New Delhi, The <keyword id="19895782" type="General" weightage="20" keywordseo="Election-Commission" source="keywords" meta.keywordsubtype="org" meta.entityname="Election Commission" meta.hostid="261" meta.entityid="Election Commission">Election Commission</keyword> on Friday said it has identified 266 <keyword id="20809469" type="General" weightage="20" keywordseo="parliamentary-constituencies" source="keywords">parliamentary constituencies</keyword>, including 215 in rural areas, with <keyword id="21207154" type="General" weightage="20" keywordseo="low-voter-turnout" source="keywords">low voter turnout</keyword> and is planning <keyword id="21207534" type="General" weightage="20" keywordseo="targeted-intervention" source="keywords">targeted intervention</keyword> to enhance <keyword id="19973117" type="General" weightage="20" keywordseo="voting-percentage" source="keywords">voting percentage</keyword> in the upcoming <keyword id="19912155" type="General" weightage="20" keywordseo="Lok-Sabha-polls" source="keywords">Lok Sabha polls</keyword>. Municipal commissioners from major cities and select district election officers from Bihar and Uttar Pradesh discussed enhancing voter engagement and participation in identified urban and rural Lok Sabha seats. At its conference on low <keyword id="20108198" type="General" weightage="20" keywordseo="voter-turnout" source="keywords">voter turnout</keyword> here, the EC said 266 parliamentary constituencies -- 215 rural and 51 urban -- with low voter turnout have been identified. Eleven states and Union territories - Bihar, Uttar Pradesh, Delhi, Maharashtra, Uttarakhand, Telangana, Gujarat, Punjab, Rajasthan, Jammu and Kashmir and Jharkhand - had a voter turnout lower than the national average of 67.40 per cent in the 2019 Lok Sabha polls. Addressing the participants, <keyword id="19998985" type="General" weightage="20" keywordseo="Chief-Election-Commissioner" source="keywords">Chief Election Commissioner</keyword> Rajiv Kumar stressed that 'one size fits all' approach will not work and different strategies have to be worked out for different areas and segments. Polling for the seven-phased Lok Sabha polls begins on April 19. Kumar emphasised on a three-pronged strategy of providing facilitation at polling stations, such as queue management, sheltered parking in congested areas; targeted outreach and communication; and involvement of critical stakeholders including RWAs, local icons and youth influencers to persuade people to come to polling stations on voting day. He told officials to prepare a booth-wise action plan for enhanced participation and behaviour change. He asked the participants to prepare different strategies for urban and rural areas and plan interventions accordingly for different target audiences. Discussions were centred on critical issues such as optimising queue management at polling stations and facilitating voting in high-rise buildings. Urban specific hurdles to increased voter turnout were identified and targeted city-specific interventions were planned. The officers were encouraged to develop tailored, region-specific outreach programs that resonate with the unique needs and demographics of their constituencies. The Commission recalled that nearly 29.7 crore eligible voters did not vote in the 2019 Lok Sabha elections "underscoring the scale of the problem which calls for proactive measures". In the last Lok Sabha elections, of the 50 seats with the lowest voter turnout, 17 were in metropolitans or major cities. It said recent elections across various states have highlighted trends of urban apathy towards the electoral process, warranting targeted interventions and collaborative endeavours.

