After a steep nosedive in demand for office space rentals during 2020 and 2021, a new <keyword id="19955574" type="General" weightage="20" keywordseo="Colliers-report" source="keywords">Colliers report</keyword> has now noted that office rentals across six major <keyword id="20026638" type="General" weightage="20" keywordseo="Indian-cities" source="keywords">Indian cities</keyword> have finally rebounded to their <keyword id="20789690" type="General" weightage="20" keywordseo="pre-pandemic-levels" source="keywords">pre-pandemic levels</keyword> and even inched around 2-8% higher. While some cities like <keyword id="19900176" type="General" weightage="20" keywordseo="Hyderabad" source="keywords">Hyderabad</keyword> and Pune had already gone beyond their pre-pandemic rental levels as early as 2022, <keyword id="19895037" type="General" weightage="20" keywordseo="Bengaluru" source="keywords">Bengaluru</keyword> and Chennai had followed suit a year later in 2023. The last to join the bandwagon were <keyword id="19906633" type="General" weightage="20" keywordseo="Delhi-NCR" source="keywords">Delhi NCR</keyword> and Mumbai, which finally managed to breach their pre-pandemic levels in 2024. However, both Delhi and Mumbai recorded the highest jump in average rentals at 8% each, followed by Mumbai and Chennai, which saw hikes of about 5-6% during this period. The recovery in demand for office spaces, which kicked off in 2022, has stayed steady since. Arpit Mehrotra, Managing Director, Office Services, India, Colliers notes that going ahead, the annual increase in average quoted rentals at the end of 2024 is likely to be higher for certain cities like Delhi NCR and Pune, as compared to other markets. "Moreover, as demand scale-up in Indian <keyword id="20107243" type="General" weightage="20" keywordseo="commercial-real-estate" source="keywords">commercial real estate</keyword> solidifies, notwithstanding unforeseen events, annual space take up to the tune of 60 million sq ft is likely to be the new norm in the medium-term," he added. <h2>Prime location takes the cake</h2>Even within these cities, the growth of rental demand in certain micro-markets, which are located at prime locations, saw greater than the 2-8% average growth. For instance, in Delhi NCR, Gold Course Extension Road, Noida Expressway, and Cyber City saw up to a 25% rise in rentals. In Bengaluru, which saw around 2% <keyword id="22329786" type="General" weightage="20" keywordseo="rental-growth" source="keywords">rental growth</keyword> overall, Whitefield and ORR (Outer Ring Road) commanded a rental premium, with rents here surging by as much as 5-10% between 2019 and 2024. IOMR Zone 1 in Chennai and Bandra-Kurla Complex, Goregaon, and JVLR in Mumbai saw rents surge by around 10-20% from pre-pandemic levels between 2019 and 2024. In contrast, rental rates in Chennai and Mumbai grew at around 5% and 6%, respectively. In Hyderabad, SBD, or the Secondary Business District, which comprises of Gachibowli, Hitec City, and more, saw rentals surge between 5-10% between 2019 and 2024, as opposed to the 5% cumulative rental growth experienced by Hyderabad. In Pune, CBD and Kharadi saw rentals inch up by 5-10%, whereas the whole of Pune only saw their rentals grow by around 5% during the past 6 years. Mumbai and Delhi have also seen a dip in <keyword id="23656583" type="General" weightage="20" keywordseo="vacancy-levels" source="keywords">vacancy levels</keyword> since 2019. While this has dropped to 20% in Delhi at present, Mumbai ranks the lowest in terms of empty office spaces at 10.7%. In both these cities, demand for office spaces has consistently outpaced supply, which explains the low vacancies. In contrast, in Hyderabad, where supply continues to trump demand, current vacancy levels have gone as high as 25%. Going ahead, the Colliers report also estimates that average office rentals can witness up to 10% annual growth across key Indian cities by the end of this year.

