<ul><li><strong>The recent government data shows a rise in officers voluntarily retiring from <keyword id="112134" type="COMPANY" weightage="20" keywordseo="Indian-Armed-Forces">Indian Armed Forces</keyword>.<br /></strong></li><li><strong>Indian Army has the highest <keyword id="505875" type="PERSON" weightage="20" keywordseo="attrition-rate">attrition rate</keyword>, followed by <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> at the second place and <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> in the last.<br /></strong></li><li><strong>While Indian Air Force and Indian Navy’s attrition rate dropped in 2018, Indian Army saw a rise of almost 30 more cases in the same year.</strong><br /></li></ul>The number of people taking voluntary retirement from Indian Armed Forces is also rising, in addition to posts lying vacant. <br /><br />The rate of voluntary retirements is the highest in the Indian Army, and is rising. With 412 officers voluntarily retiring in 2018, the number has been gradually increasing with 353 officers leaving in 2016 and 383 in 2017, <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1576432">according to PIB press release</a>.<br /><br />Indian Air Force stands at the second place when it comes to attrition rate. In 2016, 186 officers left the force voluntarily. While the number increased in 2017 to reach 205, it came down to 184 in 2018.<br /><br />The attrition rate is the lowest in the Indian Navy with 102 officers retiring prematurely in 2018. This number has come down from 138 retirement cases in 2016 and 137 cases in 2017.<br /><br />This does not bode well with the fact that the Indian Army is already <a href="https://www.businessinsider.in/the-indian-army-is-facing-a-shortage-of-45634-posts-out-of-which-7399-posts-are-for-commissioned-ranks/articleshow/69968673.cms">facing manpower shortage</a>. Indian Armed Forces see a growing number of those taking voluntary retirement

<ul class="summary-list"><li>After the <keyword id="12004646" type="UNKNOWN" weightage="60" keywordseo="september-11" source="Orion">September 11</keyword> attacks, the US military turned to its special operators to conduct the first missions into Afghanistan.</li><li>Among them was the US Army's <keyword id="12135323" type="UNKNOWN" weightage="60" keywordseo="delta-force" source="Orion">Delta Force</keyword>, but some of its most experienced members had left the Unit in the months before the attacks.</li><li>Without much time to prepare, Delta Force was willing to make those operators a deal on their terms to get them back into uniform.</li></ul><p>The moments after the second plane hit the World Trade Center on September 11, 2001, America's elite special-operations units knew they were going to war.</p><p>As the country's national mission force, Joint Special Operations Command is always on call to respond to any contingency, whether it's hostage rescue, counterterrorism, a nuclear crisis, or traditional special-operations missions.</p><p>Composed of the US Army's Delta Force, the Navy's Naval Special Warfare Development Group (formerly known as SEAL Team 6), and the "Nightstalkers" of the Army's 160th Special Operations Aviation Regiment, among other units, JSOC trains for the hardest scenarios.</p><p>On the morning after the attacks, those units were preparing to avenge a catastrophic attack on US soil. But first, they needed the operators to do it.</p><h2>We need you back</h2><div type="image" title="9/11 September 11th Attacks" height="1456" width="2048" msid="86369139" hostid="261"></div><p>In the months leading up to the terrorist attacks, several senior Delta Force operators decided to retire or leave. Combat-experienced and highly skilled, these operators found work in the private sector or continued their service in other departments or agencies.</p><p>As the Twin Towers collapsed, Delta Force knew that this wouldn't be an easy fight. JSOC is always focused on the strategic level, and investing too many resources against terrorism could leave it unprepared for a war with a near-peer adversary, such as China or Russia.</p><p>So an effort was made to bring highly skilled commandos in good standing back from retirement. Senior enlisted leaders from Delta Force went across the US, holding small recruiting sessions.</p><p>"I began work as a contractor to the Department of Energy in May of 2001, having retired from the Delta force in January of 2001," George Hand, a retired Delta Force operator, told Insider.</p><p>"By September we had as many as 14 retirees from Delta working the project with us. This was the most men ever lost from Delta due to voluntary retirement," said Hand, who recounted his experiences and those of other legendary Delta operators in his memoir, "<a href="https://georgehand.org/" target="_top">Brothers of the Cloth</a>."</p><div type="image" title="delta force" height="1274" width="1823" msid="86369140" hostid="261"></div><p>Hand and his colleagues wondered if Delta would try to recall them or if the Army could force them to return. Within days of the attacks, the Unit dispatched a highly regarded sergeant major to pitch all 14 of them on coming back.