Her father, the leader of the hamlet frowns upon it. But it has little to no effect on her, because the bicycle was her key to freedom, and symbolic of the agency she now had over her life. <div type="image" title="Students of Government Manorama Vidyapith Girls High School in Patna (2009)" agency="BCCL" msid="113057493" hostid="261"></div> Similarly, a girl in her neighbouring village would deflate her cycle’s tyres every day, and bury the key somewhere far from the reach of her brother, to stop him from using it. Why were these young women so territorial and proud over a seemingly modest mode of commute to their school? How is it related to Bihar, and how has something as small and insignificant as a bicycle paved the way for a broader movement of woman empowerment? Read on to find out! <h2>Bihar’s Mukhyamantri Balika Cycle Yojana</h2>Being one of the most impoverished states in India, Bihar is plagued with a large gender gap in school attendance. This gap in attendance in schools only grows with age. The enrollment of girls in primary school is satisfactory, largely due to the availability of primary schools and the introduction of schemes like the midday meal. However, distance remains a huge barrier in the hinterlands, pushing them further away from attending secondary school. In 2006, the Nitish Kumar-led state government, launched the Mukhyamantri Balika Cycle Yojana, a pioneering cash-for-kind program to empower girls through education. The program initially provided ₹2000 to 14-year-old girls enrolled in 9th grade, enabling them to purchase bicycles. This initiative was designed to address one of the most significant barriers to education for girls in Bihar—long distances to secondary schools. But, how profound were the implications of this policy intervention? In 2008, <a href="https://www.nishithprakash.com">Professor Nishith Prakash</a> from Northeastern University and <a href="https://econweb.ucsd.edu/~kamurali/index.html">Professor Kartik Muralidharan</a> of the University of California, San Diego embarked on a study to gauge the policy’s impact with support from the International Growth Centre (IGC). Their research found that this bicycle program increased age-appropriate secondary school enrolment for girls aged 14-15 by 32%. It also reduced the gender gap in enrolment by 40%. Moreover, the number of girls appearing for and passing the 10th-grade exam rose by 18% and 12%, respectively. The success of this initiative highlighted the transformative power of providing a bicycle. Inspired by the Bihar program's success, Professor Prakash later collaborated with <a href="https://worldbicyclerelief.org">World Bicycle Relief (WBR)</a> and Zambia's Ministry of General Education to implement a similar initiative in the Southern province of Zambia. <h2>After Bihar, why Zambia?</h2>Zambia is a landlocked country in Southern Africa that has made significant strides in improving access to primary education with near-universal primary school enrolment. However, the story, when it comes to girls in secondary education, is markedly different. The drop-off for girls, as they transition to secondary education is stark. According to the World Bank’s 2015 report ‘Policy Brief: Zambia,’ their enrolment fell to just 61% at the lower secondary level. The same report states that girls drop out of school at double the rate of boys in Grade 7 and triple the rate of boys by Grade 11. <h2>A tough road to secondary school</h2>Transitioning to, and completing secondary education is particularly challenging for girls, primarily due to barriers like school fees, long distances to school, and societal factors such as teenage pregnancy and child marriage. These challenges are even more pronounced in rural areas. Additionally, this transition to secondary school often coincides with the onset of menstruation, which brings its own set of challenges. The lack of menstrual hygiene facilities in schools, coupled with the stigma and lack of awareness surrounding menstruation, further exacerbates the already significant gap in girls' education. Nearly 98% of girls in their sample reported walking to school, spending an average of 110 minutes commuting just one way, as reported in a <a href="https://www.cesifo.org/en/publications/2022/working-paper/wheels-change-transforming-girls-lives-bicycles">new study</a> authored by Professor Nishith Prakash and his collaborators. Alarmingly, 35% of these girls reported experiencing sexual harassment during their commute, highlighting just how perilous a journey many face in their pursuit of education. This <a href="https://www.cesifo.org/en/publications/2022/working-paper/wheels-change-transforming-girls-lives-bicycles">intervention</a> was introduced in Zambia, providing bicycles to girls in 100 schools across three districts, and the results were promising. Overall absenteeism dropped by 29%, translating to an additional five school days per year for girls in the Southern Province, where the average primary school student