These regulations have been instrumental in managing fatigue-related aviation safety risks for more than a decade now, an official statement said. Airlines are required to comply with the revised norms latest by June 1, it said. With a view to address and mitigate concerns on pilot fatigue through a data-driven approach, Directorate General of Civil Aviation (DGCA) collected and analysed extensive numbers of pilot rosters, along with pilot fatigue reports submitted by airline operators, it said. Based on the study and analysis, some of the key areas inducing fatigue, such as maximum flight duty period, night duty, weekly rest period, flight duty period extension, among others, were identified, it said. The revised FDTL regulations have been formulated after extensive data analysis and feedback from various stakeholders, including airline operators, pilot associations and individuals, as per the statement. It also said the best practices in the world -- FAA in the US, and EASA in the <keyword id="19895384" type="General" weightage="20" keywordseo="european-union" source="keywords">European Union</keyword> -- have also been taken into consideration in amending the regulations, while keeping in mind the specific operating environment in India. The revised regulations mandate increased weekly rest periods from 36 hours to 48 hours for flight crew, thus ensuring sufficient time for recovery from cumulative fatigue, it said. Moreover, the definition of night has been amended and it now covers the period of 0000-0600 hours in the revised regulations vis-a-vis the period of 0000-0500 hours under the previous regulations. This enhancement of one hour during the early morning will ensure adequate rest and also align the night duty period, which encompasses <keyword id="20111957" type="General" weightage="20" keywordseo="window-of-circadian-low" source="keywords">Window of Circadian Low</keyword> (WOCL) from 0200-0600 hours, the time during which the circadian body clock cycle is at its lowest in terms of alertness, the statement said. Also, the revised regulations have taken into consideration different types of operations across time zones, the statement said, adding that the maximum flight time and maximum flight duty period for flight operations encroaching night have been restricted to eight hours' flight time and 10 hours flight duty period, respectively. The number of landings has been limited to only two as against the maximum permissible six under previous regulations during night operations, thus enhancing flight safety, it added.

A senior DGCA official said that based on reports of cancellation of flights and financial stress being experienced by <keyword id="22971642" type="General" weightage="20" keywordseo="spicejet-airlines" source="keywords">Spicejet Airlines</keyword>, a special audit of Spicejet engineering facilities was conducted on the August 7 and Auugst 8, 2024, which has revealed certain deficiencies. Following a series of occurrences reported on the Spicejet fleet in 2022, a special drive of spot checks was undertaken during which Spicejet was permitted to release aircraft for operations only after confirming to DGCA that all reported defects/malfunctions had been rectified. During the year 2023, based on reports of the airline being under financial stress, it was again placed under enhanced surveillance. In light of the past record and the special audit carried out in August 2024, Spicejet has once again been placed under enhanced surveillance with immediate effect. This would entail an increase in the number of spot checks and night surveillance with a view to ensure safety of operations. According to reports, the airline's passengers were on Thursday barred from checking-in for their flights at Dubai airport over delayed payments. On reports of cancellation of Spicejet flights from Dubai, the airline spokesperson said, "Due to operational reasons, a few SpiceJet flights from Dubai were cancelled. Affected passengers have been accommodated on subsequent SpiceJet flights, on other airlines or provided with a full refund. All our scheduled flights from Dubai are now operating as planned."

