Bharat Stage (BS) Emission Norms for the vehicles operated on the Indian roads was announced for the first time two decades back. These are considered the benchmarks in regulating how much pollutants the automobiles release in the air. BS VI refers to the sixth stage of the Bharat Stage Emission norms that will come into effect from 1 April 2020. The BS emission norms are based on the European emission norms and implement strict control over the emissions from vehicles. BS I was introduced in 2000 by the <keyword id="67999" type="ORGANIZATION" weightage="20" keywordseo="Central-Pollution-Control-Board">Central Pollution Control Board</keyword> under the Union Ministry of Environment, Forests, and Climate Change. This was followed by BS II in the year 2005, BS III in 2010 and BS IV in 2017. However, the wide spread alarms raised over the highly deteriorating condition of air pollution in the country has forced the government to skip the BS V and move straight away to BS VI. About BS VI (BS 6) Norms Referred to as the VI stage of Bharat Stage Emission norms, the main difference between the BS IV and the <keyword id="3165424" type="PERSON" weightage="20" keywordseo="BS-VI-norms">BS VI norms</keyword> is the amount of sulphur content in the emissions. While BS IV compliant vehicles release 50 ppm (parts per million) sulphur, the BS VI compliant vehicles will only release 10 ppm sulphur. Also for the light duty diesel vehicles, the BS VI norms cut down the oxides of nitrogen emission limits. In case of light duty petrol vehicles, the emission of oxides of nitrogen are reduced by about 25 percent. In case of light duty diesel vehicles, BS VI has also introduced heightened particulate matter (PM) emission standard placing an upper limit of 6 X 1011 /km. For the light duty gasoline vehicles, the PM and PN limits have been specified as part of BS VI while they are applied only in case of vehicles that are reported with direct injection <keyword id="240487" type="DOMAIN" weightage="20" keywordseo="engines">engines</keyword>. BS VI also comes with a critical change in the approval procedures for light duty vehicles. It has mandated that portable emissions measurement systems (PEMS) be used for the purpose of in-service commission testing. This will help ensure the emissions performance recorded during the laboratory testing is also maintained during the real world driving conditions. Implementation of BS VI in India In 2018 October, the Supreme Court banned the sales of BS IV vehicles which should never be seen in the market from April 1, 2020. The Supreme Court has also said strictly that there will not be any grace time given to the vehicle manufacturers to sell the vehicles that are not in compliance with the BS VI norms after this deadline. So we can say the BS VI norms will take effect from April 1, 2020. In order to comply with the BS VI norms, the vehicle manufacturers need to invest in technology that will let them upgrade the vehicle they already have with them in stock. Also, they will have to move to the new technology to make the new vehicles in compliant with the BS VI standards.

What are BS VI Norms?

India is set to welcome the new Bharat Stage VI (BS-VI) norms from April 1, 2020. However, defence vehicles were given an exception from BS IV norms in 2016 and this could be repeated again. “They have conveyed that it will be difficult to procure new vehicles till 2019 and have said that the dispensation given to the army should also be given to paramilitary vehicles because their operational areas are also similar,” according to an official. Armed forces might get an exemption from new vehicular emission norms

Mumbai, Dec 23 () Suzuki Motorcycle India on Monday announced it will roll out the BS VI-compliant models of its vehicles from next month, with all-new Suzuki Access 125 scooter set to be the first offering to be launched under the new emission norms.
 The domestic automobile industry has to switch cover to Bharat Stage (BS) VI emission regulations from April next year, replacing the existing BSIV norms, 
 Suzuki Motorcycle's top-selling scooter, Access 125, will be the first product to be rolled out as part of the new emission norms from the Indian subsidiary's portfolio, the company said in a release.
 "We are thrilled to announce our first BS6 product way ahead of the regulation enforcement deadline of April 1. For more than a decade now, Suzuki Access 125 has been among the segment's top-selling scooter. The all-new Access 125 comes loaded with new features," said Koichiro Hirao, Managing Director, Suzuki Motorcycle India.
 The BSVI-compliant Suzuki Access 125 will be launched in India soon, the company said in the release.
 The new scooter will come with new key features such as eco assist illumination, fuel injection engine, external fuel filling lid and LED headlamp.
 Besides, the new special edition model will offer standard USB DC socket for charging mobile phones on the go, the company said.

