Phogat, who was disqualified from the Paris Olympics for being found 100 grams overweight ahead of her women's 50kg final, was at the forefront of a lengthy protest alleging government inaction against former Wrestling Federation of India head Brij Bhushan Sharan Singh, who was accused of sexual harassment by women wrestlers.

The arrest, the first of a sitting chief minister, came hours after the Delhi High Court refused to grant protection to the <keyword id="19914482" type="General" weightage="20" keywordseo="aap" source="keywords">AAP</keyword> national convenor from any coercive action by the agency. The 55-year-old leader's arrest, amid campaign for the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections, drew angry reactions from his Aam Aadmi Party (AAP). Soon after the high court order, an ED team reached his residence and carried out searches. Subsequently, he was arrested, officials said. Officials said the ED would produce the chief minister before a court here on Friday and seek his custody for interrogation. As the ED officials carried out their action inside, additional Delhi Police personnel and Rapid Action Force (RAF) and CRPF teams were deployed around the chief minister's residence. The additional deployment was made as the ED sought extra security measures in anticipation of protests by AAP supporters, sources said. A large number of AAP workers and leaders gathered near the chief minister's residence and shouted slogans against the ED action. During the day, <keyword id="19895701" type="General" weightage="20" keywordseo="kejriwal" source="keywords">Kejriwal</keyword> moved the Supreme Court against the high court's order denying him any relief in the matter. The ED's action is virtually a replay of what transpired during the arrest last week of Bharat Rashtra Samithi (BRS) leader <keyword id="19987244" type="General" weightage="20" keywordseo="k-kavitha" source="keywords">K Kavitha</keyword>, who is now in ED custody in the same case. The case pertains to alleged corruption and money laundering in formulating and executing the Delhi government's excise policy for 2021-22, which was later scrapped. AAP leaders Manish Sisodia and Sanjay Singh are in judicial custody in the case. Kejriwal's name has been mentioned multiple times in the charge sheets filed by the ED. The agency has alleged that the accused were in touch with Kejriwal for formulating the excise policy that resulted in undue benefits to them in return for which they paid kickbacks to the AAP.

A statement issued by the <keyword id="20097855" type="General" weightage="20" keywordseo="planning-department" source="keywords">Planning Department</keyword> said "speculations and rumours are being spread by notorious elements with vested interests in Delhi" that welfare schemes and subsidies will be stopped. "Even as the law takes its own course in the process of criminal investigation, it merits clarification that administration of schemes and governance are never specific to individuals and shall continue in normal course, as in the past," it read. Sources in the AAP dispensation said the statement was issued following directions from Kejriwal. All public services, social welfare schemes and subsidies currently given by the Delhi government will continue uninterrupted, it said, asking people not to be misled by "any fear-mongering and malicious disinformation in this regard". "Appeal to all citizens of Delhi to stay away from any rumour mongers, who would try to take advantage of situation arising from the arrest / remand of Hon'ble Chief Minister of Delhi by <keyword id="19895344" type="General" weightage="20" keywordseo="enforcement-directorate" source="keywords">Enforcement Directorate</keyword> on 21 March, 2024, by spreading misinformation," it said. Kejriwal was arrested by the Enforcement Directorate last week in connection with the money laundering case linked to the now-scrapped Delhi excise policy. He is in ED custody till March 28. In the statement, Planning Secretary Niharika Rai said "such rumours create an atmosphere of fear within the general public". "There shall be no disruption of any kind in disbursement of admissible subsidies, pensions, welfare benefits etc. Social welfare schemes are funded with public money through the consolidated fund, backed by budgetary allocations." The statement clarified that social welfare funds are "neither the personal property of any individual or political entity nor funded by an individual or entity's personal money". "There is an architecture of civil services and processes laid down in the National Capital Territory of Delhi, which continues as usual. Hence, these public services, social welfare schemes and subsidies are not at all affected by the arrest/remand of Hon'ble Chief Minister," it stressed.