</p><p>"The Unit certainly wanted us all back," Hand said. "We would be allowed to choose any capacity we wanted, be it up front with the fighting or back in the rear with the ash and trash."</p><p>Delta Force promised the world to the retired or separated operators, offering carte blanche on assignments, including operational slots in assault or sniper teams, training slots in the selection or the operator training course, slots in the special-mission unit's research and development component, and even administrative jobs at a desk.</p><p>The rationale was that seasoned operators could put their hard-earned experience to good use, either in operations themselves or by taking an administrative or training job and allowing another operator to go the front lines.</p><p>In the end, the recruitment effort wasn't a success. Delta Force lured some operators back but failed to get the large numbers it wanted.</p><p>The recruitment effort might have misfired, but Delta Force's campaign against terrorism didn't.</p><h2>Avenging America</h2><div type="image" title="Delta Force during Operation Gecko in Afghanistan" height="632" width="899" msid="86369141" hostid="261"></div><p>The Pentagon persuaded the White House to take an unconventional approach against the Taliban and Al Qaeda in Afghanistan.</p><p>Instead of sending large numbers of conventional troops, the Pentagon argued, the US should send special-operations and paramilitary forces. Army Special Forces and CIA teams deployed to northern and southern Afghanistan to work with local anti-Taliban forces.</p><p>JSOC leaders debated what other operations to mount in Afghanistan. The White House, desiring a morale boost for the public, ordered a strike deep inside the Taliban heartland.</p><p>Delta Force geared up to hit Objective Gecko, the compound of Taliban leader Mullah Omar in Kandahar, while Rangers would jump on and capture Objective Rhino, a nearby airfield.</p><p>The two strikes would boost American spirits and show Al Qaeda, the Taliban, and everyone else that the US could strike anywhere.</p><div type="image" title="British SBS Special Boat Service" height="596" width="800" msid="86369142" hostid="261"></div><p>"Immediately following the attacks, the world became a 'No Fly Zone.' We and just few other aircraft were authorized to fly" back to the US from a training exercise in Europe, a retired Delta Force operator told Insider.</p><p>"By the time we got back most of the Unit's senior leadership was already in DC, working with the White House, SecDef [secretary of defense], and others developing America's response to the 9/11 attacks," the retired operator said.</p><p>After the plan was finalized and briefings were held, Delta Force "had a short window to refine the actual plan and rehearse" before it was time to execute the mission, the retired operator added.</p><p>The <a href="https://www.businessinsider.com/army-delta-force-longest-air-assault-ever-weeks-after-911-2021-9" target="_blank" rel="noopener">raid on Gecko was the longest air assault in US history</a>. Delta operators overcame logistical and operational challenges, and the mission was a success, even though Omar wasn't there.</p><p>Like World War II's Doolittle Raid, the mission was an important psychological boost. Hours after 9/11, the US military turned to Delta Force, and Delta Force scrambled to get operators back in uniform

<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>US Air Force</span></p></div><p></p></div></div></p><ul><li><strong>The Air Force's protracted personnel shortage has been called a "quiet crisis."</strong></li><li><strong>The service has pursued a number of policy changes to keep pilots in uniform.</strong></li><li><strong>The <keyword id="6354810" type="ORGANIZATION" weightage="100" keywordseo="Defense">Defense</keyword> Department now has the authority to recall retired officers.</strong></li></ul><p>President Donald Trump amended an executive order on Friday to allow the Defense Department to recall up to 1,000 retired pilots in order to address the Air Force's shortage of qualified fliers.</p><p>Defense Secretary Jim Mattis reportedly requested the move, and he now has "<span>additional authorities to recall retired aviation officers," Pentagon spokesman Navy Cmdr. Gary Ross <a href="https://www.airforcetimes.com/news/your-air-force/2017/10/21/air-force-could-recall-up-to-1000-retired-pilots-amid-shortage-retention-crisis/" target="_blank" rel="noopener noreferrer">said</a> in a statement.</span></p><p>The Air Force is currently <a href="http://www.businessinsider.com/air-force-has-a-pilot-shortage-due-to-lack-of-training-resources-2017-10" target="_blank" rel="noopener noreferrer">about 1,500 pilots shy</a> of the 20,300 it is mandated to have. Of those missing, about 1,000 are fighter pilots. Some officials have deemed the shortage a "<a href="http://www.businessinsider.com/air-force-has-a-pilot-shortage-due-to-lack-of-training-resources-2017-10" target="_blank" rel="noopener noreferrer">quiet crisis</a>."