For the Navy, appealing to new sailors now could have a long-lasting impact on its ships.</li><li><a href="https://www.businessinsider.com/?hprecirc-bullet" target="_blank" rel="noopener">Visit Business Insider's homepage for more stories</a>.</li></ul><p>More than one <a href="https://www.businessinsider.com/army-revamps-personnel-management-amid-turn-to-great-power-competition-2020-1" target="_blank" rel="noopener">senior military leader</a> has said the services are facing a "<a href="https://www.businessinsider.com/us-military-war-for-talent-struggle-to-attract-immigrants-2018-3" target="_blank" rel="noopener">war for talent</a>," as a stronger economy and two decades of war, among other factors, make military service less appealing to young Americans.</p><p>The Army, striving to reach 500,000 active-duty soldiers by the end of this decade, has <a href="https://www.businessinsider.com/army-is-using-esports-to-put-to-recruit-american-teenagers-2020-2" target="_blank" rel="noopener">rolled out an esports team</a> to attract recruits. The Air Force, facing a protracted pilot shortage, capitalized on the recent blockbuster "Captain Marvel" with <a href="https://www.military.com/daily-news/2020/01/05/captain-marvel-effect-air-force-academy-sees-most-female-applicants-5-years.html" target="_blank" rel="noopener">a recruiting drive</a>.</p><p>For the Navy, which wants more ships to do more operations across a greater area, the effort to attract more people - and the right people - is influencing ship design, the service's top civilian official said this week.</p><p>"What we have to think about - and we're sort of a platform-centric service, both us and the Marine Corps - is how do we reduce the number of people we have and that distributed maritime force that we have? How do we get lethality out there without having to have 300 people on a ship to deliver it?" Navy Secretary Thomas Modly said Friday at the Center for Strategic and International Studies in response to a question about personnel costs, which <a href="https://www.defensenews.com/pentagon/2020/01/31/the-pentagon-is-racing-against-inflation-for-military-might/" target="_blank" rel="noopener">rise faster</a> than inflation.</p><p>"It also requires, I think, an increase in the level of capability and skill that we have in the force, and that's why we're investing so much in education, because you're going to ask these people to do a lot more and to be a lot more adaptable in the jobs that ... we're asking them to do," Modly said.</p><p class="source"><span>US Navy/Petty Officer 3rd Class Daniel Barker</span></p><p class="caption">Guided-missile frigate USS Reuben James at Joint Base Pearl Harbor-Hickam, June 20, 2011.</p><p>That thinking was "sort of the philosophy" behind the Navy's future guided-missile frigate, Modly added.</p><p>Frigates do many of the same missions as destroyers and cruisers but are smaller and less equipped and therefore generally do those missions in lower-threat areas.</p><p>The Navy <a href="https://www.navy.mil/submit/display.asp?story_id=109976" target="_blank" rel="noopener">wants</a> the new frigate to be able to operate in open-ocean and near-shore environments and to conduct air, anti-submarine, surface, and electronic warfare and information operations.</p><p>"That's going to be a fairly lightly-manned ship with a lot of capability on it," Modly said.</p><p>"I had a great example of a ship, and I won't mention which manufacturer it was, but I went into the ship and they showed me a stateroom with four bunks and its own shower and bathroom facility," Modly said.</p><p>He continued: "I was in the Navy back in the Cold War, and I said, 'Wow, this is a really nice stateroom for officers.' They said, 'No, this where our enlisted people live.' And I said, 'Well, why did you design the ship like that?' And they said, 'We designed the ship like this for the type of people we want to recruit to man it.'"</p><p>"That's really what we have to think about," Modly added. "They're going to be more lightly manned but with probably more highly-skilled people who have lots of opportunities to do things in other places, so we have to be able to attract those people. That is a big, big part of our challenge."</p><h2>10 frigates in four years</h2><p class="source"><span>US Navy/MCS 3rd Class Sean Furey</span></p><p class="caption">Guided-missile frigate USS Reuben James in the Pacific, March 23, 2012.</p><p>The Navy's most recent frigates were the Oliver Hazard Perry class, or FFG-7 - 51 of which entered service between 1977 and 1989 and were decommissioned between 1994 and 2015.</p><p>While the design for the future frigate, designated FFG(X), has not yet been selected, the Navy plans to award the design and construction contract in July, according to budget documents released this month.