Office rents across all major Indian cities surpass pre-pandemic levels in 2024, notes a new report

<ul><li>Rental values in the IT capital's prominent markets are expected to rise further by anywhere between 5-12% in 2023. </li><li>Bengaluru's Thanisandra Main Road and Marathahalli-Outer Ring Road have witnessed a steep rise of 24% each in residential rental values between Q1 2022 and Q1 2023. </li><li>Besides the prominent localities in Bengaluru, other cities also recorded notable rental values growth. </li></ul>The demand for residential rentals has significantly increased in many cities since the reopening of offices and schools after the third wave of Covid-19 in 2022, especially in the last year. Bengaluru, which is known as the IT/ITeS capital of the country, has experienced a remarkable surge in rental values. Real estate services company Anarock, through its analysis of monthly rents in the top 7 cities' prominent areas, has found that Bengaluru's Thanisandra Main Road and Marathahalli-ORR have witnessed the highest growth in residential rental values in Q1 2023 – rising 24% each from a year ago. The typical monthly rental for a standard 2-bedroom, 1,000 square foot home on Thanisandra Main Road went up from ₹21,000 in Q1 2022 to ₹26,000 in 2023. Meanwhile, at Marathahalli-ORR (Outer Ring Road), the average monthly rent increased from ₹22,500 last year to ₹28,000 in Q1 2023. Says Prashant Thakur, senior director and head, research, Anarock Group, “When it comes to rental demand and zooming rents, Bengaluru currently stands out among the top 7 cities, with East and North Bengaluru the biggest blips on the rental radar map owing to the IT/ITeS belt there. Whitefield, Sarjapur Road, Marathahalli-Bellandur Outer Ring Road, Thanisandra Main Road and even Hebbal are the clear chartbusters.” He adds that rental values in the IT capital's prominent markets are expected to rise further by anywhere between 5-12% in 2023, depending on the location, property, builder-type and other aspects. Interestingly, the next two two areas with the highest rental value growth rates among the seven cities were also located in Bengaluru. Whitefield, which is another significant IT/ITeS hub, experienced the second-highest increase in rental value, with a growth rate of 21% during the same period. That translates to an average increase of ₹4,600/month. The third spot was taken by Sarjapur Road in Bengaluru, which experienced a rental value growth of 20%, with the average rental value increasing by ₹4,500/month from ₹22,500/month in Q1 2022 to ₹27,000/month in Q1 2023. <cmsannotation type="cmsannotation" annotationid="Significant increase in rental yields" comment="subhead" text="Significant increase in rental yields">Significant increase in rental yields</cmsannotation> In India, the residential rental yield, which represents the annual return on investment in a property, had remained stagnant for a long time, with the national average hovering around 3% in the years before the pandemic. However, rental demand has increased significantly since the pandemic, particularly in 2022, leading to a change in this trend. As of the end of Q1 2023, Bengaluru has the highest rental yield among the top 7 cities, at 4.1%, followed by Mumbai at 3.9%. Prior to the pandemic, Bengaluru had the highest rental yield at 3.6%.

Bengaluru localities see the highest surge in residential rents in Q1 2023: Anarock

There was a time when Bengaluru became the start-up city as well as the hub of several multinational companies, because of the suitable conditions that this coming-of-age city offered. However, worsening traffic conditions in the city and government’s lethargic attitude towards taking any steps to improve these conditions have forced Bengaluru’s outer ring road (ORR)-based MNCs to look outside the city for their next round of expansions. 
 
Apparently, traffic has resulted in these companies facing productivity loss, estimated at hundreds of crores. Factors that are forcing companies to think of downsizing in Bengaluru also include road-safety issues, mental and physical stress and resulting health issues in their employees. 
 Three months ago, a group of heads of companies based along ORR met <keyword id="6354466" type="PERSON" weightage="100" keywordseo="Siddaramaiah">Siddaramaiah</keyword>, the CM of Karnataka, to find a solution to the increasing traffic; however, two meetings and three follow-up letters have not resulted in anything substantial. 
 
If these companies shift base outside Bengaluru, the city stands at a risk of losing thousands of crores in investment, not to forget the dent to its reputation as a tech and startup hub. 
 
Cities that emerge as an option for these companies include Pune, Hyderabad and Chennai, where traffic problem exists but much lesser as compared to Bengaluru.

