<ul class="summary-list"><li><keyword id="12048080" type="UNKNOWN" weightage="60" keywordseo="howard-university" source="Orion">Howard University</keyword> <keyword id="11897978" type="UNKNOWN" weightage="60" keywordseo="students" source="Orion">students</keyword> are protesting what they say are rising tuition costs and moldy dorms.</li><li>The students are demanding changes to the school board and want to meet with the administration.</li></ul><p>Howard University students began a sit-in Tuesday evening, demanding changes at the school, citing rising costs and the safety of university dorms.</p><p>Students say they're frustrated with the administration and began a sit-in at the Blackburn University Center, sleeping on couches and floors, <a href="https://www.wusa9.com/article/news/local/howard-university-sit-in-housing-demands-representation/65-2a58cdd0-cb3e-4ba0-8a10-3be985f6038e">WUSA</a> reported.</p><p>The group highlighted <a href="https://campaigns.organizefor.org/petitions/howard-university-students-demand-action-from-administration-and-trustees">four key demands</a>, which it shared during the demonstration on Tuesday night:</p><ol><li>In-person town hall with President Frederick and the HU administration scheduled before the end of October.</li><li>Commit (in writing) to authorizing the HUSA President and GSA Chair to have voting power on the Board of Trustees.</li><li>Reinstate ALL Affiliate Trustee positions (students, faculty, and alumni) on the Board of Trustees.</li><li>The President and Chairman of the Board propose a meeting with student leadership outlining their "Housing Plan" to protect the incoming classes of Howard's immediate future.</li></ol><p>In a Wednesday video posted on Twitter, Howard senior and the Live Movement founder, Aniyah Vines, accused the administration of violating the code of conduct.</p><p>"It says we are free from intimidation from administration," she said in the video pointing to a sign behind her. "They literally pulled a false fire alarm on us to get us out. They called the firefighters. They called MPD. They forcibly tried to push us out. We had to literally bar our arms together to not be moved. So I don't know how much more intimidating it can get."</p><p>Howard University refuted that claim in a statement on Twitter later Wednesday, saying, "The well-being of our students is always one of our top concerns and we will also support the right to a peaceful <keyword id="11902710" type="UNKNOWN" weightage="60" keywordseo="protest" source="Orion">protest</keyword>."</p><p>The statement from interim vice president of student affairs Cynthia Evers went on to allege "a small group interrupted the constructive dialogue" and "moved to occupy the building" during a town hall. She said some students would have to meet with the school's judicial affairs on possible code of conduct violations.</p><p>She also outlined steps the university has taken to alleviate the housing situation and encouraged students to reach out to various school offices for support.</p><p>In 2018, students at Howard conducted a nine-day protest, <a href="https://www.npr.org/sections/thetwo-way/2018/04/06/600401378/9-day-student-protest-at-howard-university-ends-with-a-deal">NPR previously reported</a>. Back then, the students demanded action on the school's sexual-assault policy, food resources, and campus police carrying weapons.</p><h2>Protests at other HBCUs</h2><p>Howard University students are not the only ones attending historically Black colleges and universities who are holding demonstrations and making demands to their leadership.</p><p>At <keyword id="12314679" type="UNKNOWN" weightage="60" keywordseo="alcorn-state-university" source="Orion">Alcorn State University</keyword>, the oldest <keyword id="11940158" type="UNKNOWN" weightage="60" keywordseo="hbcu" source="Orion">HBCU</keyword> in the United States, students held demonstrations on the campus lawn in September demanding the resignation of university president, Felecia Nave.</p><p>The nonprofit <keyword id="11893589" type="UNKNOWN" weightage="60" keywordseo="news" source="Orion">news</keyword> organization <a href="https://mississippitoday.org/2021/10/12/whats-happening-in-this-house-is-hurting-me-why-students-at-alcorn-state-called-for-their-president-to-resign/">Mississippi Today</a> spoke to students who said the university was no longer conducive for low income students.</p><p>One student told Mississippi Today it's tough to call things out at an HBCU because it reinforces certain stereotypes about Black colleges, but said they are being harmed by what is happening.</p><p>"It's almost like, 'What happens in this house stays in this house,'" the student told the news outlet. "But that can't really happen when what's happening in this house is hurting me."