</p><p>The Navy is only <a href="https://www.navy.mil/submit/display.asp?story_id=109976" target="_blank" rel="noopener">considering</a> designs already in use, and the firms in the running are Fincantieri with its FREMM frigate design, General Dynamics Bath Iron Works and Navantia with the latter's F-100 variant, Austal USA with a frigate version of its Independence-class littoral combat ship, and Huntington Ingalls with what many believe may be a variation of the National Security Cutter it's building for the Coast Guard, <a href="https://www.defensenews.com/naval/2020/02/11/heres-the-timeline-for-the-us-navys-next-generation-frigate/" target="_blank" rel="noopener">according to Defense News</a>.</p><p>The Navy plans for design and construction of the first ship to take until 2026 but expects construction to increase rapidly thereafter, with the 10th arriving by 2030, eventually producing 20 of the new frigates.</p><p>Without an exact design, cost is hard to estimate, but the Navy wants to keep the price below a billion dollars per ship for the second through 20th ships and hit a total program cost of <a href="https://www.defensenews.com/naval/2020/02/11/heres-the-timeline-for-the-us-navys-next-generation-frigate/" target="_blank" rel="noopener">$19.81 billion</a>.</p><p class="source"><span>US Navy/Cmdr. Roberts returns to Naval Station Mayport, October 23, 2013.</p><p>The Navy also wants to use dual-crewing to maximize the time its future frigates spend at sea.</p><p>Switching between a "blue crew" and a "gold crew" extends the amount of time the ship can operate - allowing frigates to take on missions that larger combatants, like destroyers, have been saddled with - without increasing the burden on the crew and their families; it's already in use on ballistic-missile submarines and littoral combat ships.</p><p>Dual-crewing "should double" the new frigate's operational availability, Vice Adm. Ronald Boxall, then the surface-warfare director for the chief of naval operations, <a href="https://www.defensenews.com/naval/2019/01/30/the-us-navy-is-planning-for-its-new-frigate-to-be-a-workhorse/" target="_blank" rel="noopener">told Defense News</a> at the end of 2018.</p><p>In the blue-gold crew model, the crew of the ship would still be working to improve their skills in what Boxall described as "higher-fidelity training environments."</p><p>"In an increasingly complex environment, it's just intuitive that you have to have time to train," Boxall <a href="https://www.defensenews.com/naval/2019/01/30/the-us-navy-is-planning-for-its-new-frigate-to-be-a-workhorse/" target="_blank" rel="noopener">told Defense News</a>. The military's 'war for talent' is affecting what the Navy's future ships will look like

<p>Whether or not you see the appeal in watching strangers&#xa0;play video games, there's no&#xa0;denying that eSports are a phenomenon.</p><p>With about as many global fans as ice hockey - a base expected to swell to American football's bloated proportions by 2017, according to <a href="https://images.eurogamer.net/2014/dan.pearson/Newzoo_Preview_Images_Global_Growth_of_Esports_Report_V4.pdf">a report from the gaming market research firm Newzoo</a> - eSports are definitely the big leagues. 89 million people watched eSports tournaments in 2014. That status comes with crowds, drama, glitzy stadiums, and even <a href="http://www.businessinsider.com/esl-drug-testing-for-adderall-2015-7">doping scandals</a>.&#xa0;</p><p><a href="http://www.twitch.tv/">Twitch.tv</a>&#xa0;is by far the most popular streaming service for spectator gaming, and last year it sold to Amazon for <a href="http://www.businessinsider.com/twitch-ceo-heres-why-we-sold-to-amazon-for-970-million-2014-8">$970 million</a>. eSports are big business.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>The word "eSports" doesn't actually refer to a single kind of event: It's a catch-all term for professional video game competitions, ranging from first-person shooters to high-level team strategy games.&#xa0;For the purposes of this article, we're going to group together the disparate parts of the world of eSports.<h3>The eSports' super-genre</h3><p>The biggest tournament in eSports is <a href="http://www.techinsider.io/how-to-watch-dota-2-the-international-5-2015-8">happening right now in Seattle</a>. That's The International 5, the official annual tournament of beloved&#xa0;game "DOTA 2" ("DOTA" stands for "Defense of the Ancients" - a modification to Blizzard Entertainment's "Warcraft" franchise that became its own game).</p><p>This is what "DOTA 2" looks like:</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>There's more than $18 million on the line in this tournament, built around a game that was never meant for casual players. Like many real sports, a big chunk of "DOTA 2"&#xa0;fans don't actually play the game. But rather than debate if&#xa0;Ronda Rousey helps or harms the sport, or argue over Pacquiao and Mayweather's checkered pasts, fans get bound up in the relative advantages of different characters.