"The visiting delegation from Norway has had fruitful meetings with their Indian counterparts to discuss increased student mobility between Norway and India," Frydenlund said on the occasion.
"As a part of the Norwegian government's India Strategy 2030, research cooperation and higher education are of high importance in our bilateral relationship," he said.
This visit is a key step towards achieving the goals of a stronger and deeper bilateral relationship with India in the field of higher education, Frydenlund said.
Wold said India is an important strategic partner for Norway within higher education and research.
"For Norway, exploring potential partners and connecting researchers and institutions with their counterparts in India is extremely crucial. During this visit, we have had an excellent dialogue with the Indian authorities and found several areas of common interest that will benefit both countries," she said. ASK ASK ABH

 Addressing a joint press meet with President Park, Modi said, "<keyword id="43918" type="COUNTRY" weightage="80" keywordseo="Korea">Korea</keyword>'s rapid progress has made the vision of an Asian century stronger."  President Park said ties between the two countries have progressed substantially and the two sides were committed to improving business environment. A joint statement issued at the end of the talks said India sees Korea as an "indispensable partner" in its "Act East" strategy and that both countries "recognise the value of the bilateral partnership and its contribution to bringing peace, stability and security in the Asia Pacific Region." The <keyword id="504519" type="ORGANIZATION" weightage="80" keywordseo="Ministry-of-Strategy-and-Finance">Ministry of Strategy and Finance</keyword> and the Export- Import <keyword id="189934" type="ORGANIZATION" weightage="80" keywordseo="Bank-of-Korea">Bank of Korea</keyword> expressed their intention to provide $10 billion for cooperation in infrastructure, comprising <keyword id="2857199" type="UNKNOWN" weightage="80" keywordseo="Economic-Development-Cooperation-Fund-of-USD">Economic Development Cooperation Fund of USD</keyword> one billion and export credits of $9 billion for priority sectors including smart cities, railways, power generation and transmission and other sectors to be agreed, the statement said. 
 
The two governments and the EXIM banks of the of the two countries will hold consultations to chalk out a roadmap in order to materialise the envisioned financial support for priority sectors, it said.

India will play a pivotal role in responding to existing and emerging global challenges but India must also put its own house in order. 
 
The election of Indian Prime Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Narendra+Modi&amp;sortorder=effectivedate">Narendra Modi</a> in 2014 marked a pivotal change in the U.S.-India relationship. The leader of the world’s second most populous nation brought promises of change and progress on a number of issues critical to the business community, including the protection of <a href="http://www.businessinsider.in/searchresult.cms?query=intellectual+property&amp;sortorder=effectivedate">intellectual property</a> (IP) rights. 
 
Over the last two years, incremental progress has been made. Under Prime Minister Modi, India has reinvigorated bilateral dialogues and reopened communication channels on the importance of innovation and IP. Both are positive steps forward. 
 
Earlier this spring, India released its <a href="http://www.businessinsider.in/searchresult.cms?query=National+Intellectual+Property+Rights&amp;sortorder=effectivedate">National Intellectual Property Rights</a> (IPR) policy—a welcome step towards recognizing the importance of IP to an innovation-driven economy. Some of the important advances include centralizing all IP offices under the Department for Industrial Policy and Promotion and streamlining the procedures for patent and trademark disputes. And, equally importantly, it shows a concerted effort by the Indian government to build stronger public awareness about <keyword id="388837" type="UNKNOWN" weightage="40" keywordseo="intellectual-property">intellectual property</keyword>. 
 
The benefits of IP are well-documented and far-reaching, and the release of the IPR policy seems to illustrate that the India government understands the importance of IP to growing India’s innovative economy and driving global competitiveness. 
 
However, we are still waiting for real, meaningful legislative change. 
 The 2016 U.S. Chamber International IP Index reveals a direct correlation between stronger IP systems and greater access to finance, increased R&amp;D investment, and greater biomedical foreign direct investment (<keyword id="44528" type="ORGANIZATION" weightage="60" keywordseo="FDI">FDI</keyword>). In order for India to reap these benefits, India’s leaders must implement legislative change that fosters an environment welcoming to foreign IP-rights holders. 
 
