As <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword> doubles down on local manufacturing of electronics hardware, the country saw an investment of Rs 2,595 crore and production worth Rs 67,275 crore under the Production Linked Incentive (<keyword id="53367" type="General" weightage="100" keywordseo="pli" source="Orion">PLI</keyword>) scheme for large-scale electronics manufacturing, of which, 31 per cent or Rs 20,568 crore worth products were exported (till June 2021), the <keyword id="13014635" type="General" weightage="20" keywordseo="Economic-Survey-2021-22" source="Orion">Economic Survey 2021-22</keyword> said. The PLI for large-scale electronics manufacturing was notified on April 1, 2020 which provides an incentive of 4 to 6 percent on incremental sales (over base year) to eligible companies involved in mobile phone manufacturing and manufacturing of specified electronic components, including assembly, testing, marking and packaging (<keyword id="2035122" type="General" weightage="20" keywordseo="atmp" source="Orion">ATMP</keyword>) units. According to the Survey, under the PLI scheme for IT hardware (notified on March 3, 2021) the total sales of manufactured goods in the target segment stood at Rs 503 crore, with Rs 16.50 crore investment (as per Q2 FY21). The target segment under the PLI scheme includes laptops, tablets, all-in-one PCs and servers. This PLI scheme extends an incentive in the range of 1 to 4 per cent on net incremental sales (over base year) of goods manufactured in India and covered under the target segment, to eligible companies, for a period of four years. Recently, the government approved an outlay of Rs 76,000 crore ($10 billion) for the development of semiconductors and display manufacturing ecosystem. "The government's intervention to boost this industry has come at a time when the global economy is facing an acute shortage of semiconductors due to severe disruptions in supply chains," said the Survey. The PLI and other schemes to boost semiconductors will not only help domestic companies to overcome the challenges posed by Covid-19 but also assist them to become globally competitive, especially in chip making, it added. Semiconductors are an integral part of modern technology used in automobiles and its components, electronic and medical devices. The government had notified the National Policy on Electronics 2019 (NPE 2019) scheme to position India as a global hub for Electronics System Design and Manufacturing (<keyword id="819123" type="General" weightage="20" keywordseo="esdm" source="Orion">ESDM</keyword>) by encouraging and driving capabilities in the country for developing core components, including chipsets. India saw production worth ₹67,275 crore under PLI for large-scale electronics, reveals Economic Survey 2021-22

New Delhi, The Union <keyword id="19901283" type="General" weightage="20" keywordseo="cabinet" source="keywords">Cabinet</keyword>, chaired by Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword>, on Thursday approved the establishment of three semiconductor fabrication (fab) units that will start construction within the next 100 days and generate direct employment of 20,000 advanced technology jobs and nearly 60,000 indirect jobs. The semiconductor fab with 50,000 wafers per month capacity will be set up by Tata Electronics Private Ltd (TEPL) in partnership with Powerchip Semiconductor Manufacturing Corp (PSMC), Taiwan, in Dholera, Gujarat. This fab will be constructed with an investment of Rs 91,000 crore, said Union IT Minister <keyword id="19904138" type="General" weightage="20" keywordseo="ashwini-vaishnaw" source="keywords">Ashwini Vaishnaw</keyword>. This fab will cover high-performance compute chips with 28 nm technology, and power management chips for electric vehicles (EVs), telecom, defence, automotive, consumer electronics, display, power electronics, etc, according to the government. Another semiconductor assembly, testing, monitoring, and packing (ATMP) unit with a capacity of 48 million per day by Tata Semiconductor Assembly and Test Pvt Ltd (TSAT) in Morigaon, Assam, will be set up with an investment of Rs 27,000 crore. TSAT semiconductor is developing indigenous advanced semiconductor packaging technologies including flip chip and ISIP (integrated system in package) technologies. It will cover sectors like automotive, electric vehicles, consumer electronics, telecom and mobile phones, etc, according to the government. The third semiconductor ATMP unit for specialised chips will be set up by <keyword id="20541983" type="General" weightage="20" keywordseo="cg-power" source="keywords">CG Power</keyword>, in partnership with Renesas Electronics Corporation, Japan and <keyword id="20776317" type="General" weightage="20" keywordseo="stars-microelectronics" source="keywords">Stars Microelectronics</keyword>, Thailand in Sanand, Gujarat. "This unit with a capacity of 15 million per day will be set up with an investment of Rs 7,600 crore," the Centre said. The CG power semiconductor unit will manufacture chips for consumer, industrial, automotive, and power applications. Within a very short time, the India Semiconductor Mission has achieved four big successes. With these units, the semiconductor ecosystem will get established in India. India already has deep capabilities in chip design. With these units, the country will develop capabilities in chip fabrication. Advanced packaging technologies will be indigenously developed in India with Thursday's announcement. These units will accelerate employment creation in downstream automotive, electronics manufacturing, telecom manufacturing, industrial manufacturing, and other semiconductor consuming industries. The 'Programme for Development of Semiconductors and Display Manufacturing Ecosystem' in India was notified in 2021 with a total outlay of Rs 76,000 crore. In June last year, the Cabinet had approved the proposal of US-based Micron for setting up a semiconductor unit in Sanand, Gujarat. Construction of this unit is progressing at a rapid pace and a robust semiconductor ecosystem is emerging near the unit.

