<ul><li>India and the US have signed a new landmark defence pact called the Basic Exchange and Cooperation Agreement (BECA).</li><li>It allows the US to share satellite and other surveillance data to improve Indian navigation and targeting capabilities.</li><li>This will improve the accuracy of India’s automated hardware systems and weapons like cruise missiles, ballistic missiles, and drones. </li></ul>India and the US have added another layer to the military cooperation between them by signing the Basic Exchange and Cooperation Agreement (BECA) amid the 2+2 ministerial talks happening in Delhi today. Defence ministry’s Additional Secretary Jivesh Nandan signed the agreement on behalf of India. BECA is essentially an agreement between the US’ National Geospatial-Intelligence Agency and India’s Ministry of Defence to share military information. This includes maps, nautical charts, aeronautical charts, unclassified imagery, and other types of data. Within the agreement, there is a provision that allows for the sharing of classified information and the proper safeguards in place to ensure that the same information isn’t shared with any third parties. All of this intelligence will provide India’s military with advanced navigational aid and geospatial information. This will improve the accuracy of its automated hardware systems and weapons like cruise missiles, ballistic missiles, and drones. It’s the fourth and final ‘foundational’ agreement between the US and India. India signs landmark military pact with the US to make its drones and missiles more accurate

The two countries have grown closer, despite their differences when it comes to signing a trade deal, as China’s actions in the South China Sea grow more aggressive. US-India to discuss China border tension during 2+2 dialogue as India looks to ensure 'comprehensive disengagement'

India and the US on Tuesday began a high-level dialogue aimed at further ramping up their overall defence and security ties and boost strategic cooperation in the Indo-Pacific at a time China is attempting to expand its economic and military clout in the region. External Affairs Minister <keyword id="491850" type="PERSON" weightage="20" keywordseo="S-Jaishankar">S Jaishankar</keyword> and Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> held the third edition of the 2+2 talks with US Secretary of State <keyword id="3109665" type="PERSON" weightage="20" keywordseo="Mike-Pompeo">Mike Pompeo</keyword> and Defence Secretary Mark T Esper. The in-person talks are taking place at a time when India is locked in a tense standoff with China in eastern Ladakh and the Trump administration's growing friction with Beijing over a host of issues including trade tariff and the Chinese military's offensive manoeuvres in the South China Sea. The situation in eastern Ladakh and China's overall aggressive behaviour including in the Indo-Pacific region are likely to figure in the talks, according to sources. In a reflection of growing bilateral defence ties, the two sides will seal a long-negotiated pact called BECA (Basic Exchange and Cooperation Agreement) during the talks that will provide for sharing of high-end military technology, geo-spatial maps and classified satellite data. The agreement will give India access to classified geo-spatial data as well as critical information having significant military applications. Esper and Pompeo arrived here on Monday on a two-day visit for the talks which are taking place just a week before the presidential election in the US. Officials said Indo-US relations have bipartisan support in the US and the scheduling of the dialogue a few days ahead of the November 3 presidential polls will have no impact on the outcome of the talks. Ahead of the 2+2 dialogue both Singh and Jaishankar held separate talks with their US counterparts on Monday. The Indo-US defence ties have been on an upswing in the last few years. In June 2016, the US had designated India a "Major Defence Partner" intending to elevate defence trade and technology sharing to a level commensurate with that of its closest allies and partners. The two countries inked the Logistics Exchange Memorandum of Agreement (LEMOA) in 2016 that allows their militaries use each other's bases for repair and replenishment of supplies as well as provide for deeper cooperation. The two countries signed another pact called COMCASA (Communications Compatibility and Security Agreement) in 2018 that provides for interoperability between the two militaries and provides for sale of high end technology from the US to India. The first edition of the 2+2 dialogue was held in Delhi in September 2018 after the mechanism was approved by Prime Minister Narendra Modi and President Donald Trump. The second edition of the dialogue took place in Washington in December last year. The new framework of the ministerial dialogue was initiated in order to provide a forward-looking vision for the strategic partnership between the two countries. India and US hold third edition of 2+2 talks amid tensions with China

