New Delhi, The government on Thursday approved a rooftop solar scheme, PM-Surya Ghar: Mufti <keyword id="20713770" type="General" weightage="20" keywordseo="bijli-yojna" source="keywords">Bijli Yojna</keyword>, with an outlay of Rs 75,021 crore, to provide up to Rs 78,000 subsidy for the installation of solar plants and 300 units free power for one crore <keyword id="20319599" type="General" weightage="20" keywordseo="households" source="keywords">households</keyword>. Briefing media after the Union Cabinet meeting, I&amp;B Minister <keyword id="19895497" type="General" weightage="20" keywordseo="anurag-thakur" source="keywords">Anurag Thakur</keyword> informed that approval has been given for the scheme for installing rooftop solar and providing free electricity up to 300 units every month for one crore households. "The Union Cabinet, chaired by Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword>, has approved PM-Surya Ghar: Muft <keyword id="20568710" type="General" weightage="20" keywordseo="bijli-yojana" source="keywords">Bijli Yojana</keyword> with a total outlay of Rs 75,021 crore for installing rooftop solar and providing free electricity up to 300 units every month for one crore households," an official statement said. The Prime Minister launched the scheme on 13th February 2024. The scheme provides a central financial assistance (CFA) of 60 per cent of system cost for 2 kW systems and 40 per cent of additional system cost for systems between 2 kW to 3 kW capacity. The CFA will be capped at 3 kW. At current benchmark prices, this will mean Rs 30,000 subsidy for 1 kW system, Rs 60,000 for 2 kW systems and Rs 78,000 for 3 kW systems or higher. The households will apply for subsidy through the National Portal and will be able to select a suitable vendor for installing rooftop solar. The National Portal will assist the households in their decision-making process by providing relevant information such as appropriate system sizes, benefits calculator, vendor rating etc. Households will be able to access collateral-free low-interest loan products of around 7 per cent at present for installation of residential RTS (rooftop solar) systems up to 3 kW. Other Features of the scheme include a Model Solar Village to be developed in each district to act as a role model for adoption of rooftop solar in rural areas. Besides, Urban Local Bodies and Panchayati Raj Institutions shall also benefit from incentives for promoting rooftop solar (RTS) installations in their areas. The scheme provides a component for payment security for renewable energy service company (RESCO) based models as well as a fund for innovative projects in RTS. Through this scheme, the households will be able to save electricity bills as well as earn additional income through sale of surplus power to DISCOMs. A 3 kW system will be able to generate more than 300 units a month on average for a household. The proposed scheme will result in the addition of 30 GW of solar capacity through rooftop solar in the residential sector, generating 1000 BUs (billion units) of electricity and resulting in reduction of 720 million tonnes of CO2 equivalent emissions over the 25-year lifetime of rooftop systems. It is estimated that the scheme will create around 17 lakh direct jobs in manufacturing, logistics, supply chain, sales, installation, O&amp;M and other services. For availing benefits of PM-Surya Ghar: Muft Bijli Yojana by households, the Government has launched a massive campaign since the launch of the scheme for raising awareness and generating applications from interested households. Cabinet okays Rs 75K cr rooftop solar scheme, 1 cr households to get subsidy of up to Rs 78K

Finance Minister Nirmala Sitharaman on Tuesday announced a cut in customs duty on minerals such as lithium, copper and cobalt, which are critical for nuclear energy, renewable and other sectors, to give a fillip to the energy transition. In her budget speech in Lok Sabha, Sitharaman recalled that in the interim budget she had announced a strategy to sustain high and more resource-efficient economic growth, along with energy security in terms of availability, accessibility and affordability. "We will bring out a policy document on appropriate energy transition pathways that balances the imperatives of employment, growth and environmental sustainability," she said. Noting that minerals such as lithium, copper, cobalt and rare earth elements are critical for sectors like nuclear energy, <keyword id="19895602" type="General" weightage="20" keywordseo="renewable-energy" source="keywords">renewable energy</keyword>, space, defence, telecommunications, and high-tech electronics, she proposed to fully exempt customs duties on 25 critical minerals and reduce BCD (basic customs duty) on two of them. This will provide a major fillip to the processing and refining of such minerals and help secure their availability for these strategic and important sectors, she said. She stated that energy transition is critical in the fight against climate change. To support energy transition, she proposed to expand the list of exempted capital goods for use in the manufacture of solar cells and panels in the country. Further, she stated that in view of sufficient domestic manufacturing capacity of solar glass and tinned copper interconnect, I propose not to extend the exemption of customs duties provided to them. Noting that steel and copper are important raw materials and to reduce their cost of production, she proposed to remove the BCD on ferro nickel and blister copper. "I am also continuing with nil