Sriharikota (Andhra Pradesh), The first quarter of 2021 will see Indian space agency's till ringing with the commercial launch of Brazilian satellite Amazonia as well as three Indian satellites, said a top official. "End of February or early March 2021, we will be sending our rocket Polar Satellite Launch Vehicle-C51 (PSLV-C51). The primary payload will be the Brazilian satellite called Amazonia an earth observation satellite," K. Sivan, Chairman, Indian Space Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>), told IANS. "The PSLV-C51 mission will be a very special mission not only for ISRO but also for India as the rocket will be carrying the earth observation satellite Anand made by an Indian startup called Pixxel (Incorporated as Syzygy Space Technologies Pvt Ltd)," Sivan said. "Within eight months of setting up of Indian National Space Promotion and Authorisation Centre (IN-SPACe) after the government announced the opening up of the space sector for private players, ISRO will be launching the first satellite of an Indian startup," Sivan added. He said the Pixxel satellite will be an advanced earth observation satellite. The Bengaluru-based private satellite company Syzygy Space Technologies Pvt Ltd, commonly known as Pixxel, plans to have its constellation of 30 small earth observation satellites up in the sky by the end of 2022. Queried whether ISRO will be offering a bulk rate for Pixxel to launch its satellites, Sivan answered in affirmation. "Pixxel's first satellite is for demonstrating the technology. The company also said they would like to launch their satellites with our rocket," Sivan said. "Our second satellite will be flown by US company SpaceX next year. We have looked at various options, including Russian rocket. We would prefer ISRO as logistically it is convenient for us," Awais Ahmed, Chief Executive Officer, Syzygy Space Technologies, had told IANS. According to Ahmed, the company will also look at ISRO's Small Satellite Launch Vehicle (SSLV) for future launches as it would work out cheaper. Normally, a rocket company charges a carriage fee between Rs 20,000 and Rs 25,000 per kg. The SSLV may work out cheaper, he had said. Sivan also said the PSLV-C51 rocket will carry a communication satellite built by the students part of city-based Space Kidz India and another satellite built by consortium of three Indian universities. ​​ISRO to kick off 2021 by launching its first Indian start-up passenger into space aboard the PSLV-C51

Scientists of the Indian Space Research Organisation (<keyword id="6358064" type="General" weightage="80" keywordseo="isro" source="Orion">ISRO</keyword>) commenced the countdown on Friday for the launch of <keyword id="2001118" type="General" weightage="80" keywordseo="earth-observation-satellite" source="Orion">Earth Observation Satellite</keyword> - Oceansat - and eight other customer satellites on a <keyword id="6395832" type="General" weightage="100" keywordseo="pslv" source="Orion">PSLV</keyword>-C54 rocket from the spaceport of Sriharikota on Saturday. The 25.30-hour countdown for the 56th flight of the Polar Satellite Launch Vehicle (PSLV), in its extended version (PSLV-XL), started at 10.26 AM today for the lift-off scheduled at 11.56 AM on Saturday from the first launchpad at the Satish Dhawan Space Centre, Sriharikota, 115 km from here, a source said. The primary payload of the rocket is an Oceansat which would be separated in orbit-1 while the eight other nano-satellites would be placed in different orbits based on the customer's requirements (in the Sun-synchronous polar orbits). Including the primary payload, nine satellites would ride piggyback on the 44.4-metre high PSLV-C54 which has a lift-off mass of 321 tonnes. It is also the 24th flight of the PSLV-XL version. The mission would be one of the longest ones undertaken by the ISRO scientists who would engage the rocket to change orbits using two-orbit change thrusters (OCTs) used in the PSLV-C54 launch vehicle. The separation of the <keyword id="6359982" type="General" weightage="80" keywordseo="earth" source="Orion">Earth</keyword> Observation Satellite is expected to take place in orbit-1 while the passenger payloads would be separated in Orbit-2. The Earth Observation Satellite is expected to be placed after reaching an altitude of about 742 km about 20 minutes after lift-off. After the primary satellite separation, the vehicle would be lowered to reach an altitude of 516 km for placing of the first passenger satellite. The last payload separation is expected to take place at an altitude of 528 km, ISRO