Suzuki Motorcycle to roll out BS-VI models from Jan, Access 125 to be first offering

New Delhi, Dec 18 () Automobile dealers' body FADA on Wednesday said it has moved the Supreme Court seeking sale and registry of unsold BS-IV vehicles beyond April 1, 2020.
 The Federation of Automobile Dealers Associations (FADA) said it should be allowed to offload inventory purchased before March 1, 2020 which remain unsold by the month-end.
 Last year, the Supreme Court had ordered that no Bharat Stage IV vehicle shall be sold in the country with effect from April 1, 2020. The Bharat Stage VI (BS-VI) emission norms would come into force from April 1 next year.
 The FADA said that it on behalf of its members has filed an impleadment application in the Supreme Court along with an application seeking modification of the court's order of last year.
 "We have appealed to the Honourable Apex Court to protect the inventory and in turn the dealership survival of our members and allow us to sell and register inventory purchased before March 1, 2020, which remains unsold by March 31, beyond the current deadline of April 1,2020," FADA President Ashish Harsharaj Kale said in a statement.
 With the current timeline of pan-India BS-VI fuel availability of April 1, most manufacturers will shift to 100 per cent BS-VI vehicle production only by February-end or first week of March 2020, he said.
 "Looking at this timeline and the current fluctuating demand situation, despite putting in the best of efforts, there is a possibility that many of our members will not be able to ensure 100 per cent liquidation of BS-IV inventory," Kale said.
 He added that FADA members range from large dealership groups to family-run small scale entities operating in the remotest corners of the country operating at 3-5 per cent gross margins.
 "Despite their best efforts to sell, if dealers are left with any inventory of BS-IV on April 1, 2020, many of them will face financial hardships which could even threaten the existence of their business," Kale said.
 Last year, a three-judge bench headed by Justice Madan B Lokur made it clear that only BS-VI compliant vehicles shall be sold in the country from April 1, 2020.

FADA moves SC seeking relief in sale of BS-IV vehicles after April 1 deadline

New Delhi, Mar 31 () The Centre on Tuesday asked states to ensure compliance of the Supreme Court's order on registration and sale of BS-IV vehicles. The apex court had last week allowed the sale of BS-IV vehicles for 10 days, except in Delhi-NCR, after the ongoing countrywide lockdown over the coronavirus pandemic is lifted. The court, which had earlier fixed the deadline of March 31, 2020 for sale of BS-IV vehicles across the country, had passed the order on a plea by Federation of Automobile Dealers' Association (FADA) seeking extension of time for clearing inventory amid the coronavirus outbreak and economic slowdown. "The respective Transport Department of the concerned state/UTs would ensure meticulous compliance of the Supreme Court order," the Ministry of Road Transport and Highways said in a letter to states. A bench of Justices Arun Mishra and Deepak Gupta, which heard the matter on Friday through video-conferencing, made it clear that no BS-IV vehicles will be sold in Delhi-NCR from April 1, 2020. It had said that only 10 per cent of the unsold inventory of BS-IV vehicles can be permitted to be sold during this 10-day period after the lockdown, which has been enforced since March 24. The BS-IV norms have been enforced across the country since April 2017. Centre asks states to comply with SC order on sale, registration of BS-IV vehicles

New Delhi, Mar 31 () India is all set to enter the strict BS-VI emission era from Tuesday midnight with Indian automobile industry pumping in around Rs 70,0000 crore in the last four years to upgrade its technology. While auto companies put in around Rs 40,000 crore to upgrade their facilities and products, the auto component industry chipped in with an investment of Rs 30,000 crore for the same. Originally, automobile manufacturers across segments were to not produce or sell BS-IV vehicles from midnight tonight, although the Supreme Court recently allowed sale and registration of BS-IV vehicles for ten days after the end of the ongoing lockdown. Automotive Component Manufacturers Association of India (ACMA) President Deepak Jain said the auto components industry invested around Rs 30,000 crore for migrating to BS-VI regime. In the long-term, the changeover to stricter emission norms would be beneficial for the country, but in short-term it would bring pain in terms of price escalation to an industry which is already reeling under a slowdown and now the lockdown due to coronavirus pandemic, he added. "Besides this, we also need initiatives like scrappage policy at the earliest to chuck out old polluting vehicles from roads," Jain said. Reflecting upon the company's journey of upgrading to stricter emission norms, Maruti Suzuki India (MSI) Senior Executive Director and Member of Executive Board CV Raman said the auto major conducted over 11,000 emission tests across 14 models, besides spending hundreds of hours on engine calibration and validations. "All of these efforts helped us in phasing out BS-IV systematically and we are glad to share that we barely have any BS-IV inventory left. We were able to liquidate all our BS-IV stock and hence there is no need for any fire sales from Maruti," Raman said. The company had upgraded its mass models such as Alto and Baleno with BS-VI petrol engines in April 2019. This was closely followed by other models. MSI stopped production of BS-IV vehicles in January 2020. In fact, the auto major has already sold over 7.5 lakh BS-VI units till date. Similarly, Toyota Kirloskar Motor (TKM) Senior Vice President Naveen Soni said the company's vehicles turned compliant to BS-VI norms well ahead of time. "We have been successful in upgrading our vehicles to BS-VI technology before the stipulated timelines, thereby allowing us to focus on the production and sale of BS-VI vehicles," he noted. Various other carmakers including Honda, Hyundai and Tata Motors have also worked towards making their products BS-VI compliant. Similarly, various two-wheeler companies and commercial vehicle players have also announced transition to BS-VI norms. On a petition filed by auto dealers' body FADA, the Supreme Court on March 27 allowed the sale of unsold stock of BS-IV vehicles for 10 days after the expiry of the lockdown period, except in Delhi-NCR. The Federation of Automobile Dealers Association (FADA) had sought additional time of two months to clear the BS-IV inventory. The nationwide lockdown imposed on March 24 to check spread of coronavirus will last till April 14. The government in 2016 had asked automobile industry to upgrade to BS-VI norms by April 1, 2020. The short deadline was unprecedented anywhere in the world as it was a leap from BS-IV to BS-VI. Deteriorating air pollution situation in various cities, including Delhi-NCR, was one of the prominent reason to usher in stricter emission norms in the country. In 2018, the Supreme Court ordered that no Bharat Stage-IV (BS-IV) vehicle shall be sold across the country with effect from April 1, 2020. India drives into BS-VI era with air pollution control in mind

