From the next financial year, alcohol will be banned in Bihar, as announced by the state’s Chief Minister <keyword id="6358190" type="PERSON" weightage="100" keywordseo="Nitish-Kumar">Nitish Kumar</keyword>. He has done so after he had promised a group of angry women about the same, at an event in July. Reportedly, the women were angry over the alarming addiction to country liquor in Bihar villages. 
 
"In 1977-78 we tried to impose prohibition but it was not effective. But I feel women are suffering more than others (because of alcohol abuse)... I have instructed my officials to start working towards this and implement this from the next financial year," Mr Kumar said at a function. 
 
After his swearing in as Bihar’s Chief Minister last week, this is his first major announcement. However, one can’t be sure if alcohol would be completely banned or the ban would be restricted to just country liquor. 
 
Talking of the income through alcohol, last year Bihar government earned nearly Rs. 3,500 crore through taxes on the sale of alcohol. How and when this loss of revenue would be covered up is yet to be known. 
 
Other Indian states where alcohol is banned are Gujarat, Nagaland, Manipur and Lakshwadeep. Last year, Kerela too had announced its aim to be alcohol-free within 10 years.

Michael Jensen, CEO of Carlsberg India, has termed India as the most difficult market in the world, and you can’t blame him for that, since Jensen has personally experienced how politics can make business run on its fingers, making investors vary of future projects. 
 It was three years ago that <keyword id="6388010" type="ORGANIZATION" weightage="100" keywordseo="Bihar-CM">Bihar CM</keyword> <a href="http://www.businessinsider.in/Nitish-Kumars-government-imposes-13-5-tax-on-luxury-items-including-samosa-and-kachori/articleshow/50563854.cms">Nitish Kumar</a> had wooed Carlsberg to invest in the state, thus convincing it to set up a $25 million plant near Patna in 2014. However, after he was <a href="http://www.businessinsider.in/Nitish-Kumar-takes-oath-as-Bihar-CM/articleshow/49858253.cms">re-elected </a>last year, he went on to ban liquor in the state, which led to the company’s revenues falling and forcing it to consider pulling out, since there was no backup plan for this unexpected move. 
 
"It was a sizeable market and investment but they decided to do prohibition in 12 hours," Jensen told ET. 
 
Other than Carlsberg, Diageo Plc, United Breweries and Molson Coors are also worried about the ban since they have been running more than 70 distilleries and breweries in Bihar for over a decade now, which is an ideal market for these liquor companies, offering an abundance of raw materials (barley and wheat) and cheap labour. 
 
In Bihar, sale of alcohol has been banned since March this year, fulfilling the <a href="http://www.businessinsider.in/Banned-Alcohol-in-Bihar-to-be-banned-April-2016-onwards-CM-Nitish-Kumar-announces/articleshow/49934345.cms">promise </a>that Kumar made during his election campaign.

"Our medium-term intent is actually (to) exit the state of Bihar from all manufacturing and related activities," United Spirits CEO Anand Kripalu was quoted saying in an investor call. "It is about just over 1% of our total business in terms of revenue and probably something similar in terms of profit right. So we believe, while it is an important state in terms of its contribution, it is not that material to our total business." 
 
The industry is, however, maintaining some hopes since sector lobby groups have challenged the ban in the Patna High court. 
 
"We are fighting against the unjust ruling to ban all liquor instead of just country and illegal liquor," said All India Brewers Association Director General Shobhan Roy. "Our breweries are running full capacity and we have claimed about 400 crore compensation for existing inventories and machinery."

 Despite the <keyword id="6356229" type="ORGANIZATION" weightage="20" keywordseo="apex-court">Apex Court</keyword> delivering the judgement in favour of Sidhu, who is an activist from <a href="http://www.businessinsider.in/Made-in-Chandigarh-technology-to-bring-down-prices-of-insulinand-Hepatitis-B-vaccine/articleshow/54880247.cms">Chandigarh</a>, the victory came at a personal loss; at least that’s what Sidhu, who himself enjoys drinking, feels since the ban has resulted in a majority of <keyword id="4372867" type="UNKNOWN" weightage="20" keywordseo="Chandigarh-pubs">Chandigarh pubs</keyword>, <keyword id="26248" type="UNKNOWN" weightage="20" keywordseo="bars-and-restaurants">bars and restaurants</keyword> going dry.

The reason, Sidhu says is a goof-up on the part of Chandigarh authorities. 
 
"Highways are supposed to be outside cities and to be used only for long drives," he explains. "But thanks to the Chandigarh authorities' goof-up, there are many highways within Chandigarh. This could well have been a world record of sorts. Now everybody, including me, will have to suffer," Sidhu told TNN.

By highways being within Chandigarh, he hints at the many thoroughfares that the city’s municipal corporation had declared as state highways in 2006. The reason, he says, was that the corporation didn’t have the resources to maintain these stretches, and declaring them highways would simply put the responsibilities on central government.