said. The Earth Observation Satellite-6 is the third-generation satellite in the Oceansat series. This is to provide continuity services for Oceansat-2 spacecraft with enhanced payload specifications as well as application areas. The objective of the mission is to ensure data continuity of ocean colour and wind vector data to sustain operational applications. The customer payloads include ISRO Nano Satellite-2 for Bhutan (INS-2B) which would have two payloads namely NanoMx and APRS-Digipeater. NanoMx is a multispectral optical imaging payload developed by the Space Applications Centre while the APRS-Digipeater payload is jointly developed by the Department of Information Technology and Telecom, Bhutan, and U R Rao Satellite Centre, Bengaluru. The 'Anand' satellite developed by Pixxel is a technology demonstrator to demonstrate the capabilities and commercial applications of a miniature earth observation camera for observation using a micro-satellite in low earth orbit. The 'Thybolt' (two satellites) is from another space start-up Dhruva Space while Astrocast is a technology demonstrator satellite for the internet of things as the payload from Spaceflight, the United States of America. ISRO begins countdown for PSLV-C54 mission to launch Oceansat, eight other satellites

The three nano-satellites developed by startups which were successfully placed into orbits during Saturday's PSLV C54/EOS-06 mission would have significant bearing in the private sector's future endeavours, a top official of space regulator Indian National Space Promotion and Authorisation Centre (IN-SPACe) said. Apart from the primary payload -- an Earth Observation Satellite (Oceansat) and five other co-passenger satellites -- the Polar Satellite Launch Vehicle C54 successfully placed Thybolt-1 and 2 satellites, 'Anand' nano-satellites developed by space startups Hyderabad-based <keyword id="2623423" type="General" weightage="80" keywordseo="dhruva-space" source="Orion">Dhruva Space</keyword> and Bangalore-based Pixxel, respectively. IN-SPACe is an autonomous body under the Department of Space. Nano-satellites built by startups augurs well for private sector's future endeavours: IN-SPACe

NASA is planning to put US astronauts back on the surface of the <keyword id="42440" type="General" weightage="100" keywordseo="moon" source="Orion">Moon</keyword> by the end of 2024. This mission is just the beginning of what is shaping up to be a historic few decades in space exploration, as both the US and China have plans to establish a permanent human presence on the Moon. The first question you might have is: Why now? The short answer is the relatively recent discovery of water on the Moon. But the deeper and perhaps more important questions have to do with how competing space agencies will pull off this feat given the limited resources on <keyword id="6359982" type="General" weightage="50" keywordseo="earth" source="Orion">Earth</keyword>'s satellite. In this episode of The Conversation Weekly, we speak with two people - a planetary scientist who studies the geology of the Moon, and a space lawyer who studies space policy and geopolitics - about the challenges facing nations as humanity looks to set up shop on the Moon. When Apollo astronauts brought back the first lunar rocks in the late 1960s and early 1970s, scientists were disappointed to find no sign of water or anything of much use in the samples. The Moon looked to be a barren place. Fast forward a few decades and two coinciding events reshaped the future of the Moon - the sudden boom in the private space sector and the discovery of water frozen in permanently shadowed craters on the Moon's surface. All of a sudden, setting up a base on the Moon was not only desirable but feasible, too. "If you want to explore space with humans, water becomes one of the most critical commodities," explains <keyword id="1586509" type="General" weightage="50" keywordseo="mahesh-anand" source="Orion">Mahesh Anand</keyword>, a professor of planetary science and exploration at the Open University in the UK "We need water to survive, but water can also be split into its individual components, like oxygen, which we need to breathe." But there are many other resources on the Moon, and as Anand explains, "Water is where the story begins, but it doesn't end there. Utilizing resources in situ - where you are - that's what is actually opening up the field of lunar exploration." The US Artemis program, which had its first launch in 2022, is the beginning of a plan to eventually build a base on the surface of the Moon as well as a space station