According to the <keyword id="19908389" type="General" weightage="100" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25 presented by Finance Minister Nirmala Sitharaman, the total expenditure in Budget Estimates (BE) 2024-25 is estimated at Rs 48,20,512 crore of which total <keyword id="20018917" type="General" weightage="20" keywordseo="capital-expenditure" source="keywords">capital expenditure</keyword> is Rs 11,11,111 crore. The total expenditure in the Interim Budget presented in February was estimated at Rs 47,65,768 crore of which total capital expenditure was Rs 11.11 lakh crore. The capex being kept at INR 11.11 trillion was expected, given that the ability to consume this allocation is limited due to disruption from the elections in the first quarter and the second quarter being typically slowed down by the monsoons," Banerjee said. Institute of Chartered Accountants of India (ICAI) President Ranjeet Kumar Agarwal said the government has announced five schemes to facilitate employment and skilling for 4.1 crore youth over the next five years with a central outlay of Rs 2 lakh crore. "This is a welcome step that will create a skilled workforce to address the existing deficit and generate <keyword id="19972727" type="General" weightage="20" keywordseo="employment-opportunities" source="keywords">employment opportunities</keyword>. Additionally, financial support for loans up to Rs 10 lakh for higher education will help students pursue higher education and acquire skills," he added. After the completion of eleven rounds of counting, Narwal polled 35,301 votes while Dutt got 24,971 votes. Indian National Lok Dal nominee <keyword id="10252015" type="UNKNOWN" weightage="20" keywordseo="joginder-singh-malik">Joginder Singh Malik</keyword> polled 3,548 votes while Loktantra Suarkasha Party candidate Raj Kumar Saini got 3,241 votes. Three-tier security has been provided at the counting centre at Mohana in Sonipat, according to officials. Mumbai, May 11 () State-run Bank of Baroda (BOB) on Monday said nearly 90 per cent of its eligible borrowers have applied for the moratorium offered on repayment of term loans. The Reserve Bank of India (RBI), in March, had allowed a three-month moratorium on payment of all term loans due between March 1, 2020 and May 31, 2020. The RBI allowed to grant the moratorium to all the accounts that are standard as on February 29, 2020. "Close to 90 per cent of our (eligible) clients have elected to use the moratorium," the bank's Managing Director and CEO Sanjiv Chadha said while speaking at a webinar organised by Care Ratings. He said the bank had adopted an opt-out mechanism for the moratorium, which means all eligible borrowers get a moratorium unless someone specifically opts out of it. When asked for his views on extension of loan moratorium beyond May 31, 2020, Chadha said a workable proposition would be to link such an offering to repayment capabilities of the borrowers. "When it comes to extending the moratorium and when we do our working capital assessment, what we try to sort is to make sure that whatever the repayment for term loan is, it is tied to the cash flow of the company," he said. "So therefore, when it comes to individual borrowers, even small MSMEs, we would, and again, should the regulation allow, want to extend the moratorium which is aligned to the repayment capacity of the borrower," he said. Chadha sees some stress in the retail loan segment due to the disruptions caused on account of COVID-19. "There is no doubt that this (retail) portfolio is going to be vulnerable because the kind of instruments you have to craft a customised solution for a retail borrower are not available as they are for industrial borrowers, large corporates and MSMEs. Therefore, we are going to have challenges there," he said. Even before COVID-19 outbreak, some signals of stress were seen in retail segment, he added. HV RVK

Senior party leaders again blamed EVMs for the losses, with former Madhya Pradesh chief minister Digvijaya Singh and Dalit leader Udit Raj claiming that the electronic voting machines (EVMs) can be hacked and tampered with, though their party colleague Karti Chidambaram said the EVM system is accurate and dependable, and "it's time to stop blaming the EVM". "What is the reason that no developed country is using EVMs... if a chip is there, then it is not tamper-proof," Singh said, alleging "selective" rigging. In Bihar, the Congress's tally dropped from 27 in 2015 to 19 as per the latest trends available, that saw the RJD-led grand alliance narrowly lag behind the BJP-led NDA. Though the Congress improved its vote share from 6.66 per cent in 2015 to nearly 9.5 per cent in this election, its strike rate this time was less than 30 per cent as against 66 percent last time. The grand old party had contested in 70 seats this time with its ally RJD contesting in the majority seats. In 2015, the Congress had contested in 41 seats. On their part, Congress sources said it would be "unfair" to say that the party fared poorly as it contested those seats in Bihar which were traditionally NDA strongholds and the JDU-BJP combine had a strike rate of over 95 in the past. Party insiders said the seats it contested also did not have the advantage of Muslim-Yadav combination and were never contested by it earlier. The presence of AIMIM also cost the Congress dearly as the Asaduddin Owaisi-led outfit won five seats and cost the Mhagathbandhan some 15-odd seats, insiders said. The RJD had also not won those seats since 1990, a leader claimed, adding that even in 2015 when RJD-JDU-Cong fought as part of 'Mahagathbandhan', the Congress had won 23 out of 32 seats from this area. Leaders said the party failed to put up a strong base in Bihar in the last two years after its former Bihar chief Ashok Choudhary defected to the JDU, and could not consolidate its position riding on the RJD support-base. Shiv Sena, an ally of Congress in Maharashtra, also accused the Congress of being the "weak-link" and dragging down the RJD. Sena's Sanjay Raut said had the Congress performed better, Tejaswi Yadav would have been declared CM by now. Of the 28 seats in Madhya Pradesh, the party lost 19 seats to the BJP and was leading in 8 seats it was holding, with Congress rebel Jyotiraditya Scindia posting big gains for the saffron party. In UP and Gujarat, the Congress drew a blank in 15 bypoll seats in Gujarat and Uttar Pradesh. However, one consolation for the Congress was its victory in bypolls in Haryana's Baroda seat, where the BJP is in power.