Stressing that India will soon need 5 lakh crore chips to meet the growing demand, the minister said within three months of Prime Minister Narendra Modi meeting Sanjay Mehrotra, the President and CEO of Micron Technology in the US, the company has started construction on its plant which is unprecedented. Micron has committed to investing up to $825 million in building the semiconductor assembly and test facility in India, with support from the government. The combined investment of $2.75 billion is projected to create around 5,000 direct jobs and offer 15,000 community job opportunities over the next five years. <keyword id="205969" type="General" weightage="50" keywordseo="rajeev-chandrasekhar" source="Orion">Rajeev Chandrasekhar</keyword>, Union Minister of State for Electronics and IT, said that for a country that has missed several opportunities for the last 70 years, this is a historic and epic moment. "We have made tremendous strides in the last 9-10 years. It is certainly a very important milestone and I have absolutely no doubt that this Micron's state-of-the-art plant will be a beacon to all investors, other manufacturers and participants in the global semiconductor ecosystem," Chandrasekhar told the gathering. The Assembly, Test, Marking and Packaging (ATMP) of the company is being set up on 93 acres in Sanand GIDC-II industrial estate and is expected to be commissioned within 18 months. The facility will focus on transforming wafers into Ball Grid Array (BGA) - integrated circuit packages, memory modules and solid-state drives. In July, Prime Minister Narendra Modi promised 50 per cent financial assistance to players wishing to set up semiconductor manufacturing facilities in the country. At the SemiconIndia 2023 in Gandhinagar, he had said that "we are continuously carrying out policy reforms to accelerate the growth of the country's semiconductor sector". Micron begins construction on $2.7 bn India semiconductor plant in 'epic' beginning

As <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> rides on 5G with more than 50 cities and towns now enjoying the new technology, the India Cellular and Electronics Association (ICEA) Chairman Pankaj Mohindroo said on Monday that by the end of 2023, 75-80 per cent of the new smartphone launches will be 5G-enabled. The 5G services were launched by Prime Minister Narendra Modi on October 1. Telecom service providers have launched the service in select cities and plan to cover the entire nation by the end of 2023 or early 2024. "India as a nation is an early adopter of 5G technology. This 5G technology has opened a vast opportunity for a new generation of telecom equipment manufacturers, application providers, and internet of things (IoT), machine-2-machine (M2M) and healthcare services, among others," Mohindroo told IANS. The mobile device ecosystem was an early starter for manufacturing 5G phones. Even before the launch of 5G services, approximately 80-100 million 5G-compatible phones were already in the market. 5G will represent around 53 per cent of mobile subscriptions in India by 2028, with 690 million users, according to 'Ericsson Mobility Report'. 5G subscriptions in India were expected to reach around 31 million by the end of 2022. On semiconductor industry, Mohindroo said that the Indian semiconductor market was $15 billion in 2020 and expected to reach $63 billion by 2023 at 30 per cent CAGR. "This is a huge opportunity for the nation. The government is very focused on setting up the entire semiconductor ecosystem in the country from semiconductor fab, compound semiconductors, discrete semiconductors, assembly, testing, marking, and packaging (ATMP) units, etc," said Mohindroo. The India Semiconductor Mission offers an incentive outlay of Rs 76,000 crore for the development of semiconductor ecosystem in India, offering fiscal support of 50 per cent of the project cost. "We feel that the next focus should be ensuring skilling of the workforce for the sector and incentivising the downstream value chain in semiconductor manufacturing," he said. 80% of new smartphones will be 5G-enabled in India by 2023: ICEA