in orbit around it. The US and its collaborators are not alone in these lunar ambitions - China, too, has plans to establish a permanent presence on the Moon before 2030. And both groups explicitly plan to use lunar resources to accomplish these goals. How this all works legally is an open question that is being debated right now in international venues like the United Nations, but there are some agreements on the books already. "It's fun to think about space as being the Wild West with no rules. But it's not. We do have the Outer Space Treaty," explains <keyword id="16928181" type="General" weightage="50" keywordseo="michelle-hanlon" source="Orion">Michelle Hanlon</keyword>, a law professor at the University of Mississippi in the US This treaty has been signed by most countries and lays out an almost utopian framework for how nations are supposed to act in space. "The main provisions of the Outer Space Treaty say that space is for everybody," Hanlon continues. "Nobody can claim any territory in space, it's free for exploration and use by all, and the Moon and all of the celestial bodies shall be used exclusively for peaceful purposes." Back to the Moon: Space lawyer & planetary scientist tells us what it takes to share the benefits of lunar exploration

The Indian Space Research Organisation (<keyword id="6358064" type="General" weightage="20" keywordseo="isro" source="Orion">ISRO</keyword>) is chalking out the crucial tasks to be done in 2022 and the steps to be taken to increase the number of satellite launches and its manufacturing, said a top official. He also said the regulator for private space sector players Indian National Space Promotion and Authorisation Centre (INSPACe) having Ahmedabad as the headquarters has started hiring people for the top posts from ISRO. "ISRO is looking at the important tasks that can be done this year and the steps to be taken to increase the number of launches and also to increase satellite manufacturing," S.Somanath, Chairman ISRO and Secretary, Department of Space told IANS. According to him, the space agency will look at increasing the space missions with its rockets - Polar Satellite Launch Vehicle (PSLV), Geosynchronous Satellite Launch Vehicle (GSLV), upcoming Small Satellite Launch Vehicle (SSLV). Most of the launches get bunched in the second half of the year and ISRO is looking at expanding it. The Indian space agency has to launch OCEANSAT-3, INS-2B, ANAND- by PSLV-C53 and Micro SAT by the newly developed small rocket Small Satellite Launch Vehicle (SSLV) in May. Further, the launch of four ton communication satellite GSAT-24 is also scheduled during the first quarter of this year using Ariane 5 rocket owned by Arianespace. The space agency is also looking at the government policy to increase the manufacturing of satellites. It is said the government has put ISRO on hold from manufacturing satellites without signing up the users upfront. According to Somanath, the industry feedback on the various draft policies issued for the private and public sector players has been received and the final policies will be announced. The data it collects will help organisations globally to detect, monitor and predict global phenomena in real-time. “The data from Pixxel’s satellite will be used to solve some of humanity’s most pressing problems today such as flagging pest infestations and crop diseases in time, detecting forest fires early, talking air and water pollution levels, detecting oil spills and gas leaks and mapping large scale geological changes among other things,” said Awais in a statement. It also includes understanding the business impact of what these connected devices actually bring."And there's also the problem of connected devices that shouldn't be there. Nyansa CTO and co-founder Anand Srinivas has seen this problem in hospitals and retail. For example, an X-ray or electrocardiogram machine should be on a secure network because of the sensitive patient data it collects. However, he's seen smart TV's and even cars connected to the same network, likely because a member of the hospital staff connected their own personal devices to the hospital's network. In <a href="https://www.businessinsider.com/google-cloud-takes-on-amazon-new-retail-platform-2019-4">retail customers</a>, he's seen devices like pet trackers and even a Lovebox connected to their secure networks."When it talks on the network, every time it talks, who is it talking to? That's the data that we're collecting," Srinivas told Business Insider. "You see the weirdest devices." <h2>The IoT revolution</h2>What's