<ul><li>Metro Manilla was named as the most congested city among 278 cities in Asia. </li><li>Benguluru is the fifth most congested city in Asia. </li><li>Surprisingly, <keyword id="6358070" type="LOCATION" weightage="20" keywordseo="mumbai">Mumbai</keyword> — which witnesses the worst traffic flow in the world — did not make it to the top 10. </li></ul>Traffic jams across the world are rising in number and intensity. It is costing countries time as well as money. In India, Delhi, Mumbai, <keyword id="6354925" type="LOCATION" weightage="20" keywordseo="kolkata">Kolkata</keyword> and Bengaluru together ends up <a href="https://qz.com/india/1255427/traffic-jams-in-delhi-mumbai-bengaluru-and-kolkata-alone-cost-india-22-billion-a-year/">losing $22 billion</a> a year because of traffic jams. According to a report by Asian Development Bank Metro Manilla was named as the most congested city among 278 cities in Asia. And, four of the top ten most congested cities in the list were Indian. Surprisingly, Mumbai — <a href="https://www.businessinsider.in/mumbai-is-dealing-with-the-worst-traffic-congestion-in-the-world-and-delhi-is-on-fourth-rank/articleshow/69672314.cms">which witnesses the worst traffic flow in the world</a> — did not make it to the top 10. “Cities experiencing more severe congestion may have invested more in road networks, but the networks remain far from sufficient to alleviate congestion,'' said a report by Asian Development Bank (ADB). ADB compiled the data for 278 cities using night-time lights images from the National Oceanic and Atmospheric Administration, grid population data from LandScan Datasets of the Oak Ridge National Laboratory and trip routes from Google Maps. Heavy rains across the country have put major cities like Mumbai, <keyword id="6354321" type="CITY" weightage="60" keywordseo="Bengaluru">Bengaluru</keyword>, Hyderabad and Delhi-NCR on a standstill. And flood prone areas like Bihar, Uttar Pradesh, <keyword id="6354915" type="CITY" weightage="20" keywordseo="Assam">Assam</keyword> all continue to suffer from floods. Twenty six people have lost their lives and nearly 36 lakh have been affected across more than 3,300 villages in 28 districts in the state. 
 
ASSAM 
The floods in Assam have affected 19 lakh residents of the state and displaced about 5,00,000 people, who have taken shelter at relief camps. The death toll in the state has reached 25. Floods have also caused massive damage to infrastructure, including roads and bridges. Rising waters have also sparked concerns over the wellbeing of endangered one-horned rhinoceroses in the Kaziranga National Park. Union Home Minister Rajnath Singh visited Assam on Saturday, and made an aerial survey of flood-hit areas, post which the minister announced a compensation, "The state government has announced a compensation of Rs 4 lakh for victims of the flood," he said. 
 
BIHAR 
Bihar too faced a dire situation in some regions. Continuing heavy rain in the upper reaches has led to flooding in Supaul, Purnia and Kishanganj. So far, there have been 26 flood-related deaths in the state. Rising water levels in the Mahananda River are leading to a spread in the flooding in Katihar, Purnia and Kishanganj. 
 
UTTAR PRADESH 
Uttar Pradesh government has set up 41 relief camps to provide aid and shelter to people who have been affected by flooding. Rain in the upper reaches of rivers that run through the Terai region means water continues to be released from barrages. The floods have meant farmers face the possibility of a total loss of the kharif crop on thousands of acres of land. 
 
GURGAON 
Though vehicular movement remained slow in Gurgaon , it was an improvement from the 15-km-long jams of Friday. Repair works were carried out to roads in some parts after water cleared in the morning, but rain returned by late morning. 
 
TAMIL NADU 
Alerts have been issued in parts of northwestern Tamil Nadu after dams and barrages in the region received heavy inflows. The inflows continue to rise due to heavy rain in southern Karnataka, that has brought Bengaluru to a halt. KARNATAKA A number of low-lying areas continue to be flooded, with Kodichikkanahalli and Bilekahalli among the worst-hit. A number of lakes in the city have breached their banks, compounding the problem in surrounding areas. 
 
MUMBAI 
Mumbai continued to receive incessant downpour and more rain has been predicted for the city through the weekend. However, traffic seemed to be running smoothly overall even as local trains run late.

World’s big brands are eyeing the IT hub due to availability of young, technologically skilled population and Bengaluru has attracted of over $1 billion investment in the past 18 months. 
 
Moreover, India's tech-based startups have either moved or expanded into Bengaluru and the trend is accelerating as the world gets redefined by new technological phenomena such as smartphones, social media, artificial intelligence, et al. 
 
Economic Times reported that Bengaluru accounted for more than a third of the over 1,000 global in-house centres (GICs) -facilities that combine technology development with back-office functions -of MNCs in India. But the spate of new announcements of GICs over the past 18 months suggests a fresh urgency. Some of the proposed investments are massive. 
 
One of the world's biggest companies, US oil and gas major Exxon Mobi, is making a $400-500 million (Rs 2,500 crore-Rs 3,150 crore) investment in Bengaluru to establish a technical and business support services centre. 
 
The financial daily reported that derivatives marketplace CME Group, which handles 3 billion contracts worth approximately $1 quadrillion (that's 1 followed by 15 zeros) annually, is said to be setting up a GIC in Bengaluru. 
 