Embracing strong IP protection goes hand-in-hand with the success of Prime Minister Modi’s “<a href="http://www.businessinsider.in/searchresult.cms?query=Make+in+India&amp;sortorder=effectivedate">Make in India</a>” initiative. The success of this initiative will rely on companies’ abilities to increase investments in R&amp;D and FDI. In turn, the government should provide these innovative companies with the legal certainty they need to ensure their creations will be adequately protected. 
 
In the last two years, the U.S.-India relationship has come a long way and made great strides towards strengthening this prosperous bilateral relationship. What will the next two years bring? The business community remains hopeful that now is the time we’ll see real change and concrete policies that recognize the importance of IP to taking the U.S.-India relationship to the next level. However, if it shakes out to be a reprise of the first two years of the Modi administration, we still have a long way to go.

Seizing India’s Innovation Opportunity

The two nations will set up a bilateral business council, which will "improve the interaction of North Korean and Russian business communities," the VP of the Russian Chamber of Commerce and Industry said at a conference chaired by the head of Russia's Ministry for the Development of the Far East, according to <a href="http://ria.ru/east/20150122/1043686178.html">RIA Novosti</a>.
"[We] will create the Business Council for the most comfortable collaboration and cooperation of the North Korean and Russian business communities as early as next week," Strashko said.
North Korea and Russia reportedly "achieved results in extremely complicated bilateral issues": North Korea has begun to issue multi-entry visas to Russian citizens, the first round of ruble settlements have been done, and negotiations are underway on the North Korean government's formation of a special body to supervise joint projects with Russia, according to RIA Novosti.
The big takeaway here is that Russia and North Korea are increasingly strengthening their relationship - and diversifying away from the West.
Last week, Russia's Ministry for the Development of the Far East <a href="http://www.businessinsider.com/north-korea-is-accepting-rubles-now-2015-1">announced that Russian businesses</a> doing trade through North Korea's Foreign Trade Bank can make payments in rubles. And before that back in October, the ministry announced that Russia was looking to expand economic changes with the hermit nation.
<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div></div></div>And even before all of this, the two countries already had a rather unique relationship: North Korea <a href="http://www.businessinsider.com/more-crazy-facts-about-russia-2015-1#there-are-north-korean-labor-camps-in-siberia-4">outsources</a> its labor force to work in Siberia in an effort to generate hard currency, and the country's military uses Soviet-era goods (for example: the hermit nation's submarine fleet is comprised of "<a href="http://www.businessinsider.com/north-korea-is-trying-to-add-a-new-and-potentially-destabilising-addition-to-its-military-arsenal-2014-9">largely obsolete Soviet-era</a>" vessels.) The two countries are also <a href="http://english.yonhapnews.co.kr/national/2014/11/21/69/0301000000AEN20141121001300315F.html">boosting</a> military ties.
Basically, the new "bilateral business council" venture is another step in North Korea and Russia's quiet, strategic diversification away from the West.