</p><p>"We anticipate that the Secretary of Defense will delegate the authority to the Secretary of the Air Force to recall up to 1,000 retired pilots for up to three years," Ross <a href="https://www.usatoday.com/story/news/politics/2017/10/20/air-force-recall-many-1-000-retired-pilots-address-serious-shortage/785344001/" target="_blank" rel="noopener noreferrer">said</a>.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>(US Air Force photo by Scott M. It has been renewed by every president since, including Trump, but under the previous version only 25 retired officers could to be called back to active duty. Trump's amendment expands that authority.</p><p><span>"The authorities available for use during a national emergency ... are also invoked and made available, according to their terms, to the Secretary concerned, subject in the case of the Secretaries of the Army, Navy, and Air Force, to the direction of the Secretary of Defense," the <a href="https://www.whitehouse.gov/the-press-office/2017/10/20/presidential-executive-order-amending-executive-order-13223" target="_blank" rel="noopener noreferrer">amended order</a> reads.</span></p><p><span>The Air Force has played a central role in the US-led campaign against ISIS in Syria and Iraq, flying most of the combat sorties during the three-year-old effort. The <a href="http://www.businessinsider.com/these-are-the-fighter-jets-leading-the-air-war-against-isis-2017-6" target="_blank" rel="noopener noreferrer">intensity of the operations</a> has placed additional demands on the Air Force's pilots and aircraft, which are also seeing more duties in Europe and Asia.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span><a href="http://www.af.mil/News/Photos/igphoto/2001802159/">(US Air Force photo/Staff Sgt. Kevin Colon removes exhaust covers from a B-1B Lancer at Nellis Air Force Base, Nevada, May 21, 2013.</p></div><p></p></div></div></span></p><p><span></span><span>A general officer was <a href="http://www.businessinsider.com/general-now-leading-air-force-aircrew-crisis-task-force-2017-8" target="_blank" rel="noopener noreferrer">picked to lead</a> to the Air Force's aircrew crisis task force, which is focused on training and retaining pilots and resolving the shortage.</span></p><p><span>The service's budget request for 2018 also <a href="http://www.businessinsider.com/trump-2018-budget-effect-on-air-force-personnel-and-readiness-2017-5" target="_blank" rel="noopener noreferrer">sought to balance</a> "readiness recovery, strategy-based modernization, and acquisition programs."</span></p><p><span>At least one Air Force officer has mentioned "<a href="http://www.businessinsider.com/us-air-force-considering-stop-loss-to-keep-pilots-2017-4" target="_blank" rel="noopener noreferrer">stop-loss</a>" policies as a way to keep fliers in uniform.</span></p><p><span>The executive order the president signed on Friday is not limited ot the Air Force, and it could allow other branches to call up officers in the future.</span></p><p><span>Already the Air Force looks poised to take <a href="http://www.businessinsider.com/trump-new-afghanistan-policy-may-mean-more-air-force-operations-2017-9" target="_blank" rel="noopener noreferrer">a greater role in Afghanistan</a> as part of Trump's intensified campaign against the Taliban and other insurgents there. </span></p><p><span>After the killing of four US soldiers in Niger, US counterterror efforts look likely to expand around the world.</span></p><p><span>"The war is headed to Africa," Sen. Lindsey Graham <a href="http://www.cnn.com/2017/10/20/politics/lindsey-graham-increase-military-operations/index.html" target="_blank" rel="noopener noreferrer">said</a> on Friday. "It's beginning to morph." Graham added that US targeting of terrorism suspects would become more aggressive and rules of engagement would be changed. "As we suppress the enemy in the Mid East, they're going to move," he said. The Air Force now has the power to recall up to 1,000 retired pilots to address its personnel crisis

<ul class="summary-list"><li>The US Air Force is opening back up its Voluntary Retired Return to Active Duty Program.</li><li>The program will be used to address certain manpower shortages.</li></ul><p>The US Air Force said Wednesday it is bringing back the Voluntary Retired Return to Active Duty Program in hopes of reactivating retired service members to address "critical manning shortages" amid concerns about recruitment and retention.</p><p>"The VRRAD program is a strategic enabler to embrace experienced talent, tapping into a valuable resource of retired members to fill critical roles to close the gap against our peer competitors," Deputy Chief of Staff for Manpower, Personnel and Services Lt. Gen. Caroline Miller said in a <a target="_blank" href="https://www.af.mil/News/Article-Display/Article/3668722/retired-officers-enlisted-members-can-rejoin-active-duty-to-offset-personnel-sh/#:~:text=The%20Secretary%20of%20the%20Air,opens%20Feb.%208%2C%202024.">statement</a>.</p><p>The trend in recruiting for the Air Force and some of the other services hasn't been great. In 2022, the Air Force almost fell short of its <a target="_blank" href="https://www.businessinsider.com/poll-data-young-americans-tend-to-view-the-military-negatively-2024-2">recruiting goal,</a> and in 2023, the branch missed its active-duty recruiting goal by more than 2,000 soldiers.