missed 18 days annually. Girls in the schools who received the bicycles were 38% less likely to drop out of school compared to those in the schools who did not receive the bicycles. <h2>Pedalling towards a safer commute</h2>The impact of these bicycles extended beyond just improved attendance. The program also led to enhanced perceptions of safety among the girls. One year after the intervention, girls in the treatment group reported a 22% reduction in instances of being teased or harassed on their way to school. Additionally, the probability of girls missing school or leaving early due to safety concerns dropped by 39%. Post the success of this program, the United States Agency For International Development (USAID) awarded $3.5 million to fund bicycles for growth initiatives to increase access in rural communities in Sub-Saharan Africa, mainly Ghana, Malawi, Rwanda, Uganda, and Zambia. Additionally, the Ministry of General Education (Zambia) scaled up the cycle program in several districts in Zambia. Simply put, the bicycles in Bihar and Zambia gave young girls the agency of making choices for themselves. While the immediate benefit of these programs was providing the means for women to travel to school, the long-term impact reveals significant shifts in attitudes among both the women involved and the communities around them! But did you know that the use of bicycles to provide women with this much-needed agency isn’t new and was actively instituted by women during the suffrage movement of the 19th century — a decades-long fight to win the right to vote for women in the United States? <h2>Corsets to cycles: The Suffrage movement &amp; bicycles</h2> <div type="image" title="A woman with a bicycle in early 1900s" msid="113057788" hostid="261"></div> In the late 19th century, during the American industrial revolution, a seemingly simple invention sparked a movement that would forever change women's lives — the bicycle. As the country experienced a ‘bicycle craze,’ the first wave of the women’s rights movement was gaining momentum. The bicycle quickly became more than just a mode of transportation; it became a powerful symbol of change and progress in the fight for women’s emancipation. In fact, the introduction of the bicycle revolutionised women’s fashion, breaking away from restrictive corsets and long skirts that had previously hindered their mobility. Instead, women began to adopt more practical, comfortable clothing that allowed them to cycle freely. The image of the ‘new woman’ emerged — educated, sporty, and career-oriented — with a bicycle as her constant companion. In 1895, at the age of 80, suffragist leader <keyword id="23037502" type="General" weightage="20" keywordseo="elizabeth-cady-stanton" source="keywords">Elizabeth Cady Stanton</keyword> predicted the power of the bicycle in transforming the lives of women. Having the ability to be self-reliant, often for the first time in their lives, would encourage them to be more courageous in other areas as well. While back then, their fight was for their right to vote in political elections, times have changed. Women have to fight different battles — some new and some old — to realise and utilise their potential. What has remained constant in this journey is the bicycle! Susan B. Anthony, another suffragist leader further opined, “Let me tell you what I think of bicycling. I think it has done more to emancipate women than anything else in the world. It gives women a feeling of freedom and self-reliance. I stand and rejoice every time I see a woman ride by on a wheel…the picture of free, untrammelled womanhood.” Had she known that several decades later, this simpleton mode of transport would continue to improve the lives of young women in remote parts of the Global South, she would’ve been happy to her heart's content! If something as mundane as access to mobility has historically brought such great results, what can be done to bring greater mobility for women in policy-making today? Professor Nishith Prakash suggests that mobility needs to be thought of in a broader context. Mobility in the case of women isn’t just freedom to be able to go from one place to another. There are multiple actors at play, including their actual safety and the perception of feeling safe in an environment. Cultural norms in most societies across the globe, and in India, automatically grant the power of key-decision making to men. For these archaic norms to be challenged, he suggests changes in curriculum from early childhood. Reiterating the importance of agency in making choices for themselves, there need to be jobs for them to want to step out of the confines of their homes. And once they do, nothing can stop them from cycling away to their freedoms!

SIMPLY PUT: Two Wheels, One Mission — Bicycles empowering girls in Bihar and Zambia, a call-back to 19th century Suffrage movement

