Senior BJP leader and Maharashtra Deputy Chief Minister <keyword id="6355042" type="General" weightage="100" keywordseo="Devendra-Fadnavis" source="Orion">Devendra Fadnavis</keyword> will take decisions on <keyword id="549985" type="General" weightage="20" keywordseo="seat-sharing" source="Orion">seat-sharing</keyword> and <keyword id="22753690" type="General" weightage="20" keywordseo="negotiations-with-allies" source="Orion">negotiations with allies</keyword> for the upcoming assembly polls in the state, a party leader has said. The move aims to prevent undesired delays by streamlining preparations for the assembly elections due in a few months, BJP's Mumbai unit chief <keyword id="6367689" type="General" weightage="20" keywordseo="Ashish-Shelar" source="Orion">Ashish Shelar</keyword> told reporters on Sunday. "The core committee (of the state unit) has met in Mumbai to delegate all decision-making powers concerning seat-sharing and the selection of assembly constituencies to Fadnavis," he said. Party observer and Union minister Bhupender Yadav, BJP national secretary Vinod Tawde, Union minister and Mumbai North MP Piyush Goyal also attended the meeting. Of the 288 assembly seats in Maharashtra, the BJP won 104 in 2019. Shelar confirmed finalisation of the "formula for winning, besides the planning and seat-sharing arrangements with the allies". "Fadnavis has been granted full authority in this regard," he said. The BJP-led Mahayuti, also comprising Chief Minister Eknath Shinde's Shiv Sena and the NCP headed by Ajit Pawar, won only 17 of the 48 Lok Sabha seats in the state in the recent parliamentary polls. The BJP's tally came down to 9 from 23 five years ago. The Maha Vikas Aghadi, consisting of the Congress, Shiv Sena (UBT) and NCP (SP), bagged 30 seats. Shelar said, "We have decided to save time by streamlining the planning, discussions, and decision-making processes with all the NDA constituents to finalise the candidates. Once this is done, we can begin preparations for the assembly polls. The list of candidates will be released at the appropriate time." After the BJP's Lok Sabha tally came down to 9 in Maharashtra, Fadnavis had offered to quit the deputy CM's post to enable him to focus on party work ahead of assembly elections. Later, after a party meeting where state BJP legislators passed a resolution reposing faith in him, Fadnavis said he would continue to work.

Tamil Nadu's K Padmarajan, who proudly calls himself the "Election King", might be the only candidate in the election fray who urges people not to vote for him, so he can retain his tag of being "most unsuccessful candidate", a feat also registered in the Limca Book of records. The 65-year-old tyre repair shop owner also finds pride in his entry in the <keyword id="19981515" type="General" weightage="20" keywordseo="guinness-book-of-world-records" source="keywords">Guinness Book of World Records</keyword> for candidate with most contested elections. He claims to have lost Rs 80 lakh so far in security deposits which gets forfeited every time he loses an election besides expenses for filing nomination amid fanfare. Gearing up for his 239th attempt, Padmarajan has filed his nomination for the 18th <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections from Thrissur in Kerala and Dharmapuri in Tamil Nadu. "I began fighting elections in 1988 from my home town of Mettur, located in Tamil Nadu. I have contested 238 elections so far including against former prime ministers <keyword id="20374221" type="General" weightage="20" keywordseo="atal-bihar-vajpayee" source="keywords">Atal Bihar Vajpayee</keyword>, P V Narsimha Rao and Manmohan Singh. This will be my 239th attempt. I pick a unique battle every time," he told PTI. Asked about his campaign plans, Padmarajan said, "I ask people not vote for me, I don't want the votes but I want to continue to hold the tag of most unsuccessful candidate. I don't campaign but when I go for filing nomination, I do that in a grand way." From former chief ministers like Jayalalitha, M Karunanidhi, YSR