</p><p>The US military had anticipated that new taglines, relaxed regulations, and financial benefits would persuade individuals to join the ranks in 2023, but services fell short. The Navy missed its mark by several thousand for the active-duty force, and the Army fell short of its annual goal by about 10,000 new recruits.</p><p>Retaining pilots is another one of the Air Force's big problems, as many pilots have been drawn to commercial aviation.</p><p>On top of low recruitment and problems with retention, a majority of young adults in the US also recently expressed that they hold negative views of the country's military in a Pew Research Center poll that found only <a target="_blank" rel=" nofollow" href="https://www.pewresearch.org/politics/2024/02/01/the-u-s-military/"><u>43 percent</u></a> <a target="_blank" href="https://www.pewresearch.org/politics/2024/02/01/the-u-s-military/">of adults </a>in the US ages 18 to 29 have positive views of the military. Such perceptions could exacerbate problems.</p><p>The VRRAD program, which opens the door to as many as 1,000 retired service members, has the potential to help fill some of the Air Force's gaps in manpower if it gets sufficient interest.</p><p>Some critics have taken to <a target="_blank" href="https://www.reddit.com/r/AirForce/comments/1ako24v/the_rest_of_the_story/">social media,</a> where some additional details of the revived program were revealed, to say the program has "zero incentives" and that "nothing in this sounds appealing or rewarding for a retiree to return to active duty." Others may hold different views. It's unclear how pervasive these views may be among potential applicants.</p><p>The VRRAD program originally began in 2017 as a way for previously experienced pilots to take up positions so that active-duty pilots could make time for missions and training.</p><p>Only 120 pilots were hired until the program stopped taking applications in 2020, <a target="_blank" href="https://www.military.com/daily-news/2021/04/30/air-force-quietly-ends-program-allowing-retired-pilots-return-service.html">reported</a> Military.com. This time around, the program expects to accept applications from Feb. 8 of this year to Jan. 31, 2026.</p>

The US Air Force is again letting retirees come back amid worries about recruiting and retention

<ul class="summary-list"><li>"<a target="_blank" href="https://www.businessinsider.com/stability-ai-emad-mostaque-elon-musk-right-being-ceo-sucks-2024-4?utm_source=twitter&amp;utm_campaign=tech-sf&amp;utm_medium=social">Being a CEO sucks</a>," according to Emad Mostaque, the former CEO of Stability AI.</li><li>Exits among leaders of US companies jumped 28% in February to the highest monthly total since 2002.</li></ul><p>Maybe <a target="_blank" href="https://www.businessinsider.com/stability-emad-mostaque-satya-nadella-microsoft-jokes-ai-reality-2024-3">Emad Mostaque's</a> next job could be CEO whisperer.</p><p>Mostaque recently gave up running Stability AI, the company he founded that makes the text-to-image generator Stable Diffusion. And he has thoughts.</p><p>"<a target="_blank" href="https://www.businessinsider.com/stability-ai-emad-mostaque-elon-musk-right-being-ceo-sucks-2024-4?utm_source=twitter&amp;utm_campaign=tech-sf&amp;utm_medium=social">Being a CEO sucks</a>," Mostaque told a New York Times reporter after stepping down in March.</p><p>Mostaque has <a target="_blank" href="https://futurism.com/the-byte/stability-ai-ceo-resigns">faced criticism</a> for his management of Stability AI. But he isn't alone in dunking on the role of el jefe. According to the Times, he pointed to complaints Elon Musk has made about being in charge. Musk has said several times it's not his jam. Musk, the <a target="_blank" href="https://www.businessinsider.com/tesla-ceo-elon-musk">Swiss Army knife of CEOs</a>, has endorsed a friend's assessment that being the top dog can be like "<a target="_blank" href="https://www.youtube.com/watch?v=wVmGSMWkS9c">looking into the abyss</a> and chewing glass."</p><p>Ouch. Let's hope the job comes with dental.</p><p>It's not like running a company was ever easy. Yet after a bruising few years navigating a pandemic, snarled supply chains, fights over the culture-war acronyms DEI and ESG, and grappling with restive workers, more corporate chiefs are hitting the eject button — or being told to.</p><p>In February, CEO changes at US companies jumped to 248, a 28% increase from the prior month and a nearly 50% surge from the year before, according to the staffing firm <a target="_blank" href="https://www.challengergray.com/blog/ceo-turnover-hits-248-in-february-2024-government-non-profit-women-in-ceo-role-falls-ceos-decide-to-end-pandemic-era-tenure/">Challenger, Gray &amp; Christmas</a>. The number of CEOs calling it quits in February was the highest monthly total since Challenger began tracking leadership turnover in 2002.</p><p>"They are experiencing more of a challenge now, on average, and feeling it more than they were previously," Kevin Kelley, global lead for organization effectiveness and efficiency at Boston Consulting Group, told Business Insider, referring to the CEOs he speaks to.