Patna, Apr 16 () The Bihar government has reached out to at least 14.5 lakh migrants stranded in Delhi, Mumbai and other parts of the country, amid the coronavirus-induced lockdown, and provided them meals, dry ration and otheressential items, officials here said.The state government has also been doling out a special assistance of Rs 1,000 to distressed migrant workers after verification through the Direct Benefit Transfer system.Two days after a large number of labourers, many of them from the state, had gathered at the Bandra station in Mumbai, heeding rumours that arrangements were being made to send them home, the Bihar government took up the matter with Maharashtra, while also making efforts to establish contact with the anguished workers, Bihar Minister Sanjay Jha told on Thursday."The Bihar chief secretary spoke to his Maharashtra counterpart on the same day and sought help for the stranded migrants there," he said.Principal Secretary, Bihar State Disaster Management Department, Pratyaya Amrit, said a total of 14.56 lakh migrants have been provided relief so far in camps set up for the purpose in Delhi and Mumbai, and states like Tamil Nadu, Karnataka and West Bengal.The state government is supplementing the efforts of the local administration at these places, Amrit said.Applications for special assistance have poured in from at least eight states, including Haryana, Gujarat, Tamil Nadu and Karnataka, and Delhi.As part of the special assistance programme, launched by the government on April 6, about Rs 8 lakh has been debiteddirectly in the bank accounts of the beneficiaries, he said."In accordance with the instructions of Chief Minister Nitish Kumar, we are trying to reach out to every single person who is contacting us over helpline numbers atthe CM's office, the disaster management department or the Bihar Resident Commissioner office in Delhi," Amrit said.Heart-wrenching images of jobless labourers and marginal workers walking back home, after suspension of transport services, were splashed on all TV channels andsocial media platforms, following the imposition of the nationwide lockdown in March end. We don't have any work, buthave food and accommodation, along with TV," Gautam, a workerfrom Odisha, said.Gautam's camp, a government school which houses atleast 215 workers from various states, has two televisionswith cable connection.Another worker said he was bored of sitting idlewithout any work and was also worried also whether there wouldbe any jobs for them after the lockdown ends."We are staying here without any work. The only issueis that we don't have any income as of now. I don't knowwhether there will be any jobs after all this ends. Amid lockdown, migrant workers a content lot in Kerala