The countries’ first bilateral dialogue of this nature featured India’s Defence Minister <keyword id="129243" type="PERSON" weightage="20" keywordseo="Nirmala-Sitharaman">Nirmala Sitharaman</keyword> and Foreign Affairs Minister Sushma Swaraj along with their US counterparts - Defence Secretary James Mattis and Secretary of State <keyword id="3109665" type="PERSON" weightage="20" keywordseo="Mike-Pompeo">Mike Pompeo</keyword>. While a lot of ground was covered, the primary achievement of the talks was the signing of a landmark military-intelligence sharing agreement that was nearly 10 years in the making. Under the Communications Compatibility and Security Agreement (COMCASA), India will be given access to a host of US military technologies like advanced drones and communication platforms. For example, India’s US-sourced maritime patrol aircrafts will be outfitted with technology that enables direct communication with the US military and the sharing of live satellite feeds. India could also have direct linkages with US allies that use similar equipment. While the COMCASA is a standard bilateral agreement, it was specifically modified to cater to Indian concerns. The US assured India complete access to all equipment it supplied and said it wouldn’t share any sensitive data culled from US-origin military and communication systems in India with any third parties. It also pledged to give India an advance warning of six months in the event that communications had to be severed. Besides keeping the pressure on Pakistan to curb terrorism, the major impetus behind the ramping up of military cooperation between the two countries seems to be <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>’s expansionism across Asia. This can be seen in China’s Belt and Road Initiative as well as its maneuvers against smaller nations in the South China Sea. In an increasingly polarised world, the US needs to know it has a friend it can count on in South Asia. The COMCASA will be valid for 10 years, after which its renewal will be negotiated. It is the second of three “foundational agreements” that the US signs with its military allies. The first one is the Logistics Exchange Memorandum of Agreement (LEMOA), which allows the signatory access to resources from US military bases and vice versa. India has already signed this. The third one is the Basic Exchange and Cooperation Agreement for Geo-spatial Cooperation (BECA), which facilitates the unconditional sharing of geospatial data. India and US are yet to begin negotiations on this. As a complement to COMCASA, a <keyword id="6482770" type="UNKNOWN" weightage="20" keywordseo="hotline">hotline</keyword> will also be established not only between the countries’ defence and foreign ministers but also between the US Naval Forces Central Command (NAVCENT) and the Indian Navy in the interest of security in the <keyword id="12350" type="LOCATION" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword>.

A 2002 deal allowed sharing of classified military information. A 2016 logistics deal allows each military to use the other's facilities for repair or resupply. A third deal in 2018 gave India access to secure communications equipment, <a href="https://www.businessinsider.com/us-india-comcasa-deal-improves-ability-to-communicate-and-track-subs-2018-9" target="_blank" rel="noopener">allowing closer coordination</a> with US forces.There have already been demonstrations of cooperation under these deals. The US is helping India keep an eye on China's military, top US commanders say