In the 2019 parliamentary polls, voters in Bihar's <keyword id="20327545" type="General" weightage="20" keywordseo="Gopalganj" source="keywords">Gopalganj</keyword> had created a record with 51,660 of them, or five per cent, opting for the <keyword id="20335981" type="General" weightage="100" keywordseo="NOTA" source="keywords">NOTA</keyword> option, which is placed as the last option on the electronic voting machine. As per the latest trends available on the <keyword id="19895782" type="General" weightage="20" keywordseo="Election-Commission" source="keywords" meta.keywordsubtype="org" meta.entityname="Election Commission" meta.hostid="261" meta.entityid="Election Commission">Election Commission</keyword>'s website at 3.15 PM, over 4.62 lakh (0.99 per cent of the total voters opted for NOTA. Out of 61,31,33,300 votes polled in the 2019 polls, 65,14,558 (1.06 per cent) were polled for NOTA. Similarly in 2014 parliamentary elections, out of 55,38,02,946 votes polled, 60,02,942 (1.08 per cent) were polled for NOTA. The <keyword id="19895371" type="General" weightage="20" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="261" meta.entityid="Congress">Congress</keyword> had received a jolt in the <keyword id="19930878" type="General" weightage="20" keywordseo="Indore" source="keywords">Indore</keyword> Lok Sabha seat after its candidate <keyword id="21466595" type="General" weightage="20" keywordseo="akshay-kanti-bam" source="keywords">Akshay Kanti Bam</keyword> withdrew his nomination on April 29, the last date for the withdrawal of nominations. Bam later joined the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="261" meta.entityid="BJP">BJP</keyword>, prompting the Congress to appeal to the people to press the NOTA option on EVMs during polling in Indore on May 13. Former Chief Election Commissioner O P <keyword id="19965032" type="General" weightage="20" keywordseo="rawat" source="keywords">Rawat</keyword> had recently described NOTA as having a "symbolic" impact and had said if it gets more than 50 per cent votes in a seat, only then making it legally effective on poll results could be considered. Rawat had also told PTI that if 99 out of 100 votes go in favour of NOTA option and someone gets one vote, even then the canidate will emerge victorious. In the 2019 Lok Sabha polls, Indore recorded 69 per cent turnout with 5,045 voters opting for NOTA. Rawat said, "In the present situation, NOTA has only symbolic significance and it cannot have an impact on the election result of any seat." "More than 50 per cent electors will have to once opt for NOTA in a seat to show the political community that they do not consider candidates with criminal background or other undeserving ones worthy of their votes. Only after this, pressure on Parliament and the Election Commission will increase and they will have to think about changing laws to make NOTA effective on the election results," he said.

With 2.18 lakh voters, NOTA creates record in Madhya Pradesh's Indore seat

New Delhi, From appealing people not to vote for them to flaunting the unsuccessful tag, changing name in each election to losing huge sums of money in security deposits -- some tenacious <keyword id="20022603" type="General" weightage="20" keywordseo="independent" source="keywords">Independent</keyword> candidates have tried these all but losing elections became a habit for them. Tamil Nadu's K Padmarajan, who proudly calls himself the "Election King", might be the only candidate in the election fray who urges people not to vote for him, so he can retain his tag of being "most unsuccessful candidate", a feat also registered in the Limca Book of records. The 65-year-old tyre repair shop owner also finds pride in his entry in the <keyword id="19981515" type="General" weightage="20" keywordseo="guinness-book-of-world-records" source="keywords">Guinness Book of World Records</keyword> for candidate with most contested elections. He claims to have lost Rs 80 lakh so far in security deposits which gets forfeited every time he loses an election besides expenses for filing nomination amid fanfare. Gearing up for his 239th attempt, Padmarajan has filed his nomination for the 18th <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections from Thrissur in Kerala and Dharmapuri in Tamil Nadu. "I began fighting elections in 1988 from my home town of Mettur, located in Tamil Nadu. I have contested 238 elections so far including against former prime ministers <keyword id="20374221" type="General" weightage="20" keywordseo="atal-bihar-vajpayee" source="keywords">Atal Bihar Vajpayee</keyword>, P V Narsimha Rao and Manmohan Singh. This will be my 239th attempt. I pick a unique battle every time," he told PTI. Asked about his campaign plans, Padmarajan said, "I ask people not vote for me, I don't want the votes but I want to continue to hold the tag of most unsuccessful candidate. I don't campaign but when I go for filing nomination, I do that in a grand way." From former chief ministers like Jayalalitha, M Karunanidhi, YSR Reddy and AK Antony to filmstars Hema Malini and Vijayakanth -- the list of bigwigs