BCD on ferrous scrap and nickel cathode and concessional BCD of 2.5 per cent on copper scrap," she said. About the PM Surya Ghar Muft Bijli Yojana, which was rolled out earlier this year, he informed the House that in line with the announcement in the interim budget, PM Surya Ghar Muft Bijli Yojana has been launched to install rooftop solar plants to enable 1 crore households obtain free electricity up to 300 units every month. The scheme has generated remarkable response with more than 1.28 crore registrations and 14 lakh applications, and we will further encourage it, he stated. She further stated that a policy for promoting pumped storage projects will be brought out for electricity storage and facilitating smooth integration of the growing share of renewable energy with its variable &amp; intermittent nature in the overall energy mix. She stated that nuclear energy is expected to form a very significant part of the energy mix for Viksit Bharat. Towards that pursuit, our government will partner with the private sector for setting up Bharat Small Reactors; research &amp; development of Bharat Small Modular Reactor and research &amp; development of newer technologies for nuclear energy, she informed the House. The R&amp;D funding announced in the interim budget will be made available for this sector, she added. The development of indigenous technology for Advanced Ultra Super Critical (AUSC) <keyword id="20421620" type="General" weightage="20" keywordseo="thermal-power" source="keywords">thermal power</keyword> plants with much higher efficiency has been completed, she informed the House. A joint venture between NTPC and BHEL will set up a full-scale 800 MW commercial plant using AUSC technology and the government will provide the required fiscal support, she added. Moving forward, the development of indigenous capacity for the production of high-grade steel and other advanced metallurgy materials for these plants will result in strong spin-off benefits for the economy, she pointed out. A roadmap for moving the 'hard to abate' industries from 'energy efficiency' targets to 'emission targets' will be formulated, she stated adding that appropriate regulations for the transition of these industries from the current 'Perform, Achieve and Trade' mode to 'Indian Carbon Market' mode will be put in place. She further stated that an investment-grade energy audit of traditional micro and small industries in 60 clusters, including brass and ceramic, will be facilitated. Financial support will be provided for shifting them to cleaner forms of energy and implementation of energy efficiency measures. The scheme will be replicated in another 100 clusters in the next phase, she stated. Free solar electricity to mobile nuclear plants — major sustainability initiatives announced in Budget 2024!

In <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> during FY 23-24, <keyword id="19895602" type="General" weightage="20" keywordseo="renewable-energy" source="keywords">renewable energy</keyword> (RE) contributed more than 70 per cent of the 26 GW (GigaWatt) of new power generated in the country. India's total installed energy capacity has now reached 442 GW, with RE comprising approximately 33 per cent (144 GW) and hydro contributing 11 per cent (47 GW), according to the report by CEEW Centre for Energy Finance (CEEW-CEF). The share of Coal in India's total installed capacity fell below the 50 per cent mark for the first time. The report further highlights that <keyword id="19915217" type="General" weightage="20" keywordseo="solar-energy" source="keywords">solar energy</keyword>, including both grid-scale and rooftop installations, continued to dominate India's RE capacity addition, constituting approximately 81 per cent (15 GW) of the total RE addition in FY24. The <keyword id="21277225" type="General" weightage="20" keywordseo="wind-capacity" source="keywords">wind capacity</keyword> addition nearly doubled, reaching 3.3 GW compared to 2.3 GW in FY23. Additionally, <keyword id="21478057" type="General" weightage="20" keywordseo="nuclear-capacity" source="keywords">nuclear capacity</keyword> (1.4 GW) was added for the first time since FY17. In line with India's ambitious renewable energy targets, RE auctions soared to a record high, reaching approximately 41 GW of auctioned capacity in FY24. Furthermore, the report highlighted the conclusion of eight auctions with energy storage components, indicating a growing shift towards innovative power procurement formats. "Around 95 per cent of India's targeted 50 GW annual RE bidding trajectory was met in FY24. Bids of 47.5 GW that were issued are approximately three times the RE capacity that has been added annually in recent years" said Gagan Sidhu, Director, CEEW-CEF. The report also noted a rise in peak power demand, reaching a new high of 240 GW in FY24. Factors contributing to this included a fast-growing economy and weather anomalies such as lower-than-expected rainfall and above-normal temperatures. "In renewable energy, FY24 saw several policy moves to shift gears beyond utility-scale RE. For instance, PM Surya Ghar: Muft Bijli Yojana was introduced to increase rooftop solar installation in the residential segment, which could result in the addition of 30 GW" said Riddhi Mukherjee, Research Analyst, CEEW-CEF. The report also highlights that the amendments made by the Ministry of Power to the Electricity Rules of 2022, mandating the sale of un-requisitioned surplus power on exchanges, are expected to enhance supply-side liquidity and promote competitive prices on power exchanges.