Russia Found A New Business Friend

<ul><li>India and China have agreed to resolve the border dispute along <keyword id="9262087" type="COMPANY" weightage="20" keywordseo="the-line-of-actual-control">the Line of Actual Control</keyword> (LAC) through bilateral means. </li><li>The both sides held talks between senior level military officers on Saturday, June 6.</li><li>The negotiations took place at the Border Personnel Meeting Point in Maldo on the Chinese side of the Line of Actual Control in Chushul sector. </li></ul>Indian and Chinese military commanders agreed to peacefully resolve the <keyword id="9359015" type="UNKNOWN" weightage="20" keywordseo="current-border-issue">current border issue</keyword> in <keyword id="2572623" type="ORGANIZATION" weightage="20" keywordseo="eastern-Ladakh">eastern Ladakh</keyword> in accordance with <keyword id="1103429" type="PERSON" weightage="20" keywordseo="bilateral-pacts">bilateral pacts</keyword> as well as the agreement reached between leadership of the two countries, <keyword id="9284269" type="COMPANY" weightage="20" keywordseo="the-external-affairs-ministry">the External Affairs Ministry</keyword> said on Sunday. The two sides held high-level military talks on Saturday in an attempt to resolve the month-long bitter standoff in mountainous eastern Ladakh. "Both sides agreed to peacefully resolve the situation in the border areas in accordance with various bilateral agreements and keeping in view the agreement between the leaders that peace and tranquillity in the India-China border regions is essential for the overall development of bilateral relations, the MEA said in a brief statement. The military talks took place at the Border Personnel Meeting Point in Maldo on the Chinese side of the Line of Actual Control in Chushul sector. "Both sides also noted that this year marked the 70th anniversary of the establishment of diplomatic relations between the two countries and agreed that an early resolution would contribute to the further development of the relationship," the MEA said. "Accordingly, the two sides will continue the military and diplomatic engagements to resolve the situation and to ensure peace and tranquillity in the border areas," it said. India-China border dispute to be resolved through talks, says MEA

China halted nuclear-weapons talks with the US to show how annoyed it is over Taiwan

India is emerging as the most sought after developing market and an important partner for the US. According to a survey conducted by PwC and Indo American Chamber of Commerce (IACC), the bilateral trade between the two countries is likely to touch $500 billion by 2025. 
 
Even ahead of <a href="http://www.businessinsider.in/searchresult.cms?query=modi+us+visit">Prime Minister Narendra Modi's</a> visit to <keyword id="6357722" type="COMPANY" weightage="20" keywordseo="silicon-valley">Silicon Valley</keyword>, the <keyword id="181958" type="ORGANIZATION" weightage="20" keywordseo="US-India-Business-Council">US-India Business Council</keyword> (<keyword id="160091" type="COMPANY" weightage="20" keywordseo="USIBC">USIBC</keyword>) had expressed support for his key initiatives such as <a href="http://www.businessinsider.in/searchresult.cms?query=digital+india">Digital India</a>, Start up India, Stand up India, and Skill India. 
 
The trade between the two countries has the potential to grow up to $500 billion through concerned efforts from all stakeholders - government leaders and investors, corporates, businesses and entrepreneurs. 
 
Shashank Tripathi, Strategy Consulting leader at PwC India, said, "India continues to emerge as one of the most important markets in the developing world and an important trading partner for the US. This is evident by the four-fold growth in the India-US trade since 2006 to $100 billion in 2014." 
 
Tripathi further added that the drivers to achieve this trade growth would be the five key sectors: 
· Aerospace and defence (A&amp;D) 
· Infrastructure and logistics 
· Energy 
· Manufacturing 
· Services 
 
"These sectors are of the utmost importance to the <a href="http://www.businessinsider.in/searchresult.cms?query=indo+us+relationship">Indo-US relationship</a>," said Tripathi said. 
 
As per the report, there is a large space to release the real potential of the trade in order to strengthen strategic relationship between the two countries. 
 
According to Tripathi, "This is increasingly important, since in the new world order, economic interests drive strategic partnerships to the mutual benefit of the world's largest and oldest democracies. The two nations should initiate more trade missions and remove barriers that affect the trade and investment among other initiatives from the government and corporates." 
 IACC secretary general Ranjana Khanna said, "Both the governments need to improve the business environment, provide tax incentives and simplify regulations. Positive signs are already emerging with the government's focus on the Make in India initiative, bilateral shared forum on manufacturing, and the <keyword id="338363" type="POSITION" weightage="20" keywordseo="India-US-CEO">India-US CEO</keyword> Forum." 
 
She further said strategic trading relationship is only the first step in creating a more meaningful partnership between two of the largest democracies in the world. 
 
This relationship may lead the two nations to work together in areas such as space exploration, climate change and counter-terrorism. Apart from these, both the US and India can also build a stronger people partnership and can together solve some of the grave issued that the world is facing today. 
 
While roadblocks may arise in the course of time, the commonalities of interests are immense for growth in trade between India and the US, she said.