against whom Padmarajan has contested is long. Indore's Parmanand <keyword id="21190647" type="General" weightage="20" keywordseo="tolani" source="keywords">Tolani</keyword> is taking forward his father's legacy who fought elections as independent candidate for three decades. "My father passed away in 1988 and I am taking forward his legacy. I have contested 18 elections so far including eight Lok Sabha and eight Vidhan Sabha. I will be contesting the upcoming Lok Sabha polls too," 65-year-old Tolani told PTI. "My father's wish was that we do not have to stop the trend till someone from the family gets elected. If I am not able to do it in my lifetime, my two daughters will carry forward the baton," said Tolani, who is a property broker. <keyword id="21190648" type="General" weightage="20" keywordseo="vijay-prakash-kodekar" source="keywords">Vijay Prakash Kodekar</keyword> from <keyword id="19897309" type="General" weightage="20" keywordseo="pune" source="keywords">Pune</keyword>, a retired staffer from state electricity board, has a different agenda behind contesting elections as independent candidate -- advocating zero budget poll campaigns. He can be seen pushing a steel cart on wheels in streets of Latur, where he is planning to contest the Lok Sabha polls. A flex board on the cart says "Main bhi Pradhanmantri". "The message why cannot any poor individual be the Prime Minister of the country. Why this exorbitant expenditure by parties on election campaigns? Polls can be fought on zero budget and the money can be utilised for public welfare," said 78-year-old Kodekar, who campaigns wearing a white dhoti. Having contested 24 elections so far, Kodekar uses a different name for different elections. "Some elections I have contested using the name Vijay, some with 'Rashtrapati' and some with the name 'Znyosho' -- as I am a disciple of Osho. I complete the name change formalities and then I contest the polls using the new name," he said. Hyderabad techie Ravinder Uppula, uses different campaign strategies for each Lok Sabha election he fights. In 2014 -- it was anti-corruption march and in 2019 it was a liquid only fast. "I promise during my campaign that if I get elected, I will get a lie detector test done every 100 days so public who votes for me doesn't feel cheated. That is how our politicians should do as well to weed out corruption," he said. Uppula, however, is disappointed with the poll campaign expenses. "It should not be an expensive deal to canvass in this country, an agenda and the right promise should be enough rather than the poll fray leaving the voters with no choice except voting for a smaller thief or a bigger thief," he added. The strange obsession of the independent candidates has also been featured in the book "The Power of The Ballot: Travail and Triumph in the Elections". Sharing the saga of some of the independent candidates' stint at the elections, the book decodes "why do some people contest every time knowing they will lose?" Kaka Joginder Singh, also known as "Dhartipakad", was a textile-shop owner who contested and lost over 300 elections. He died in 1998. In elections, he always contested independently, and always lost his security deposits. He earned the nickname Dhartipakad after several unsuccessful runs for the post of the President of India. The year with the greatest yield for him was during the tenth presidential elections in 1992 in which he earned fourth place in the polling with 1,135 votes, losing to Shankar Dayal Sharma; it was his best performance. He also contested elections from 14 states of India in the 1990s, mostly for state assemblies. Singh died in 1998. Long before <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> chose Varanasi as an election destination, the city had Narendra Nath Dubey "Adig". Often referred to as Kashi's Dhartipakad, he has been fighting every election as an independent candidate since 1984, losing his security deposit each time. He passed away in 2022.

At 3 pm, Ranaut, first time contender from BJP in Himachal Pradesh's Mandi, is leading by over 70,000 against Congress leader Vikramaditya Singh. Incumbent MP from Mathura Hema Malini is leading from the constituency with a margin of over 2 lakh votes against Congress candidate Mukesh Dhangar. Dimple Yadav, the incumbent MP from Mainpuri, has also maintained a comfortable lead of over 2 lakh against BJP's Jayveer Singh. Misha Bharti, daughter of RJD leader Lalu Prasad Yadav, is also leading against union minister and incumbent MP from Bihar's Pataliputra by a margin over nearly 50,000 votes. <keyword id="19981448" type="General" weightage="20" keywordseo="Mahua-Moitra" source="keywords">Mahua Moitra</keyword>, incumbent MP from West Bengal's Krishnanagar, is also leading in her seat by a margin of over 50,000 votes while Baramati's incumbent MP Supriya Sule also leading by over 20,000 votes. DMK's Kanimozhi Karunanidhi, incumbent MP from Thoothukkudi, is also leading from her constituency by over 2.5 lakh votes.