However, just before the Supreme Court banned the sale of liquor around highways, the authorities changed the nomenclature of these roads to major district roads, with the Punjab and Haryana high court accepting the change. However, Sidhu himself has challenged the denotification in the Supreme Court; the case would be heard on April 17 now.

However, this personal loss has not shaken Sidhu’s beliefs against people being allowed to drink and drive.

Good karma or bad? Man behind liquor ban can’t find liquor nearby

The ban on the sale of liquor within 500 meters of highways in the country would mean a probable loss of Rs 50000 crore for several state governments. This, because a list of prominent hotel chains, like the Taj, Oberoi, Hyatt and Accor groups will now have to stop serving alcohol to guests at their premium locations, thus denting the 
estimated revenue of state governments, which they would have earned from these hotels in form of taxes.

Riyaaz Amlani, president of the National Restaurant Association of India (<a href="http://www.businessinsider.in/strategy/restaurant-body-fights-back-says-dont-eat-if-you-dont-want-to-pay/articleshow/56313066.cms">NRAI</a>), told ET that along with this loss to the governments, restaurants, bars and pubs will also be taking a hit of Rs 10,000-15,000 crore, and 100,000 people will be out of work.

However, as per a tweet by Niti Aayog CEO Amitabh Kant, the ban would impact jobs of around <a href="http://www.businessinsider.in/1-million-people-to-lose-job-inindia-blame-drunken-driving-for-it/articleshow/57971679.cms">1 million people</a>. 
 
The country houses over a third of liquor outlets around national and state highways, which means that this ban would result in a deep impact on the liquor industry and state governments’ pockets.

Liquor ban would dent state governments’ estimated revenue by Rs 50,000 crore

Bhubaneswar, Feb 28 () Immediate revision of coal royalty and a special economic package for speedy development of the region were among the major demands raised at the Eastern Zonal Council (EZC) meeting chaired by Union Home Minister Amit Shah here on Friday. The meeting, attended by Odisha Chief Minister Naveen Patnaik and his West Bengal and Bihar counterparts Mamata Banerjee and Nitish Kumar, respectively, was skipped by Jharkhand chief minister Hemant Soren. Soren, who was unable to attend the meeting, deputed state's Finance Minister Rameshwar Oraon to the meet. Though no reason for Soren's absence at the meeting was cited, it was perhaps because of the commencement of the month-long budget session of the Jharkhand Assembly, sources said. It is not known what Amit Shah said at the meeting, but chief ministers raised issues concerning their states as well as for the region during the meeting. Patnaik, who is the vice-chairman of the council and host, batted for the entire east zone and demanded a special economic package for the region, saying the states lag in many sectors despite being endowed with natural and mineral resources. Patnaik also urged that Odisha be declared a "Special Focus State" in view of frequent natural disasters faced by the state and its vulnerability to natural calamity. All the participant states demanded that coal royalty, which has not been revised since 2012, be hiked forthwith. All the four eastern states - Odisha, West Bengal, Bihar and Jharkhand are coal bearing areas. Lamenting delay in revision in coal royalty, Patnaik said there is an urgent need to revise royalty on coal and also to share proceeds of clean energy cess with the state government. He said the entire eastern region lags in teledensity, railway density and banking density and, therefore, needs to be given a special economic package for speeding up Infrastructural Development of the zone. Emphasising that this zone contributes maximum to the mineral wealth of the country and in turn manufacturing and energy security, he said the fruits of this wealth should boost economic growth of this region and its people. "Our Regions have some of the largest scheduled areas of the country. I reiterate my demand for inclusion of Ho, Bhumij and Mundari languages in the Eighth Schedule of Constitution, the Chief Minister said. He thanked the Union government for supporting the state during cyclone Fani last year. After the meeting, Mamata Banerjee told reporters that she highlighted West Bengal issues at the EZC meet where she expressed concern that her state did not get require assistance during natural calamities like cyclone Fani and Bulbul. She also said Bengal has been neglected in many matters and the state should get its due share in the central pool. "We have not got Rs 50,000 crore from the Centre," the chief minister said. Banerjee said she also raised other issues related to her state like delay in GST compensation payment, lowered share in the devolution and other issues hitting the states interest. Issues relating to development of the states in the region, the need for coal royalty revision, strengthening of infrastructure were also discussed at the EZC meeting, she said. Apart from the security scenario and vexed Left Wing Extremism (LWE) menace, the EZC meeting also discussed heinous crimes and rail link projects, official sources said. Addressing the meet, Bihar CM Nitish Kumar reiterated the demand for grant of special category status to the state. He asserted that despite achieving double digit growth rate in past few years, Bihar is lagging behind on major indices of development like poverty line, per capita income and industrial as well the social and physical infrastructure vis-a-vis the national average while pressing for the special category status demand to the Union Home minister. Kumar also urged West Bengal and Jharkhand, sharing border with Bihar, to initiate strong measures to stop smuggling of liquor in the state, where prohibition is in force since 2016. He also urged the Centre to share the expense in deployments of central security forces for dealing with the naxal problem with the state, which at present is solely bearing the cost. Kumar said curbing naxal menace was joint responsibility of the Centre as well the state while buttressing the demand. Issues such as inter-state water rows, power transmission lines, royalty and operationalization of coal mines, land &amp; forest clearance of rail projects, investigation of heinous offences and cattle smuggling across countrys borders figured during the ECZ meet, sources said. Shah later stated that 40 issues were resolved with mutual coordination during deliberations on Friday. The meeting, Chaired by Shah and attended by Odisha Chief Minister Naveen Patnaik and his West Bengal and Bihar counterparts - Mamata Banerjee and Nitish Kumar -respectively, was skipped by Jharkhand chief minister Hemant Soren. Soren had deputed state's Finance minister Rameshwar Oraon for the meeting. Shah said as per the vision of Prime Minister Narendra Modi, eastern region needs more focus to fast track its development and hoped this meeting would be decisive and fruitful in resolving the issues listed on the agenda. Shah said besides the issues listed on the agenda, he would also like to add and discuss issues relating to law and order and administrative reforms so that this Council meeting is helpful in giving further pace to development, an official release said. After the end of the meet, Shah, Banerjee and Kumar had a meal together at the lunch hosted by Patnaik at his residence. Union Petroleum Minister Dharmendra Pradhan joined them. While there was no official word on what was talked about during the meal, the picture of Shah and Mamata sharing a lunch led to talks in the political circles about a possible scale down in their attacks on each other. Expressing satisfaction at usefulness of Zonal Council mechanism, the Home minister said more than 70 per cent issues have been resolved based on the recent meetings of the Zonal Councils and remaining issues are also under resolution. "Out of the 48 items discussed today, 40 were resolved in the meeting with mutual coordination,' Shah said. However, it was not clear as to which eight issues remained unresolved. EZC meet:Shah says 40 issues resolved with mutual coordination

