Six neighbouring states of Delhi have been asked by the <keyword id="146133" type="ORGANIZATION" weightage="20" keywordseo="National-Green-Tribunal">National Green Tribunal</keyword> why they should not be directed to completely stop the operation of diesel buses coming to the national capital. 
 Noting that ambient air quality was poor during winters, a bench headed by <keyword id="6357743" type="ORGANIZATION" weightage="20" keywordseo="NGT">NGT</keyword> Chairperson Justice <keyword id="159838" type="PERSON" weightage="20" keywordseo="Swatanter-Kumar">Swatanter Kumar</keyword> asked the states of Rajasthan, Uttar Pradesh, <keyword id="44522" type="CITY" weightage="20" keywordseo="Uttarakhand">Uttarakhand</keyword>, Punjab, <keyword id="6358126" type="CITY" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> and <keyword id="41646" type="COMPANY" weightage="20" keywordseo="Haryana">Haryana</keyword> to take clear decision on switching to <keyword id="6356175" type="COMPANY" weightage="20" keywordseo="CNG">CNG</keyword> vehicles and buy buses with additional fuel cylinders to resolve the issue of providing sufficient fuel in these buses, according to a news report of an agency. 
 "It is contended before us that ambient air quality is much poorer compared to the prescribed standards and there is serious environmental and public health issues arising from the pollution. It is so more particularly in the areas of <keyword id="75794" type="PERSON" weightage="20" keywordseo="Anand-Vihar">Anand Vihar</keyword>, Patparganj and <keyword id="132154" type="ORGANIZATION" weightage="20" keywordseo="Sahibabad">Sahibabad</keyword>. 
 
"The Counsel appearing for the State of Uttarakhand, UP, Rajasthan, Haryana, Punjab and Himachal Pradesh to take clear instructions from their governments as to why they should not be directed to stop operating diesel buses destined to Delhi or passing via Delhi and instead operate CNG buses...," the bench said. 
 The NGT also directed <keyword id="111875" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Pollution-Control-Committee">Delhi Pollution Control Committee</keyword> and UP pollution control board to provide complete details in regard to the air pollution resulting from the industries in Patparganj, Sahibabad and Anand Vihar within a week. 
 
It asked them to find out what pollutants are discharged by industrial units in these areas and steps that are required to be taken by them. 
The matter was listed for next hearing on December 23. 
 
In October, the green panel had rapped the states for not being clear on their policy for CNG vehicles and warned of halting state transport if they did not introduce CNG, saying most particulate matters in the air inhaled by Delhi'ites emanated from there. 
 The bench was hearing a plea filed by <keyword id="3970467" type="UNKNOWN" weightage="20" keywordseo="kaushambi-apartments-residents-welfare-association">Kaushambi Apartments Residents Welfare Association</keyword> (<keyword id="292402" type="ORGANIZATION" weightage="20" keywordseo="Karwa">KARWA</keyword>). In its petition, KARWA had highlighted how the presence of two bus terminuses within 200 metre of each other in <keyword id="6424391" type="CITY" weightage="20" keywordseo="Kaushambi">Kaushambi</keyword> has exacerbated air pollution in the area and sought to relocate the Kaushambi bus stand.

Nine of the 36 <keyword id="10157351" type="UNKNOWN" weightage="20" keywordseo="pollution-monitoring-station">pollution monitoring station</keyword> in Delhi showed 'severe' air quality index on Friday, according to <keyword id="7176324" type="COMPANY" weightage="20" keywordseo="The-Central-Pollution-Control-Board">the Central Pollution Control Board</keyword>'s data. According to the pollution monitoring agency, AQI in North Delhi's Alipur area was 447, which falls in the 'severe' category, followed by Shadipur, Wazirpur, Jahagirpuri, Mundka, Patparganj, Anand Vihar, Bawana, and Vivek Vihar. Besides these, 26 pollution monitoring station showed 'very poor' reading and one logged moderate air quality index. The overall pollution levels continued to be in the lower end of the 'very poor' category at 372 at noon. Vijay Kumar Sonu, Head of Environment Monitoring and Research Centre at IMD told IANS that "due to calm wind there is no dispersion of pollutants". "The wind speed will, however, pick up from October 26 and would likely result in improvement of AQI," he said. The System of Air Quality and Weather Forecasting and Research, which comes under the aegis of <keyword id="158211" type="COMPANY" weightage="20" keywordseo="Ministry-of-Earth-Sciences">Ministry of Earth Sciences</keyword>, also stated that the most dominant factor for deterioration is extremely calm surface wind in Delhi, combined with low inversion height followed by moderate stubble related intrusion. "Highly calm surface wind conditions prevail over the Delhi region and is forecast to continue for next two days. It will lead to low ventilation conditions and little dispersion for an extended period and hence accumulation of pollutants near the surface. Further deterioration of AQI is predicted for the next 2 days," the forecasting agency added. SAFAR also stated that there was significant stubble fire count around Haryana, Punjab, and neighbouring regions with the counts at 1,213 on Thursday, slightly less than what was a day before. "However, the boundary layer wind direction is not fully favourable for pollutant transport towards Delhi region, the SAFAR model estimate of stubble burning share in PM2.5 is 17 per cent for today," it added. Neighbouring Gurugram, Ghaziabad, Faridabad, Noida and Greater Noida -- also recorded 'very poor' quality of air. Greater Noida and Noida air is currently the most polluted among all. Nationwide, as many as 18 cities have very poor quality of air. Greater Noida tops the charts at 392, followed by Uttar Pradesh's Baghpat, Noida and Panipat. One-fourth of Delhi's air is 'severely' polluted, according to the Central Pollution Control Board

