New Delhi [India], July 24 (ANI): A <keyword id="4261957" type="General" weightage="20" keywordseo="general-discussion" source="Orion">general discussion</keyword> on the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> and the budget for the Union Territory of Jammu and Kashmir for the fiscal year 2024-25 will be held in the <keyword id="19895369" type="General" weightage="100" keywordseo="Rajya-Sabha" source="keywords">Rajya Sabha</keyword> later on Wednesday. <keyword id="19956758" type="General" weightage="20" keywordseo="finance-minister" source="keywords">Finance Minister</keyword> <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> presented both the Union Budget and the <keyword id="22525621" type="General" weightage="20" keywordseo="Jammu-and-Kashmir-Budget" source="keywords">Jammu and Kashmir Budget</keyword> in the House on July 23. The discussion is crucial as both the budgets shape the financial direction of the country and the Union Territory, respectively. The Union Budget outlines the government's revenue and expenditure plans for the upcoming fiscal year, while the budget for the Union Territory of Jammu and Kashmir is a significant event considering the developmental needs. This includes the 124th Report on Construction of Toilets in Schools by CPSEs; the 125th Report on Rejuvenation of the Ganga (Namami Gange); the 126th Report on Avoidable Payment due to Non-Charging of Service Tax/GST from the Passengers; and the 127th Report on Action Taken by the Government on the Observations and Recommendations of the Committee contained in their 46th Report (16th Lok Sabha) on Implementation of the Public-Private Partnership Project at Chhatrpati Shivaji International Airport, Mumbai, among others. The reports were presented to the Speaker on February 23 and April 29, 2024, and to the Chairman, Rajya Sabha, on February 28 and May 13, 2024, before the dissolution of the 17th Lok Sabha. The Speaker had ordered the printing, publication and circulation of the reports. As per the business list of the Rajya Sabha, Union Minister for Parliamentary Affairs Kiren Rijiju will move the motion for election to the committee on the welfare of other backward classes. Kiren Rijiju will also move the motion for nomination to the committee on the welfare of scheduled castes and scheduled tribes. The motion for nomination to the committee on public accounts will also be moved by Union Minister Rijiju in the House today. Finance Minister Nirmala Sitharaman presented the Union Budget 2024-25 on Tuesday during the Monsoon Session of <keyword id="19895397" type="General" weightage="20" keywordseo="Parliament" source="keywords">Parliament</keyword>. Rajnath Singh proposes Narendra Modi as NDA parliamentary party leader, top NDA leaders support

"During his address, Rahul Gandhi made an objectionable statement that a lot of atrocities are happening against Muslims and Christians in India. I believe that the numbers don't suggest this. The last 10 years have been the most peaceful time for India after independence if you see the numbers," Dilip Mandal told ANI. "During the Congress regime, so many riots used to happen, if you compare that in the last 10 years, only two major communal riot incidents have happened, Delhi and Manipur. So the scale has reduced...riots don't last long now," he said. Mandal alleged Gandhi's remarks as an attempt "to scare investors" and added that the Congress party is "again trying to appease" Muslims. "This is an attempt to scare the investors and it will affect India. Congress is again trying to appease Muslims. He is thinking of getting the Muslim votes, especially the Muslim votes of Bihar and UP, from SP and RJD," Mandal said.

