<ul><li>India accounts for only 0.25% of the 4,000 highly-cited scientists across the globe, according to <keyword id="4393714" type="PERSON" weightage="20" keywordseo="clarivate-analytics">Clarivate Analytics</keyword>. </li><li>The number has doubled since 2017 but that’s only because the company added an additional category to include ‘cross field’ researchers. </li><li>India’s neighboring country, <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>, stands at the third position with nearly 482 scientists.</li></ul>With only 10 Indian scientists featuring in the list of 4,000 highly-cited researchers across the globe, the country lags far behind China in new contributions towards science and innovation,<a href="https://clarivate.com/blog/news/global-highly-cited-researchers-2018-list-reveals-influential-scientific-researchers-and-their-institutions/"> said a recent report by</a> Clarivate Analytics — a company that names people with multiple papers ranking in the top 1% by citations for their field and year. Interestingly, most of the science experts listed do not come from highly ranked institutes in India that are always creating buzz for their scientific innovation. However, a professor from each IIT-Kanpur, IIT Madras, JNU, and NIT-Bhopal are on the global list. Meanwhile, China is among the top three countries with 482 science experts. India couldn’t even make it up to the top 10 countries. <keyword id="23050" type="LOCATION" weightage="20" keywordseo="Sweden">Sweden</keyword> (53%), Austria (53%), Singapore (47%), Denmark (47%), China (43%) and South Korea (42%) are among the nations that have 40% of their Highly Cited Researchers selected in the cross-field category. India and China used to be on the same page in terms of contribution about 15 years ago but now China accounts for nearly 16% This could be considered a victory for India since the number of scientists on the list has doubled since 2017. But Dinesh Mohan, one of the scientists on the list, says that’s only because the report includes an additional category of ‘cross field’ researchers. The list highlights the need to improve the research ecosystem in India and deal with <a href="https://www.nature.com/articles/d41586-018-06048-2">problems </a>like predatory journals. According to experts, Indian academicians lack focus on quality research. Ashok Pandey, a researcher featured on the list, claims that poor representation in science is a matter of national concern and need to be addressed by lawmakers, government and other respective stakeholders. Analysts add that India has a negligible representation in the world’s highly cited researchers primarily because the nature of research is theoretical. Only 10 scientists from India featured in the world’s ‘highly-cited’ researchers list compared to 482 from China

<keyword id="664247" type="ORGANIZATION" weightage="100" keywordseo="CNR-RAO">CNR Rao</keyword>, the eminent Indian scientist who was awarded the Bharat Ratna for his work in the field of chemistry and currently heads the Scientific Advisory Council to the Prime Minister of India, has said that 90% of the Indian universities and higher educational institutions have outdated curriculum. According to Rao, this is the reason why Indian institutes are not listed in the top institutes of the world. 
 "90 per cent of the universities in our country have outdated curriculum. We talk about increasing funds, increasing infrastructure but there is no improvement in the content we are teaching in our hi-tech classrooms," Rao was quoted saying during the <keyword id="3127703" type="UNKNOWN" weightage="100" keywordseo="Visitors-Conference">Visitor's Conference</keyword> at the Rashtrapati Bhawan yesterday. 
 
"One of the major reasons behind why Indian institutions don't make it to the top 100 universities in the world. There are lot of Indian students abroad who want to study in our country and come back but there are no quality colleges to offer them the same kind of environment and education," he added. 
 
"Talent search in our country has always been marginal. We teach our students what Newton and Faraday did but there is no mechanism to look out for similar talent in interiors of the country," he said. 
 