All other counting rules and regulations have remained the same, according to the Election Commission. So far, over one crore votes have been counted. “We hope to finish the counting process by tonight,” it said during the press briefing today. On average, there are going to be 35 rounds of counting. However, the actual number varies from location to location, depending on the number of polling booths that are present. The counting rounds can be low as 19 in the constituency or even go as high as 51. “The counting process has been absolutely glitch-free so far all across Bihar,” said Chief Electoral Officer Ashish Kundra. Around 19.26 per cent polling was recorded before noon on Tuesday in 94 <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword> Assembly segments in 17 districts, though it was expected to pick up speed as the day progressed, an official said. Muzaffarpur district with 26.09 per cent polling led the table, followed by Gopalganj at 24.12 per cent. West Champaran district registered 21.99 per cent polling by 11 am. Polling percentage in Sheohar was 19.25, Sitamarhi 20.22, Madhubani 18.13, Vaishali 20.33, Samastipur 21.76, Begusarai 19.01, East Champaran 15.76, Darbhanga 15.65, Siwan 15.96, Saran 16.69, Khagaria 19.57, Bhagalpur 20.08, Nalanda 20.20, and Patna 18.16. Officials received a few complaints about non-functioning EVMs and VVPATs in six districts. A group of women in Gopalgang refused to vote at a polling booth after alleging that the EVM had been tampered with. An official at the election control room in Patna said booth number 89 in Darbhanga, 121 in Gopalgang, and 136 in Muzaffarpur reported technical glitches and errors in EVMs during mock polling in polling booth in Ugiyarpur constituency. During the second phase of polling, first-time voter Priyanka, 19, came on a bicycle to cast her vote along with her grandmother in the Raj Bhavan polling booth on Tuesday morning. "I am very happy to cast my vote for the first time. I pressed the EVM button while keeping the jobs issue in mind," she said. Deputy Chief Minister Sushil Kumar Modi cast his vote at Kumhrar's St Joseph High School in Patna district. "I appeal to the people of Bihar to come out and cast their votes by following Covid norms," he said. During the polling, some voters raised objections over the VIP treatment to Sushil Modi. Many voters claimed that they had been standing in queues for half an hour but he just arrived and cast his vote without standing in a queue. Chandrika Rai, Janata Dal-United candidate, also cast his vote in Vaishali. He lashed out at Lok Janshakti Party President Chirag Paswan and said that he did not know the ground realities in Bihar. "He lives in Delhi, wears branded clothes and follows 5-star culture. He doesn't know the ground situation in Bihar," he said. As per the Election Commission, Pirpainti in Bhagalpur district is the largest Assembly segment going to polls in the second phase, with 3.34 lakh voters, including 1.78 lakh males, 1.56 lakh females, and 12 transgenders. Cheria Bariyarpur is the smallest segment with 2.48 lakh voters, including 1.30 lakh males, 1.17 females, and 12 transgenders. Polling in 94 Assembly segments in 17 districts will be held from 7 am till 6 pm. The polling in some sensitive constituencies will end at 4 pm as per the Election Commission (EC) directions.

Voting in 94 of the total 243 Assembly seats in Bihar will be held on November 3 during the second phase of state elections in which over 2.85 crore voters will decide the fate of 1,463 candidates in fray. As many as 41,362 polling stations have been set up across 17 districts, all of which except Patna, Bhagalpur, and Nalanda are situated north of the Ganges. Maharajganj seat has a maximum of 27 candidates in the electoral battle and Daraula with only four in the second round of Assembly polls. Prominent contestants in the fray include Rashtriya Janata Dal leader and Grand Alliance's chief ministerial candidate Tejashwi Yadav who is recontesting the Raghopur seat and his brother Tej Pratap in the fray in Hassanpur seat in Samastipur district. Other prominent faces in the fray in the second phase are RJD leaders Alok Kumar Mehta from Ujiyarpur and Shailesh Kumar from Bihpur, former parliamentarian Anand Mohan's son Chetan Anand from Sheohar, former parliamentarian Rama Singh's wife Beena Singh from Mahnar, and Congress leader Shatrughan Sinha's son Luv from Bankipur. Plurals Party leader Pushpam Priya Choudhary is also in the fray in Bankipur, apart from BJP's Nitin Naveen. Ministers Nandkishore Yadav, Randhir Singh, and Shravan Kumar are also in the fray from Patna Sahib, Madhuban and Nalanda segments. The prestige of 27 MLAs of the Grand Alliance is at stake. The RJD has fielded 56 candidates in the second phase of elections, wherein it is in direct contest with the BJP on 27 seats and with the ally turned foe JD-U on 25 seats. The BJP is contesting 46 seats and the JD-U 43 seats. The Congress is contesting 24 seats, CPI and CPM four each, Lok Janshakti Party 52 and RLSP 36 seats. In the 2015 elections, the Rashtriya Janata Dal of Lalu Prasad had bagged 33 of these seats, the JD-U 30 and the Congress seven whereas the NDA had won only 22 seats. However, a lot of water has since flown down the rivers ever since. New political permutations and combinations have come into play in 2020 as compared with the 2015 polls. Five years ago, Nitish Kumar's JD-U fought the elections in alliance with the RJD and the Congress, whereas the NDA had Ram Vilas Paswan's Lok Janshakti Party and Rashtriya Lok Samta Party (RLSP) in its camp. In this poll fray, the JD-U has moved to the NDA camp, the LJP is fighting its own battle and the RLSP is a part of the Grand Democratic Secular Front. Elections for the 243-seat Bihar Assembly are set to be held in three phases, out of which polling in the first phase was conducted on October 28. After the November 3 voting for 94 seats, remaining 78 constituencies will go to polls on November 7. The counting of votes is slated for November 10.

