In the 2019 parliamentary polls, voters in Bihar's <keyword id="20327545" type="General" weightage="20" keywordseo="Gopalganj" source="keywords">Gopalganj</keyword> had created a record with 51,660 of them, or five per cent, opting for the <keyword id="20335981" type="General" weightage="100" keywordseo="NOTA" source="keywords">NOTA</keyword> option, which is placed as the last option on the electronic voting machine. Rawat had also told PTI that if 99 out of 100 votes go in favour of NOTA option and someone gets one vote, even then the canidate will emerge victorious. In the 2019 Lok Sabha polls, Indore recorded 69 per cent turnout with 5,045 voters opting for NOTA. Rawat said, "In the present situation, NOTA has only symbolic significance and it cannot have an impact on the election result of any seat." "More than 50 per cent electors will have to once opt for NOTA in a seat to show the political community that they do not consider candidates with criminal background or other undeserving ones worthy of their votes. Only after this, pressure on Parliament and the Election Commission will increase and they will have to think about changing laws to make NOTA effective on the election results," he said.

In Bihar, the INDIA bloc was leading in only eight out of the 40 Lok Sabha seats but Jha was confident that the numbers would look up for the coalition in the state, even as he complained about the tardy pace of counting. "We have written to the Election Commission drawing attention towards the extremely slow pace of counting. Only 3-4 lakh votes have been counted till afternoon in most seats in Bihar where, on an average, about 10 lakh people have exercised their franchise in each constituency," said Jha. "We are confident that as the counting progresses, in many seats where we are trailing by slender margins, the picture will change. But we urge the Election Commission to carry out the exercise as per the rule book and not act on any telephone calls they may be getting from Delhi," said the Rajya Sabha MP, who has been alleging that the poll panel has often acted under pressure from the ruling BJP at the Centre. "To all our cadres in the INDIA coalition, I would appeal not to let their guard down. Counting may continue till late in the evening. We must remain vigilant," said Jha. At 3 pm, Ranaut, first time contender from BJP in Himachal Pradesh's Mandi, is leading by over 70,000 against Congress leader Vikramaditya Singh. Incumbent MP from Mathura Hema Malini is leading from the constituency with a margin of over 2 lakh votes against Congress candidate Mukesh Dhangar. Dimple Yadav, the incumbent MP from Mainpuri, has also maintained a comfortable lead of over 2 lakh against BJP's Jayveer Singh. Misha Bharti, daughter of RJD leader Lalu Prasad Yadav, is also leading against union minister and incumbent MP from Bihar's Pataliputra by a margin over nearly 50,000 votes. <keyword id="19981448" type="General" weightage="20" keywordseo="Mahua-Moitra" source="keywords">Mahua Moitra</keyword>, incumbent MP from West Bengal's Krishnanagar, is also leading in her seat by a margin of over 50,000 votes while Baramati's incumbent MP Supriya Sule also leading by over 20,000 votes. DMK's Kanimozhi Karunanidhi, incumbent MP from Thoothukkudi, is also leading from her constituency by over 2.5 lakh votes.

Bihar likely to get NDA government for the fourth term as it secures 122 seats— but Nitish Kumar-led JDU underperforms as compared to the BJP

