In a bid to bolster the safety and security of <keyword id="19989657" type="General" weightage="20" keywordseo="digital-payments" source="keywords">digital payments</keyword> and enhance regulatory frameworks, the Reserve Bank of India (<keyword id="19899808" type="General" weightage="20" keywordseo="RBI" source="keywords">RBI</keyword>) unveiled a series of proposals aimed at fostering innovation, inclusivity, and efficiency in the financial ecosystem. These initiatives, announced by RBI Governor <keyword id="19913110" type="General" weightage="20" keywordseo="shaktikanta-das" source="keywords">Shaktikanta Das</keyword>, signify the central bank's commitment to fortifying India's digital infrastructure and promoting a conducive environment for financial transactions. One of the key announcements made by Governor Das pertained to the establishment of a Digital Payments <keyword id="21971766" type="General" weightage="20" keywordseo="intelligence-platform" source="keywords">Intelligence Platform</keyword>. This platform, leveraging advanced technologies, aims to mitigate payment <keyword id="19898489" type="General" weightage="20" keywordseo="fraud" source="keywords">fraud</keyword> risks and enhance the safety of digital transactions. According to the annual report released by the Reserve Bank of India (RBI) on May 30, there was a significant surge in the number of financial frauds reported by banks, increasing by 166 per cent year-on-year in the financial year 2023-24 to reach 36,075 cases. This figure starkly contrasts with the 13,564 cases reported in the previous fiscal year, FY23. Despite the notable rise in the number of fraud cases, there was a substantial decrease in the total amount involved in these incidents. The amount of money associated with total bank frauds plummeted by 46.7 per cent year-on-year in the financial year 2023-24, totaling Rs 13,930 crore. In comparison, the amount recorded in FY23 stood at Rs 26,127 crore. RBI has proposed a revision of the limit of bulk deposits for Scheduled Commercial Banks (SCBs) and Small Finance Banks (SFBs). This move, aimed at enhancing flexibility and aligning with evolving market dynamics, underscores the RBI's commitment to fostering a conducive environment for the banking sector. Currently, banks have the discretion to offer differential rates of interest on bulk deposits based on their requirements and Asset-Liability Management (ALM) projections. The existing bulk deposit limit for SCBs (excluding Regional Rural Banks) and SFBs, set at 'Single Rupee term deposits of Rs 2 crore and above,' was established in 2019. However, following a comprehensive review, the RBI has proposed to revise this definition to 'Single Rupee term deposits of Rs 3 crore and above' for SCBs and SFBs. In addition to the proposed revision for SCBs and SFBs, the RBI has also suggested defining the bulk deposit limit for Local Area Banks (LABs) as 'Single Rupee term deposits of Rs 1 crore and above,' mirroring the criteria applicable to Regional Rural Banks (RRBs). RBI has also unveiled plans to rationalize export and import regulations under the Foreign Exchange Management Act (FEMA), 1999. This initiative, driven by the imperative of progressive liberalization and operational flexibility, underscores the RBI's commitment to fostering a conducive environment for international trade and investment. By eliminating redundancies, enhancing clarity, and reducing procedural complexities, the RBI aims to promote ease of doing business for all stakeholders involved in cross-border trade. The RBI aims to streamline and simplify operational procedures related to export and import transactions, thereby reducing administrative burdens and enhancing efficiency for businesses and authorized dealer banks. By aligning regulations with international best practices and market realities, the RBI seeks to create a business-friendly environment conducive to fostering trade and investment growth. Simplified regulations will facilitate smoother trade transactions, encouraging businesses to explore new markets and expand their global footprint. While promoting ease of doing business, the RBI remains committed to ensuring compliance with regulatory requirements and safeguarding the integrity of the financial system. The proposed rationalization will uphold the principles of transparency, accountability, and risk management in cross-border transactions. As part of the process, the RBI plans to publish draft regulations and directions on its official website by the end of June 2024. In a bid to enhance the convenience and efficiency of digital payments, RBI has unveiled plans to expand the e-mandate framework to include recurring payments for Fastag, National Common Mobility Card (NCMC), and similar services. This initiative, aimed at modernizing payment systems and promoting financial inclusion, underscores the RBI's commitment to fostering innovation and leveraging technology to meet evolving consumer needs. The current UPI Lite service permits customers to load their UPI Lite