Lucknow/New Delhi, Jun 24 () Twenty Enforcement Directorate (ED) officers posted in Lucknow have tested negative for coronavirus after their samples were collected in the wake of an arrested accused in the Amrapali money laundering case being infected with the disease, officials said on Wednesday. The central probe agency's zonal office at Ashok Marg in Uttar Pradesh's capital city was thoroughly sanitised and sealed after Anil Mittal, the statutory auditor of Amrapali Group of companies, tested positive for the pandemic last week. He was arrested and produced before a special Prevention of Money Laundering Act (PMLA) court in Lucknow on June 16. He is reported to have contracted the disease while in ED custody. Mittal was subsequently admitted to the KGMU hospital in Lucknow and has been sent to jail after recovery from the disease. Rajeshwar Singh, Joint Director of ED's Lucknow zone, confirmed the development and said all 20 officers of his unit have tested negative for COVID-19 and they have resumed office. "The directorate has started functioning in full swing with all prescribed precautions and hygiene," another officer said. He added that those officers, who came in direct contact of accused Anil Mittal, had their samples taken for the new coronavirus. The agency will soon approach the court seeking its permission to now grill Mittal and record his statement under the PMLA as he has "a crucial role in laundering of Amrapali funds", ED sources said. The agency had recently attached, as part of an order issued under the PMLA, more than Rs 187 crore funds of JP Morgan India Pvt Ltd kept in a bank branch in Mumbai in this case that is being monitored by the Supreme Court. The court later directed JP Morgan to transfer over Rs 140 crore plus interest from its bank accounts, that have been recently attached by the ED, to the escrow account maintained by the UCO bank saying this money would be used for completing the pending projects of Amrapali Group. The ED is investigating this case on charges of money laundering and alleged diversion of crores of rupees of home buyers who wanted to purchase a house in the Amrapali Group's real estate projects. The apex court, which is monitoring this case, had in December last year directed the ED to take charge of the investigation and asked Joint Director Singh to take action against JP Morgan under the anti-money laundering law and the Foreign Exchange Management Act (FEMA) and apprise it on a regular basis. It has also initiated detailed interrogation of JP Morgan India board members including a Chinese national along with Amrapali executives. The agency is also investigating the role of bank officials in granting loans on mortgaged assets, the role of Noida and Greater Noida authority officials in renewing leases and award of new projects to the group despite pending land dues and lease rentals that are stated to be over Rs 5,000 crore, the second official quoted above said. It is also probing if some flats were sold to officials at lower prices by taking cash payments, bogus and inflated purchases, he said. "Names of few officials who have benefitted has come to light during investigation," he said. In an affidavit submitted to the court recently, the ED has said that employees of JP Morgan India Ltd, who were on the board of various Amrapali real estate group companies, "laundered" deposits worth Rs 187 crore of home buyers and "diverted" them to the multi-national financial advisory firm's entities based in Mauritius and Singapore by undertaking sham transactions and using shell companies. Amrapali case: 20 ED Lucknow sleuths found COVID-19 negative after contact with infected accused