</p><p>Nave became president of Alcorn in 2019. Mississippi Today reported that she implemented policies in January 2020 that if class sizes didn't meet a minimum threshold they would be canceled and instructors would be expected to teach five courses instead of four per semester, without a bump in pay.</p><p>Students and faculty complained to Mississippi Today about spotty WiFi, outdated technology, and more work for faculty for the same pay.</p><p>After the demonstrations, Nave hosted a town hall to address questions and concerns from students and faculty.</p><p>She released a statement saying in part that the protests "deeply saddened" her, and she promised to be more visible on campus, "enhance student engagement," and "strengthen the technology infrastructure."</p><p>And Texas Southern University Law students had a peaceful gathering with administrators last month, voicing grievances about spotty WiFi, technology infrastructure, and other issues students are facing on campus, the <a href="https://www.google.com/search?q=the+houston+chronicle&amp;oq=the+houston+chronicle&amp;aqs=chrome..69i57j0i512l4j46i175i199i512j0i512j69i60.2897j0j7&amp;sourceid=chrome&amp;ie=UTF-8ome&amp;ie=UTF-8">Houston Chronicle</a> reported.</p>

<ul class="summary-list"><li>Nearly a dozen HBCUs across the country reported bomb threats on the first day of Black History Month.</li><li>Howard University, Alcorn State, and Jackson State are among those targeted on Tuesday morning.</li></ul><p>Over a dozen historically Black colleges and <keyword id="12924987" type="UNKNOWN" weightage="60" keywordseo="universities" source="Orion">universities</keyword> across the country received bomb threats on the first day of Black History Month.</p><p><a href="https://twitter.com/JacksonStateU/status/1488490882156437506?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet">Jackson State</a>, <a href="https://twitter.com/KyStateU/status/1488464848241545218">Kentucky State</a>, <a href="https://twitter.com/FVSU/status/1488471649859026946">Fort Valley State</a>, <a href="https://twitter.com/MorganStateU/status/1488470520161001475">Morgan State</a>, <a href="https://twitter.com/XULA1925/status/1488475243295424514">Xavier University of Lousiana</a>, <a href="https://twitter.com/ewctigers/status/1488449821396672514">Edgar Waters University</a>, and <a href="https://twitter.com/HowardU/status/1488489854065332224">Howard University</a> all posted to Twitter early Tuesday morning saying they had received bomb threats. </p><p><a href="https://www.alcorn.edu/">Alcorn State</a> and <a href="https://www.alcorn.edu/">Tougaloo College</a> also both posted to their respective websites saying they would hold classes remotely after a Tuesday <keyword id="11900982" type="UNKNOWN" weightage="60" keywordseo="bomb-threat" source="Orion">bomb threat</keyword>. </p><p>The University of the District of Columbia investigated a bomb threat at around 3:20 a.m., but classes continued as normal on Tuesday, a spokesperson told Insider. </p><p>In addition, <a href="https://twitter.com/SpelmanCollege/status/1488538517210812422">Spelman College</a> said that law enforcement responded to a potential threat.</p><p>"The Atlanta Police Department and the Georgia Bureau of Investigation were immediately responsive and swept the campus with the assistance of bomb detection dogs," Spelman College President Mary Schmidt Campbell said in a <a href="https://spelmancollege.activehosted.com/index.php?action=social&amp;chash=b56a18e0eacdf51aa2a5306b0f533204.1243&amp;s=ee5525248a8605980996531efce389b4">statement</a>. "No devices were detected."</p><p>Meanwhile, two more schools also posted warnings — though they didn't specify if the emergencies were the result of a bomb threat.</p><p>Mississippi Valley State posted to <a href="https://www.facebook.com/valley.state/">Facebook</a> that all "persons on campus are advised to shelter-in-place until further information is available."</p><p>Meanwhile, Coppin State University posted an <a href="https://www.coppin.edu/news">emergency alert to its website</a> and told people to "shelter in place."  </p><p>As of 7:30 a.m. local time, Howard University <a href="https://twitter.com/HowardU/status/1488489854065332224">said</a> Washington DC's Metropolitan Police had given an "all-clear" and the shelter-in-place was lifted.</p><p>It's the <a href="https://www.insider.com/bomb-threats-at-hbcus-across-country-investigations-underway-2022-1">second day in a row</a> that multiple HBCUs received bomb threats.</p><p>On Monday, Delaware State, Southern University and A&amp;M College, Albany State, Bowie State University, and Bethune-Cookman University also were threatened. </p><p><em>This story is developing. Bomb threats were reported at nearly a dozen HBCUs on the first day of Black History Month