Talkimg about the bureaucratic hassles in the education system, he said that, "You want to introduce a course, institute a fellowship, establish an exchange programme, utilise the already allocated funds... there are so many laws, too many bureaucratic rooms. I think that process should be simplified." 
 The conference, which started yestersay, has the Heads of 114 institutions, including President <keyword id="6359124" type="PERSON" weightage="100" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>. The subjects that will be deliberated upon during the conference include creating inter-linkages of Industry-Academia, interfacing with ranking agencies, providing impetus to research and innovation in educational eco-system, establishing international networks and workforce sustainability, among others. 
 Nobel laureate <keyword id="377475" type="PERSON" weightage="100" keywordseo="Kailash-Satyarthi">Kailash Satyarthi</keyword> and renowned geneticist <keyword id="96510" type="UNKNOWN" weightage="100" keywordseo="MS-Swaminathan">MS Swaminathan</keyword> are also a part of the conference. 
 
Talking about the Right to Education, Satyarthi said, "Though the introduction of Right to Education (RTE) has contributed to a significant progress in the sector but lack of three things - inclusion, quality and equity, are still roadblocks in ensuring progress at the ground level." 
 
Swaminathan, known as 'Indian Father of Green Revolution', called for developing courses in "Sustainability Science" in all the institutions.

Indian universities need to improve, says Bharat Ratna CNR Rao

Former President, top scientist, <keyword id="100256" type="ORGANIZATION" weightage="20" keywordseo="Bharat-Ratna">Bharat Ratna</keyword>, these are just some of the titles that come before the name of Dr AJP Abdul <a href="http://www.businessinsider.in/searchresult.cms?query=kalam">Kalam</a>, who passed away on Monday while delivering lecture at <a href="http://www.businessinsider.in/searchresult.cms?query=iim">IIM </a>Shillong. 
 
Born on October 15, 1931 in a family of a boat owner in Tamil Nadu’s Rameshwaram, Kalam survived all hardship to grow big in life. He distributed newspaper at one to time to support his family and education. 
 After pursuing graduation in Physics from Madras University, AJP <keyword id="5141" type="PERSON" weightage="20" keywordseo="Abdul-Kalam">Abdul Kalam</keyword> decide to take up Aerospace Engineering as he then desired to become a fighter pilot. But the destiny had some bigger plans for him. Traversing through his career journey at the <keyword id="6355142" type="ORGANIZATION" weightage="20" keywordseo="DRDO">DRDO</keyword>, <a href="http://www.businessinsider.in/searchresult.cms?query=isro">ISRO</a>, Chief Scientific Advisor to the <keyword id="71" type="POSITION" weightage="20" keywordseo="Prime-Minister">Prime Minister</keyword> in 1992, the <keyword id="858029" type="UNKNOWN" weightage="20" keywordseo="Pokhran-nuclear-test">Pokhran nuclear test</keyword>, he was ultimately elected as India’s 11th President in 2002. 
 
And what Kalam will always be remembered for is, a President who brought people to the Rashtrapati Bhawan and this is what made him the ‘People’s President'. 
 
Once the 83-year-old had said, “It is very easy to defeat someone, but it is very hard to win someone.” And certainly it’s his inspiring words through which he rules over a million hearts. 
 
Abhishek Sharma, a software developed, shared on Quora, “Once, Dr. APJ Abdul Kalam rejected the suggestion to put broken glass on the wall of a building that needed protection. Why? Because broken glass would be harmful for birds! This happened when Dr Kalam was with the <a href="http://www.businessinsider.in/searchresult.cms?query=drdo">DRDO </a>and his team was discussing options to secure the perimeter of a building that needed protection. Dr Kalam reportedly said, “If we do that, birds will not be able to perch on the wall.” 
 
The other instance is when Quora user Naman Narain drew a sketch of Dr Kalam and sent it to the President. To his surprise, the President sent him a thank you card, with a short handwritten message and personalised with his signature. 
 