</p><p>Leadership advisory firm Russell Reynolds Associates offered a similar assessment in a recent <a target="_blank" href="https://mss-p-053.stylelabs.cloud/api/public/content/rra-the-next-ceo-2023-report.pdf?v=96a379da">report on CEO turnover</a>: "The challenges CEOs must now address have multiplied considerably, including achieving net zero, high inflation, ongoing supply chain issues, and the possibility of restructuring given the uncertain economic outlook."</p><h2><strong>'Running companies hurts my heart'</strong></h2><p>Hearing from some chiefs who know what it's like to grind through whack-a-mole days, it's not hard to figure out why they'd leave — or at least want to.</p><p>Brian Chesky, cofounder and CEO of Airbnb, <a target="_blank" href="https://twitter.com/bchesky/status/1751144016635478170?s=20">wrote on X</a> in January that starting a company wasn't what made him feel isolated — running it was.</p><p>"For me, being a founder wasn't lonely (I had two great co-founders). However, the depths of loneliness I experienced as a CEO are difficult to put into words," Chesky wrote.</p><p>Or take Musk: He holds the title of CEO at Tesla and SpaceX and has said he never wanted to be in charge of the carmaker or any company. In 2021, Musk said he'd like to be <a target="_blank" href="https://www.businessinsider.com/elon-musk-rather-hates-being-boss-at-tesla-2021-7">creating — not running things</a>.</p><p>"I rather hate it, and I would much prefer to spend my time on design and engineering, which is what intrinsically I like doing," he said. More recently, in 2022, Musk wrote on X, "<a target="_blank" href="https://x.com/elonmusk/status/1532265043391291392">Running companies hurts my heart</a>, but I don't see any other way to bring technology &amp; design to fruition."</p><div type="image" title="Elon Musk" height="2000" width="2961" msid="109107819" hostid="261"></div><p>In 2016, after his first five years in charge of Apple, Tim Cook told The Washington Post that being at <a target="_blank" href="https://www.washingtonpost.com/sf/business/2016/08/13/tim-cook-the-interview-running-apple-is-sort-of-a-lonely-job/">the top can indeed be lonely</a>. He recognized that his was still a privileged spot, saying, "I'm not looking for any sympathy. CEOs don't need any sympathy."</p><p>There's an old line that CEO stands for "chief everything officer." Makes sense. It's a big job with ultimate responsibility over, well, everything at a company. That might sound great to some ambitious execs. And, of course, the money at the top can be bananas — often hundreds of times what the everyday employee pulls in. In the UK, one recent analysis showed that the typical CEO of a top company was set to take home more in the first four days of 2024 than the <a target="_blank" href="https://www.businessinsider.com/ceos-earn-more-in-4-days-than-workers-make-yearly-2024-1">average worker would earn</a> all year.</p><p>Yet, despite the often-lavish pay, being the proverbial buck-stopper can be exhausting. Jensen Huang, the cofounder of Nvidia, has <a target="_blank" href="https://www.businessinsider.com/nvidia-jensen-huang-chipmaker-cofounder-ceo-wealth-net-worth-ai-2023-5">seen his wealth mushroom</a> as demand for the company's AI-enabling chips soars, but he has said he wouldn't start a company again.</p><p>"At that time, if we realized the pain and suffering and just how vulnerable you're going to feel, and the challenges that you're going to endure, the embarrassment and the shame, the list of all the things that go wrong, I don't think anybody would start a company," he said on an <a target="_blank" rel="noopener nofollow" href="https://www.acquired.fm/episodes/jensen-huang"><u>episode</u></a> of the tech podcast "Acquired" last year. "<a target="_blank" href="https://www.businessinsider.com/nvidia-ceo-jensen-huang-comments-how-hard-starting-own-business-2023-10">Nobody in their right mind</a> would do it."</p><p>Granted, starting a company isn't the same thing as running one. But in the early days, founders are most likely to be chief everything officers.</p><h2><strong>The right time for a change</strong></h2><p>Of course, not all — or even most — of the recent CEO departures are necessarily voluntary.</p><p>The flurry of exits appears to reflect several factors, Andy Challenger, a senior vice president at Challenger, Gray &amp; Christmas, told BI.</p><p>In part, it's because there is a bit more clarity about the economy and the state of the world than there was in the early days of the pandemic. That might make it easier for leaders who'd hoped to get their companies through choppy waters to step away.</p><p>Another <a target="_blank" href="https://www.businessinsider.com/jobs-wages-growth-in-march-unemployment-rate-labor-market-2024-4?_gl=1*1koc91c*_ga*OTIwODQ1Njk3LjE2NjY4Nzc5NTU.*_ga_E21CV80ZCZ*MTcxMjMzMjYzNS4xMDIwLjEuMTcxMjMzMzI2Mi4yNS4wLjA.