With a win in nine seats and leads in three others, the CPI(ML) on Tuesday is all set for an impressive performance in the Bihar Assembly elections. The <keyword id="6360542" type="ORGANIZATION" weightage="20" keywordseo="communist-party-of-india">Communist Party of India</keyword> (Marxist-Leninist), often working in the margins of mainstream politics, fielded 19 candidates, most of them students and youth leaders, in the elections. <div type="Article" hostid="261" msid="79142084" title="Bihar Election Results 2020: With 40 seats still hanging in the balance, NDA widens its lead but RJD continues to be the single largest party" mstype="2" mssubtype="0"></div> According to the latest trends as of 11:50 pm, CPI(ML) has won nine of the 19 seats and is leading in three. The CPI(M) which competed on four seats has won two seats, and the CPI which contested in six seats has also won two seats. With the win in nine seats and leads in three others, the CPI(ML) hopes to be the biggest gainer in the Grand Alliance. In the 2015 assembly election, the CPI(ML) had bagged three seats. It had won seven seats in the 2005 polls. The party secured six seats in the 2000 election and in 2010, it had failed to get any seat. "The leads so far are on expected lines and we hope to catch up in three more seats. This was a different kind of election. This was more of a people's movement. We banked on young candidates like student leaders, candidates who were part of farmer struggles and working class people. That seemed to have worked. "The 25-point campaign charter of the Mahagathbandhan is the demands emerging in the course of the teachers' movement, skill workers' movement over the last few years. The Left parties have set the agenda, the people of Bihar set the agenda for us. This is a big gain for the Left," CPI(ML) general secretary Dipankar Bhattacharya said. Party leaders also highlighted how cadres worked among the poor, became first responders in crisis among their constituents and led movements against unemployment, corruption in education and farm rights, to gain the trust of voters. "We have been working with the poor in the state since the 1990s, mainly with the Dalits and the EBCs. We have played the lonely vocal opposition voice in the Vidhan Sabha on the rights of the poor. Over the last five years, we have built an image which is based on goodwill and faith. Electoral victories are not just about numbers, it is about chemistry. This time things came together. "This election, wherever the RJD and CPI(ML) have come together, the Grand Alliance has done well," N Balaji, the national president of CPI(ML) students' wing All India Students Association, said. On his party's decision to go with the RJD despite being opposed to it earlier, Balaji, who campaigned extensively in Bihar, said the party (RJD) currently led by Tejashwi Yadav and the one led by his father Lalu Prasad were "two different entities". CPI(ML) leaders also pointed out that this was perhaps the first time that the youth and student leaders had actively participated and some even contested the elections. Out of the 19 candidates that the party fielded this time, six are under 35 years of age and 10 are below 50. Among the party's winning candidates, Sandeep Saurav, 33, won from Paliganj constituency after defeating the JD(U) candidate. Saurav, a former JNUSU general secretary and an AISA activist, gave up his job as an assistant professor to fight the polls. CPI-ML's other candidate Manoj Manzil, 36, won by over 50,000 votes from Agiaon. He was earlier arrested after filing his nomination from the constituency. Manzil is known for leading the 'Sadak Par School' movement in Bhojpur against unemployment. He is also a prominent leader among the Dalit community. Ajit Kumar Singh (34), who won the Dumraon seat, is the state president of Revolutionary Youth Association. He is a former AISA Bihar state secretary and has completed his doctoral studies in history of farmers' agitation in Bihar.