Portions of Rahul Gandhi's speech in Lok Sabha expunged

New Delhi, The Congress on Wednesday gave a notice on moving a <keyword id="394128" type="General" weightage="20" keywordseo="no-confidence-motion" source="Orion">no-confidence motion</keyword> against the Narendra Modi-led central government in the <keyword id="6355187" type="General" weightage="100" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> over the <keyword id="6359754" type="General" weightage="80" keywordseo="manipur" source="Orion">Manipur</keyword> issue.Congress deputy leader in Lok Sabha Gaurav Gogoi will move the motion, party's whip in Lok Sabha Manickam Tagore told PTI. Although the decision to move the no-confidence motion is that of the united opposition, Gogoi, who is an MP from Assam, will move the motion, he said. "The INDIA alliance is together and this is the idea of the INDIA alliance. Congress party's leader will be moving the motion. We feel that it is our duty to use this last weapon to break the arrogance of the government and make them speak on Manipur," Tagore asserted. He said the notice for the motion was submitted in the Speaker's office at 9.20 am on Wednesday. Meanwhile, BRS MP Nama Nageshwar Rao also submitted a notice to move a no-confidence motion against the Union Council of Ministers. The K Chandrashekar Rao-led Bharat Rashtra Samithi (BRS) is not a part of the INDIA alliance. The alliance of 26 opposition parties, INDIA, had decided to move the motion in order to make Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> speak in Parliament on the Manipur violence, senior leaders of the front said. The Congress earlier also issued a whip in the Lower House of Parliament for its members to be present in its parliamentary office by 10.30 am on Wednesday to "discuss some important issues". Although the no-confidence motion by opposition parties is bound to fail the numbers test, opposition parties argue that they will win the battle of perception by cornering the government on the Manipur issue during the debate. They contend that it is also a strategy to make the prime minister speak in Parliament on the crucial matter even as the government has been insisting that Union Home Minister Amit Shah will reply to the debate on the Manipur situation. Earlier in the day, the opposition parties met at the chamber of the Leader of the Opposition Mallikarjun Kharge to chalk out the future course of action.

Congress submits notice on bringing no-confidence motion against Modi govt

"Do not get intimidated by anyone. Do not bow down to any unconstitutional means. Do not be afraid of anyone and discharge your duties, based on merit, on this counting day," he wrote. "We owe it to future generations, a vibrant Democracy and a long-lasting Constitution, as penned by the makers of modern India," he said. "Independence of the institutions is paramount, for every civil servant takes oath of the Constitution that they 'will faithfully and conscientiously discharge their duties and will do right to all manner of people in accordance with the Constitution and the law, without fear or favour, affection or ill-will'," he said. "In this spirit we expect every bureaucrat and officer - from top to bottom of the hierarchy, to discharge their duties in the spirit of the Constitution, without any coercion, threat, pressure or intimidation either from the ruling party/coalition or from the opposition party/coalition," the Congress chief said in his letter. He said that the Congress, through the Constitution prepared by inspirational founding members such as Pandit Jawaharlal Nehru, B R Ambedkar, Rajendra Prasad, Maulana Azad, Sarojini Naidu and countless others, not only created a framework of strong governance, but also ensured affirmative action through representation of the marginalised in the bureaucracy and the civil society. "The last decade has witnessed a systemic pattern to assault, undermine and suppress our autonomous institutions by the ruling party. India's Democratic ethos are being consequently damaged. There is a widespread tendency to turn India into a regimental dictatorship. "We are increasingly seeing some institutions shedding their independence and brazenly following the diktats of the ruling party. Some have completely adopted their style of communication, their way of functioning, and in some cases even their political rhetoric," Kharge said. But it is not their fault, he said. "With brute power, threat, coercive mechanisms and misuse of agencies, this tendency to bow to the powers that have become a way for their short-term survival. Even though, in this denigration, India's Constitution and Democracy have become a casualty." The Congress chief also said that the "will of the people" is supreme, and people want Indian bureaucracy to again be the same 'Steel frame of India' as envisaged by Sardar Patel. "Indian National Congress now urges the entire bureaucracy, to adhere to the Constitution, enact their duties, and serve the nation, without fear, favour and ill-will against anybody," Kharge said. Counting for the 2024 Lok Sabha elections would be held on Tuesday, and both the ruling NDA and the opposition INDIA bloc have claimed victory. Meanwhile, BJP IT cell head Amit Malviya shared a purported letter of the Congress in which it has asked all its cadres to reach the counting centres. However, there was no confirmation of the letter from the Congress. The Home Minister said that in Assam, people whose name has not figured in the draft list, have the right to go to the Tribunal. "Tribunals will be constituted across Assam. If any person doesn't have the money to approach tribunals, then the Assam government will bear the cost to hire a lawyer," he said. He reiterated that all citizens of India irrespective of religion will figure in the NRC list. The Home Minister said the government accepts that Hindu refugees, Buddhists, Jain, Christians and Sikh and Parsi should get this country's citizenship and this is why the Citizenship Amendment Bill is there. "All refugees coming from Bangladesh, Pakistan and Afghanistan on account of religious atrocities will get citizenship under the Bill," he said. He said Lok Sabha had passed the Bill and the Select Committee had approved it but Lok Sabha had lapsed. "Now it will come again. It has no connection with the NRC," he said.