#:~:text=The%20US%20unemployment%20rate%20dropped,Bureau%20of%20Labor%20Statistics%20said.?utm_medium=ingest&amp;utm_source=markets">strong US jobs report on Friday</a> showed that many employers continued to snap up workers in March. Market watchers expect the Federal Reserve will start to trim interest rates this year, which could benefit businesses and boost dealmaking.</p><p>"Both companies and leaders were loathe to jump ship in the middle of a real crisis," Challenger said. He added that the CEO role could be considered more public-facing than ever. That can up the chances that companies will churn through top execs faster.</p><p>Economic tailwinds such as the job numbers and the expectation of rate cuts might make it easier for burned-out leaders — or the boards that hire and fire them — to make a change. So far this year, about 21% of CEOs stepping down have done so to retire, according to the Challenger data.</p><p>"It was so unclear what the post-COVID world was going to look like," Challenger said. Now, he added, more companies are saying, "We need to put new strategies in place, and we're going to bring new leaders in to get that done."</p><p>Of course, there will always be people who want to climb into leadership. Yet, not everyone is game. In a <a target="_blank" href="https://www.empower.com/the-currency/work/whos-the-boss-study?utm_source=reporters&amp;utm_medium=email&amp;utm_campaign=research_boss">January survey from Empower</a> involving about 1,100 adult US workers, only three in 10 said they hoped to make it to the C-suite.</p><h2>CEOs are departing sooner</h2><p>The time some US CEOs are sticking around has slipped. The median tenure for heads of S&amp;P 500 companies dropped from 6 years in 2013 to 4.8 in 2022, according to <a target="_blank" href="https://corpgov.law.harvard.edu/2023/08/04/ceo-tenure-rates-2/">one review of CEO longevity</a>.</p><p>BCG's Kelley said one reason CEOs are CEOs is because they can balance short-term and long-term time horizons. But the pandemic — and all that got jumbled as a result — made that trickier to pull off, he said.</p><p>"There has obviously been substantial uncertainty — four or five years of disruptions where what was envisioned for the coming year turned out not to be the things that needed to be addressed," Kelley said. "That has actually made it harder."</p>

CEOs really seem to hate being CEOs

<ul class="summary-list"><li>Democratic presidential nominee <keyword id="99719" type="PERSON" weightage="60" keywordseo="Joe-Biden">Joe Biden</keyword> addressed reports that President <keyword id="6354484" type="PERSON" weightage="60" keywordseo="Donald-Trump">Donald Trump</keyword> called fallen members of the military "suckers" and "losers."</li><li>The reported statements are "disgusting" and the "president should humbly apologize" if they're true, Biden said on Friday. </li><li>The former vice president also made clear that his son served in the military and was not "sucker" for doing so, nor is any other service member.</li><li>"I would be willing to swear on anything that I never said that about our fallen heroes," Trump told reporters on Thursday evening.</li></ul><p>Democratic presidential nominee Joe Biden condemned President Donald Trump over reported comments that he called US troops who died in combat "suckers" and "losers."</p><p>"Quite frankly, if what is written in The Atlantic is true, it's disgusting," Biden said on Friday, addressing a scathing report published <a href="https://www.theatlantic.com/politics/archive/2020/09/trump-americans-who-died-at-war-are-losers-and-suckers/615997/">a day earlier that</a> said Trump made those comments about military members who died fighting for the US.</p><p>The Atlantic, which cited four sources with knowledge of the conversations, reported the president said he <a href="https://www.businessinsider.com/trump-didnt-want-wounded-veterans-military-parade-report-2020-9">did not want</a> wounded soldiers featured in a military parade because "no one wants to see that" and that <a href="https://www.businessinsider.com/trump-called-marines-died-wwi-losers-suckers-report-2020-9">Marines who died</a> in World War I were "suckers" and "losers." The outlet reported several other insults from Trump as well.</p><p>According to The Atlantic, the commander in chief also questioned those who choose to serve the country, rather than pursue a more lucrative career, <a href="https://www.businessinsider.com/trump-questioned-kellys-sons-sacrifice-on-memorial-day-grave-visit-2020-9">asking</a>: "What's in it for them?" </p><p>"Duty, honor, country. These are values that drive our service members," Biden said. "It's an all-voluntary outfit."</p><p>The former vice president also pointed to his own son's military service to denounce the remarks reported by The Atlantic. </p><p>"He wasn't a sucker," Biden said, referring to his son Beau's service during deployments to Kosovo and Iraq. "And the servicemen and women he served with, particularly those who did not come home, were not losers." Beau Biden, who was a major in the Delaware Army National Guard, died of brain cancer at age 46.</p><p>"If these statements are true, the president should humbly apologize to every Gold Star mother and father and every Blue Star family that he's denigrated and insulted," Joe Biden added. "Who the heck does he think he is?"