At a convocation ceremony of IIT (BHU) Varanasi, Dr Kalam was the Chief Guest. There were five chairs on the stage, the centre one being for him, the other four designated for the top university officials. Noticing his chair being bigger in size than the others, Dr Kalam refused to sit on it and offered the Vice Chancellor to sit in stead. Immediately, another chair was made available for the ‘People’s president.’ 
 Another action that displays down-to-earth demeanour of Dr Kalam is that during his first visit to <keyword id="165422" type="CITY" weightage="20" keywordseo="Trivandrum">Trivandrum</keyword> as the then President, he was entitled to invite anyone as the “Presidential Guests” to Kerala’s <keyword id="138" type="PERSON" weightage="20" keywordseo="Raj-Bhavan">Raj Bhavan</keyword>. And as Dr Kalam had spent a significant time as a scientist in Trivandrum, he invited a road-side cobbler – who was quite close to him during his time in Kerela; and so was the owner of the small hotel where Dr Kalam would often have his meals. Can you ever imagine any other politician or a celebrity of his stature inviting a cobbler and a small business owner as his/her most prestigious guests? 
 <keyword id="6359039" type="PERSON" weightage="20" keywordseo="Sourav-Ganguly">Sourav Ganguly</keyword>, who received the <a href="http://www.businessinsider.in/searchresult.cms?query=padma+shri">Padma Shri</a> from Dr Kalam in 2004, recalls instances of the Indian <a href="http://www.businessinsider.in/searchresult.cms?query=cricket">Cricket </a>team's interactions with the former President after finishing runners-up in the 2003 <a href="http://www.businessinsider.in/searchresult.cms?query=world+cup">World Cup</a> in South Africa. "I remember he wished the team. I remember <keyword id="6364325" type="PERSON" weightage="20" keywordseo="Anil-Kumble">Anil Kumble</keyword> asked him about his subject. He knew little about cricket and we tried to explain to him how 11 men move around a cricket ball. But whenever we met him we realised that his world and thinking was different. He has become the President of India but his thought process is different from the others," said Ganguly, regarding India’s missile man as a visionary.

India’s 11th President, Dr <keyword id="2972752" type="UNKNOWN" weightage="100" keywordseo="Avul-Pakir-Jainulabdeen">Avul Pakir Jainulabdeen</keyword> (APJ) <a href="http://www.businessinsider.in/Destiny-always-has-a-different-plan-Dr-APJ-Abdul-Kalam-planned-an-assignment-which-he-couldnt-give-to-IIM-Shillong-students/articleshow/48248849.cms">Abdul Kalam</a>, who died on Monday at the age of 83, addressing students at <a href="http://www.businessinsider.in/searchresult.cms?query=IIM+Shillong">IIM Shillong</a>, wanted to be remembered as “teacher”. 
 
Kalam’s adviser <a href="http://www.businessinsider.in/searchresult.cms?query=Srijan+Pal+Singh+">Srijan Pal Singh</a> was on the same stage with him in Shillong when he collapsed and was taken to hospital where he later died. 
 
The <a href="http://www.businessinsider.in/searchresult.cms?query=IIM+Ahmedabad+">IIM Ahmedabad</a> alumnus, Singh, paid tribute to the ‘<keyword id="445273" type="UNKNOWN" weightage="100" keywordseo="Missile-Man">Missile Man</keyword>’ on Tuesday. He has also co-authored two books with the former President. 
 
He posted on Facebook: Once Kalam asked me, “You are young, decide what will like to be remembered for?” 
 
Singh kept on thinking for impressive answers and then one fine day he counter-questioned him. He asked Kalam: “First you tell me, what you would like to be remembered for? President, Scientist, Writer, <a href="http://www.businessinsider.in/searchresult.cms?query=Missile+Man">Missile Man</a>, India 2020, Target 3 billion…What?” 
 
Kalam replied: “Teacher”. 
 

	In his touching post on Facebook, Singh said two weeks back they had a long discussion about his missile days. He was worried about the way children behave with their parents. The former President said: “Children need to take care of their parents. It is sad that sometimes this is not happening.”
 