Mumbai, Mar 30 () The 10-day extension of BS-VI deadline granted by the Supreme Court due to the lockdown is unlikely to do "any good" to the automobile industry amid the coronavirus outbreak, a report said on Monday. The existing emission norms or Bharat Stage (BS)-IV were to be replaced by new BS-VI regulations from April 1. However, the apex court on March 27 relaxed the March 31 deadline and allowed the sale of the unsold stock of BS-IV vehicles for 10 days after the expiry of the lockdown period, except in Delhi and the NCR. The deadline was stretched on the plea of the Federation of Automobile Dealers Association (FADA), which had sought a additional time of two months to clear the BS-IV inventory. The nationwide lockdown imposed on March 24 will last till April 14. "While the industry players were looking for a three-month extension (till June 30), the 10-day extension post the lockdown by the Supreme Court is not expected to do any good to the industry given the current situation due to COVID-19 (the disease caused by coronavirus)," ratings agency CARE Ratings said in a report. According to CARE Ratings, the buying sentiment after the lockdown period is likely to be "low" and consumers will be cautious in spending, particularly on luxury and big-ticket items, thereby not meeting the desired objective of clearing the BS-IV inventory with the dealers. During the April-February period of 2019-20, sales witnessed a decline of about 12.7 per cent year-on-year (y-o-y) on account of weak demand for commercial vehicles, two- and three-wheelers as well as passenger vehicles, it said. Currently, the two-wheeler industry is left with BS-IV inventory worth Rs 4,600 crore, while dealers are left with an approximate inventory of 8.35 lakh units, according to CARE Ratings. Additionally, with the auto production temporarily suspended due to the lockdown, the Society of Indian Automobile Manufacturers (SIAM) has already estimated a minimum loss of around Rs 2,300 crore per day, it said. Continued impact of increased cost of ownership in passenger vehicles and two-wheeler segments due to new safety norms and higher insurance costs, increased axle norms and high base of the previous year in the case of commercial vehicles led to the overall decline of automobiles during the April-February period of 2019-20, according to the report. Also, going forward, with the implementation of BS-VI norms from April, the cost of ownership is further expected to increase by about 12-15 per cent, it added. Overall demand for exports increased by about 5.4 per cent y-o-y during 2019-20 (April-February) as against a double-digit growth of over 15.5 per cent during the corresponding period of the previous year, on the back of slowdown in the global economies as well as the coronavirus outbreak. 10-day extension of BS-VI deadline unlikely to do 'any good' to auto industry: Report

Indore, Jan 27 () The country's automobile industry will gather pace by July-August this year, a top official at Tata Motors said, attributing the current temporary slowdown to issues like consumers facing problems in securing vehicle loan and the companies shifting to BS-VI emission norms as mandated by the government. 
"The sluggishness of the vehicle market in the country is going to be short-lived.
We hope that sales of passenger vehicles will record pace by July-August before the festive season," Tata Motors president (passenger vehicles business unit), Mayank Pareek, told reporters after launching the company's new car Altroz in Madhya Pradesh.
He hoped that the vehicle market would grow due to the continuous expansion of infrastructure in the country and the increasing population of young professionals.
Pareek said that about 74 per cent of customers in the country buy cars by taking loans from banks.
But for the last 12 to 18 months, customers are facing difficulties in getting vehicle loans from banks.
Besides, he said that due to the emission standard change from BS-IV to BS-VI, there has been a slight slowdown in the entire motor vehicle industry as all the vehicle manufacturers are currently finishing their old stock of BS-IV class vehicles.
Sharing details of Tata Motors' position in this regard, Pareek said, "We have exhausted stock of BS-IV class vehicles in our factories in the first nine months (April-December) of the ongoing financial year.
The company hopes that by February 1, the stock of vehicles in this category will be reduced to less than 5,000 units with Tata's dealers.
"It is to be noted that as per the Supreme Court's decision to reduce environmental pollution, Bharat Stage (BS)-VI emission standards are going to be implemented from April 1 and new vehicles will be sold in the country as per this standard only.

New Delhi, Feb 19 () India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one."We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said. From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel." India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years. "It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said. State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers. BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG. Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020. But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018. The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra. BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019. Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars. The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI. "We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe." India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide. Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001. Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000. The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91. Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles. ANZ MKJ