US Secretary of State Mike Pompeo and Defence Secretary Mark T Esper will arrive here on October 26 for the third edition of the two-plus-two <keyword id="3097277" type="PERSON" weightage="20" keywordseo="Ministerial-Dialogue">ministerial dialogue</keyword> which is taking place just a week ahead of the American presidential election and in the midst of India's festering border row with China. The two-plus-two dialogue will be held on Tuesday. The Indian side at the talks will be represented by External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh. A host of crucial bilateral, regional and global issues including China's efforts to expand influence in the Indo-Pacific region as well as its aggressive behaviour in eastern Ladakh is likely to figure in the talks. In the last few months, the US has been ramping up attack on China over a range of contentious issues including the border row with India, its military assertiveness in <keyword id="9256875" type="LOCATION" weightage="20" keywordseo="the-south-china-sea">the South China Sea</keyword> and the way Beijing handled the anti-government protests in Hong Kong. Last week, <keyword id="193522" type="COMPANY" weightage="20" keywordseo="External-Affairs-Ministry">External Affairs Ministry</keyword> Spokesperson <keyword id="916281" type="PERSON" weightage="20" keywordseo="Anurag-Srivastava">Anurag Srivastava</keyword> said the talks will entail a comprehensive discussion on cross-cutting bilateral issues as well as deliberations on regional and global developments. Pompeo and Esper will have bilateral meetings with their Indian counterparts as well. They are also scheduled to make a joint call on Prime Minister Narendra Modi. It is expected that the two sides may finalise the long-pending BECA (Basic Exchange and Cooperation Agreement) agreement to further boost bilateral defence ties. The BECA will provide for sharing of high-end military technology, logistics and geospatial maps between the two countries. The Indo-US defence ties have been on an upswing in the last few years. In June 2016, the US had designated India a "Major Defence Partner" intending to elevate defence trade and technology sharing with India to a level commensurate with that of its closest allies and partners. The two countries inked the Logistics Exchange Memorandum of Agreement (LEMOA) in 2016 that allows their militaries use each other's bases for repair and replenishment of supplies as well as provides for deeper cooperation. The two countries signed another pact called COMCASA (Communications Compatibility and Security Agreement) in 2018 that provides for interoperability between the two militaries and provides for sale of high end technology from the US to India. The first edition of the two-plus-two dialogue was held in Delhi in September 2018 after the mechanism was approved by Prime Minister Narendra Modi and President <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword>. The second edition of the dialogue took place in Washington in December last year. Imposing sanctions on Turkey for buying the Russian-made S400 Triumf anti-missile system, the US has reiterated its warning to India and other countries about acquiring equipment from Moscow. The Assistant Secretary for <keyword id="10433817" type="COMPANY" weightage="20" keywordseo="international-security-and-nonproliferation">International Security and Nonproliferation</keyword>, Christopher Ford, announced on Monday a series of sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA) against <keyword id="10433816" type="UNKNOWN" weightage="20" keywordseo="nato-ally-turkey">NATO ally Turkey</keyword>'s military procurement agency known by the Turkish acronym SSB and four senior Turkish officials. "We hope that other countries around the world will also take note that <keyword id="171985" type="LOCATION" weightage="20" keywordseo="the-United-States">the United States</keyword> will fully implement CAATSA Section 231 sanctions and that they should avoid further acquisitions of Russian equipment, especially those that could trigger sections," he said. India signed a deal valued at $5.43 billion in 2018 for five units of the S-400 anti-missile system defying the US. US has repeatedly tried to dissuade India from by the Russian system, while dangling the threat of sanctions under CAATSA and the incentive of an alternative anti-missile system. The US has refused to give a blanket exemption for India from the CAATSA, but it has continued selling arms to India. During President Donald Trump's visit to India last year, he and Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> announced a $3.5 billion arms deal that would include 24 Sikorsky MH-60R Sea Hawk multi-role helicopters six Boeing AH-64E Apache Guardian attack helicopters. Washington also signed an advanced defence pact, the Basic Exchange and Cooperation Agreement on Geospatial Cooperation, or BECA, in October, giving New Delhi access to intelligence through satellite imagery and data for civilian and military use. Changing policy under President-Elect <keyword id="99719" type="PERSON" weightage="20" keywordseo="Joe-Biden">Joe Biden</keyword> on countries buying Russian arms may be complicated because CAATSA has also the support of Democrats, who are more antagonistic towards Moscow because of their claims it helped Trump win in 2016. The latest sanctions against Turkey come on top of the banning of Ankara from getting the advanced F-35 fighter jets. Ford said that the sanctions would stop SSB from getting export licenses for weapons and from receiving loans and that the US would also oppose loans from other sources to the company. In addition, four Turkish officials will face visa and financial restrictions, he said. At the same time, Ford said, "Turkey is a NATO ally, of course, (and) it is going to be close security partner of ours and we remain committed to that relationship." The US is at loggerheads with Turkey also on regional issues like Anakara's involvement in Syria and Iraq and elsewhere. Asked for the timing of the announcement of sanctions, which come 37 days before the end of Trump's term, even though Turkey had signed the deal with Russia in 2017 and began testing it in October, Ford said that as Turkey was a NATO ally and had contributed to NATO, Washington took time to carefully consider the action against Ankara. US sanctions on Turkey is a warning to India over buying defense equipment from Russia

<keyword id="3658" type="COUNTRY" weightage="100" keywordseo="India">India</keyword> has agreed to reopen talks with the <keyword id="6354458" type="COUNTRY" weightage="100" keywordseo="US">US</keyword> on a pact that will allow India to get access to military bases, ports, intelligence information and high-end technology of the latter. India took this decision defying the UPA’s fears of conveying an impression, especially to China, of a military alliance. The proposed pact, which is called the Logistics Support Agreement (<keyword id="196277" type="ORGANIZATION" weightage="100" keywordseo="LSA">LSA</keyword>), allows both sides to make changes to each other's facilities in a way that it allows for easier conduct of military exercises besides expanding their scope and ambition. Informed sources told ET that Defence Minister <keyword id="6363133" type="PERSON" weightage="100" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword> has conveyed to his US counterpart <keyword id="6696528" type="PERSON" weightage="100" keywordseo="Ashton-Carter">Ashton Carter</keyword> during his just concluded visit that India now has an open mind on the LSA as well as other pacts — CISMOA and BECA.

According to JPMorgan head of equity strategy, Dubravko Lakos-Bujas, if the tax rate is cut to 25% that could increase S&amp;P 500 earnings per share by $11.40 to $143.40, adding 150 points to the index at the given multiple. <a href="https://www.fidelity.com/viewpoints/market-and-economic-insights/washington-policy-and-market-implications" target="_blank" rel="noopener noreferrer">Jim Febeo, senior vice president of government relations at Fidelity Investments</a>, points out that "Before tax reform can advance, Congress needs to pass a budget for 2018 to provide the protected vehicle known as budget reconciliation" which he explains "would allow tax reform to pass the Senate with only 51 votes." Which means the political pressure for tax reform could make it easier get an agreement on the budget.But as Fidelity Investment's director of global macro Jurrien Timmer says "most long-term investors don't need to react to short-term events."