Various state governments have come up with guidelines for the New Year’s Eve which are aimed at controlling crowds at busy locations in order to contain the spread of the COVID-19, especially with a <a href="https://www.businessinsider.in/india/news/india-detects-14-new-cases-of-uk-covid-19-strain-putting-the-tally-at-20/articleshow/80020163.cms">new variant on the loose. </a> Here’s a quick look at the guidelines for some of the major cities in India: Delhi The Delhi Disaster Management Authority has imposed a night curfew in the national capital from 11 PM of December 31 till 6 AM on January 1. This means that no more than five people can gather in public. New Year celebrations and gatherings will not be permitted at public places. To prevent private events, the Delhi Police has warned the people not to hold any parties or root-top celebrations during the designated curfew timings. "To ease overcrowding on New Year's Eve (31 December), exit from Rajiv Chowk metro station will not be allowed 9 pm onwards. Entry of passengers will be allowed till the departure of the last train. Please plan your journey accordingly," the Delhi Metro Rail Corporation (DMRC) <a href="https://twitter.com/OfficialDMRC/status/1344230052083367937">tweeted</a>. Mumbai In Mumbai, night curfew will be imposed from 11 PM on December 31 to 6 AM on January 1. This means that gatherings will not be allowed in restaurants, bars, beaches, rooftops and pubs once the curfew begins. While there will be no restrictions on visiting friends and family, a maximum of four persons will be allowed to travel in a vehicle. The Mumbai Police has said that it will conduct blood tests instead of breathalyser tests to ward against drinking and driving. Bengaluru The Bengaluru city police in its guidelines has stated that gatherings of more than four people will not be allowed in public areas. The prohibitory orders in the city will start from 12 noon on December 31 and end at 6 AM on January 1. Apartments and societies have also been instructed to not organise New Year celebrations. Restaurants will be allowed to operate but customers will be allowed only with advance booking. Chennai The Chennai Police has instructed resorts located along the Old Mahabalipuram Road and Chennai's East Coast Road to not organise parties. Guests who are presently staying at these resorts will be allowed to take these routes till 10 PM on December 31 after providing a valid ID proof. No parties will be allowed at beaches, restaurants, pubs, clubs and bars. Hyderabad The Cyberabad Police have instructed that New Year celebrations should be held between 8 PM on December 31 to 1 AM on January 1. The Outer Ring Road (ORR) will be open only to airport passengers from 10 PM on December 31 to 5 AM on January 1. The police have also instructed hotels, resorts, pubs and bars to not organise any party without the prior permission of the police. Jaipur The Rajasthan government has imposed night curfew in all cities with a population of more than 10 million. The restrictions will be in place from 8 PM on December 31 till 6 AM on January 1. Kolkata The West Bengal government has decided to hold public events across the state and the theme will be based on the ongoing anti-agri law protests and anti-CAA protests. Odisha The state government has <a href="https://www.businessinsider.in/india/news/odisha-night-curfew-from-10pm-to-5am-on-new-years-eve/articleshow/80043164.cms">imposed</a> night curfew from 10 PM on December 31 to 5 AM on January 1. Cuttack-Bhubaneswar Police Commissioner Sudhanshu Sarangi said that all hotels and shops will remain closed during the night curfew. "The government of Odisha is imposing a night curfew from 10 PM tonight to 5 AM tomorrow morning across the state. The general public is requested to cooperate. All essential services and movements are allowed to continue during the curfew hours," Special Relief Commissioner (SRC) Pradeep Kumar Jena tweeted on Thursday. New Year celebration guidelines for Mumbai, Delhi, Bengaluru and other cities

