Notably, earlier this year, the International Monetary Fund (IMF) warned Maldives that it faces a high risk of debt distress without significant policy changes. The removal of Indian troops from the country was the main election campaign of Muizzu's party. Since coming to power, he has taken several steps that have been unconventional from the point of view of India-Maldives ties. He departed from a long convention by not visiting India on the first official visit and instead went to Turkey, followed by China. During his visit, the two countries elevated their ties to comprehensive strategic cooperative partnership and signed around 20 agreements. Last December, the Maldives said it would not renew the Hydrographic Survey agreement made with India. Replying to supplementary questions in the Upper House, Minister for State for Information and Broadcasting L Murugan said the government is very much concerned about the freedom of speech and freedom of expression. Asked about action taken against those spreading fake news, and publishers of anti-national material, he said more than 60 accounts have been blocked including those on YouTube, Twitter, <keyword id="6354576" type="General" weightage="20" keywordseo="facebook" source="Orion">Facebook</keyword> and <keyword id="819905" type="General" weightage="20" keywordseo="instagram" source="Orion">Instagram</keyword>. "These YouTube channels are sponsored from Pakistan," he said. On fake news through newspapers, the minister said the Press Council of India is an autonomous statutory body and takes care of the journalists ethics code. "Journalists have to follow ethics code. Wherever they have not followed the ethics code under the Press Council Act Section 14, action has to be initiated. In more than 150 cases, we took action against them," he said. Asked about Techfog app roles in spreading fake news, Murugan said the government has established a fact check unit, which has responded to more than 30,000 queries. This unit is also verifying viral fake news, he added. According to an official statement, the ministry on January 21 had ordered blocking of 35 YouTube based news channels and two websites which were involved in spreading anti-India fake news in a coordinated manner over digital media. Additionally, two Twitter accounts, two Instagram accounts, and one Facebook account were blocked. In December also, 20 YouTube channels and two websites were blocked, the official statement had said. In a written reply to the starred question, Information and Broadcasting Minister Anurag Singh Thakur said the government has statutory and institutional mechanisms in place to combat fake news. A "Fact Check Unit" has been setup under the Press Information Bureau of this Ministry in November, 2019 which takes cognisance of fake news both suo motu and by way of queries sent by citizens on its portal or through e-mail and WhatsApp. "The unit responds to relevant queries with correct information when the same pertains to Central Government or forwards them to States/UTs in other cases. The Unit also maintains a Twitter account @PIBFactcheck and posts cases of fake news, being busted, on the same on regular basis. PIB Fact Check Unit has so far responded to 30,533 actionable queries," he said. For print media, the Press Council of India (PCI), a statutory autonomous body set up under the Press Council Act, 1978, has framed "Norms of Journalistic Conduct" for adherence by the media. These norms emphasise the principles of accuracy and fairness as well as pre-publication verification. The PCI has formulated specific norms to refrain print media from publication/ dissemination of fake or false news. For electronic media (Television), all TV channels are required to adhere to the Programme Code under the Cable Television Networks (Regulation) Act, 1995. As per the code, programmes should not contain anything obscene defamatory, deliberate, false and suggestive innuendos and half-truths. For digital news, the government has notified the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 on February 25 2021, under the Information Technology Act, 2000 which inter alia provides for a Code of Ethics for adherence by digital news publishers. "Appropriate action is taken in cases where violation of norms, codes etc., are found. The government also issues advisory from time to time to the media to adhere to the laid down codes," Thakur said.