Reddy and AK Antony to filmstars Hema Malini and Vijayakanth -- the list of bigwigs against whom Padmarajan has contested is long. Indore's Parmanand <keyword id="21190647" type="General" weightage="20" keywordseo="tolani" source="keywords">Tolani</keyword> is taking forward his father's legacy who fought elections as independent candidate for three decades. "My father passed away in 1988 and I am taking forward his legacy. I have contested 18 elections so far including eight Lok Sabha and eight Vidhan Sabha. I will be contesting the upcoming Lok Sabha polls too," 65-year-old Tolani told PTI. "My father's wish was that we do not have to stop the trend till someone from the family gets elected. If I am not able to do it in my lifetime, my two daughters will carry forward the baton," said Tolani, who is a property broker. <keyword id="21190648" type="General" weightage="20" keywordseo="vijay-prakash-kodekar" source="keywords">Vijay Prakash Kodekar</keyword> from <keyword id="19897309" type="General" weightage="20" keywordseo="pune" source="keywords">Pune</keyword>, a retired staffer from state electricity board, has a different agenda behind contesting elections as independent candidate -- advocating zero budget poll campaigns. He can be seen pushing a steel cart on wheels in streets of Latur, where he is planning to contest the Lok Sabha polls. A flex board on the cart says "Main bhi Pradhanmantri". "The message why cannot any poor individual be the Prime Minister of the country. Why this exorbitant expenditure by parties on election campaigns? Polls can be fought on zero budget and the money can be utilised for public welfare," said 78-year-old Kodekar, who campaigns wearing a white dhoti. Having contested 24 elections so far, Kodekar uses a different name for different elections. "Some elections I have contested using the name Vijay, some with 'Rashtrapati' and some with the name 'Znyosho' -- as I am a disciple of Osho. I complete the name change formalities and then I contest the polls using the new name," he said. Hyderabad techie Ravinder Uppula, uses different campaign strategies for each Lok Sabha election he fights. In 2014 -- it was anti-corruption march and in 2019 it was a liquid only fast. "I promise during my campaign that if I get elected, I will get a lie detector test done every 100 days so public who votes for me doesn't feel cheated. That is how our politicians should do as well to weed out corruption," he said. Uppula, however, is disappointed with the poll campaign expenses. "It should not be an expensive deal to canvass in this country, an agenda and the right promise should be enough rather than the poll fray leaving the voters with no choice except voting for a smaller thief or a bigger thief," he added. The strange obsession of the independent candidates has also been featured in the book "The Power of The Ballot: Travail and Triumph in the Elections". Sharing the saga of some of the independent candidates' stint at the elections, the book decodes "why do some people contest every time knowing they will lose?" Kaka Joginder Singh, also known as "Dhartipakad", was a textile-shop owner who contested and lost over 300 elections. He died in 1998. In elections, he always contested independently, and always lost his security deposits. He earned the nickname Dhartipakad after several unsuccessful runs for the post of the President of India. The year with the greatest yield for him was during the tenth presidential elections in 1992 in which he earned fourth place in the polling with 1,135 votes, losing to Shankar Dayal Sharma; it was his best performance. He also contested elections from 14 states of India in the 1990s, mostly for state assemblies. Singh died in 1998. Long before <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> chose Varanasi as an election destination, the city had Narendra Nath Dubey "Adig". Often referred to as Kashi's Dhartipakad, he has been fighting every election as an independent candidate since 1984, losing his security deposit each time. He passed away in 2022.