<keyword id="6354780" type="ENTERTAINMENT" weightage="20" keywordseo="Karnataka">Karnataka</keyword>'s Directorate of Urban Land Transport (DULT) has invited city <keyword id="6366594" type="UNKNOWN" weightage="20" keywordseo="cycling">cycling</keyword> enthusiasts to mark the routes where they prefer cycling lanes, considering cycling picking up traction during Coronavirus and also for being a socially distanced personal transport option, an official said on Saturday. "Bicycling has picked up traction in <keyword id="6354321" type="CITY" weightage="20" keywordseo="Bengaluru">Bengaluru</keyword> city during this Covid crisis. As a socially distanced personal transport option, it is by far the best option for distances that cannot be covered by walk," said a DULT official. Initiating #Mapyourcyclingroute campaign, the department has asked <keyword id="13010" type="COMPANY" weightage="20" keywordseo="cyclists">cyclists</keyword> to mark the routes on the map and DULT will put layers such as ward boundaries, transit stations, parks, lakes and schools. GPS Visualiser, Mapunity Draw, Google Maps or any tracking tool like Strava, mapmyride can be used for marking the routes. "We will keep this crowdsourcing effort open till August 14. If your area is not covered in this cycling district it will open up as soon as the plans and budget for the Cycling District 1 is completed and submitted for implementation," he said. DULT has been at the forefront of mobilizing people to take up cycling as preferred mode of transport for the past six years, including organising an event called CycleDay. Starting 2020, it has taken up bicycle infrastructure planning as a priority initiative and is committing resources for this purpose. Teaming up with the city civic body, the department is working to set up 34 km of pop-up bicycle lanes on the outer ring road between Silk Board Junction and Lowry College Junction near K. R. Puram. "DULT has planned to create cycling districts in phases which will extend to the rest of the city over time. The first cycling district spanning approximately 25 plus wards will complement this Pop-Up Bicycle Lane on outer ring road (ORR) and enhance its effectiveness," said the official. The Bengaluru Smart City and the civic body will take up these plans for implementation. Identifying five use cases, the department is considering Purple Line as a cycling route to work, Red Line as school routes, Orange Line as transit routes, Green Line as Rejuvenate Routes and Blue Line as neighbourhood shop routes. Cyclists can look at the map to see if their area falls in and around the identified cycling district, observe points of interest such as work, school, rejuvenate and last mile for transit, mark them and upload, contributing to the crowdsourcing initiative. With these initiatives, DULT aims to make the city cycling friendly. "Looking forward to covering the entire city and making Bengaluru cycling friendly," the official added.

Karnataka is building a cycling map for Bengaluru by crowdsourcing inputs from city's cyclists

Hyderabad, Cyberabad and Rachakonda police commissionerates have announced closure of all <keyword id="54447" type="CITY" weightage="20" keywordseo="flyovers">flyovers</keyword> and certain roads in the interest of public safety. The government has granted permission to the Telangana Prohibition and Excise department to allow sale of liquor at retail outlets till midnight. It has also given permission for liquor to be served in bars, New Year events and in-house parties till 1 a.m. The department made it clear that this will be subject to observance of <keyword id="162487" type="COMPANY" weightage="20" keywordseo="Standard-Operating-Procedures">Standard Operating Procedures</keyword> (SOP) for Covid-19. All the three police commissionerates have announced a slew of measures to check drunken driving and New Year revelry on the roads. "So what are your plans tonight? Will meet you at special drive on drunken driving," the Hyderabad police tweeted. <keyword id="483117" type="ORGANIZATION" weightage="20" keywordseo="traffic-movement">Traffic movement</keyword> has been restricted on NTR Marg, Necklace Road and Tank Bund Road around Hussain Sagar lake. All flyovers in the city, except Begumpet flyover, will be closed on the intervening night of December 31 and January 1. Traffic will be diverted at various points to prevent gathering of revellers around the lake in the heart of the city. Buses, lorries, and heavy vehicles will not be allowed inside the city limits till 2 a.m. Hyderabad Police Commissioner Anjani Kumar said that extensive checks will be undertaken to curb drunken driving, rash and negligent driving, over speeding, and triple riding on two-wheelers and other traffic violations. Cyberabad Police Commissioner V. C. Sajjanar appealed to people to celebrate the New Year at home with family. "We all know that we are fighting Covid-19 and during these pandemic times it is important that we first think about our safety. Let's not celebrate New Year by organising social gathering, mass gathering, musical programmes and musical events. This time let us spend the New Year with our family and near and dear ones. Stay Home-Stay Safe." Every year, the Commissioner used to celebrate New Year Eve with police personnel by cutting a cake at the Cyber Towers junction. However, the celebration will not take place this tear due to the pandemic. Voicing his concern over the growing number of accidents due to drunken driving, the Commissioner announced that an intensive drive will be conducted to check the menace. Rachakonda Police Commissioner Mahesh Bhagwat also advised people to stay home safely and restrict their movements. He said New Year celebrations are restricted in resorts, parks, hotels, bars, pubs and public places. Outer Ring Road (ORR) will be closed for light motor vehicles and passenger vehicles from 11 p.m. to 5 a.m. in view of the safety of road users. However, medium and heavy goods vehicles will be allowed. Bonafide passengers travelling to the Airport on light motor vehicles will be allowed on ORR subject to production of tickets. Kamineni flyover, LB Nagar flyover, Sagar Ring Road flyover, LB Nagar underpass and Chintalkunta underpass will be closed for light motor vehicles, two-wheelers and passenger vehicles from 10 p.m. to 5 a.m. Police have warned that stringent action will be taken against those found driving under the influence of alcohol. The violators will be booked under section 185 of the <keyword id="6377804" type="DEFINITION" weightage="20" keywordseo="motor-vehicles-act">Motor Vehicles Act</keyword>, 1988. The offenders may face a penalty of ₹10,000 and/or imprisonment of up to 6 months for the first offence and a penalty of ₹15,000 and/or imprisonment up to 2 years for a second or subsequent offence. The police also warned that their driving licenses will be seized and sent to concerned road transport officers for suspension as per section 19 of the Motor Vehicles Act, 1988. For the first offence, the driving license will be suspended for 3 months and for second and subsequent offences, the driving license will be revoked permanently making the person ineligible to drive in India. New Year celebrations: Hyderabad police imposes restrictions, select flyovers to be closed from 10 pm to 5 am