wallets with up to Rs 2000/- and conduct transactions of up to Rs 500 from the wallet. To enhance the seamless usage of UPI Lite for customers, and in response to feedback from various stakeholders, it is suggested to integrate UPI Lite into the e-mandate framework. This integration would introduce an auto-replenishment feature for UPI Lite wallets, automatically refilling the wallet balance when it falls below a predetermined threshold set by the customer. Since the funds remain under the customer's control (transferring from their account to the wallet), it is proposed to eliminate the need for additional authentication or pre-debit notifications. Relevant guidelines pertaining to this proposal will be issued shortly. RBI has embarked on a mission to foster innovation and transformation in the financial sector with the launch of its third edition of the global hackathon, "HARBINGER 2024 - Innovation for Transformation." It would feature two primary themes: 'Zero Financial Frauds' and 'Being Divyang Friendly.' Solutions aimed at bolstering the safety and security of digital transactions, with a specific emphasis on identifying, preventing, and combating financial frauds, will be solicited. Additionally, there will be a focus on fostering inclusivity for individuals with physical disabilities. Further details regarding the hackathon will be unveiled shortly. Insider Today: Robotaxi reality check

The <keyword id="6354335" type="General" weightage="20" keywordseo="Reserve-Bank-of-India" source="Orion">Reserve Bank of India</keyword> (<keyword id="30067" type="General" weightage="20" keywordseo="RBI" source="Orion">RBI</keyword>), on Friday, left the key policy rate unchanged at 6.5 per cent in its monetary policy review for the seventh consecutive time, with the aim of keeping <keyword id="22195" type="General" weightage="20" keywordseo="inflation" source="Orion">inflation</keyword> in check and ensuring that the economy moves on a stable growth path. <keyword id="64190" type="General" weightage="20" keywordseo="RBI-Governor" source="Orion">RBI Governor</keyword> <keyword id="6359111" type="General" weightage="20" keywordseo="Shaktikanta-Das" source="Orion">Shaktikanta Das</keyword> said that the decision was made with five of the six members of the <keyword id="6375120" type="General" weightage="20" keywordseo="Monetary-Policy-Committee" source="Orion">Monetary Policy Committee</keyword> (MPC) favouring no change in the <keyword id="43352" type="General" weightage="100" keywordseo="repo-rate" source="Orion">repo rate</keyword>. Das said the MPC decided to continue with the "withdrawal of accommodation" stance to control inflation. The RBI would continue with its disinflationary policy to ensure a stable growth path for the economy, he added. Das said that <keyword id="120452" type="General" weightage="20" keywordseo="food-price-inflation" source="Orion">food price inflation</keyword> continues to weigh on the trajectory going ahead. The Central bank last changed rates in February 2023, when the repo rate was hiked to 6.5 per cent. The RBI had in fact raised rates by 2.5 per cent between May 2022 and February 2023, after which they have been kept on hold to support economic growth despite inflationary pressures in the past. Repo rate is the interest rate at which the RBI gives short-term loans to banks to enable them to meet their liquidity requirements. Inflation has now come down to around 5 per cent and is well below the RBI's upper tolerance limit of 6 per cent, but the Central bank is determined to bring it down to its medium-term target of 4 per cent, which it considers ideal for stable growth in the economy. RBI Governor Shaktikanta Das has stated several times that although inflation has been moderating, unless it falls to 4 per cent on a durable basis, the Central bank will not think of changing its policy focus. Prime Minister Narendra Modi said at an RBI event on Monday that the Central bank must give top priority to growth but at the same time, focus on trust and stability. With India continuing to clock the fastest GDP growth among the major economies, the RBI has ample headroom to keep interest rates on hold in the near term without hurting growth. The Indian economy had thrown up a surprise 8.6 per cent growth in the October-December quarter driven by government expenditure on big-ticket infrastructure projects and strong domestic demand. The macroeconomic fundamentals of the economy have turned stronger with the fiscal deficit well in control following robust tax collections. The lower fiscal deficit will help control inflation as well as leave more money in the banking system for corporates to take loans for investments as the government needs to borrow less. Economic indicators for the January-March quarter have also been encouraging with exports growing at a decent pace despite the disruption in ship movement due to the Houthi attacks in the Red Sea region. This has led to a decline in the current account deficit reflecting a stronger external balance of payments position.