However, he said nothing can be done against the government and CM Kejriwal has been arrested for his own dark acts. "If he had not done such things (liquor policy), this (arrest) would not have happened. New Delhi, Dec 2 () The Delhi government has maintained a revenue surplus over the last five years, a CAG audit report on state finances tabled in the Assembly on Monday said.
 The audit report by the Comptroller and Auditor General (CAG) for the year ended March 2018 noted that tax revenue and non-tax revenue also registered an increase of 14.70 per cent and 101.05 per cent respectively over the previous year.
 The report was tabled in the House by Deputy Chief Minister Manish Sisodia.
 "The government of National Capital Territory of Delhi (GNCTD) has maintained a revenue surplus over the last five years from 2013-14 to 2017-18," it stated.
 The grants in aid received by Delhi from the Centre decreased from Rs 2,825 crore (2016-17) to Rs 2,184 crore (2017-18). This included grants from Centre in lieu of share in central taxes which has remained stagnant at Rs 325 crore since 2001-02 although the central tax collections have grown substantially since 2001-02, the report pointed.
 Delhi government led by Chief Minister Arvind Kejriwal has been consistently demanding that the Centre raise its share in central taxes.
 The Delhi government till March 31, 2018 had invested Rs 19,173 crore in statutory corporations, rural banks, joint stock companies and co-operatives on which it received 0.8 per cent return. However, it paid interest at an average rate of 8.58 per cent on its borrowings during 2017-18.
 The report also pointed to slow recovery of loans disbursed by it to municipal corporations, Delhi Transport Corporation(DTC) and Delhi Jal Board.
 "Against loans amounting to Rs 26,620.04 crore disbursed to Delhi Jal Board during 1998-2018, Rs 351.16 crore was repaid leaving Rs 26,268.89 crore outstanding as on March 31, 2018. DTC that was disbursed Rs 11,837.69 crore during 1996-2011, paid Rs 161.55 crore til March 31,2018.
 The three municipal corporations-North, East and South Delhi Municipal Corporations- had outstanding loans of Rs 2,037.54 crore, Rs 1,395.90 crore and Rs 381.45 crore, respectively, till March 31, 2018, stated the report.
 As per the <keyword id="384220" type="ORGANIZATION" weightage="20" keywordseo="CAG-report">CAG report</keyword> the overall fiscal liabilities of Delhi government were Rs 33,569 crore in 2017-18. The fiscal liabilities were 4.89 per cent of gross state domestic product (GSDP), 86.81 per cent of revenue receipts and 92.01 per cent of Delhi's own resources. The fiscal deficit of Rs 1,051 crore in 2016-17 turned to fiscal surplus of Rs 113 crore in 2017-18 and stood 0.02 per cent of GSDP, it added.
 The report also underlined "substantial delays" in submission of utilisation certificates by various grantee institutions, fund surrenders involving Rs 1,249.81 crore, in 2017-18, it said.
 The report noted significant amounts of expenditure and receipts booked under "other" categories, affecting "transparency" in financial reporting. VIT RT

New Delhi, <keyword id="1394196" type="General" weightage="20" keywordseo="IBM-Chairman" source="Orion">IBM Chairman</keyword> and CEO <keyword id="202173" type="General" weightage="100" keywordseo="arvind-krishna" source="Orion">Arvind Krishna</keyword> on Monday emphasised that artificial intelligence (AI) does need guardrails and regulations to avoid user harm, but the focus should be on regulating bad use cases, not to pause the overall technology which has tremendous potential to transform the world. A strong proponent of AI and its future impact on certain repetitive and mundane human tasks, Krishna told IANS that some of the fears associated with AI are well-founded. "With AI, there a possibility that you can have misinformation spread really fast now. AI can make misinformation more persuasive. However, stopping AI won't achieve any purpose as bad actors will move from one country to another to spread harm as AI can easily cross boundaries," noted the Indian-origin CEO of the tech behemoth. In such a scenario, regulating bad and harmful use cases of AI would be a sensible and practical way forward. "The goal should be to spot those bad AI use cases and tell those behind it that if we catch you, you can be subjected to penalties, fines and criminal cases, etc," said Krishna. During the 'B20 Summit India 2023' last week, Krishna saidAI will take on certain low-level tasks and boost overall productivity, thus helping economics and companies grow faster. The aim, he said, is to make sure that tech companies have a "secure and accountable AI". Meanwhile, the Indian government will not regulate AI but rather adopt the approach of regulating user harm from AI and create robust guardrails, Union Minister of <keyword id="9950217" type="General" weightage="50" keywordseo="state-for-electronics" source="Orion">State for Electronics</keyword> and IT, <keyword id="205969" type="General" weightage="50" keywordseo="rajeev-chandrasekhar" source="Orion">Rajeev Chandrasekhar</keyword>, recently told IANS. "AI will be a kinetic enabler of our digital economy and the government sees it that way," the Minister stressed. Krishna also maintained that we need to make the bad actors pay in the ever-evolving field of AI. "I don't think pausing or licensing AI altogether will be an effective step," he told IANS. India aims to become a global powerhouse of AI which does not just stop on integrating foreign chatbots but building next-generation AI-based innovations to empower billions of citizens.