</p><p class="embed-spacer">In the ever-expanding "Smash Bros." world, each character has special abilities and weaknesses. The games' creators work hard to balance them against one another, and at the level of typical players' button-smashing their efforts are usually successful.</p><p>But elite players skill can reveal differences at the margins. Players freaked out when the character Diddy Kong turned out to be <a href="http://kotaku.com/why-hardcore-smash-bros-cant-stand-diddy-kong-right-no-1676097957">a bit overpowered</a> in 2014 - until Nintendo <a href="http://kotaku.com/the-most-hated-character-in-smash-bros-just-got-nerfed-1698056162">rolled back his strength</a>. And almost every eSport streams on <a href="http://twitch.tv/"><span class="s5">Twitch.tv</span></a>, along with commentary and analysis.</span></span></p><p>Whether or not you find yourself drawn to watch elite gamers compete for cash, eSports are a cultural force and they're only growing. According to Bloomberg interviews with fund managers, they can yet travel further.  </span><span style="font-size: 15px; line-height: 1.5em;">"We're on the expensive side of fair value, but certainly not in the bubble place they were in the 2000 period or in a place that concerns us," Ed Hyland, an Atlanta-based global investment specialist at JPMorgan Chase Private Bank, <a href="http://www.bloomberg.com/news/2014-08-25/record-gain-driving-u-s-stocks-with-speed-of-dot-com-era.html">told Bloomberg's Lu Wang and Oliver Renick</a>. "There is potential for the market to go higher." <span>The "market is being rational, responding to improving domestic economic news, extraordinarily low </span><a href="http://topics.bloomberg.com/interest-rates/">interest rates</a><span>, easy monetary policy and limited inflation," added Howard Ward, chief investment officer for growth equities at Rye, New York-based Gamco Investors Inc. "The market's valuation level is very defensible."</span></span></p>
<p><span style="font-size: 15px; line-height: 1.5em;"><span><span><strong>3)  Amazon Buys Video Streaming Site For $970 Million.</strong> The site, Twitch, allows people to</span><span> upload footage of themselves playing video games while sometimes providing audio commentary over the footage. In some cases, people host video-game podcasts and shows. </span><span>The site is also where many e-sports competitions are broadcast live. Twitch accounted for more than <a href="http://qwilt.com/twitch/">40% of live-streaming traffic by volume</a> in the U.S., according to online video analytics site Qwilt. That made it the No. 1 live-streaming platform by a large margin.</span></span></span></p>
<p><strong>4)  A Big Day For The Economy.</strong> At 8:30 a.m. we get durable goods orders for July. Consensus is for an increase of<span> 5.1%  The headline number could be huge, however, because of the historically large number of aircraft orders in July. Then at 10 a.m. we get </span><span style="font-size: 15px; line-height: 1.5em;">the </span>Conference Board's consumer confidence index<span style="font-size: 15px; line-height: 1.5em;"> for August. The consensus is for the index to decrease to 89.7 from 90.9. Also at </span><span style="font-size: 15px; line-height: 1.5em;">At 10 a.m., the </span>Richmond Fed publishes its manufacturing survey for August<span style="font-size: 15px; line-height: 1.5em;">.</span></p>
<p><strong>5)  Home Price Indexes.</strong> Two today, which both hit at 9 a.m. One is the S&amp;P/Case-Shiller House Price Index for June<span style="font-size: 15px; line-height: 1.5em;">. Although this is the June report, it is really a 3 month average of April, May and June, <a href="http://www.calculatedriskblog.com/2014/08/tuesday-durable-goods-case-shiller-fhfa.html#63l51cxHkC86j0sr.99">Bill McBride notes</a>. The consensus is for a 8.4% year-over-year increase in the Composite 20 index (NSA) for June. We also get the FHFA House Price Index for June<span>. Consensus is for a 0.3% increase.</span><span><br /></span></span></p>
<p><span style="font-size: 15px; line-height: 1.5em;"><span><strong>6)  European Banks Offloading Assets.</strong> Pressured by regulations and the need to boost margins, Europe's megabanks are looking to spin off noncore assets, something Bloomberg says could be a boon for the region's economy. "Stronger banks will be good for credit in Europe," Paul Tucker, a former deputy governor of the Bank of England, <a href="http://www.bloomberg.com/news/2014-08-25/europe-bank-cleanup-driving-1-72-trillion-of-asset-sales.html">told Bloomberg's Nicholas Comfort</a>. "Weak banks don't lend."<br /></span></span></p>