Singh quoted Kalam as advising parents: “Two things. Elders must also do. Never leave wealth at your deathbed – that leaves a fighting family. Second, one is blessed is one can die working, standing tall without any long drawn ailing. Goodbyes should be short, really short.” 
 
He said in his post: “Today, I look back – he took the final journey, teaching, what he always wanted to be remembered doing. And, till his final moment he was standing, working and lecturing.” 
 
“He left us, as a great teacher, standing tall. He leaves the world with nothing accumulated in his account but loads of wishes and love of people. He was a successful, even in his end,” he added. 
 
“Will miss all the times you surprised me with your humility and startled me with your curiosity, will miss the lessons of life you taught in action and words, will miss our struggles to race to make into flights, our trips, our long debates…The man is gone, the mission lives on. Long live Kalam,” he concluded. 
 Kalam was awarded the <keyword id="100256" type="ORGANIZATION" weightage="80" keywordseo="Bharat-Ratna">Bharat Ratna</keyword> in 1997, the Padma Vibhushan in 1990 and the Padma Bhushan in 1981.

Neither president nor scientist, APJ Abdul Kalam wanted to be remembered as a ‘teacher’

Mumbai (Maharashtra) [India], September 5 (ANI): Every year, Teacher's Day is celebrated on September 5. It's a day dedicated to teachers and the role they play in shaping their students' lives. The day commemorates the birth anniversary of scholar and Bharat Ratna recipient Dr Sarvepalli Radhakrishnan, who was born on this day in 1888. He was the first Vice President of the independent India (1952-1962). He was also the second President of India from 1962 to 1967. The bond that every student shares with their mentors is always special, as our teachers are the ones who show us the right direction. The biopic is titled 'Main Rahoon Ya Na Rahoon, Yeh Desh Rehna Chahiye - ATAL'. The film is an adaptation of the book 'The Untold Vajpayee: Politician and Paradox' by renowned author Ullekh N.P. Talking about the film, Vinod said, "I have been a great fan of Atalji all my life. A born leader, a statesman par excellence, a visionary. Shri Atal Bihari Vajpayee ji was all the above. His contribution to our nation-building is unparalleled, and it is our great honour that Bhanushali Studios Ltd is bringing his legacy to the silver screen." Atal Bihari Vajpayee's biopic is on the works based on the book, The Untold Vajpayee