happening today, Ankumah says, is that companies might know the benefit of connected devices, but they don't truly understand the benefits of them."Learning with customers is such a critical thing," Ankumah said. "Where things move so fast, thinking through and working closely with customers is what is separating us from [competitors]."Ankumah says the IoT revolution reminds him of the web boom in the late 1990s. Phillips Top 10? These shows, now shared around social media by nostalgia lovers, were the first taste of Hindi TV programmes for many millennials. The generation saw the country move away from one or two channels with very limited entertainment programming; with the entry of private companies into satellite programming, forcing Indians to buy TVs that needed remotes. The man who made this revolution possible was Subhash Chandra, a bright young man from Hisar. Born into an Agrawal Bania family, Chandra entered into business early in his life, and in the 70s before TV wasn’t around in India. After his family business fell into debt, he had to abruptly leave college, go back to Haryana and work on repaying debts. He started off running a pulse polishing mill with moderate success, but his fortunes improved as he supplied grains to Food Corporation of India (FCI). By late 80s and early 90s, he was exporting rice and soybeans to Russia, and had also started a packaging company. It was all running smoothly, until one election season he saw that politicians were renting out vans with projectors and screens for their roadshows. He later learnt that Five-Star Hotels owned satellite dishes and were telecasting CNN during the Gulf War. He then intended to lease a transponder in Hong Kong and broadcast from there. STAR’s Li Ka-shing was not so receptive to the idea of broadcasting business in India. After many twists and turns, he rented a transponder; and India’s got its first Hindi channel in the Star bouquet in 1992. Initially there was only three hours of programming, with reruns of old DD serials. But it soon branched<a href="https://www.livemint.com/Opinion/JV7xB6PWkkl5q2Glq8tT8K/The-zee-story-turns-20.html"> out with chat shows </a>like Chakravyuha. Many media barons like Ronnie Screwala who produced the chat show started their careers at Zee. Pritish Nandy also had a show on it called Fiscal Fitness. The hugely popular Aap Ki Adalat, which now airs on India TV, also debuted on Zee. Rajat Sharma, its popular interviewer, also expanded the group’s political vista. The Union Minister Smriti Irani was briefly a stringer for Zee News which was launched later by the group. She, however, also became the star of Star Plus’ super hit TV show Kyunki Saas Bhi Kabhi Bahu Thi in early 2000s. In addition to comedy shows, Zee diversified into drama shows like Neena Gupta starring Parampara in addition to <keyword id="20328692" type="General" weightage="20" keywordseo="zee-horror-show" source="keywords">Zee Horror Show</keyword>. Its hugely popular Antakshari show was hosted by stars like Renuka Shahane, Pallavi Joshi and Annu Kapoor. <div type="image" title="annu kapoor" msid="107136187" hostid="261" caption="&amp;lt;p&amp;gt;Source: Twitter (Now X)&amp;lt;/p&amp;gt;"></div> Bags of fan mail In spite of growing success, Chandra had to convince advertisers to shift from print and outdoor ads to TV advertising. He did it by lugging along bags of fan mail sent by viewers of his shows. By the time other players saw how valuable reaching all over India with Hindi shows was, he was miles ahead. He added more channels across movies, music in addition to news, across languages to his bouquet. By the time the world entered the new millennium, he had captured a large chunk of India’s eyeballs, not to mention hearts. The deal with Richard Li, son of Li Ka-shing also included an option to buy 25% stake in the venture within a year. By the time he realised it was good business, the option had long expired. Chandra refused to sell him the stake, took his company public, and the issue was subscribed 60 times over. The goatee-sporting man had become one of India’s first media barons and a billionaire. A failed hostile takeover By 2004, his media conglomerate was running steady, but Chandra, true to himself, was already hunting for the next big bet. The sector he chose was infrastructure. Back then, India was building roads, adding power generation as well as distribution assets, and setting-up ports and airports with a renewed fervour. Many small regional players like GMR and GVK became national companies after they won large-scale airport projects. It