</p><p>Trump has fervently denied the reports and attacked the <keyword id="6355005" type="UNKNOWN" weightage="60" keywordseo="news">news</keyword> as a "fake story." </p><p>"I would be willing to swear on anything that I never said that about our fallen heroes," Trump told reporters on Thursday evening.</p><p>Biden, along with other Democrats, said the report fell in line with much of what Trump has previously said about the military.</p><p>If true, the report "affirms what most of us believe to be true," Biden said. Tammy Duckworth, an Illinois Democrat, said on Friday during a conference call organized by the Biden campaign. My son 'wasn't a sucker': Biden demands Trump apologize if he called US troops killed in combat 'losers'

Some carried air sampling machines in boxes and on belts; others carried light bulbs.</p><p>The light bulbs were packed with about 175 grams of <em>Bacillus subtilis</em> bacteria, then known as <em>Bacillus globigii</em> - approximately 87 trillion organisms in each. The plan was to shatter them and then use the sampling machines to see how they spread through the subway tunnels and trains.</p><p>This test was <a href="http://www.techinsider.io/over-and-over-again-americans-have-been-subjected-to-secret-military-experiments-2015-9">one of at least 239 experiments conducted by the military in a 20-year </a><a href="http://www.techinsider.io/over-and-over-again-americans-have-been-subjected-to-secret-military-experiments-2015-9">"germ warfare testing program" </a><a href="http://www.techinsider.io/over-and-over-again-americans-have-been-subjected-to-secret-military-experiments-2015-9">that went on </a><a href="http://www.techinsider.io/over-and-over-again-americans-have-been-subjected-to-secret-military-experiments-2015-9">from 1949 to 1969</a>. These experiments that used bacteria to simulate biological weapons were conducted on civilians without their knowledge or consent. That stands in direct violation of the Nuremberg Code, which stipulates that "voluntary, informed consent" is required for research participants.</p><p>And while the people who conducted these experiments did so under the belief that the bacterial species they used were harmless, it has since been revealed that they can cause health problems.</p><p>"They're all considered pathogens now," says Leonard Cole, the director of the Terror Medicine and Security Program at Rutgers New Jersey Medical School, who documented these experiments in his book "<a href="http://www.amazon.com/Clouds-Secrecy-Armys-Warfare-Populated/dp/082263001X?tag=TIsafetynet-20">Clouds of Secrecy: The Army's Germ Warfare Tests Over Populated Areas</a>."</p><p>A paper from the <a href="https://iom.nationalacademies.org/~/media/Files/Report%20Files/2007/Long-Term-Health-Effects-of-Participation-in-Project-SHAD-Shipboard-Hazard-and-Defense/BACILLUSGLOBIGII.pdf">National Academy of Sciences analyzing military experiments</a> notes that <em>B. globigii</em> is "now considered a pathogen" and is often a cause of food poisoning. "Infections are rarely known to be fatal," the report said - though fatal cases have occurred.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Thomson Reuters</span></p><p class="caption">Scarier would be Bacillus anthracis, which causes the disease anthrax.</p></div><p></p></div></div></p><h2>Clouds in the subways</h2><p>The New York experiments were some of the most shocking ones that occurred in terms of people exposed, according to Cole.</p><p>"During peak hours, these bacteria were dropped," he says. "If you can get trillions of bacteria into a light bulb and throw it on the track as a train pulls into a station, they'll get pulled through the air as the train leaves."</p><p>The Army came to that very conclusion, which is documented in <a href="http://www.nydailynews.com/archives/news/day-subway-dusted-article-1.794791">a report titled</a> "A Study of the Vulnerability of Subway Passengers in New York City to Covert Attack with Biological Agents."</p><p>They wrote that clouds engulfed people as trains pulled away, but that they "brushed their clothing, looked up at the grating apron and walked on." No one was concerned.</p><p>Army scientists concluded that it took between four and 13 minutes for train passengers to be exposed to the bacteria. Five minutes after bacteria were released at 23rd Street Station, the bacteria could be detected at every station between 14th Street and 59th, according to the report. Between June 6 and June 10, they calculated that more than a million people were exposed.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Stephen Chernin/Getty Images</span></p></div><p></p></div></div></p><h2>Scary results revealed</h2><p>The germ warfare testing program was revealed by a news report in the early 1970s and then by subsequent Freedom of Information Act Requests. Scientists who'd been involved with the program were called to testify before Congress.