RBI leaves key repo rate unchanged, focus on keeping inflation in check

But banks have flexibility in ensuring that massive unrealized losses sitting on their balance sheets don't become realized, <a href="https://www.businessinsider.com/silicon-valley-bank-failure-what-happened-bank-run-explained-2023-3">like they did for Silicon Valley Bank</a>, <a href="https://www.businessinsider.com/first-republic-bank-taken-jpmorgan-fdic-fails-find-buyer-2023-5">First Republic Bank</a>, and <a href="https://www.businessinsider.com/signature-bank-shut-down-by-regulators-depositors-bailed-out-2023-3">Signature Bank, which all failed earlier this year</a>, partly as a result of tanking fixed income portfolios. Here's how banks got into their $650 billion mess, and how they can maneuver avoid another financial catastrophe. <h3>What happened?</h3>A perfect storm brewed for banks after the outbreak of the pandemic, as consumers were flush with cash from the combination of stimulus checks and spending less money during the COVID-19 lockdowns.Consumers poured their excess savings into US bank deposits, and the banks invested those deposits in low-yielding government debt. By the end of 2021, US banks held more than $4 trillion in government debt that yielded less than 2%.Then interest rates started to surge, with the 10-year US Treasury yield tripling to more than 4.5% in less than two years. That sudden interest rate shock sent bond prices plunging, leading to a spate of bank failure and eventually to one of the <a href="https://markets.businessinsider.com/news/bonds/treasury-bond-yields-market-selloff-market-crashes-dot-com-bubble-2023-10">biggest market crashes market history.</a>That plunge in bond prices was bad news for US banks with sizable fixed income portfolios, as the market values of their assets cratered. The bond crash culminated in an estimated $650 billion in unrealized losses held by banks, according to Moody's.Bank of America alone had $131.6 billion in unrealized losses sitting on its balance sheet at the end of the third-quarter, which is more than half the value of the company's $218 billion market capitalization.<h3>How banks can defuse their balance sheet bomb</h3>Despite the massive unrealized losses, banks are looking at three scenarios that could help ensure losses aren't realized.First, banks could simply hold onto their low-yielding debt until it matures and not realize any losses at all. Unlike Silicon Valley Bank, many firms won't be forced to sell in order to cover deposits that are rapidly being pulled by customers. "The question is how many banks invested too far out on the Treasury yield curve? Most banks likely kept their duration risk under three years, so I suspect that those losses might be overstated," market expert Louis Navellier told Insider. Second, banks can sell some or all of their low-yielding debt and reinvest the proceeds in today's higher yielding bonds if they determine that interest earned from the higher-yielding debt would outweigh the losses realized on the bond sales."It puts them in a difficult situation because if they sell the asset, they have to book the loss which hurts their earnings and could require a potential recapitalization of the balance sheet," AlphasFuture founder Geetu Sharma told Insider. "On the other hand, if they continue to hold the asset to maturity, that capital is blocked and cannot be invested into higher return opportunities as available today in the market, impacting their future earnings." Third, banks could see the value of their bond assets increase and their unrealized losses decrease if interest rates move lower from current levels, like they have over the past two weeks. "If interest rates have peaked as markets are currently implying, banks could be seeing a reduction in some of these losses going forward," Sharma said.Finally, any resurgence of risks in the banking sector will be closely monitored by the Federal Reserve, and <a href="https://markets.businessinsider.com/news/stocks/fed-emergency-loans-btfp-banking-liquidity-svb-collapse-contagion-deposits-2023-3">emergency funding arrangements could once again be offered</a> to prevent another banking crisis from spiraling out of control."The Fed is likely to be on top of it, will protect customers and save the bank, as the Fed Put exists," Sharma said, referring to the idea that the central bank would likely step in to stem any extreme turmoil in across markets out of fear that it could destabilize the economy.