United Nations, India is "deeply troubled" by the conflict in Gaza that has raged on for nearly five months now, the country's envoy to the UN has said, asserting that the loss of civilian lives and the resulting humanitarian crisis is "clearly unacceptable". India's Permanent Representative to the UN Ambassador, <keyword id="19898338" type="General" weightage="20" keywordseo="ruchira-kamboj" source="keywords">Ruchira Kamboj</keyword>, said this while addressing a UN General Assembly meeting on the 'Use of Veto' on Monday. "The ongoing conflict between Israel and Hamas has led to large scale loss of civilian lives, especially women and children....this has also resulted in an alarming humanitarian crisis. This is clearly unacceptable," Kamboj told the UNGA. She said that India has been "deeply troubled by the conflict in Gaza that has been raging for nearly five months now." "The humanitarian crisis has deepened, and the region and beyond have seen rising instability," India's top diplomat to the UN said. The General Assembly held the plenary debate on the 'Use of the veto' after the US cast a veto in the UN Security Council last month, leading to the failure of the Council to adopt a resolution calling for a humanitarian ceasefire in the Gaza war. Kamboj told the UNGA that India's position on the conflict has been clear, and New Delhi has strongly condemned the deaths of civilians in the conflict. "It is critical to prevent further escalation of violence and hostilities. It is imperative to avoid the loss of civilian lives in any conflict situation," she said. Kamboj underlined that humanitarian aid to the people of Gaza must be scaled up immediately to avert a further deterioration in the situation. She urged all parties to come together in this endeavour and welcomed the efforts of the UN and the international community. "India has provided humanitarian aid to the people of Palestine and will continue to do so," she said. Kamboj said India is cognizant of the fact that the immediate trigger of the conflict was the terror attacks in Israel on October 7, which were "shocking and deserve our unequivocal condemnation. "India has a longstanding and uncompromising position against terrorism in all its forms and manifestations. There can be no justifications for terrorism and hostage-taking. We demand the immediate and unconditional release of all hostages," she said. India has repeatedly emphasised that only a two-state solution, achieved through direct and meaningful negotiations between both sides on final status issues, will deliver an enduring peace. "India is committed to supporting a two-state solution where the Palestinian people are able to live freely in an independent country within secure borders, with due regard to the security needs of Israel," Kamboj said. To arrive at a lasting solution, India urged for immediate de-escalation, eschewing violence, the release of all hostages, avoiding provocative and escalatory actions, and working towards creating conditions for an early resumption of direct peace negotiations. Separately, addressing a special meeting of the General Assembly on the <keyword id="20359702" type="General" weightage="20" keywordseo="united-nations-relief-and-works-agency" source="keywords">United Nations Relief and Works Agency</keyword> for Palestine Refugees in the Near East (<keyword id="19970301" type="General" weightage="20" keywordseo="unrwa" source="keywords">UNRWA</keyword>), Kamboj said that recent allegations that some employees of the agency may have been involved in the October 7 Hamas terrorist attack on Israel are a "matter of serious concern. Noting the constitution of an independent review group led by the former Foreign Minister of France Catherine Colonna to go into the working of the UNRWA, Kamboj said India looks forward to getting these reports. "We have noted that the Secretary-General has announced a time-bound investigation into all such allegations," Kamboj said. UN Secretary-General <keyword id="19962050" type="General" weightage="20" keywordseo="antonio-guterres" source="keywords">Antonio Guterres</keyword> was "horrified" by the "extremely serious allegations" which implicate several UNRWA staff members in the terror attacks of October 7 in Israel. In consultation with UNRWA Commissioner-General <keyword id="20355646" type="General" weightage="20" keywordseo="philippe-lazzarini" source="keywords">Philippe Lazzarini</keyword>, the Secretary-General appointed an independent Review Group to assess whether the agency was doing everything within its power to ensure neutrality and to respond to allegations of serious breaches when they are made. The UN has said it is taking swift action following the allegations, and an investigation by the UN's Office of Internal Oversight Services (OIOS) was immediately activated. Kamboj said that the ongoing conflict between Israel and Hamas has led to large-scale loss of civilian lives, especially women and children, and has resulted in an alarming humanitarian crisis. She said that India has provided humanitarian aid to the people of Palestine and will continue to do so. "We are also positively considering specific requests from the UNRWA for assistance in kind. We urge utmost diligence in the utilisation of this assistance," she said. As a mark of solidarity with the Palestinian refugees, Kamboj said India enhanced its annual contribution to the agency from USD 1.25 million to USD 5 million in 2018. Since then, India has been making this contribution to the agency annually, supporting the agency's core programmes and services, including education, healthcare, relief, and social services provided to Palestinian refugees.