</p><p>Army scientist Charles Senseney was one of those <a href="http://www.aarclibrary.org/publib/church/reports/vol1/pdf/ChurchV1_6_Senseney.pdf">called to testify in 1975</a>. He told a Senate subcommittee that city officials had no idea the tests occurred. According to a <a href="http://www.nydailynews.com/archives/news/day-subway-dusted-article-1.794791">New York Daily News report</a> that cites his testimony, he said that a more dangerous agent would have "put New York out of commission."</p><p>In a 1995 Newsday story (which is not available online), reporter Dennis Duggan contacted the retired Senseney, who declined to tell him anything about it.</p><p>"I don't want to get near this," Senseney said to Duggan. "I [testified], because I was told I had to by the people at the Department of Defense ... Government scientists smashed lightbulbs full of bacteria inside the NYC subway to see what would happen

<p><div class="image-container float_right" style="width:400px"><div class="image"></div><p class="source"><a href=" http://images.newscred.com/9aa8265fee113f5a1f87cf5657fb342b?width=700&amp;height=393">Anwar Amro/AFP </a></p></div>At 40 years of age, Abir Ramadan joined the all-female unit of <keyword id="6354913" type="COUNTRY" weightage="60" keywordseo="Syria">Syria</keyword>'s new paramilitary force, pledging loyalty to Bashar al-Assad in the armed struggle against those seeking to topple the president.</p>
<p>Dressed in camouflage, she marches at a stadium in the central city of Homs, raising her fist and chanting "Allah, Suriya, Bashar wa bas" (God, Syria, Bashar — that's it), the rallying cry of the embattled leader's supporters.</p>
<p>The stadium's entrances are guarded by <keyword id="624" type="ORGANIZATION" weightage="60" keywordseo="Women">women</keyword> armed with Kalashnikovs, while others search cars at a checkpoint. They present themselves as "fedayat", which in Arabic literally means those who sacrifice themselves for a cause.</p>
<p>"My husband encouraged me to get involved and I liked the idea. I introduced myself to the recruitment centre and was easily accepted," explains the "fedaya" Abir, who has kept her day job as a technician in a radiology laboratory.</p>
<p>"Before I did not know how to handle a gun and I did not dare stay at home alone for fear of being attacked. I wanted to learn and to help. I volunteered because my country is suffering," she says.</p>
<p>The first women's unit of the National Defence Forces in Syria, founded in the central city of Homs, has 450 fighters from 18 to 50 years of age.</p>
<p>Nada Jahjah, a retired commander who oversees the training, says Homs was chosen "due to the tragic circumstances experienced by the city".</p>
<p>"This is not a normal war, it looks nothing like the October (1973 war against Israel). It is not the enemy we knew. This time the enemy is from our family, our neighbours and neighbouring countries supplying arms and spreading fundamentalist thinking. They kill and slay Syrians. This is a savage war," she says.</p>
<p>Since the outbreak of peaceful anti-regime protests in March 2011, Syrian authorities have dismissed the revolt as a foreign-funded conspiracy and referred to opposition activists and armed rebels alike as Al-Qaeda affiliated terrorists.</p>
<p>The director of the Syrian Observatory for Human Rights, Rami Abdel Rahman, told <keyword id="68053" type="ORGANIZATION" weightage="60" keywordseo="AFP">AFP</keyword> the regime has created a paramilitary force to supplement the army in its fight against the rebels.</p>
<p>Dubbed the "capital of the revolution" by the opposition, Homs has been at the forefront of the uprising.</p>
<p>It was the first to pay dearly when Assad's war machine unleashed its firepower on rebel-held areas, retaking a large part of the city.</p>
<p>This industrial heartland is also a diverse centre of 1.5 million people, Sunnis, Christians and Alawites, whose sectarian fault lines have become entrenched with time.</p>
<p>In this charged environment, none of the combatants revealed where she lives, because pro- and anti-regime fighters use captives' ID cards to figure out their sectarian identities.</p>
<p>Sunnis, who represent 80 percent of the population, largely support the revolt, while 10 percent of the population are Alawites like President Assad, and the Christians at five percent mostly back the regime.</p>
<p>"The training includes shooting Kalashnikovs, machine guns, handling grenades, attacking opposition checkpoints, controlling our checkpoints, conducting raids and courses on <keyword id="6359526" type="COMPANY" weightage="60" keywordseo="Military">military</keyword> tactics," says commander Jahjah.</p>
<p>The force is voluntary and the fedayat serve four-hour shifts in the morning from or in the afternoon to permit the women to carry on with their normal profession.</p>
<p>Etidal Hamad, a 34-year-old government employee and mother of three girls, says while her husband also encouraged her, her primary motivation to sign up three months ago was "a desire to support the army and defend the fatherland".</p>
<p>In the stadium parade that marks the end of the training, the women shout at the top of their lungs: "With our blood and our souls, we sacrifice ourselves for you, O Bashar!"</p>