Counting of votes for 243 Assembly constituencies of Bihar is underway on Tuesday amid tight security and Covid-19 arrangements at all counting centres. Counting began at 8 a.m. at 55 counting centres set up at 38 district headquarters. According to the Bihar State Election Commission, three counting centres each in East Champaran, Siwan, Begusarai and Gaya, and two each in Nalanda, Banka, Purnia, Bhagalpur, Darbhanga, Gopalganj and Saharsa have been set up. And, there are 414 halls in 55 counting centers. According to the Election Commission, the first results were expected by mid afternoon. Voting took place in Bihar in three phases -- October 28, November 3 and November 7. The magic figure in the 243-seated Assembly is 122. A three-tier security arrangements has been made at all counting centres. Those with valid passes only have been allowed inside the polling stations. The counting of all the 14 Assembly constituencies of Patna will be held at the A.N. College, Patna District Magistrate Kumar Ravi said. The exit poll, after the polling, indicated a tough fight between the RJD-led Grand Alliance and the BJP-led NDA. The Election Commission is set to announce the schedule for Bihar assembly elections on Friday. The EC has convened a press conference in this regard at 12.30 pm on Friday. The term of the 243-member <keyword id="437961" type="COMPANY" weightage="20" keywordseo="Bihar-legislative-assembly">Bihar legislative assembly</keyword> comes to an end on November 29. The Commission is likely to announce the schedule for the by-election to one Lok Sabha and 64 assembly seats spread across 15 states. The bypoll to the Valmiki Nagar Lok Sabha seat in Bihar has been pending. Among the 64 vacant assembly seats, 27 are in Madhya Pradesh. Most of these 27 seats fell vacant when rebel Congress members resigned from the party and the assembly to join the BJP. Bihar Election 2020: EC to announce Bihar assembly poll dates today

Campaigning for the third and final phase of Bihar assembly elections in which 2.35 crore voters will decide the electoral fate of more than 1,200 candidates, including the Speaker and some members of the state cabinet, ended on Thursday evening. The final phase of polling on Saturday will cover 78 constituencies spread across 19 north Bihar districts. Leading from the front, Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> addressed rallies in remote districts of Araria and Saharsa for this phase of elections, exhorting the masses to retain their trust in the NDA. He asserted that the coalition headed in the state by Chief Minister and JD(U) president Nitish Kumar was looking forward to meet the "aspirations" of people in the decade to follow, having fulfilled their "needs" in the preceding one. Altogether 12 rallies were addressed by the Prime Minister, on whom the NDA banks for performing well in the 243 assembly constituencies across the state. Former Congress president Rahul Gandhi also addressed election meetings at Madhepura and Araria where he raised suspicions of poll rigging dubbing the EVMs as MVMs (Modi voting machines), drawing jeers from the BJP which claimed the opposition leader had lost his nerves in the face of an impending defeat. Chief Minister Nitish Kumars rallies continued to be in the news for unsavoury happenings. At an election rally in Madhubani, stones and onions were hurled towards the dais, evoking an angry retort from the incumbent "phenko, aur phenko" (carry on with your mischief). RJD chief ministerial candidate Tejashwi Yadav continued with his campaign, drawing enthusiastic crowds at his rallies, numerous in a day. Poll pundits are, however, of the view that after gaining momentum in the first phase, the RJD-led Grand Alliance has lost some steam in the subsequent ones. The BJP roped in many of its heavyweights for the assembly election campaign. Defence minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword>, party president Jagat Prakash Nadda and Uttar Pradesh Chief Minister <keyword id="43254" type="PERSON" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword> were among those who repeatedly flew down to the state urging voters to support the NDA. People also attended, in heavy numbers, rallies and road shows of LJP president <keyword id="5332" type="PERSON" weightage="20" keywordseo="Chirag-paswan">Chirag Paswan</keyword> who has created a buzz by virtue of his strident criticism of Chief Minister Nitish Kumar and the gumption to go solo despite repeated claims of loyalty towards the BJP. The final phase covers the Seemanchal area of the state, densely populated and having a heavy concentration of Muslims. AIMIM chief Asaduddin Owaisi, who has joined a six- party coalition headed by RLSP president Upendra Kushwaha and including Mayawatis BSP, urged the minorities to shun the Congress-RJD combine, blaming these parties for the meteoric rise of the BJP and Modi. Prominent among those who would be seeking to retain their seats in the final phase are Speaker Vijay Kumar Chaudhary and state cabinet ministers Suresh Sharma and Pramod Kumar. Another candidate who has piqued curiosity is Subhashini Yadav, the Congress candidate from Bihariganj in Kishanganj district, better known as the daughter of veteran socialist leader and former Union minister Sharad Yadav. Armed with an MBA degree in marketing, the 30-year-old has made a sudden plunge into politics. Her assembly segment falls under Madhepura Lok Sabha seat which her father has won a number of times but lost in 2014 and failed to wrest back last year. Sharad Yadav had been the JD(U)s national president for long and served as the national convenor of the NDA until Nitish Kumar, the partys de facto leader, chose to snap ties with the BJP in 2013. He was stripped of the post a few years later when Kumar became the party president as well, and revolted when the latter did a volte face and returned to the NDA.