Just a week ahead of Diwali, the <keyword id="53848" type="General" weightage="100" keywordseo="air-quality" source="Orion">Air Quality</keyword> Index (<keyword id="2578389" type="General" weightage="80" keywordseo="aqi" source="Orion">AQI</keyword>) of the national capital has dipped to the 'poor' category, and in some areas, it was recorded as 'severe'. According to a forecast issued by the Air Quality Early Warning System (AQEWS) on Sunday, the AQI in <keyword id="66" type="General" weightage="50" keywordseo="delhi" source="Orion">Delhi</keyword> will remain in the 'poor' category till Wednesday and the subsequent six days. Data from the Central Pollution Control Board (<keyword id="68804" type="General" weightage="80" keywordseo="cpcb" source="Orion">CPCB</keyword>) showed that the AQI of Anand Vihar was recorded at 428 or the 'severe' category on Monday. Meanwhile, the areas under the 'poor' category were Patparganj (251), Jawaharlal Nehru Stadium (247), IGI Airport (242), ITO (250), Nehru Nagar (252), RK Puram (268), and Siri Fort (213). As per the CPCB data, the air quality in the capital city on Sunday stood at 232. The CPCB classifies an AQI reading between zero and 50 "good"; 51 and 100 "satisfactory"; 101 and 200 "moderate"; 201 and 300 "poor"; 301 and 400 "very poor"; and 401 and 500 "severe". Meanwhile, the Commission for Air Quality Management (CAQM) on Sunday said that it has directed all agencies of the Central and state governments to strictly implement actions under stage-I of the Graded Response Action Plan (GRAP). The GRAP had been introduced in the city on October 5. Stage I includes stopping the Construction and Demolition (C&amp;D) activities in respect of projects with plot sizes equal to or more than 500 squares metres which have not been registered on the respective web portals of the state governments of <keyword id="6357713" type="General" weightage="50" keywordseo="uttar-pradesh" source="Orion">Uttar Pradesh</keyword>, Haryana and GNCTD. It also instructs ensuring proper implementation of guidelines on dust mitigation measures and sound environmental management of C&amp;D waste. Ahead of Diwali, Delhi's air quality dips to 'poor' category

New Delhi, Dec 23 (IANS) The air quality index (AQI) in Delhi has plunged into the severe category with a count of 404 in the early hours of Wednesday. Noida is even worse with the PM 10 count at 582 and PM 2.5 count of 511, much higher than Delhi. The PM 10 count is at 435 in the severe category and is only expected to deteriorate in the coming days of the week. It will cross the 500-mark during the day and worsen in the following couple of days, going up to the 522-mark. The PM 2.5 count is also in the very poor category at 247 and will worsen to cross the 300-mark in the coming days. As per Safar India, AQI is forecasted to further deteriorate in Delhi to the higher end of the very poor category by Wednesday and Thursday and quite a few regions may even experience severe AQI for a shorter time period, especially during early morning. Secondary particulate formation mechanism (which rapidly multiplies particulate pollution) is forecasted not to be triggered at present. The overall air quality has deteriorated to the higher end of the very poor category as forecasted. Surface-level winds are low and Westerly. Surface winds are likely to further slow down and surface inversion is likely to form. Under the calm wind-cold conditions, fog formation is likely in the region, Safar India said. This would be mainly radiative fog as a result of locally generated favourable weather conditions and may not persist for long. Slowing of dispersion owing to low ventilation is forecasted for the next two days. At Mathura Road in Delhi, AQI is in the severe category with PM 10 of 509 and PM 2.5 of 456. Lodhi Road is better in the very poor category with PM 10 of 375 and PM 2.5 of 395. During the day on Tuesday, AQI was in the severe category at several places. It was 527 at Patparganj, 522 in Sriniwaspuri, 528 in Noida, 575 in Faridabad, 547 in Anand Vihar, and 399 at Mandir Marg, which was the best reading in the city. --IANS san/arm