Bihar might be on the cusp of a major generational shift in politics as it braced for Tuesday's counting of votes for the assembly election, with most pollsters predicting a landslide for the five-party Grand Alliance led by the young RJD leader Tejashwi Yadav. Counting will be taken up at 55 centres across 38 districts where the outcome will decide the fate of the Nitish Kumar government that has helmed the state for a decade and half. Most exit polls have predicted a rout for the ruling JD(U)-BJP combine and a resounding victory for the Grand Alliance (Mahagathbandhan) led by RJD's 31-year-old chief ministerial candidate Tejashwi Yadav, who has thrown down the gauntlet at redoubtable Nitish Kumar, the battle-scarred veteran more than twice his age. The Election Commission is making sure that the winds of potential change cause no disruption in the counting process. According to Chief Electoral Officer H R Srinavasa, central armed police forces have been deployed at the strong rooms, where the EVMs have been stored since the completion of voting, and the halls where these will be unsealed Tuesday morning after counting of postal ballots gets over. The state has 243 assembly constituencies and the most keenly watched will obviously be Raghopur in Vaishali district from where Tejashwi Yadav is seeking re-election. Kumar is a member of the legislative council and has not contested the assembly election. Raghopur has been in the past represented by his parents Lalu Prasad and Rabri Devi both former chief ministers. Tejashwi's elder brother Tej Pratap Yadav is contesting from Hasanpur in Samastipur district. In addition, Tuesday's counting will also decide the political fate of nearly a score of ministers. Prominent among them are Nand Kishore Yadav (Patna Sahib), Pramod Kumar (Motihari), Rana Randhir (Madhuban), Suresh Sharma (Muzaffarpur), Shrawan Kumar (Nalanda), Jai Kumar Singh (Dinara) and Krishnanandan Prasad Verma (Jehanabad). With much of the NDA's election narrative focusing on RJD's association with "jungle raj", an allusion to the alleged collapsed law and order during the 15 years when Lalu-Rabri ruled the state in succession, the fate of "bahubalis", leaders known for strong arm tactics, will also be keenly watched. Two of the most notorious criminal-turned-politicians- Anant Singh (Mokama) and Reetlal Yadav (Danapur)- are contesting on RJD tickets. A win for the RJD-led coalition will bring a redemption of sorts for Tejashwi Yadav whose leadership abilities were called into question after his party failed to win a single seat in the Lok Sabha elections last year. The NDA had won 39 of the 40 seats and one had gone to the Congress, an RJD ally. It may also revive the fortunes of the three Left parties--The CPI, CPI-M and CPI-ML--which were consigned to near oblivion over the past two decades. The five-party 'Mahagathbandhan' also comprises these three Left parties, which were a force to reckon with in the past. Election officials and district administrations face the daunting task of restraining supporters of political parties from crowding the counting centres amid the COVID-19 outbreak. Prohibitory orders will be be place outside the counting centres to prevent people from gathering in large numbers, officials said. According to Srinivasa, while 19 companies of the central armed police forces will be deployed at strong rooms and the halls where counting will take place, another 59 have been entrusted with maintaining law and order. Each company comprises roughly 100 personnel. Additional Director General of Police (Headquarters) Jitendra Kumar said Bihar Military Police and local police will also chip in while senior officials will keep a watch through display screens connected to CCTV cameras installed at the counting centres. Bihar readies for D-day as polls forecast JDU-BJP win

NDA supporters confident of forming government under Nitish

The Bihar assembly election results appeared to belie predictions made by most exit polls which had given a clear edge to the Rashtriya Janata Dal-led Mahagathbandhan. The ABP-CVoter exit poll prediction was the closest among all. It had projected 104-128 seats for the NDA and 108-131 seats for the opposition grand alliance. According to the Election Commission's website, as of 10.30 pm, the NDA was ahead with a slender margin. It had either won or was leading in 122 seats while the Mahagathbandhan's tally stood at 113. The majority mark in the 243-member Bihar assembly is 122. Counting in a few seats is still underway. The RJD, however, was ahead of all parties it had either won or was ahead in 77 seats. The BJP was close behind at 72. The JD(U) was a distant third and had either won or was ahead in 42 seats, the Congress in 19 seats. The Left parties tally stood at 17. Chanakya-CNN News18 on Tuesday projected 180 seats for the RJD-led grand alliance, 55 for the NDA and eight for others. India Today-Axis My India poll showed the RJD-led opposition was likely to win 139-161 seats, as against 69-91 for the NDA. It predicted three to five seats for the LJP and others. The ABP-CVoter exit poll predicted 104-128 seats for the NDA and 108-131 seats for the opposition grand alliance. It projected Chirag Paswan-led LJP to get one to three seats. A similar trend was predicted by Times Now-CVoter, which projected 116 seats for the NDA, 120 for the opposition alliance and a single seat for the LJP. It predicted six seats for others. Republic TV-Jan Ki Baat exit poll also gave a clear majority to the RJD-led alliance with 128 seats, while it projected 104 seats for the ruling NDA, seven seats for the LJP and four for others. TV9 Bharatvarsh projected NDA to win 115 seats, the grand alliance 120 and four each for LJP and others. The NDA comprises the JD(U), BJP, Vikassheel Insaan Party (VIP) and Hindustan Awam Morcha (Secular). The BJP contested 110 seats, leaving 11 to the VIP, while the JD(U) fielded candidates on 115 seats. It had given seven seats to the HAM. On the other hand, the RJD contested 144 seats, the Congress 70 and the three Left parties fielded candidates on 29 seats. The three-phase Bihar Assembly election ended on Saturday. Bihar Election 2020: Most exit polls miss the mark