A Sydney court heard on Monday that Australia's flag carrier Qantas was just eight weeks away from running out of money due to massive losses incurred in the wake of the coronavirus pandemic. The airline was taken to the Federal Court by the <keyword id="10013661" type="COMPANY" weightage="20" keywordseo="Australian-Licensed-Aircraft-Engineers-Association">Australian Licensed Aircraft Engineers Association</keyword>, which has challenged the legality of terminating about 450 Qantas and Jetstar maintenance engineers, ABC said in a news report. They were among two-thirds of the workforce who were sacked without pay as passenger numbers plummeted in mid-March during the early days of the pandemic. Appearing for the flag carrier, barrister Rowena Orr told the court: "By late March this year, the Qantas group had formed the view that if they continued to operate their regularly scheduled flights, the group would have exhausted its existing cash reserves within a period of eight to 10 weeks." By the time Qantas made the decision to stand down workers, every other "cost-saving measure" had been explored and implemented, she added. "The alternative was to continue conducting flights with no, or very few, passengers in the hope that conditions for air travel would return to normal which, of course, has not proven to be the case. "It would ultimately have put at risk the jobs of all of the group's employees," the barrster was quoted as saying by the ABC. Last month, the flag carrier had announced another 2,500 job cuts as it plans to outsource ground handling services at major airports. The announcement followed a statutory loss of A$2.7 billion ($1.94 billion) for the Group in FY20, and a revenue drop of A$4 billion in the second half due to the health crisis and border restrictions. The airline had already flagged 6,000 job losses in June in a bid to cut costs amid the ongoing Covid-19 pandemic. Ministers, MPs, state legislators and other public representatives will be participating in protests across the state. Chief Minister and TRS president K. Chandrasekhar Rao has appealed to party cadres to make the bandh a total success. TRS has called upon its leaders to stage road blockades on highways to show solidarity with agitating farmers. Backing the struggle by farmers against the three farm laws, Rao said the laws adversely impacted their interests. It was precisely because of that the TRS opposed the Bills in Parliament, he said and stressed the need for the agitation to continue until they were repealed. Rao's son, cabinet minister and TRS working president K. T. Rama Rao will be leading the protest at Borgula on Hyderabad-Bengaluru national highway. The chief minister's daughter and member of legislative council K. Kavitha will lead rasta rook near Kamareddy. Mahender Reddy directed police officials to take all preventive steps to maintain law and order in view of the bandh call. "It has also been instructed that none should be allowed to take law in their hand," said a statement from DGP's office. Cyberabad police has issued a traffic advisory in view of the bandh. Several protests might be held at various places, including on roads and junctions in and around the city, affecting regular movement of traffic, Deputy Commissioner of Police (Traffic) S.M. Vijay Kumar said. People going to Rajiv Gandhi International Airport are advised to take the Outer Ring Road (ORR) and plan their travel accordingly, he said. Free passage for emergency services and ambulances will be ensured on all roads. Osmania University and Jawaharlal Nehru Technological University-Hyderabad have postponed the examinations scheduled for Tuesday. The exams would be held later. BJP has opposed the bandh call. Party's state union leader appealed to farmers and citizens at large not to support what they call 'sarkari bandh'. They also appealed to people not to fall into the political trap of the opposition parties. Union minister of state for home G. Kishan Reddy said it was unfortunate that a state government has officially declared that it is supporting the bandh. He urged the farmers not to mortgage their interests by believing the TRS and other opposition parties on the propaganda unleashed against the three farm laws.