seemed like a good business. However, by the time Chandra entered it in 2008, the sector was showing signs of fatigue, due to credit crunch and more. Players were seeing the effects of adding heavy debt onto books. One such company was Hyderabad-based IVRCL which had a good set of projects, sizeable orderbook but was crushing under debt, in 2012. It was borrowing money for working capital purposes, and projects were moving ahead slower. Chandra believed that a hostile takeover of the company would catalyse its infra business which was executing a few highway projects. He went in and acquired a tad over 12% stake in the company when IVRCL too changed track. It stopped bidding for new projects, started monetising its projects and paring down its debt. Eventually Chandra had to sell off his stock at a loss. Takeovers are a high stakes game. Though the financials were never disclosed, the assumption, based on the company’s market cap at that time, he might have spent ₹200 crore on it. On the other hand, its own infrastructure business never scaled up later on, and continued to report deep losses for the next few years. It was a strategy gone wrong, as he later admitted in his open letter. Politics to pledging In 2016, Chandra made his political debut to become a Rajya Sabha MP representing BJP in Haryana. The close contest between him and the Congress candidate R K Anand was also interesting in other ways too. Chandra was declared winner after 14 votes were made invalid as they used the wrong pens. In 2022, Chandra changed his ‘native home <a href="https://www.newslaundry.com/2022/06/08/why-subhash-chandras-rajya-sabha-dreams-are-now-congresss-nightmares">town’ to Rajasthan</a> and filed his nomination as an independent candidate backed by BJP. He however accepted defeat after he fell short of over 40 votes. On the other end, his business was branching out into many businesses, with varying successes, soaking in capital. It entered financial services, acquired Peerless Mutual Fund, investment banking, private equity and much more. It went into education with a chain of K-12 schools, gold refineries in addition to related media businesses like Fun Cinemas and Dish TV. He also had plans for a wellness company. These expansions came at a cost, and a huge debt. The group soon had 87 operating companies which had straddled debt to the tune of ₹17,000 crore, as per estimates. How was so much money raised? The promoters had to pledge their shares in listed entities like Zee Entertainment, Dish TV, Zee Media Corporation, SITI Networks, <keyword id="19960022" type="General" weightage="20" keywordseo="zee-learn" source="keywords">Zee Learn</keyword> and Shirpur Gold refinery. Reports suggest that <a href="https://www.thequint.com/amp/story/news%2Fbusiness%2Fdoes-zee-news-need-a-commercial-bank-subhash-chandra#read-more">anywhere between 60-90% of their </a>shares in these companies were pledged with lenders in the mid-2010s. The chickens however came to roost in 2018 when the<a href="https://economictimes.indiatimes.com/markets/stocks/news/ilfs-crisis-spilling-beyond-finance-chandras-zee-feeling-the-heat/articleshow/67734787.cms?from=mdr"> NBFC IL&amp;FS bankruptcy spooke</a>d the markets, making it tough for him to rollover debt. The loss of crown jewel Soon, the promoters were forced to sell the stake that they had pledged. Zee’s promoter shareholding fell from 42% to a dismal 4% in its crown jewel, Zee Entertainment. In the meanwhile, its flagship Zee’s earnings also started dwindling, worrying analysts and investors; that led the market regulator to look into it. Between 2021 and 2023, its profits slid by 48%. In 2021, for the second time in two years, Chandra admitted to his mistakes that led to default. He announced <a href="https://economictimes.indiatimes.com/industry/media/entertainment/media/subhash-chandra-claims-91-debt-with-43-lenders-settled/articleshow/85007881.cms?from=mdr">that he had settled</a> 91% of his debts with 43 lenders. “I have no regrets for parting with a substantial ownership in the business and specially in the jewels of the crown,” he said in an open letter. Apart from the promoter crisis, the businesses were moving at a slow pace too. Satellite pay TV has become less attractive to viewers now used to streaming. Dish TV, owned by his brother, has been losing steam as well. Edtech is facing its own existential crisis. His digital ventures of Zee5 progressed but at a slow rate due to heavy competition. There are no updates on his plans for its metaverse venture, oddly named Maayaverse. On top of it, Zee’s