<h3>What it means for the banking sector</h3>Banks are in a tricky spot as they manage their multi-trillion dollar pile of low-yielding debt, but barring another crisis of confidence in the banking sector, they should be able to escape this period without realizing any losses.But it's the money that they could have been making had they not piled into such low-yielding debt that will weigh on investor sentiment in the sector going forward.This is reflected in the stock performance of the banking sector, and it's showing no signs of recovering anytime soon, even as interest rates edge lower in recent weeks.The SPDR S&amp;P Bank ETF is down about 20% year-to-date, while the SPDR S&amp;P Regional Bank ETF is down 30% over the same time period. It's a 15% bump since the end of June, thanks in large part to the <a style="text-decoration: underline;" href="https://markets.businessinsider.com/news/bonds/bond-market-crash-what-are-treasury-yields-stocks-economy-americans-2023-10?utm_medium=ingest&amp;utm_source=markets">rout in the bond market</a>. And with the sell-off continuing well into October, that figure is now likely even worse. That's a pretty scary number! To put things in perspective, if those losses were a country's GDP, it'd be <a style="text-decoration: underline;" href="https://www.worldometers.info/gdp/gdp-by-country/" target="_blank" rel="noopener">just shy of the top 20</a>. But the numbers also don't tell the entire story. Similar to my potential to become a star NFL quarterback, the losses are unrealized. That means there's a lot of wiggle room for how big banks can portray them on their balance sheet. I don't mean to be a fearmonger, but perception can quickly become a reality, especially with Wall Street's herd mentality. A firm could have no plans of selling its bonds for a loss. But if enough people fear they might do it, things can escalate quickly. Lest we forget <a style="text-decoration: underline;" href="https://www.businessinsider.com/silicon-valley-bank-svb-first-social-media-bank-run-2023-3">Silicon Valley Bank</a>. To be sure, big banks are better capitalized than SVB. Bank of America, which is sitting on some $130 billion in paper losses, has been adamant about its intention to hold its government securities to maturity. But circumstances change. While the bond sell-off has cooled, there's always a risk it could spike again, putting even more pressure on banks to eventually pull the trigger.Even if things don't get so dire, those unrealized losses still feel pretty real to investors. Big banks' share prices noticeably dropped as bond prices sunk. Therein lies the biggest issue. Regulations already limit banks' balance sheets. Having more capital tied up in these bonds only further hamstrings lenders. "Under these conditions, the RBI will pitch for another 25 bps hike in the repo rate which will be the last in this cycle, and then pause. The stance however may change from the withdrawal of accommodation to neutral as liquidity is no longer in a large surplus. In fact, based on developments that take place, there may be need to infuse liquidity during the course of the year," Sabnavis opined. The RBI has been tasked to ensure that retail inflation remains at 4 per cent with a margin of 2 per cent. However, it failed to keep the inflation rate below six per cent for three consecutive quarters beginning January 2022. However, the retail inflation based on the Consumer Price Index (CPI) has shown signs of moderation in November and December as it fell below the RBI's upper tolerance level of 6 per cent. The MPC consists of three RBI officials and three external members appointed by the central government. The external members are Shashanka Bhide (Honorary Senior Advisor, National Council of Applied Economic Research, Delhi); Ashima Goyal (Emeritus Professor, Indira Gandhi Institute of Development Research, Mumbai); and Jayanth R Varma (Professor, Indian Institute of Management, Ahmedabad).