Mumbai, Jun 1 () Mumbai's Dharavi, which is one of the largest slums in Asia, reported nearly 1,400 COVID-19 cases in May, or a whopping jump of about 380 per cent from the April figures, adding to concerns of its residents. However, the Brihanmumbai Municipal Corporation (BMC) claimed the situation has improved, and the spread of infection is under control in the slum area, where nearly 6.5 lakh people live in shanties located in congested settlements. Narrow lanes and bylanes, small houses, unhygienic living conditions, common toilets and several other factors are responsible for the easy spread of COVID-19 in Dharavi, apart from non-adherence to social distancing norms, official said. In April, 369 coronavirus cases were reported from Dharavi and the number rose to 1,771 by May-end, accounting for 4.4 per cent of the total COVID-19 cases detected in the city and indicating the extent and intensity with which the infection spread in the slum pocket. Along with the high number of COVID-19 cases, Dharavi also reported 70 deaths due to the disease till May end, as compared to 18 deaths in April. The COVID-19 outbreak was reported in Mumbai on March 11, and the first case of the disease was found in Dharavi's Dr Baliga Nagar area 20 days later, on April 1, setting the alarm bells ringing for the city administration. The disease spread was initially slow in the area and it took over a fortnight for Dharavi to add 100 cases to its tally, and by May 3, it crossed the 500-mark. Thereafter, COVID-19 cases went on increasing rapidly and in next 10 days, the number crossed the 1,000-mark on May 13 and 1,500-mark on May 23, as per official figures. However, according to BMC officials, there has been a steady decline in the number of COVID-19 cases in Dharavi since the past one week. They said 18 new cases each were recorded on May 28 and May 30. Out of the total 1,771 cases in Dharavi so far, the highest 243 cases have been reported from Matunga Labour Camp area, followed by 116 and 86 cases in Kumbharwada and Mukund Nagar localities, respectively. "Areas with maximum cases are identified and treated as high-risk zones' where door-to-door screening, fever camps, and contact-tracing is underway," a BMC official said. Kiran Dighavkar, assistant municipal commissioner of the G-north ward which covers Dharavi, said things have improved considerably in the slum area in the past few days and further improvement is expected in days to come. "The doubling rate of cases in Dharavi has gone up to 31 days and the death rate has come down. After the first 60 deaths, the fatality rate has fallen considerably," he said. In the first half of May, the number of cases in Dharavi was doubling in six days, and in two days in the first half of April. Dharavi has a population of about 6.5 lakh and is spread over 2.5 sq km area. With its population density of 2,27,136 people per sq km, the city civic administration is making all efforts and working on a war footing to contain the spread of coronavirus. Due to the huge number of COVID-19 cases in Dharavi, the G-north ward is on the top in the city with nearly 3,000 cases, out of the total 24 qwards in the city. According to the BMC, over 75 per cent of the cases reported in Dharavi are of people in the age group of 21 to 60 years. Besides, 35 per cent of the cases are of those contracting infection within their families. To contain the spread of COVID-19, the BMC has identified 13 'high risk' zones in Dharavi, an official said. The civic body has been ensuring the supply of food, groceries and medicine inside the high risk zones to restrict movement of anyone outside or within the area, he said. According to the BMC, Dharavi has around 225 community toilets, 100 public toilets and 125 toilets built by the Maharashtra Housing and Area Development Authority . "As hundreds of people use common toilets in the area, the risk of coronavirus spread is high, which is why these lavatories have to be cleaned regularly," an official said. Dharavi has nine municipal dispensaries, 50 private clinics, apart from fever clinics. Altogether, 47,500 people from the high risk zones and 1.25 lakh residents of containment zones of Dharavi have been screened so far, as per the BMC figures. They are among the nearly four lakh Dharavi residents who have been screened with the help of 24 private practitioners, the BMC said. (Eds: Combining related stories) New Delhi, May 23 () COVID-19 cases in India on Saturday saw the highest single-day spike for the second consecutive day with 6,654 new infections reported in a 24-hour span, taking the tally to over 1.25 lakh, while the death toll rose to 3,720 after 137 more fatalities, according to the Union Health Ministry. In a significant development, a high-level committee of experts was formed by the government to recommend reforms in India's drug regulatory system so that approval processes can be fast-tracked. Faced with the ominous threat of the coronavirus infection, a number of steps such as fast-tracking the approval process for drugs, research and vaccine development were taken. A health ministry official said the aim of the panel is to identify and institutionalise these measures. Meanwhile, 11 municipal areas in seven states and union territories that have accounted for 70 per cent of India's coronavirus case load were asked by the government on Saturday to step up monitoring in old cities, urban slums and other high density pockets like camps and clusters for migrant workers for management of COVID-19 cases. These 11 municipal areas are from Maharashtra, Tamil Nadu, Gujarat, Delhi, Madhya Pradesh, West Bengal, Rajasthan and account for 70 per cent of active case load, the Union health ministry said. Union Health Secretary Preeti Sudan who held a high-level meeting through video conferencing with principal health secretaries and municipal commissioners along with other officials from the 11 municipal areas urged them to focus on prevention through active screening of high risk and vulnerable population along with effective and sturdy clinical management of the admitted cases to reduce fatality rate. During the meeting, a presentation was made to highlight the trend in case trajectory with respect to total confirmed cases, case fatality rate, doubling time, tests per million and confirmation percentage, the ministry said. "It was told that major challenge lies in those corporations having shorter doubling time, higher mortality rate and a higher confirmation rate than the national average," the ministry said in its statement. The officials were briefed about the factors to be considered while mapping the containment and buffer zones and the activities mandated in containment zone like perimeter