plans to merge with Sony fell through, after two years of negotiations. Sony is also seeking a $90 million termination fee, which Zee intends to contest. That means more legal troubles, barely a year after it settled a dispute with J C Flowers, an asset reconstruction company. Chandra and his son Puneet Goenka are now part of a <a href="https://www.ndtv.com/india-news/sebi-subhash-chandra-punit-goenka-sebis-flowcharts-explain-how-zee-bosses-allegedly-faked-loan-recovery-4119857">probe by market regulator SEBI</a>, to see if money was siphoned off from the listed entities. That would be a tough spot to any businessman, let alone one who is devoid of crown jewels and without a seat in the parliament. From A to Zee: Subhash Chandra’s spectacular rise and fall

With more startups getting on board, private sector participation in India's space sector will get further momentum this weekend with the launch of ISRO's PSLV-C54. In addition to ISRO's Earth Observation Satellite - 06 (Oceansat-3), the rocket will carry eight nano-satellites. The upcoming flight comes close on the heels of the launch of Vikram-S (a sub-orbital launch vehicle from Hyderabad-based Skyroot Aerospace), the first rocket built by a private company in India, on November 18. PSLV-C54 will also carry ISRO Nano Satellite-2 for Bhutan (INS-2B) and four numbers of Astrocast, a technology demonstrator satellite for the Internet of Things (IoT) as the payload from Spaceflight, the USA. According to Bengaluru-headquartered ISRO, EOS-6 is the third-generation satellite in the <keyword id="2310307" type="General" weightage="80" keywordseo="oceansat" source="Orion">Oceansat</keyword> series. This is to provide continuity services for Oceansat-2 spacecraft with enhanced payload specifications as well as application areas. The payloads are: Ocean Colour Monitor (OCM-3), Sea Surface Temperature Monitor and Ku-Band Scatterometer (SCAT-3) and 'ARGOS' Mission Objectives are: To ensure the data continuity of ocean colour and wind vector data to sustain the operational applications; to improve the applications, some additional datasets such as sea surface temperature and more number of bands in the Optical region for fluorescence and in Infrared region for atmospheric corrections are accommodated, and to develop/improve related algorithms and data products to serve in well- established application areas and to enhance the mission utility. INS-2B (BhutanSat) will have two payloads -- NanoMx and APRS-Digipeater. NanoMx is a multispectral optical imaging payload developed by Space Applications Centre. APRS-Digipeater payload is jointly developed by the Department of Information Technology and Telecom, Bhutan and the U R Rao Satellite Centre, Bengaluru. 'Anand' satellite is a technology demonstrator to demonstrate the capabilities and commercial applications of a miniaturised earth-observation camera for earth observation using a microsatellite in Low Earth Orbit. The Thybolt spacecraft includes a communication payload to enable rapid technology demonstration and constellation development for multiple users. It also demonstrates Store-and-Forward functionality for authorised users in the amateur frequency band. "The satellites shall be deployed by using Dhruva Space Orbital Deployer to perform the specific mission operations for a minimum lifetime of one year," according to the national space agency. Big B’s best movies are back on the big screens - Here are 11 you can watch

The recently announced <keyword id="9460361" type="UNKNOWN" weightage="20" keywordseo="space-sector-reforms">space sector reforms</keyword> are not aimed at privatisation of Indian Space Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>), its Chairman and Secretary in the Department of Space, K Sivan asserted on Thursday. The space agency also stated that the draft on the proposed space activity bill is almost final and it will soon be placed before the Union Cabinet for approval. "When space sector reforms were announced by the government there were many misconceptions like it would lead to privatisation of ISRO. It is not. Again and again I'm repeating it is not the privatisation of ISRO," Sivan said. Addressing a webinar on "Unlocking of India's Potential <keyword id="7412163" type="UNKNOWN" weightage="20" keywordseo="in-space">in Space</keyword> Sector," he said the whole aim of reforms is enabling the private players to carry out the space activities which is otherwise being done by ISRO. "In fact, the activities of ISRO are going to increase and ISRO will be able to better utilise its resources in