<p><span style="font-size: 15px; line-height: 1.5em;"><strong>7)  No More Donuts For Kurdish Crude.</strong> A federal district judge in Texas threw out an order to seize 1 million barrels of Kurdish crude from a tanker that, for a short time, <a href="https://www.google.com/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;cad=rja&amp;uact=8&amp;ved=0CB4QFjAA&amp;url=http%3A%2F%2Fwww.businessinsider.com%2Fkurdish-oil-tanker-sits-in-gulf-2014-7&amp;ei=ImT8U7rrCNaqyASH1ICoCA&amp;usg=AFQjCNFcnvp8U9scKlvglPFO1jWrNs3XMg&amp;sig2=1mCnDRut687w8ZK5JYYDrw&amp;bvm=bv.73612305,d.aWw">was doing "donuts" in the Gulf of Mexico</a>, following protests from the Iraqi government that the shipment was illegal. <p><strong>8)  Best Buy Is Sliding. </strong><span style="font-size: 15px; line-height: 1.5em;">The big box retailer announced same-store sales <a href="http://www.businessinsider.com/best-buy-q2-earnings-2014-8">were down 2.7% year-over-year</a>, worse than the decline of 2.2% forecast by analysts. Shares were down more than 5% pre-market. </span></p>
<p><span><strong>9)  U.S. War On ISIS Expanding</strong>. President Obama has authorized surveillance flights over Syria in preparation for air assaults against ISIS. BI's Michael Kelley <a href="http://www.businessinsider.com/us-drones-to-fly-over-isis-areas-in-syria--without-assads-approval-2014-8#ixzz3BUjvXWNA">says</a> this means the U.S. war against the Islamic militant group is about to grow. "Administration officials <a href="http://www.theguardian.com/world/2014/aug/22/isis-gains-syria-pressure-west-robust">told the Guardian</a> that the favored long-term strategy to defeat ISIS is to train moderate Syrian rebels to fight both ISIS and the regime. But the non-jihadist rebels in the Free Syrian Army are now being decimated by both jihadists and the regime after years of being <a href="http://www.businessinsider.com/barack-obama-and-the-free-syrian-army-2014-6">brushed aside</a> as 'former doctors, farmers, pharmacists and so forth' by President Obama."</span></p>
<p><span><strong>10)  Markets.</strong> Asian indexes were mostly lower. The Nikkei was down 0.6%, Hong Kong's Hang Seng was off 0.4%. In Europe, shares were mostly higher. The game follows a small boy and his pet...cat-bird-thing. They're dependent on each other to solve puzzles and continue on their journey through what looks to be a crumbling castle of sorts. What's got people really excited is its creator, Fumito Ueda, whose previous two games ("Ico" and "Shadow of the Colossus") are widely-acclaimed as two of the best games ever made.</h3></li></ul><div><div></div></div><ul><li><h3>"Final Fantasy VII" is finally - finally! - getting remade after nearly 20 years of fans demanding it. This is the seminal Japanese role-playing game that gave many game fans their first taste of emotional storytelling in video games.</h3></li></ul><div><p class="embed-spacer"><span style="line-height: 1.5em;">&#xa0;</span></p><div></div></div><ul><li><h3>"Uncharted 4: A Thief's End," the most impressive trailer of the show in terms of visuals, is the followup to the most successful franchise on the PlayStation 3. In it, you control an Indiana Jones-esque explorer named Nathan Drake (from a third-person perspective) as he explores lost cities and knocks out the jerks guarding them.</h3></li></ul><div><div></div></div><p class="embed-spacer"></p><ul><li><h3>"Horizon Zero Dawn" is a gorgeous, third-person action game starring a ferocious warrior who's taking on an army of dinosaur-like robots. It's from the studio that spent the past decade making "Killzone" games, Guerrilla Games, in Amsterdam.</h3></li></ul><div><div></div></div><p class="embed-spacer"></p><ul><li><h3>"Dreams" is the next game from the studio that created the "LittleBigPlanet" franchise, and it's somewhat indescribable. It's dripping with style, and largely beloved based largely on its looks.</h3></li></ul><div><div></div></div><p class="embed-spacer"></p><ul><li><h3>"Sea of Thieves" is a brand new franchise from veteran UK game studio Rare, which is now owned by Microsoft. In "Sea of Thieves," players take on the role of a seafaring lad or lady - basically a pirate, though more "Pirates of the Caribbean" than "Captain Philips" - whose mission is to loot and plunder. "Mirror's Edge" is a game about first-person parkour, and flips the generally accepted concepts of a first-person game on its head.</h3></li></ul><div><div></div></div><p class="embed-spacer"></p><ul><li><h3>"Ghost Recon: Wildlands" is an open-world third-person shooter, which relies heavily on co-op play with friends to succeed in a variety of different missions. In the trailer, you'll see that missions can be accomplished in a variety of different ways: sneaky and benevolent or loud and savage, among others.&#xa0;</h3></li></ul><div><div></div></div><p class="embed-spacer"></p><ul><li><h3>"Dark Souls 3" is the third entry in the "Souls" series, but really the fifth entry in this style of game - unique to its developer, From Software. The simplest way to describe these games is as third-person action games, but that'd be selling them very short. What keeps fans coming back to the "Souls" series is its challenge: these are not games that will hold your hand, and if anything are more demanding than most other games available today.&#xa0;</h3></li></ul><div><div></div></div><p class="embed-spacer"></p><ul><li><h3>"Mass Effect: Andromeda" is the next entry in the ongoing space opera that is the "Mass Effect" series.