At his daily briefing on Thursday, he thanked New Delhi for the contribution which earned it a place on UN's "honour roll". India is one of the only 36 countries among the UN's 193 members to have paid its annual assessment for the UN's general budget by the deadline on Wednesday, according to the UN General Assembly's Committee on Contributions. New Delhi's total assessment for the general budget is $36.18 million but it is given a credit of $3.85 million, which is the credit from staff assessments -- deductions made from the salaries of UN employees who are Indian nationals in lieu of income taxes, and credited to India. India's contribution makes up 1.044 per cent of the total regular budget of the UN of the UN's budget of $3.59 billion. The national contributions are calculated by a complex formula that is based on the size of the gross national income and offset by considerations of its "capacity to pay" based on low per capita income and external debt. Because of the formula, India's assessment is only 1.044 per cent of the UN's budget of $3.465 billion despite it being the world's fifth largest economy. Thus, India's share is less than that of even some developing countries like Brazil and Mexico. The US is the biggest contributor to the UN's regular budget, with an assessment of $762.43 million -- 22 per cent of the total -- followed by China, whose assessment is 15.25 per cent or $528.64 million. The UN has separate budgets for capital works, tribunals and peacekeeping.

Brushing aside an impassioned plea by Secretary-General <keyword id="300649" type="General" weightage="50" keywordseo="antonio-guterres" source="Orion">Antonio Guterres</keyword>, a diplomatically isolated United States has again vetoed a Security Council resolution calling for an immediate humanitarian ceasefire in the Hamas-Israel conflict. The resolution received 13 votes in the 15-member Council with Britain abstaining on Friday but was cut down by Washington's veto. The veto came exactly two months after <keyword id="6355882" type="General" weightage="80" keywordseo="israel" source="Orion">Israel</keyword> launched retaliatory attacks on Gaza for the terrorist onslaught a day earlier by <keyword id="39745" type="General" weightage="80" keywordseo="hamas" source="Orion">Hamas</keyword>, which rules the territory. This was the second resolution on Gaza that the US vetoed; another was vetoed by Russia and China, and two failed to get the minimum of nine votes required to pass as the Council grappled with the crisis. But last month, the Council adopted a resolution calling for a humanitarian pause in the fighting - a more limited cessation of hostilities with a specific aim - when the US, Russia and Britain abstained saving it from a veto after the failure of the four earlier attempts at an action on Gaza. That led to a four-day pause -- extended by two days -- in fighting starting last month to allow relief supplies into Gaza and for the release of some of the about 240 hostages taken from Israel by Hamas and other terrorist groups. Friday's resolution backed by about 90 countries was proposed by the United Arab Emirates, whose Deputy Permanent Representative Mohamed Issa Abushahab asked, "What is the message we are sending civilacross the world who may find themselves in similar situations" by being unable to pass the resolution. Explaining the veto, US Deputy Permanent Representative <keyword id="242428" type="General" weightage="50" keywordseo="robert-wood" source="Orion">Robert Wood</keyword> said that it was calling for an "unsustainable ceasefire that will only plant the seeds for the next war". Moreover, he said, it did not condemn the 7/10 Hamas attack on Israel or affirm Israel's right to self-defence. The attempt to pass a resolution for a Gaza ceasefire came after Guterres on Wednesday invoked a rarely used provision of the UN Charter to call the Council's attention to the crisis in that territory from Israel's retaliatory attacks. He asked the Council to act to "avert a human catastrophe" warning, "There is a high risk of the total collapse of the humanitarian support system in Gaza, which would have devastating consequences". He used Article 99 of the Charter that had been invoked only three times before to make the call to action by the Council, about the only power given to the Secretary-General to act in a crisis. He warned the Council on Friday "I fear the consequences (of the conflict) could be devastating for the security of the entire region" and spread elsewhere constituting a threat to international peace, Making his plea for a ceasefire, Guterres told the Council, "The people of Gaza are looking into the abyss". They "are being told to move like human pinballs - ricocheting between ever-smaller slivers of the south, without any of the basics for survival", he said. "But nowhere in Gaza is safe:. He said that he "unreservedly" condemned the Hamas attacks that killed about 1,200 people including 33 children and resulted in hundreds taken hostage, and that he was "appalled by the reports of sexual violence". He also had strong words for Israel noting: "At the same time, the brutality perpetrated by Hamas can never justify the collective punishment of the Palestinian people". He noted that 17,000 Palestinians, including more than 4,000 women and 7,000 children, have been "reportedly" killed in Israeli operations. "While indiscriminate rocket fire by Hamas into Israel, and the use of civilians as human shields, are in contravention of the laws of war, such conduct does not absolve Israel of its own violations", he said. In a remark apparently aimed at the US, which he did not name, he said, "International humanitarian law cannot be applied selectively. It is binding on all parties equally at all times, and the obligation to observe it does not depend on reciprocity". Israel's Permanent Representative Gilad Erdan criticised Guterres for invoking Article 99 