taking up developmental as well as capacity building activities of the government, rather than the routine production activity," he added. The Union Cabinet on June 24 approved participation of the private sector in the entire range of space activities, including planetary exploration missions. It had said, the newly-created Indian National Space Promotion and Authorisation Centre (IN-SPACe) will provide a level playing field for private companies to use Indian space infrastructure, by hand-holding industries in space activities through encouraging policies and a friendly regulatory environment. Also, the New Space India Limited (NSIL), a PSU under the Department of Space, will endeavour to re-orient space activities from a "supply driven" model to a "demand driven" model, thereby ensuring optimum utilisation of our space assets, it had said. Noting that the space sector reform introduced by the government is going to be a "real game changer", Sivan said private sector participation in the space sector has been increasing worldwide and it is a healthy trend, as it increases diversity. In India too space sector startups are taking developmental activities in both launch vehicles as well as in satellites, he said. However, there was no mechanism available in the country to extend technology and infrastructure support to them. Also there was no regulatory mechanism to control the private sector activities, so an institutional mechanism has been created as part of reform. Further observing that with the opening of the space sector, ISRO can focus on technology development and capacity building Sivan said in addition to that it will also facilitate private sector participation in major national missions through announcement of opportunity. However, the private sector will have to do their own research and development activities, business viability studies, funding as well as finding customers for their services, he said. Pointing out that import of communication satellites is now in the embargo list under 'Aatma Nirbhar Bharat Abhiyan', the ISRO Chief said there will be a need for large number of communication satellites to be launched in the immediate future and this could be a huge opportunity for ISRO and also for the private sector. Launching a small satellite is another area where there is a huge projected demand and some startups are interacting with ISRO at an advanced stage and may launch very soon. According to ISRO officials, more than 500 industries are currently involved in activities such as production of components and more than 80 per cent of the launch vehicle and 60 per cent of the spacecraft budget is spent on industry. Scientific Secretary to ISRO, R Uma Maheshwaran said participation of the private sector in end-end space activities is definitely a strategy to expand the space economy. Noting that the private sector is much eager now, he said a lot of people are coming forward to make launch vehicles, and satellites and providing space based services. Uma Maheshwaran also said a mechanism is required regarding the indulgence of the private sector and for this, enactment of the space activity bill is a primary requisite. "It (bill) is almost in its final shape now, we have presented it to the Ministry (PMO) for inter-ministerial consultation and we feel that very soon it will be approved by the Cabinet and presented to the Parliament for making it an act. This is mandatory as India is signatory to the outer space treaty," he added. Vijay Raghavan, noting a lack of risk capital for industry to sufficiently invest in R&amp;D, said risk needs to be mitigated and for this the combination of talent and material resources, partnering with industry is needed. The opening of the space sector in India will have its impact globally, and also all sectors in India, he said adding that ".. this is an opportunity to increase volume and quality in extraordinary ways." Suggesting that space may well become the new "gold rush", Anand Mahindra said though India has an established and credible space programme, its share of the market is miniscule and he was sure that beginning now it will change with the entry of the private sector. "... it is our opportunity to level the playing field, by leveraging our competitive advantages and we have to seize it now," he said, while admitting that industry and private sector are often "uneasy bedfellows", but we have to make these reforms work as it is the best way forward". Sunil Mittal stressed on the need for the policy on participation of private sector in space programme to be "light-touch" but said it should be very strong on security, foreign policy aspects and some of the guidelines need to be very clear so that industry participants know how to operate within the policy framework. ISRO Chairman K Sivan asserts that space sector reforms are not aimed at privatising the agency