Online sales expected to boom as more customers shop online post pandemic

The Subject Expert Committee (SEC) on COVID-19 of the Central Drugs Standard Control Organisation (CDSCO) on Monday also recommended granting permission to manufacture and market <keyword id="12826599" type="General" weightage="20" keywordseo="anti-covid-pill-molnupiravir" source="Orion">anti-Covid pill Molnupiravir</keyword> for restricted emergency use for the treatment of adult patients with SpO2 93 per cent and who have a high risk of progression of the disease, including hospitalisation or death, subject to certain conditions. All the recommendations have been sent to the Drugs Controller General of India (DCGI) for final approval. The SEC on COVID-19 of the CDSCO, which reviewed the emergency use authorisation (EUA) applications of Serum Institute of India (SII) for the second time on Monday, after detailed deliberation has recommended granting EUA to Covovax. "The committee noted that the vaccine is manufactured by technology transfer from Novavax and is approved by the European Medicines Agency for conditional marketing authorisation and also granted emergency use listing by WHO," an official source said. Prakash Kumar Singh, director, government and regulatory affairs at SII, had submitted an application to the DCGI in October for grant of market authorisation for Covovax for restricted use in emergency situations. The DCGI office had granted SII permission to manufacture and stock Covovax on May 17. Based on DCGI approval, till now, the Pune-based firm has manufactured and stockpiled the vaccine doses. In August 2020, US-based vaccine maker Novavax Inc had announced a licence agreement with SII for the development and commercialisation of NVX-CoV2373, its COVID-19 vaccine candidate, in low and middle-income countries and India. The <keyword id="6356311" type="General" weightage="20" keywordseo="world-health-organisation" source="Orion">World Health Organisation</keyword> (WHO) had on December 17 issued an emergency use listing for Covovax, expanding the basket of jabs validated by the global health body against the viral disease. As for Biological E's Corbevax, in light of the recommendations of the SEC meeting held on December 10, the firm submitted a proposal for grant of marketing authorisation to the vaccine for restricted emergency use in adults along with the updated interim safety and immunogenicity data of phase 2/3 clinical trial and updated interim safety and immunogenicity data of phase 3 active comparator trial. The committee noted that the firm has submitted six months safety follow up post-second dose from phase-1 clinical trial, 90 days safety from the phase -2 part and 60 days safety data from phase 2/3 and phase 3 active comparator study. The firm has submitted interim immunogenicity data from phase-3 active comparator trial which showed superiority against the comparator with respect to viral neutralization antibody titres, the official source said. "After detailed deliberation, the committee recommended for grant of marketing authorisation permission of SARS-CoV-2 (Covid-19) Vaccine containing RBD antigen of SARS-CoV-2 for restricted use in an emergency situation subject to various regulatory provisions," the source said. The vaccine should be administered intramuscularly in two doses of 0.5 ml each with intervals of 28 days (Day 0 and 28) and has to be stored between 2 degrees Celsius to 8 degrees celsius, the source added. The SEC on Monday also recommended granting permission to manufacture and market anti- Covid pill Molnupiravir for restricted emergency use for the treatment of adult COVID-19 patients with SpO2 93 per cent and who have a high risk of progression of the disease, subject to certain conditions. Dr Reddy's Laboratories in consortium with Cipla, Mylan, Torrent, Emcure and Sun pharma had presented their proposal for approval of Molnupiravir 200mg capsules for approval in the emergency situation along with various supporting documents. including clinical data in the country, official sources said. As per conditions, the drug should be sold by retail only under the prescription of medical specialists. According to the conditions, the drug is not authorised for use in patients less than 18 years and for initiation of treatment in patients requiring immediate hospitalisation due to COVID-19 at that stage. However, if it was initiated before hospitalisation due to <keyword id="8764728" type="General" weightage="100" keywordseo="covid-19" source="Orion">COVID 19</keyword>, it may be continued, sources said. It is not authorised for use for longer than five consecutive days and for pre-exposure or post exposure prophylaxis for prevention of COVID-19 for pregnant women. The US Food and Drug Administration recently authorised Merck's Molnupiravir for treatment of mild-to-moderate COVID-19 cases in adults who are at risk for severe disease. Before that in November Britain granted conditional authorisation to Merck's coronavirus antiviral, the first pill shown to successfully treat Covid-19. The pill is intended to be taken twice a day for five days by people at home with mild to moderate Covid-19. In a clinical trial of high-risk people during the early course of illness, Merck's drug was shown to reduce hospitalisations and deaths by around 30 per cent.