JCPenny, the American apparel and home furnishing retailer, L Brands, makers of lingerie brand Victoria's Secret, and Lowe's, the US-based home improvement and appliance store chain, have established technology captive centres here recently.

Look what’s driving investors to India’s IT hub, Bengaluru

But even before <a href="http://www.businessinsider.in/Another-country-added-in-Modis-conquered-list-and-this-time-it-is-expected-to-break-all-previous-records-/articleshow/49321118.cms">Modi could fly for this maiden trip to the UK</a>, an eight-year-old Indian boy has tried to draw his attention towards the difficulty that the little boy faces while commuting to his school on a daily basis. 
 Abhinav, a class III student, is not as fortunate as the PM to enjoy a comfort travel even to his school. He wrote a letter to the <keyword id="6365387" type="ORGANIZATION" weightage="20" keywordseo="PMO">PMO</keyword> trying to inform Narendra Modi about an under-construction flyover in northwest <keyword id="6354321" type="CITY" weightage="20" keywordseo="Bengaluru">Bengaluru</keyword>. In his letter, Abhinav says that it takes him 45 minutes every day to reach his school which is barely three kilometers from his home. 
 
The National Public School, where the boy studies, is in Yashwantpur and he stays in Doddabommasandra, Vidyaranyapura with his family. 
 
The letter written by this young citizen says that this under-construction flyover, which has been built over a railway crossing on the Outer Ring Road located near Goraguntepalya junction, causes traffic jams every day. The massive jam is not only affecting people’s health but my studies as well. 
As a reaction to his letter, the PMO has asked Indian Railways to look into the matter.

The vast majority of city street journeys take place in cars. Despite being clean and green with a host of health benefits, <keyword id="6366594" type="SPORT" weightage="100" keywordseo="cycling">cycling</keyword> is really popular in only a few countries. Potential accidents, the lack of a cycle-friendly infrastructure and worries about rain and cold keep many from hopping on a two-wheeled horse, even though bicycles are fast, clean, healthy and inexpensive. In the UK, US and <keyword id="6355478" type="COUNTRY" weightage="100" keywordseo="Australia">Australia</keyword>, for example, only about 1 per cent of all journeys are made on a bike. But there are exceptions, of course: in the <keyword id="44173" type="COUNTRY" weightage="100" keywordseo="Netherlands">Netherlands</keyword>, the number is 27 per cent, and in Danish capital Copenhagen, <a href="http://policy.rutgers.edu/faculty/pucher/Irresistible.pdf">over half the population cycles regularly</a>. 
 
The main factor that keeps cycling rates low in many cities is that most people are not comfortable sharing space in streets with fast-moving cars and trucks. Most modern cities are designed for cars. Thus, an intelligent city planner while planning a smart city should assume that cycling, walking and public transport would be the main forms of transport while trying to figure out how to accommodate inefficient, polluting and dangerous modes like private car use. 
 Cities such as Delhi and <keyword id="6354321" type="CITY" weightage="100" keywordseo="Bengaluru">Bengaluru</keyword> have shown spectacular economic growth, but at a price: traffic has literally come to a standstill. This is not only a cost to society but the economy. A sustainable solution involves a switch to other means of transportation. Amsterdam has shown that a transition in modalities of transport is possible. Currently, 53 per cent of all travel in the city is by bicycle, compared to 23 per cent by car. Investment in bicycle infrastructure is a modern and intelligent move for a city to make. Studies from Denmark tell us that for every kilometre cycled, society enjoys a net profit of 23 cents. For every kilometre driven by car we suffer a net loss of -16 cents. Now, the <keyword id="58906" type="ORGANIZATION" weightage="100" keywordseo="Karnataka-government">Karnataka government</keyword> and the city of Bengaluru are aiming to make urban mobility more bicycle-inclusive as part of the transition to a sustainable, smart city. 
 
Benefits of cycling 
 
Using the bicycle as an urban means of transport can improve the way cities are enjoyed, both for cyclists and other citizens. 
· A clean, environment-friendly means of transport 
· Silent 
· Improves overall fitness and contributes to reducing healthcare costs 
· Traffic jams not usually a concern 
· Reduces the need for fossil fuels 
· Makes it possible to carry objects around 
· Indirect source of cost reduction for cities and countries 
· Cuts carbon, air pollution and calories 
 
Planning for a cycle-friendly smart city 
 
· If the distance is short between start point and destination, cycling could be preferred. So, streets should be connected in such a way that the distance becomes short. 
· Car-free or limited-traffic streets can become anchors for human-centred activity 
· Bikeways should be smooth and free of obstructions, and preferably separated from traffic by parked vehicles, guardrails, bollards or other barriers that clearly differentiate bike lanes from the rest of the street. 
· ‘Smart’ bike-sharing systems provide the missing link between existing points of public transportation and desired destinations. 
 
Supporting ‘Cycling’ is not only an expression of inclusiveness but of health and harmony with environment. It needs to be part of every development plan of private townships and smart cities. More than 400,000 bicycle sharing schemes are used in dozens of cities on the Chinese mainland only, since 2012. Besides in economic benefits, India is the second largest bicycle producing industry after China. This US$ 1.5 billion industry produced nearly 15.5 million bicycles in 2012–13, i.e., 10% of the total bicycles manufactured globally and employed about 1 million people in the country. 
Cycling can improve the overall health of a city, in every sense of the word. But to make non-motorised transport a reality in the developing world, city leaders must first improve designs to support walkers and bikers.