<ul><li>The Indian Space Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>) is turning into a facilitator as it looks for the private sector to play a bigger role in space technology in the ‘second space age’.</li><li>Despite the COVID-19 cash crunch, the <keyword id="10279586" type="UNKNOWN" weightage="20" keywordseo="Budget-2021-22">Budget 2021-22</keyword> has not deprioritised the space sector with a 3.48% increase in expenditure allocation.</li><li>Money earmarked for <keyword id="7832818" type="UNKNOWN" weightage="20" keywordseo="new-space-india-limited">New Space India Limited</keyword> — the Indian Space Research Organisation’s commercial arm — saw its budget increase 138 times.</li><li>According to space policy expert Chaitanya Giri, the government is looking to monetise ISRO's intellectual property and bring in fresh revenue.</li></ul>The Indian Space Research Organisation (ISRO) is on the road to transforming itself from an end-to-service provider for India’s space programme into a facilitator. It’s a departure from the mindset of yesteryears where ISRO was only there to cater to the government’s requirements,” Chaitanya Giri, space policy expert and fellow with think tank Gateway House, told Business Insider. Doubling down on space sector reforms The push for private sector participation in the space sector is a strategic necessity, according to Giri. “For our commercial sector to get started on this front, it will need governmental space agency ISRO to get things done at its end first,” he points out. India’s edge in the global market was its ability to keep things cheap. An advantage that has now been diluted by the emergence of companies like Elon Musk’s SpaceX who have made launching satellites more competitive. Its Crew Dragon capsule is another indication that the second space age will be run by the commercial sector. “They will be building the rockets, launch services, building space capsules and providing logistics,” explained Giri. NSIL is set up, but what comes next? Last year, in May, Finance Minister Nirmala Sitharaman announced <a href="https://www.businessinsider.in/science/space/news/india-tells-isro-to-give-startups-and-private-players-access-to-geospatial-data-and-testing-facilities/articleshow/75776128.cms">major reforms</a> for the space sector as a part of the Atma Nirbhar package — including the setting up of the Indian National Space Promotion and Authorisation Centre (IN–SPACe). “In-SPACe was supposed to be formed by the end of last year — by December 2020 — so it’s getting slightly extended. But, I’m pretty sure that it will be completely established within the next two months,” Pawan Kumar Chandana, co-founder of Skyroot Aerospace told Business Insider in a <a href="https://www.facebook.com/BusinessInsiderIndia/videos/410805019999418">pre-budget interaction</a>. <div type="javascript" title="Custom" contenttype="Video"><cdata><![CDATA[]]></cdata></div> According to Giri, the Indian Space Research Organisation (ISRO) has always built its own rockets and satellites. But, that will no longer be the case. “They want to include all of these small startups that have emerged and start giving them contracts according to their niche,” said Giri. <keyword id="9455914" type="UNKNOWN" weightage="20" keywordseo="IN-SPACE">In-SPACe</keyword> opens up ISRO’s treasure trove of satellite data to private players and will allow start ups to use the apex space agency’s testing facilities to develop their own technologies. The challenge lies in setting the price points for this use. “Like always, when it comes to finance, every rupee counts when it comes to the government… And, the government's mandate is to encourage the private sector, so they cannot charge it as high as they may want to,” Chandana explained. DataLabs by <a href="https://inc42.com/datalab/to-infinity-and-beyond-indias-space-technology-startups-are-starting-to-blow-their-thrusters/">Inc42</a> shows that there are around 120 active startups working in the space sector right now. Most of them emerged in or after 2014. Moreover, the Economic Survey 2020-21 pointed out that only around 40 startups are already working with the government. "This number is likely to increase in coming years with technology to play a big role,” it added optimistically.