New Delhi, Dec 19 () India Inc leaders, including Bharti Enterprises Chairman Sunil Bharti Mittal, CII President Vikram Kirloskar and Assocham President Balkrishna Goenka, on Thursday asked the government to take measures to augment ease of doing business to "create more freedom for the industry to perform".
 In a pre-Budget meeting with Finance Minister Nirmala Sitharaman, the corporate leaders highlighted several issues, including certain income tax matters which were coming in the way of mergers and acquisitions or slowing them down and roles that need to be played by state businesses to prosper at the ground level.
 "I have come here today to discuss only one thing -- make doing business easy in the country. That was what my thrust was," Bharti Airtel Chairman Sunil Bharti Mittal told reporters after the meeting.
 He said some suggestions around mergers and acquisitions (M&amp;As), demerger, NCLT process, about certain sections of income tax which were coming in the way of M&amp;A or slowing them down were made.
 "The idea is to create more freedom for the industry, for them to perform. I think the finance minister received them very well with her associates and secretaries. What we look forward to this Budget is that they unleash the energy of the Indian entrepreneurs to do more," Mittal said.
 Expressing similar views, Assocham President Balkrishna Goenka said for "ease of doing business, states have to play an important role" and last mile issues are there, which need to be resolved. 
 When asked about the meeting, CII President Vikram Kirloskar said, "We talked about ease of doing business, which are the issues concerning many industries."
 RP-Sanjiv Goenka Group Sanjiv Goenka said the discussions "centred around more around what can be done to stimulate growth, to facilitate the ease of doing business".
 "I think the finance minister and her team were extremely open to all suggestions," Goenka said, adding that "it is the first time I have seen this kind of response from the government".
 On the current slowdown and its impact on capacity utilisation across many industries, he said, "We all recognised that it is going to take a couple of quarters, three quarters, four quarters, before this capacity gets utilised. We understand that, and that is the reality of the situation."
 Ficci President Sandip Somany said the industry representatives gave suggestion to the FM "to reduce income tax for those who earn less than Rs 20 lakh in a year so that there is more disposable in the hands of consumers and the economy benefits".
 He further said, "We have also asked the FM to take measures about reducing EMIs, which can happen only if the banks reduce the interest rates on loans."
 Stating that while the RBI has cut 135 bps, banks have reduced only 45 bps, Somany said, "If there can be more transmission of RBI's cut to consumers, then the EMIs will be reduced and it will also improve consumption."
 A finance ministry statement said, "During the interactive session lasting over two hours, prominent industrialists spoke about improving regulatory environment to safeguard investments through ease of doing business, increasing export competitiveness, reviving private investment and kick-starting growth measures."
 In the pre-budget consultations in connection with the forthcoming General Budget 2020-21, industrialists also suggested many ways to boost the rural economy, especially to increase consumption, it added.
 Other suggestions included improvement in insolvency process in relation to NCLTs and banks; faster mergers, acquisitions and demergers processes, ways to reduce time for FDI approval; structural changes in laws for effective and stable business environment; time-bound decisions for augmenting ease of doing business both at the central and state levels.
 The industry leaders also called for new investment of capital for building infrastructure, CAPEX for infrastructure to boost the economy, preventing predatory pricing and dumping in India while facilitating R&amp;D in India to boost Make in India, the statement said.
 They also called for harnessing public-private-partnership (PPP) by leveraging social funding through a new programme and ensure liquidity for NBFCs with focus on the rural economy and ways to increase consumption in the economy, it added.

Industry leaders draw govt attention on ease of doing business in India

<ul><li>India accounts for only 0.25% of the 4,000 highly-cited scientists across the globe, according to <keyword id="4393714" type="PERSON" weightage="20" keywordseo="clarivate-analytics">Clarivate Analytics</keyword>. </li><li>The number has doubled since 2017 but that’s only because the company added an additional category to include ‘cross field’ researchers. </li><li>India’s neighboring country, <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>, stands at the third position with nearly 482 scientists.</li></ul>With only 10 Indian scientists featuring in the list of 4,000 highly-cited researchers across the globe, the country lags far behind China in new contributions towards science and innovation,<a href="https://clarivate.com/blog/news/global-highly-cited-researchers-2018-list-reveals-influential-scientific-researchers-and-their-institutions/"> said a recent report by</a> Clarivate Analytics — a company that names people with multiple papers ranking in the top 1% by citations for their field and year. Interestingly, most of the science experts listed do not come from highly ranked institutes in India that are always creating buzz for their scientific innovation. However, a professor from each IIT-Kanpur, IIT Madras, JNU, and NIT-Bhopal are on the global list. Meanwhile, China is among the top three countries with 482 science experts. India couldn’t even make it up to the top 10 countries. <keyword id="23050" type="LOCATION" weightage="20" keywordseo="Sweden">Sweden</keyword> (53%), Austria (53%), Singapore (47%), Denmark (47%), China (43%) and South Korea (42%) are among the nations that have 40% of their Highly Cited Researchers selected in the cross-field category. India and China used to be on the same page in terms of contribution about 15 years ago but now China accounts for nearly 16% This could be considered a victory for India since the number of scientists on the list has doubled since 2017. But Dinesh Mohan, one of the scientists on the list, says that’s only because the report includes an additional category of ‘cross field’ researchers. The list highlights the need to improve the research ecosystem in India and deal with <a href="https://www.nature.com/articles/d41586-018-06048-2">problems </a>like predatory journals. According to experts, Indian academicians lack focus on quality research. Ashok Pandey, a researcher featured on the list, claims that poor representation in science is a matter of national concern and need to be addressed by lawmakers, government and other respective stakeholders. Analysts add that India has a negligible representation in the world’s highly cited researchers primarily because the nature of research is theoretical.