India’s alcohol consumption has increased by 38% between 2010 and 2017, said a Lancet study that analysed alcohol intake in 189 countries between 1990 and 2017. In 2007, the alcohol consumption in India was at 4.3 litres per adult per year which increased to 5.9 litres. This rise is much steeper than what’s seen in other countries. For the same period, the per adult alcohol consumption in the US rose from 9.3 litres to 9.8 litres. The growth in China too was marginal, as it went up from 7.1 to 7.4 litres per adult,<a href="https://economictimes.indiatimes.com/industry/cons-products/liquor/indias-alcohol-intake-up-by-38pc-in-seven-years-lancet-study/articleshow/69231992.cms"> said Economic Times</a> citing the study. It should also be noted that the average per adult consumption of alcohol in India, is much lower than its in the US. Up by 70% Globally too, the popularity of alcohol is increasing. Between the years 1990 and 2017, which is 27 years, global alcohol consumption increased by 70%. The total volume of alcohol intake rose from 20,999 million litres in 1990 to 35,676 million litres in 2017. Alcohol consumption in high-income countries witnessed constant growth but it has been growing in low and middle-income countries as well. Before 1990, Europe had recorded the highest level of alcohol use. However, the study forecasts that Europe will not hold that title for long. Going ahead, the world will drink more, and more people will drink as well. The research <a href="https://economictimes.indiatimes.com/industry/cons-products/liquor/indias-alcohol-intake-up-by-38pc-in-seven-years-lancet-study/articleshow/69231992.cms">also suggests </a>that almost half the adults across the world will consume alcohol by 2030 whereas a quarter of them will become binge drinkers. Binge drinkers are those people who drink 60 grammes or more pure alcohol in one or more sittings, in a month. Starting Young Indians are not just drinking more, they are drinking dangerously as well. As many as 57 million people are facing the after-effects of alcohol addiction. A <a href="https://www.indiatoday.in/mail-today/story/most-delhi-youth-drink-before-legal-age-claims-survey-1455638-2019-02-14">survey</a> by the Community Against Drunken Driving (CADD) revealed that over 88% of youth below 25, consume or purchase alcohol though it’s illegal. Punjab, Goa, Tripura, Chhattisgarh and Arunachal Pradesh rank high on alcohol consumption. However, Uttar Pradesh has the highest number of alcohol drinkers in India. Regulating alcohol A few state governments like Bihar, <keyword id="6354766" type="LOCATION" weightage="20" keywordseo="Gujarat">Gujarat</keyword>, Mizoram and Nagaland, have prohibited the sale of alcohol. States like Kerala, Bihar, Tamil Nadu have imposed variety prohibition since 2016, reported Economic Times. The state government of Rajasthan allows sale of liquor only until 8.30 in the evening. India has also witnessed an increase in the number of drunken driving cases. According to <a href="https://timesofindia.indiatimes.com/city/hyderabad/with-46-lakh-traffic-violations-in-2018-fine-collection-doubled-to-rs-54-crore/articleshow/67596677.cms">reports</a>, fines from drunk driving in India in 2018 alone, was at around ₹6 crore.