Extensive surveillance mechanisms play a pivotal role in safety by mitigating potential safety risks and enhancing safety margins across the industry. During the year 2023, DGCA intensified its safety oversight efforts and conducted a staggering 5745 surveillances (4039 planned surveillances, 1706 spot checks and night surveillance), which is an all-time high. This marked a notable increase of 26 per cent in surveillance activities compared to the year 2022, emphasising the commitment to ensure compliance and safety within the aviation landscape. Consequent to the findings of the surveillance conducted, enforcement action on non-compliant personnel, airlines, and other operators was taken. A total of 542 enforcement actions were taken in the year 2023 witnessing a 77 percent increase as compared to the 305 enforcement actions carried out for the year 2022. Significant enforcement actions for the year 2023 included the suspension of the Approved Training Organisation of Air India and financial penalties on airlines like Air India, Air Asia, Indigo and Spice Jet for various non-compliances. Enforcement actions were also taken against erring pilots and cabin crew, ATCOs, non-scheduled airlines, flying training organizations and aerodrome operators. "It's a concept that expedites the flow of passengers and baggage to their destinations by eliminating the duplication of security controls at transfer points," Pekoske said. He said in the case of a one-stop agreement, passengers who reach an airport in another country and have a connecting domestic flight would not need to be rescreened and their checked bags would go from aircraft to aircraft. Terming it a "really powerful" concept, Pekoske said it raises global aviation security standards. "Flights inbound to the United States are more secure. If there's a reverse agreement between the United States and India where US screening satisfies Indian requirements, that means that flights to India would also be more secure. It does require the regular exchange of information," he said. "It requires improvements to security processes to maintain the agreement. It yields a reduction in security costs through better allocation of resources, reduces flight connection times and missed connections, and improves the passenger experience," he said. Pekoske said the two countries should consider signing a memorandum of agreement to share sensitive security information. "We have a category of classification of information that is not classified in the true sense of classified material, but it is sensitive enough that it needs additional protections," he said. He said that whenever there is a sharing of sensitive security information -- which is critical to a growing partnership -- there is a need to have a memorandum of agreement which covers the aspects of that sharing arrangement. He noted that both the TSA and India's transportation security posture were born of cruel tragedy. For India, it was the bombing of Air India 'Kanishka' Flight 182 in 1985, while for the TSA, it was the 9-11 attacks in 2001. "These tragic events were paradigm shifts in how we both thought about transportation security that continues today," he said. Meanwhile, addressing the summit, US Federal Aviation Administrator Michael Whitaker said that India and the United States need to work together on issues like aviation safety. Asserting that safety is a team sport, he said that sharing data between the two countries can allow better identification and mitigation of risks in the sector. "Our (US and India's) national systems of aviation are inextricably linked into a single global network," he said, adding that the two counties have adjoining air spaces, integrated supply chains, and international services that connect their economies and people. "We need to work together on issues like safety, we need to share ideas and share innovations, especially in how to safely incorporate some of these new technologies into our airspace," he said. Noting that the two countries have different systems that will take different approaches to solving challenges, he said, "We can and should work together to share best practices and learn from one another." "We all have an interest in increasing safety within our respective countries, but we must work together to increase the level of safety in the global aviation system," he added. "This means sharing data. Sharing information allows us to better identify and mitigate risks before those risks become accidents and even before they become failures to the safety layers in our system," he added. "When I started in aviation, accidents were unfortunately not uncommon. They were almost annual events, and safety regulators learned from those accidents and made the system safer," he said. "For the past couple of decades, we've moved beyond that model, and accidents are now extremely rare, and they are simply unacceptable as an outcome," Whitaker said. "Our challenge is to bring safety to the next level, and that means we need to proactively analyse data and find those risks of failure and mitigate those risks before they happen," he said. Asserting that all the job categories in the aviation sector are highly sought after, he said that "for regulators, it means new questions about how we oversee those operations". "We have to find a safe yet nimble way to regulate these new entrants who are operating at the speed of a startup while we are operating at the speed of government, he said. He added that there is a need to figure out how to close the gap, identify these risks and leverage technology to incorporate them safely into the airspace. "In the US, we've seen the public perception of safety and risk in the system evolve over time. As more people have access to aviation, the expectation grows that the system will be completely safe," he asserted. US transport security body seeks one-stop pact with India to end rescreening of passengers

The revised <keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword> (<keyword id="19993399" type="General" weightage="20" keywordseo="car" source="keywords">CAR</keyword>) in this regard will come into force after three months, the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) said in a release on Thursday. Currently, the breath analyser test percentage required is 10 per cent and that has been increased to 25 per cent. It will be applicable for air traffic controllers, ground staff, aircraft maintenance engineers, and ground handling services personnel right. According to the regulator, revisions have been made to the CAR on the procedure for breath analyser examination of the personnel engaged in safety-sensitive work such as aircraft maintenance, air traffic control services, aerodrome operations, and ground handling services for detecting the consumption of alcohol. DGCA said the revision in the CAR will further enhance the level of safety and is an effective step in view of the increase in air traffic and ground movements at airports. The amended norms will be effective after three months from the date of issue in order to provide adequate time to the industry to suitably enhance the existing infrastructure for breath analyser tests at various locations, it added.