control, active search for cases through house to house surveillance, contact tracing, clinical management of the active cases. They were also asked to undertake surveillance activities in the buffer zone like monitoring of SARI/ILI cases and promoting social distancing and hand hygiene among others. "Maintaining high vigilance and monitoring in areas of old cities, urban slums and other high density pockets along with the camps/clusters for migrant workers are important steps in COVID-19 management in the urban areas," Sudan said. The officials were also urged to focus on prevention through active screening of high risk and vulnerable population and groups, and effective and sturdy clinical management of the admitted cases to reduce fatality rate. While many have operationalised 24x7 state control rooms, others could also follow the lead and start such units which shall not only provide assistance to the people for various facilities and services regarding COVID-19 management, but also have a panel of domain experts and doctors to provide round the clock support and mentoring for clinical issues which shall effectively contribute to reducing fatality rate, the statement said. "It was pointed out that testing needs to stepped up in some municipal areas to ensure early detection of cases, timely clinical management and a reduction in fatality rate," it said. They also need to be mindful of ramping up the health infrastructure to ensure preparedness for the next two months with special focus on isolation beds with oxygen, ventilators and ICU beds. Other issues that need focused attention include active coordination with government and private labs to address delays in sample collection, partnership with private hospitals to augment the health and bed capacity, waste disposal, management of camps for migrant labourers and creating awareness regarding issues such as stigmatisation of patients in local languages, by involving community leaders, youth groups among others. The measures taken and best practices followed by the municipal corporations for the management of COVID-19 cases were also discussed, the statement stated. Mumbai Municipal Commissioner briefed about establishing close cooperation between private hospitals and municipal authorities to pool the health infrastructure like ICU or oxygen beds etc. They shall also soon make public the online portal displaying the bed availability with unique ID numbers for each bed, and also set up a GPS backed online ambulance tracking system, the statement said. According to the ministry bulletin, the active cases of the coronavirus disease (COVID-19) rose to 69,597, while 51,783 people have recovered and a patient has migrated. "Thus, around 41.39 percent patients have recovered so far," a ministry official said. The total of 1,25,101 confirmed cases of the novel coronavirus pandemic includes foreigners. Of the 137 deaths reported since Friday morning, 63 were in Maharashtra, 29 in Gujarat, 14 each from Delhi and Uttar Pradesh, six from West Bengal, four from Tamil Nadu, two each from Rajasthan, Madhya Pradesh and Andhra Pradesh, and one from Haryana. Of the total toll of 3,720, Maharashtra tops the tally with 1,517 deaths, followed by Gujarat at 802, Madhya Pradesh at 272, West Bengal at 265 and Delhi at 208. The number of deaths due to the contagion in Rajasthan is 153, while 152 people died in Uttar Pradesh, 98 in Tamil Nadu and 55 in Andhra Pradesh. The COVID-19 death toll reached 45 in Telangana, 41 in Karnataka and 39 in Punjab. There are 20 fatalities in Jammu and Kashmir, 16 in Haryana and 11 in Bihar. Seven people have succumbed to the disease in Odisha, and four each in Kerala and Assam so far. Jharkhand, Chandigarh and Himachal Pradesh each have recorded three deaths each, while there is a fatality each in Meghalaya and Uttarakhand, the ministry said. Virgin <a href="https://www.virgintrains.co.uk/about/media-room/#/pressreleases/virgin-trains-clarifies-labour-leaders-claim-of-ram-packed-service-1530005?awc=3892_1472034824_444cdc2b6022db5ce6245439b7ad299b&amp;utm_source=Affiliate+Window&amp;utm_medium=affiliate&amp;utm_campaign=78888" target="_blank">published images of the footage on Tuesday</a> in response to the Labour leader's claim that there were no seats left on the service he used to travel from the capital to Newcastle earlier this month. Corbyn was recorded describing the service as "ram-packed" <a href="http://www.theguardian.com/politics/2016/aug/16/jeremy-corbyn-floor-three-hour-train-journey-london-newcastle" target="_blank">as he sat on the floor of one of the carriages.</a>The Richard Branson owned company, however, <a href="http://uk.businessinsider.com/jeremy-corbyn-labour-leadership-richard-branson-virgin-train-2016-8" target="_blank">rejected Corbyn's suggestion</a>, arguing that he actually walked past unreserved seats prior to recording the footage, and then sat down on a seat in coach H once finished. "We are aware of the publication of CCTV images of Jeremy Corbyn and are making enquiries," the ICO said."All organisations have an obligation to comply with the Data Protection Act and must have legitimate grounds for processing the personal data they hold. Where there's a suggestion that this hasn't happened, the ICO has the power to investigate and can take enforcement action if necessary."Virgin could be in trouble because, as a passenger on one of its trains, Corbyn was technically a data subject. This means he is protected by strict data protection law. Virgin would need to justify the publication of the footage on the grounds that it was "fair and legitimate," according to Ars Technica UK.The Data Protection Act (1998) provides legal protection for any personal data or data which if published could lead to a person being identified. It requires companies to keep this type of information to itself in order to protect the rights of the individual.Virgin seemed to breach its own company policy by publishing the footage, too. When you read the company's privacy policy, it claims it will only use CCTV footage for the following reasons:<ul><li>prevent, deter and detect crime</li><li>apprehend and prosecute offenders, and provide evidence to take civil action in the courts</li><li>help provide a safer environment for our staff</li><li>protect public safety</li><li>help to provide improved customer service, for example by enabling staff to see customers requiring assistance</li><li>monitor operational and safety related incidents</li><li>assist with the verification of claims</li></ul>The company's policy, as it appears above, doesn't appear to allow exceptions for expressing political points. Virgin could have broken the law by publishing CCTV footage of Jeremy Corbyn