India-US bilateral trade likely to reach $500-billion mark by 2025

The <keyword id="6356037" type="ORGANIZATION" weightage="40" keywordseo="white-house">White House</keyword> followed the elections in the world’s biggest democracy with utmost curiosity. But this curiosity was not about where India, as a country, would head. Instead, it was about the direction the Indo-US relations would get under the new Indian leadership. <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> was denied the US visa for his alleged dubious role in the 2002 Gujarat riots. Since then, the White House has cautiously maintained distance from him. Following Modi’s landslide victory, US <keyword id="2540" type="POSITION" weightage="40" keywordseo="President">President</keyword> <keyword id="28185" type="PERSON" weightage="80" keywordseo="Barrack-Obama">Barrack Obama</keyword> congratulated him and also invited him to visit the US. 
 
The US Officials sent out a communiqué, stating they looked forward to ‘working together’ with India’s next Prime Minister. Deputy National Security Advisor Ben Rhodes tweeted, “After the largest democratic election in history, US congratulates the BJP for its victory and looks forward to working closely with new government”. 
 
This gesture assumes significance in the wake of the recent strains in the Indo-US relations over the Khobragade episode. 
Since Modi is a thorough professional when it comes to politics and trade relations, the issues of denial of visa or the Khobragade episode should not hamper the bilateral relations. 
 
However, his stance on India’s bilateral relationships, especially with respect to neighbouring countries like Pakistan and China, are somewhat viewed with scepticism. But his tough stance on national security should not be of much concern to the US, which is all set to withdraw troops from Afghanistan. 
 
Working with Modi on improving bilateral relations is more of an exigency for both nations. President Obama’s final term in his office will end in January 2017 and Modi will face the people’s verdict in 2019. 
 
The western countries have been facing economic downturn for the last few years, while India’s economy, by and large, has remained unaffected by the global slowdown. 
 
The countries, looking to have trade relations with India, will have to now realign their strategies, rather than treating India as a pool of human resources. 
 The European Union and the Australian government have long reached out to Modi. So did the <keyword id="6361754" type="COUNTRY" weightage="40" keywordseo="United-Kingdom">United Kingdom</keyword>. Modi realises his energising aspects for voters, such as the ‘majority’ agenda of Hindutva etc, will not go a long way. He is more than willing to promote trade and usher in economic growth to create opportunities. With the US acknowledging this, hopefully, diplomacy will now speak a different language - the language of mutual benefit.

Indo-US Ties: The Road Ahead

A White House official issued a statement to the press pool attributing Karzai's decision to the "short notice" of the request and the fact Obama's <a href="http://www.nytimes.com/2014/05/26/world/asia/obama-in-afghanistan.html?_r=0">surprise visit to Bagram Airfield</a> in Afghanistan was dedicated to meeting with U.S. troops ahead of the Memorial Day holiday.
"As we said, we weren't planning for a bilateral meeting with President Karzai or a trip to the palace, as this trip is focused on thanking our troops," the official said. "We did offer him the opportunity to come to Bagram, but we're not surprised that it didn't work on short notice."
Karzai, who became first president in late 2001 after U.S. troops helped topple the Taliban regime has had a difficult relationship with America. In <a href="http://www.washingtonpost.com/world/hamid-karzai-says-us-afghan-relationship-has-been-at-a-low-point-for-a-long-time/2014/03/02/945dbc18-a1da-11e3-b8d8-94577ff66b28_story.html">an interview with the Washington Post in March</a> he said the relationship between America and Afghanistan "has been at a low point for a long time."
Obama and Karzai have recently disagreed over a bilateral security agreement that would allow some U.S. forces to remain in Afghanistan after 2014. Afghanistan is holding elections for a new president this year and the White House has said it hopes to work with Karzai's successor on the security agreement. 
In their statement about Karzai's decision not to meet with the president Sunday, the White House official emphasized Obama's desire to work with Afghanistan's next leader. 
"The President will likely be speaking by phone with President Karzai in the days to come, and also looks forward to working with Afghanistan's next President after the election is complete," the official said.