The government has merged the Department of <keyword id="108214" type="CITY" weightage="20" keywordseo="Public-Enterprises">Public Enterprises</keyword> (DPE) with the finance ministry to give it a better control over state-owned firms and facilitate its ambitious privatisation programme. Finance ministry will now have six departments while DPE's hereto parent ministry, the ministry of heavy industries and public enterprises will now be called the ministry of heavy industries. Previously, the <keyword id="44532" type="PERSON" weightage="20" keywordseo="Disinvestment">disinvestment</keyword> ministry - created under the Atal Bihari Vajpayee government - was merged with the Finance Ministry and is now a department under it. Also, <keyword id="62529" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Investment-Promotion-Board">Foreign Investment Promotion Board</keyword> (FIPB) was abolished and administration of foreign investments was given to the Finance Ministry (FinMin). The shift of DPE to the finance ministry will help in efficient monitoring of the capital expenditure, asset monetisation and financial health of the Central Public Sector Enterprises (CPSEs). "<keyword id="156153" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Finance">Ministry of Finance</keyword> (<keyword id="11588398" type="UNKNOWN" weightage="20" keywordseo="vitta-mantralaya">Vitta Mantralaya</keyword>), after the sub-heading (v) Department of <keyword id="6354241" type="UNKNOWN" weightage="20" keywordseo="Financial-services">Financial Services</keyword> (Vittiya Sewayen Vibhag), following sub-heading shall be inserted, namely:- (vi) Department of Public Enterprises (Lok Udyam Vibhag)" as per the Cabinet Secretariat notification dated July 6, 2021. The rejig comes ahead of Cabinet expansion slated later in the day. The gazette notification issued said these rules may be called the government of India (Allocation of Business) Three Hundred and Sixty First Amendment Rules, 2021. "They shall come into force at once," the notification said. Presently, the finance ministry has five departments -- Economic Affairs, Revenue, Expenditure, Investment and Public Asset Management and Financial Services. With the addition, this will be the sixth department under the finance ministry. Giving details of the functions performed by the DPE, the notification said coordination of matters of general policy affecting all Public Sector Enterprises (PSEs), evaluation and monitoring the performance of PSEs, including the memorandum of understanding mechanism, review of capital projects and expenditure in CPSEs. Besides, the DPE frames measures aimed at improving performance of CPSEs and other capacity building initiatives of PSEs, rendering advice relating to revival, restructuring or closure of PSEs including the mechanisms, counselling, training and rehabilitation of employees in CPSEs under Voluntary Retirement Scheme and categorisation of CPSEs including conferring 'Ratna' status, among others. The heavy industries ministry will continue to be the administrative ministry related primarily to the capital goods sector. As many as 44 CPSEs including Maruti Udyog Limited, BHEL, Cement Corporation, <keyword id="173465" type="CITY" weightage="20" keywordseo="Scooters-India">Scooters India</keyword>, HMT and various other subsidiaries would be under the Ministry of Heavy Industries. Many companies under the ministry are sick and up for sale under the disinvestment programme of the government. Finance minister Nirmala Sitharaman in her Budget 2021-22 already announced that a revised mechanism for fast-tracking closure of loss making PSUs would be worked out and an incentive package would be developed to incentivise states to sell stake in state PSUs. To monetise lands owned by CPSEs, a special purpose vehicle (SPV) would be developed. She also announced a big-ticket privatisation agenda, including privatisation of two public sector banks and one general insurance company to garner Rs 1.75 lakh crore from stake sale in public sector companies and financial institutions during 2021-22. As part of the divestment strategy for the financial sector, the government has decided to go for a mega initial public offering (IPO) of Life Insurance Corporation of India (LIC) and residual stake sale in IDBI Bank during the financial year beginning April. Besides, strategic sale of Bharat Petroleum Corporation Ltd (BPCL), <keyword id="11588399" type="UNKNOWN" weightage="20" keywordseo="shipping-corp-container-corporation">Shipping Corp, Container Corporation</keyword>, <keyword id="2459265" type="PERSON" weightage="20" keywordseo="Neelachal-Ispat-Nigam-Ltd">Neelachal Ispat Nigam Ltd</keyword>, <keyword id="132488" type="COMPANY" weightage="20" keywordseo="Pawan-Hans">Pawan Hans</keyword>, Air India among others, would be completed in 2021-22. In September 2020, the government had apprised that out of the 34 PSUs approved for disinvestment so far, transactions were completed for eight. Transactions for four PSUs were halted as they are recommended for closure. Two of them were held up due to litigation, while transactions for 20 PSUs are in the process. For one, Bhosle broker Lata’s Guinness record as most recorded artist in the history of Indian music, which she held since 1974. In 2011, Bhosle took over the mantle. The rift first started when Asha married Ganpatrao Bhosle, a man 15 years older to her. Lata once claimed that Bhosle stopped the two sisters from meeting. However, the marriage ended in a divorce but Lata and Asha’s relationship remained strained. During Asha’s struggling times in the industry, Lata also disapproved of Asha’s relationship with music director O P Nayyar. So much so that Lata stopped singing for Nayyar altogether. Movie producer Singing is her first love, but Lata has many other talents too. She had composed music for Marathi movies but was too conscious of giving her name to it, and chose to keep it under wraps, under a pseudonym. But the secret came out when the movies she composed for won an award for Best Music, requiring her to receive the recognition on stage. She told the story in a book called ‘Lata in her own voice’, adding that she was too busy recording that she could not focus on composing. She had also produced three Hindi films and a Marathi film.