BJP declares victory in Bihar Election 2020 before final count with Prime Minister Modi, Amit Shah and other senior leaders thanking voters

With a win in nine seats and leads in three others, the CPI(ML) on Tuesday is all set for an impressive performance in the Bihar Assembly elections. With the win in nine seats and leads in three others, the CPI(ML) hopes to be the biggest gainer in the Grand Alliance. In the 2015 assembly election, the CPI(ML) had bagged three seats. It had won seven seats in the 2005 polls. The party secured six seats in the 2000 election and in 2010, it had failed to get any seat. "The leads so far are on expected lines and we hope to catch up in three more seats. This was a different kind of election. This was more of a people's movement. We banked on young candidates like student leaders, candidates who were part of farmer struggles and working class people. That seemed to have worked. "The 25-point campaign charter of the Mahagathbandhan is the demands emerging in the course of the teachers' movement, skill workers' movement over the last few years. The Left parties have set the agenda, the people of Bihar set the agenda for us. This is a big gain for the Left," CPI(ML) general secretary Dipankar Bhattacharya said. Party leaders also highlighted how cadres worked among the poor, became first responders in crisis among their constituents and led movements against unemployment, corruption in education and farm rights, to gain the trust of voters. "We have been working with the poor in the state since the 1990s, mainly with the Dalits and the EBCs. We have played the lonely vocal opposition voice in the Vidhan Sabha on the rights of the poor. Over the last five years, we have built an image which is based on goodwill and faith. Electoral victories are not just about numbers, it is about chemistry. This time things came together. "This election, wherever the RJD and CPI(ML) have come together, the Grand Alliance has done well," N Balaji, the national president of CPI(ML) students' wing All India Students Association, said. On his party's decision to go with the RJD despite being opposed to it earlier, Balaji, who campaigned extensively in Bihar, said the party (RJD) currently led by Tejashwi Yadav and the one led by his father Lalu Prasad were "two different entities". CPI(ML) leaders also pointed out that this was perhaps the first time that the youth and student leaders had actively participated and some even contested the elections. Out of the 19 candidates that the party fielded this time, six are under 35 years of age and 10 are below 50. Among the party's winning candidates, Sandeep Saurav, 33, won from Paliganj constituency after defeating the JD(U) candidate. Saurav, a former JNUSU general secretary and an AISA activist, gave up his job as an assistant professor to fight the polls. CPI-ML's other candidate Manoj Manzil, 36, won by over 50,000 votes from Agiaon. He was earlier arrested after filing his nomination from the constituency. Manzil is known for leading the 'Sadak Par School' movement in Bhojpur against unemployment. He is also a prominent leader among the Dalit community. Ajit Kumar Singh (34), who won the Dumraon seat, is the state president of Revolutionary Youth Association. A lacklustre show by the Congress in Bihar seems to have proved costly for the opposition grand alliance, as it dragged down the RJD too from the government formation in the Hindi heartland state. While the Congress lost ground in Bihar, it also suffered significant electoral losses in Madhya Pradesh, Uttar Pradesh and Gujarat, losing a majority of bypolls in key states that saw the BJP surging ahead. <div type="Article" hostid="261" msid="79142084" title="Bihar Election Results 2020: With 40 seats still hanging in the balance, NDA widens its lead but RJD continues to be the single largest party" mstype="2" mssubtype="0"></div> The Congress also alleged foul play in elections accusing the ruling NDA of misuse of power. The Congress also went to the EC making the allegations that their candidates were not given certificates of victory despite winning. "Democracy is being murdered and mandate being abducted in Bihar," Surjewala tweeted in Hindi citing examples of seats where their party candidate had won but not given certificates of victory. Senior party leaders again blamed EVMs for the losses, with former Madhya Pradesh chief minister Digvijaya Singh and Dalit leader Udit Raj claiming that the electronic voting machines (EVMs) can be hacked and tampered with, though their party colleague Karti Chidambaram said the EVM system is accurate and dependable, and "it's time to stop blaming the EVM". "What is the reason that no developed country is using EVMs... if a chip is there, then it is not tamper-proof," Singh said, alleging "selective" rigging. In Bihar, the Congress's tally dropped from 27 in 2015 to 19 as per the latest trends available, that saw the RJD-led grand alliance narrowly lag behind the BJP-led NDA. Though the Congress improved its vote share from 6.66 per cent in 2015 to nearly 9.5 per cent in this election, its strike rate this time was less than 30 per cent as against 66 percent last time. The grand old party had contested in 70 seats this time with its ally RJD contesting in the majority seats. In 2015, the Congress had contested in 41 seats. On their part, Congress sources said it would be "unfair" to say that the party fared poorly as it contested those seats in Bihar which were traditionally NDA strongholds and the JDU-BJP combine had a strike rate of over 95 in the past. Party insiders said the seats it contested also did not have the advantage of Muslim-Yadav combination and were never contested by it earlier. The presence of AIMIM also cost the Congress dearly as the Asaduddin Owaisi-led outfit won five seats and cost the Mhagathbandhan some 15-odd seats, insiders said. The RJD had also not won those seats since 1990, a leader claimed, adding that even in 2015 when RJD-JDU-Cong fought as part of 'Mahagathbandhan', the Congress had won 23 out of 32 seats from this area. Leaders said the party failed to put up a strong base in Bihar in the last two years after its former Bihar chief Ashok Choudhary defected to the JDU, and could not consolidate its position riding on the RJD support-base. Shiv Sena, an ally of Congress in Maharashtra, also accused the Congress of being the "weak-link" and dragging down the RJD. Sena's Sanjay Raut said had the Congress performed better, Tejaswi Yadav would have been declared CM by now. Of the 28 seats in Madhya Pradesh, the party lost 19 seats to the BJP and was leading in 8 seats it was holding, with Congress rebel Jyotiraditya Scindia posting big gains for the saffron party. In UP and Gujarat, the Congress drew a blank in 15 bypoll seats in Gujarat and Uttar Pradesh. However, one consolation for the Congress was its victory in bypolls in Haryana's Baroda seat, where the BJP is in power. The Congress held on to its Baroda assembly seat in the bypoll necessitated after the death of its MLA Shri Krishan Hooda. The Congress also won one seat each in Chhattisgarh and Jharkhand in bypolls held today.