Over 400 workers went on a strike at <a href="http://www.businessinsider.in/searchresult.cms?query=Tata+Motors">Tata Motors</a>' <a href="http://www.businessinsider.in/searchresult.cms?query=Nano">Nano</a> plant on Monday night. These workers were demanding the reinstatement of 28 colleagues suspended on disciplinary grounds. 
 
"Two months back, <a href="http://www.businessinsider.in/searchresult.cms?query=Tata+Motors">Tata Motors</a>' management suspended two workers on disciplinary grounds. At that time too, the workers had gone on a strike. But a compromise was reached that the management will conduct an inquiry into the matter within one month and submit a report," Assistant Labour Commissioner (Ahmedabad) M S Patel said. 
 
"It was decided that out of the two suspended, one would be taken back while the other will face action as per the report," Patel said. 
 
The management says the workers went on a rampage and damaged around 50 cars. This forced the management to suspend 26 more workers. The workers are now demanding that all 28 suspended workers be reinstated. "The management is saying that only after an inquiry the suspended workers will be taken back," said Patel. 
 
"There have been continued agitations for monetary increases as well as protests over disciplinary actions against those provoking the workmen, resulting in serious threat to company personnel as well as losses due to tampering," a <a href="http://www.businessinsider.in/searchresult.cms?query=Tata">Tata</a> spokesperson said. Cops were deployed at the plant on Tuesday to prevent violence. 
 
Around 2,200 workers are employed at the plant currently. The production at this plant has dropped considerably since its launch in July 2009.

It's being billed as the final chance of a deal for the cash-starved country.We haven't seen the full detail of the Greek proposals yet, but up until now, the major areas of difference were over the scale of fiscal austerity, labour market changes and cuts and reforms to the pension system.Any indication that the Greek government has blinked and conceded to any of those points would be great news from the perspective of the creditors, but would cause political strife for Prime Minister Alexis Tsipras at home.Here's a snippet <a href="http://www.theguardian.com/world/2015/jun/20/alexis-tsipras-last-ditch-offer-eu-greece-debt-crisis">from the Guardian</a>, which originally reported the proposal:Among the measures that the Syriza-led coalition was reportedly working on on Saturday were reductions in early retirement schemes. Pension and VAT reforms, along with labour deregulation, remain sources of friction between the two sides.Former French finance minister and current EU Commissioner Pierre Moscovici said <a href="https://twitter.com/livesquawk/status/612869851053457408">he's now confident that a deal could be done this evening</a>.And EU Commission chief Jean-Claude Juncker's chief of staff <a href="http://uk.reuters.com/article/2015/06/22/uk-eurozone-greece-idUKKBN0P10JE20150622">referred to the potential for a "forceps delivery" of a deal</a>.Those are two of the most positive comments about a Greek proposal that we've heard from Europe's creditors. Last week almost everyone went into Friday's Eurogroup meeting of finance ministers saying there wouldn't be a deal - though it remains to be seen whether Greece's new efforts will be enough for the more hardline European governments.Athens is aiming to unlock its last bailout instalment of €7.2 billion ($8.2 billion, £5.16 billion), which it desperately needs to make major debt repayments to the International Monetary Fund (IMF) on June 30 and the European Central Bank (ECB) on July 20.According to Reuters, two bankers at a meeting with Bank of Greece governor (and former finance minister) Yannis Stournaras said he told them to <a href="http://www.reuters.com/article/2015/06/21/us-eurozone-greece-idUSKBN0P10JN20150621">prepare for a "difficult day" on Tuesday</a> if no deal was reached. Pre-orders for deposit withdrawals have <a href="http://uk.reuters.com/article/2015/06/22/uk-eurozone-greece-idUKKBN0P10JE20150622">reportedly reached €1 billion</a> (£720 million, $1.14 billion) after €4 billion (£2.87 billion, $4.56 billion) left banks last week. There's another call planned for the ECB to discuss Greece's banking sector today. Suddenly there's a glimmer of hope for Greece's bailout as Athens gets its last chance to avoid default