saying that he did not use it while the world was reeling from Russia's invasion of Ukraine or for other crises. He said that regional stability can "only be achieved once Hamas is eliminated". Palestine's Permanent Observer Riyad Mansour accused Israel of "conducting the war, through atrocities" and added that denying a ceasefire will not end them. The General Assembly in October passed by an overwhelming majority a resolution calling for a ceasefire. It received the votes of 121 members, while 14 voted against it and 45 including India abstained, showing broad support for a ceasefire. India said it was abstaining because the resolution did not condemn Hamas terrorism. The veto came as President Joe Biden is facing growing calls for a ceasefire from many, even those in his party, and large demonstrations while his unwavering support for Israel is backed by a broad political spectrum from his party and the Republican side. To meet the criticism of his backing for Israel while its actions in Gaza his civilians, the Biden administration has been counselling Israel to take more precautions to protect civilians. Vice President Kamala Harris, who has spoken to Israel's President Isaac Herzog, said, "As Israel pursues its military objectives in Gaza, we believe Israel must do more to protect innocent civilians." US again vetoes UNSC resolution calling for immediate Gaza ceasefire

The latest ballistic missile launch comes after North Korea fired an intercontinental ballistic missile (ICBM) and two suspected short-range ones toward the East Sea on November 3, South Korea's military said. The Joint Chiefs of Staff (<keyword id="270899" type="General" weightage="80" keywordseo="jcs" source="Orion">JCS</keyword>) said it detected a long-range ballistic missile launch from the Sunan area in Pyongyang around 7:40 am (local time). As per the Yonhap News Agency report, the long-range missile covered a distance of around 760 kilometres. It further announced that South Korea has strengthened their surveillance and vigilance while maintaining a readiness posture in coordination with the United States. Pyongyang's missile launch came a day after it shot more than 24 missiles, which is reportedly the biggest-ever barrage in a single day. One of the missiles flew southward past the de facto maritime inter-Korean border for the first time since the Korean war. "Our military has beefed up surveillance and vigilance while maintaining the readiness posture in close cooperation with the U.S.," the JCS said in a statement. The United States and South Korea have repeatedly condemned North Korea's ballistic missile launch and they even conducted a joint military exercise in November. North Korea launches ballistic missile towards East Sea, says South Korean military

India's contribution was received on Friday according to the UN. India's share is assessed at 1.044 per cent of the total budget of $3.217 billion. Although that works out to $33.592 million, it is given a credit of $3.052 million that the UN collects from its Indian employees in lieu of the income taxes they would have had to pay. The rate of budget assessments for each of the 193 member countries is worked out by a complex formula that is based on gross national income (which is the gross domestic product plus income from abroad), debt burden and an adjustment for per capita income using the principle of the "capacity to pay". Although India boasts of being the world's fifth-largest economy, its assessment is brought down by the low per capita income diminishing its "capacity to pay". This puts its assessment lower than some fellow developing countries like Brazil with an assessment of 2.013 per cent or <keyword id="3746" type="General" weightage="20" keywordseo="mexico" source="Orion">Mexico</keyword> at 1.221 per cent. The assessment for the US is 22 per cent, which is the highest that can be set for a country, working out to $707.897 million. <keyword id="1334" type="General" weightage="20" keywordseo="china" source="Orion">China</keyword> comes next with an assessment of 15.254 per cent or 490.83 million. Britain, the size of whose economy was overtaken by India, pays $140.775 million or 4.375 per cent to be the fifth-largest contributor with <keyword id="6355311" type="General" weightage="20" keywordseo="japan" source="Orion">Japan</keyword> being the third and <keyword id="87" type="General" weightage="20" keywordseo="germany" source="Orion">Germany</keyword> the fourth. India pays its 2023 dues of $30.54 mn to UN

As per the provisional list of speakers for the General Debate issued by the UN on Monday, India's "Head of Government" is scheduled to address the high-level session in the afternoon of September 26. The list is not final and the UN releases updated provisional lists of speakers in the weeks leading up to the high-level session to reflect any modifications in attendance, schedules and speaking slots of leaders, ministers and ambassadors. Brazil, traditionally the first speaker at the debate, will open the high-level session on September 24, followed by the US, with American President Joe Biden delivering his current term's final address to global leaders from the iconic UN podium before his country heads to presidential elections in November. Every 11 minutes, a woman or a girl is killed by an intimate partner or family member - and we know that other stresses, from the COVID-19 pandemic to economic turmoil, inevitably lead to even more physical and verbal abuse," Guterres said. Guterres' remarks come in the backdrop of the recent <keyword id="15514202" type="General" weightage="50" keywordseo="shraddha-walker" source="Orion">Shraddha Walker</keyword> murder case that has shocked India with its brutal details. He said women and girls also face rampant online violence, from misogynistic hate speech to sexual harassment, image abuse and grooming by predators. "This discrimination, violence and abuse