Industry body <keyword id="6355988" type="UNKNOWN" weightage="20" keywordseo="assocham">Assocham</keyword> has identified 15 large import items for ramping up the country's domestic capacity to achieve the objective of Aatmanirbhar Bharat or self-reliant India in 2-3 years. These items include electronics, coal, iron-steel, non-ferrous metals and vegetable oils, among others. The analysis, based on the latest data, shows that the electronics goods are the largest non-oil import segment. Despite the country being under partial lockdown, India imported electronic goods worth USD 2.8 billion only in May, 2020. "In the circumstance of the industry operating in a normal way, these <keyword id="35091" type="CITY" weightage="20" keywordseo="imports">imports</keyword> are near about USD 5 billion a month - a huge drain on the forex which needs to be curtailed," Assocham said in a note. The chamber's Secretary General Deepak Sood said the Ministry of Electronics and Information Technology's recent scheme of production - linked incentives and encouraging champions can be a game-changer if pursued vigorously. Both domestic and foreign direct investment should be encouraged in the endeavour. The Production Linked Incentive Scheme (PLI) for Large Scale Electronics offers incentives to boost domestic manufacturing and attract large investments in mobile phone production and specified electronic components, including assembly, testing, marking and packaging (ATMP) units. The items of non-oil, non-gold imports with significant foreign exchange drain identified by the chamber include electronic goods, electrical and non-electrical machinery, iron and steel, inorganic and organic chemicals, coal-coke &amp; briquettes, and non-ferrous metals, artificial resins &amp; plastic, transport equipment, medicinal and pharmaceuticals. The other items in the list are vegetable oil, fertiliser, dyeing, tanning and colouring material, professional instruments and opticals, fruits and vegetables. "While we need to work on a long-term strategy to reduce our dependence on crude oil, in the short to medium term, we must move in a mission mode to be Aatmanirbhar in at least 15 of the critical sectors. "We should work on a twin track of not only investing more to ramp up capacity, but also ensure that the end-consumers get the best of the quality products at internationally competitive prices. Self-reliance in the real sense would mean an aggressive production and pricing strategy involving scale and speed of execution," Sood said.

The world's largest contract manufacturer of phones, <keyword id="168792" type="COMPANY" weightage="20" keywordseo="Foxconn-Technology-Group">Foxconn Technology Group</keyword> is planning to expand its operations locally next year. It has already made $600 million investments in India. Soon after <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s ‘Make in India’ initiative was successful, many phonemakers from China started making phones in India through <keyword id="6354671" type="COMPANY" weightage="100" keywordseo="Foxconn">Foxconn</keyword>. 
 "Since last year, we have restarted operations and right now we're in finalizing 2017 plan, there will be more expansion,” Foxconn's head of India operations <keyword id="2308837" type="PERSON" weightage="20" keywordseo="Josh-Foulger">Josh Foulger</keyword> told The <keyword id="6474066" type="COMPANY" weightage="20" keywordseo="economic-times">Economic Times</keyword>. He added that <keyword id="6354716" type="CITY" weightage="100" keywordseo="Nokia">Nokia</keyword>, which is preparing for its come back, will also be made by Foxconn. The company along with <keyword id="3368145" type="UNKNOWN" weightage="20" keywordseo="HMD-Global">HMD Global</keyword> had bought Nokia's brand license and feature phones business from <keyword id="10387" type="CITY" weightage="20" keywordseo="Microsoft">Microsoft</keyword> earlier this year. 
 Asked by the ET if <keyword id="6354427" type="CITY" weightage="20" keywordseo="Apple">Apple</keyword> plans to commence manufacturing of <keyword id="6354606" type="COMPANY" weightage="20" keywordseo="iPhone">iPhone</keyword> in India in partnership with Foxconn, <keyword id="3206474" type="PERSON" weightage="20" keywordseo="Foulger">Foulger</keyword> said that the Cupertino-based company will make a decision based on global supply chain. "Companies like Apple will have to take a diligent view on the market in India.” 
Foxconn is all excited about Indian government's phased manufacturing program under the Make in India initiative. The initiative is progressing in a systematic manner in incentivizing manufacturing in India, and is going to make India attractive for manufacturers, Foulger said. 
 
"In semiconductor, the industry is looking at assembly, test, mark, and pack (ATMP) --excluding the fabs--including 21 component categories that makes it attractive for companies like Foxconn and other suppliers to support this ecosystem,” Foulger told the ET. 
 "India, from a manufacturing standpoint, has logistic advantage, not just for India but for Middle East and <keyword id="12925" type="ENTERTAINMENT" weightage="20" keywordseo="Africa">Africa</keyword>. The ASP of products is very similar. If you look at making India a manufacturing destination for 800 million phones, it looks very attractive,' he further said. "India cost is competitive. It takes time but if managed well, it can bring results.”

Excise Duty Amendment 
Exemption of BCD and SAD for ATMP for semiconductor wafer fabrication / LCD fabrication is a very well planned move and will certainly give a boost to local manufacturing especially to SMEs. Similar exemption extended to parts and components, sub parts for manufacturing of charger, adaptors, mobile phones, routers, modems, set- top boxes etc., will significantly go a long way in encouraging local production. 
 
Imposition of BCD on finished products like <a href="http://www.businessinsider.in/searchresult.cms?query=telecom+equipment">telecom equipment</a> etc., is a very well thought out to enhance domestic manufacturing and reducing import dependence. Reduction of BCD on specific capital goods for manufacturing of various fuses is a boost to component manufacturing and enriching the supply chain. 
 
Make in India 
Imports of assembled sub-systems like charger/adapter, battery and wired headsets/speakers for manufacture of mobile phone will cost 16.5% more due to withdrawal of Basic Customs Duty and Special Additional Duty. 
 
On the other hand, inputs, parts and components, subparts for manufacturing these and other electronics sub-systems have been reduced to 0%. Further, imports of populated Printed Circuit Boards will cost 2-4% more. Both these reflect a strong commitment to promote local value additions in electronics.