The police said that the "suspect's link to mental health services" and <a href="http://uk.businessinsider.com/jo-cox-killer-and-american-neo-nazi-national-alliance-2016-6">his links to right-wing extremism</a> are priority lines of the inquiry, which will help them establish the motive of the murder. Cox died after being shot and stabbed after she left a meeting with her constituents. Police also said that a 77-year-old man who tried to help Cox when she was being attacked had suffered serious stab wounds to his abdomen but was now in a stable condition in hospital. They also confirmed that a different man, who had previously been questioned by police and received an adult caution in March for malicious communication of a sexual nature, is not the suspect arrested in the murder case. The incident appears to be an isolated one which specifically targeted Cox. West Yorkshire police also said that they thought no one else was involved in the attack but that they will investigate how the suspect got a hold of the illegally owned firearm. Cox was elected as an MP during the 2015 general election and was representing the constituency of Batley and Spen in the west of England. She had two young children, Lejla and Cuillin and was 41 years old.<a href="http://uk.businessinsider.com/everything-we-know-about-the-jo-coxs-murder-2016-6">Read all of today's progress in the investigation here</a>.Here is the full updated statement by the West Yorkshire police: West Yorkshire Police Temporary Chief Constable Dee Collins said:"I would like to provide an update in respect of the tragic events of yesterday where our local MP for Batley and Spen, Jo Cox was brutally attacked in Market Street, Birstall."We have now confirmed that just before 1pm yesterday (Thursday 16/06/16) Jo arrived in a vehicle in company with two colleagues outside the Library on Market Street and whilst enroute to the library where she had a scheduled constituency meeting, she was attacked and sustained serious injuries from both a firearm and a knife and despite assistance from passers-by, the ambulance service and police officers who were quickly on the scene, she sadly died of her injuries."During the course of the incident a 77-year-old man bravely intervened to assist Jo and in doing so sustained a serious injury to his abdomen and although now stable he remains in hospital."We have had overwhelming support from the public in respect of this incident which assisted us in quickly locating a suspect who was tackled by unarmed officers and arrested. "A murder investigation is under way by West Yorkshire Police who are working together with the North East Counter Terrorism Unit, who will bring specialist assets in support of the enquiry."We are aware of the speculation within the media in respect of the suspect's link to mental health services and this is a clear line of enquiry which we are pursuing."We are also aware of the inference within the media of the suspect being linked to right wing extremism which is again a priority line of enquiry which will help us establish the motive for the attack on Jo."We are keeping an open mind and I do not wish to add to the speculation as we need to ensure that we conduct a professional investigation and do not compromise the need to bring the person responsible to justice."Based on information available at this time, this appears to be an isolated, but targeted attack upon Jo - there is also no indication at this stage that anyone else was involved in the attack. However we will be investigating how the suspect came to be in possession of an unlawfully held firearm."We are aware of two previous unrelated incidents which culminated in Jo receiving a malicious communication of a sexual nature at her parliamentary office in Westminster. Both incidents were investigated by the Metropolitan Police Service which resulted in an individual receiving an adult caution for one offence which I can confirm is not the same person who we have in custody. The other incident remains un-detected. West Yorkshire Police have not been made aware of any complaints or concerns from Jo Cox."The suspect in custody has been medically examined by two specialist medical practitioners who have determined that he is both fit for detention and fit for interview and detectives will continue to question the suspect during the day."This remains an active investigation, with a number of scenes which are being forensically examined, including the suspect's home address. There are numerous lines of ongoing enquiry. We appreciate this has caused some disruption, which will go on for some time, but I would ask people to bear with us while we carry out this critical work."This has clearly had a huge impact on the community and we are grateful for their support and cooperation and that of our partners at this time."Yesterday and today, officers have been working in and supporting the local community and will continue to do so in order to provide reassurance and maintain public confidence."We have been engaged nationally with the Palace of Westminster and the Home Office to review the security arrangements of MPs generally and we are continuing to provide the appropriate advice and guidance to MPs both locally and nationally and seriously considering any concerns which they may have.