targeting half of humanity come at a steep cost. It limits women's and girls' participation in all walks of life, denies their basic rights and freedoms, and blocks the equal economic recovery and sustainable growth our world needs," he said. The UN chief gave a clarion call to all to "consign violence against women and girls to the history books," saying now is the time for transformative action that ends violence against women and girls. He said this means governments designing, funding and implementing national action plans to tackle this scourge, involving grass-roots and civil society groups at every stage of decision-making and ensuring that laws are implemented and respected, so survivors see their rights to justice and support upheld. Calling on governments to increase funding by 50 per cent to women's rights organisations and movements by 2026, Guterres urged all to take a "stand and raise our voices in support of women's rights" and proudly declare that "we are all feminists." He called for supporting public campaigns that challenge patriarchal norms and promote different forms of masculinities that reject misogyny and violence. Noting that this year's theme on an international day is 'UNITE: Activism to End Violence Against Women and Girls', Guterres said it means standing with activists around the world who are calling for change and supporting survivors of violence. In the report released on Tuesday, the UN agency said that already around 559 million children are exposed to high heatwave frequency and around 624 million children are exposed to one of three other high heat measures -- high heatwave duration, high heatwave severity or extreme high temperatures. "By 2050, virtually every child on earth, over 2 billion children, is forecast to face more frequent heatwaves, regardless of whether the world achieves a 'low greenhouse gas emission scenario' with an estimated 1.7 degrees of warming in 2050 or a 'very high greenhouse gas emission scenario' with an estimated 2.4 degrees of warming in 2050," it said. According to Unicef, children in northern regions will face the most dramatic increases in high heatwave severity while by 2050, nearly half of all children in Africa and <keyword id="21718" type="General" weightage="50" keywordseo="asia" source="Orion">Asia</keyword> will face sustained exposure to extreme high temperatures. "The mercury is rising and so are the impacts on children," Unicef Executive Director <keyword id="2045127" type="General" weightage="80" keywordseo="catherine-russell" source="Orion">Catherine Russell</keyword> said in the report, adding that year's wildfires and heatwaves that have swept through India, <keyword id="28249" type="General" weightage="50" keywordseo="europe" source="Orion">Europe</keyword>, and <keyword id="6378080" type="General" weightage="50" keywordseo="north-america" source="Orion">North America</keyword> were "yet another sobering example of the impact of climate change on children". "Already, 1 in 3 children live in countries that face extreme high temperatures and almost 1 in 4 children are exposed to high heatwave frequency, and it is only going to get worse. More children will be impacted by longer, hotter and more frequent heatwaves over the next 30 years, threatening their health and wellbeing. How devastating these changes will be depends on the actions we take now. "At a minimum, governments must urgently limit global heating to 1.5 degrees Celsius and double adaptation funding by 2025. This is the only way to save children's lives and futures  and the future of the planet," she added. The data published in the agency's report underscores that young children face greater risks than adults when faced with extreme heat events. This is because they are less able to regulate their body temperature compared to adults. The more heatwaves children are exposed to, the greater the chance of health problems including chronic respiratory conditions, asthma, and cardiovascular diseases. "The world urgently needs to invest in building their resilience -- and in adapting all the systems children rely on to meet the challenges of a rapidly changing climate," Unicef maintained. Children should be protected from the escalating impacts of heatwaves, Unicef said, in a call for "urgent and dramatic emissions mitigation measures to contain global heating -- and protect lives". Almost every child on earth will suffer from heatwaves by 2050: Unicef

The spokesman noted that last year's plan was only 56 per cent funded and some critical programs had to be closed as a result. "We are doing everything we can to help, but we need adequate funding as needs continue to rise," he told the briefing. "At the high-level pledging event that took place in early March, donors pledged only $1.7 billion for the response, that's less than half what is required (for 2021). "The Secretary-General said the pledges represent at best a down payment. We urge donors to quickly disburse their pledges and scale up funding for the humanitarian response to save lives. "And if people have not yet pledged, it is never too late to do so," Dujarric added. "This failure is the direct result of policy and budgetary decisions that prioritise the health of people in wealthy countries over the health of people in poor countries," said Guterres. Even if the number of daily COVID cases declined in many parts of the world, it is not over yet. “But it would be a grave mistake to think the pandemic is over,” warned Guterres. He also warned that this ‘two-tiered’ recovery could further bring new variants in the world, which would lead to furthermore restrictions, lockdowns and problems. At the end of his speech, he asked people to take the pandemic seriously and take necessary precautions to end the pandemic once and for all. “Re-dedicate ourselves to ending this pandemic... and closing this sad chapter in humanity’s history, once and for all,” he concluded.