Grand Alliance loses ground in Bihar election due to Congress' underperformance

A total of 163 ( 68 per cent) out of the 241 winners in the Bihar Assembly polls have declared criminal cases against themselves in the poll affidavits, with <keyword id="42678" type="ORGANIZATION" weightage="20" keywordseo="RJD">RJD</keyword> topping the list with around 73 per cent, Bihar Election Watch and Association for Democratic Reforms (ADR) said. Of the 163 MLA-elects, 123 (51 per cent of total affidavits analysed) have serious criminal cases pending against them, including those related to murder, attempt to murder, kidnapping and crimes against women. In the 2015 Assembly elections, 142 (58 per cent) MLAs had self-declared such cases against them in their affidavits. This time, the ADR had analysed the self-sworn affidavits of 241 of the 243 victorious candidates. The ADR did not say anything on such details of remaining winners. The results of the three-phase elections were declared on Wednesday early morning after counting that went on for over 20 hours. Out of the 123 winners, 19 have murder cases, 31 attempt to murder and eight crimes against women against their names. Among the major parties, 54 (73 per cent) of the 74 winners from Tejashwi Yadav-led <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) have pending criminal cases, followed by 47 (64 per cent) out of 73 from BJP, 20 (47 per cent) out of 43 from Janata Dal-United, 16 (84 per cent) out of 19 from Congress, 10 (83 per cent) out of 12 from Communist Party of India-Marxist Leninist Liberation, and five (100 per cent) out of 5 from Asaduddin Owaisi's All India Majlis-e-Ittehadul Muslimeen. A total of 44 (60 per cent) out of 74 RJD winners, 35 (48 per cent) out of 73 from BJP, 11 (26 per cent) out of 43 from JD-U, 11 (58 per cent) out of 19 from Congress, eight (67 per cent) out of 12 from CPI-MLL and 5 (100 per cent) out of 5 from AIMIM have serious criminal cases pending against them.