<ul class="summary-list"><li>Dozens of <keyword id="11994353" type="UNKNOWN" weightage="60" keywordseo="bomb" source="Orion">bomb</keyword> threats have been made at Historically Black Colleges and Universities across the country.</li><li>The <keyword id="11964162" type="UNKNOWN" weightage="60" keywordseo="fbi" source="Orion">FBI</keyword> says it's investigating the threats as "racially or ethnically motivated."</li></ul><p>The Federal Bureau of Investigation is investigating the series of bomb threats made against several Historically Black Colleges and Universities as "racially or ethnically motivated violent extremism and hate crimes," the Bureau told Insider in a Wednesday <a href="https://www.fbi.gov/news/pressrel/press-releases/fbi-statement-on-investigation-into-bomb-threats-to-historically-black-colleges-and-universities-and-houses-of-worship">statement</a>.</p><p><a href="https://www.insider.com/bomb-threats-hbcus-first-day-black-history-month-2022-2">Dozens</a> of bomb threats were made against HBCUs across the country on <a href="https://www.insider.com/bomb-threats-at-hbcus-across-country-investigations-underway-2022-1">Monday</a> and <a href="https://www.insider.com/bomb-threats-hbcus-first-day-black-history-month-2022-2">Tuesday</a>. </p><p>On January 31, Delaware State University, Southern University and A&amp;M College in Baton Rouge, Albany State University, Bethune-Cookman University, Howard University, and Bowie State University received threats.</p><p>The following day, and the start of Black History Month, <a href="https://twitter.com/JacksonStateU/status/1488490882156437506?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet">Jackson State</a>, <a href="https://twitter.com/KyStateU/status/1488464848241545218">Kentucky State</a>, <a href="https://twitter.com/FVSU/status/1488471649859026946">Fort Valley State</a>, <a href="https://twitter.com/MorganStateU/status/1488470520161001475">Morgan State</a>, <a href="https://twitter.com/XULA1925/status/1488475243295424514">Xavier University of Lousiana</a>, <a href="https://twitter.com/ewctigers/status/1488449821396672514">Edgar Waters University</a>, <a href="https://twitter.com/HowardU/status/1488489854065332224">Howard University</a>, <a href="https://www.alcorn.edu/">Alcorn State</a>, <a href="https://www.alcorn.edu/">Tougaloo College</a>, and Spelman College were threatened. </p><p><a href="https://www.washingtonpost.com/dc-md-va/2022/01/05/hbcu-bomb-threats-howard-university/">Bomb threats</a> were also made previously against at least eight HBCUs on January 4. </p><p>Many of the universities temporarily closed down their campuses — some holding classes virtually.</p><p>The FBI added that some houses of worship have also been threatened, but no explosives have been discovered on any of the campuses or places of worship thus far, according to the FBI.</p><p>"The FBI is aware of the series of bomb threats around the country and we are working with our law enforcement partners to address any potential threats," said the FBI said in their statement.</p><p>Law enforcement has identified <a href="https://www.nbcnews.com/news/us-news/six-juveniles-identified-fbi-persons-interests-bomb-threats-historical-rcna14591">six</a> "tech-savvy" juveniles as persons of interest, according to a report from NBC <keyword id="11893589" type="UNKNOWN" weightage="100" keywordseo="news" source="Orion">News</keyword>.</p>

FBI investigating bomb threats against HBCUs as 'hate crimes'

A <a href="https://www.sciencedirect.com/science/article/abs/pii/S0955395918301968">recent study seems to suggest that states with such laws saw a subsequent drop in the number of workplace fatalities</a> among young adult workers.</p><p>The study, by economists Mark Anderson of Montana State University, Daniel Rees of the University of Colorado, and Erdal Tekin of American University in the <a href="https://www.sciencedirect.com/science/article/abs/pii/S0955395918301968">October 2018 issue of the International Journal of Drug Policy</a>, looked at how fatal workplace injuries changed after states adopted medical marijuana laws.</p><p>The biggest result that they found was a 19.5% decrease in fatal work injuries among 25- to 44-year-old workers in states that adopted medical marijuana laws, after controlling for various demographic and economic factors. While the analysis found a smaller reduction in fatalities for older and younger workers (and for the entire pool of workers overall), after the adoption of medical marijuana, those results fell below the standard of <a href="https://en.wikipedia.org/wiki/Statistical_significance">statistical significance</a>.</p><p>The authors suggested that a possible reason for the decline in fatal work injuries for young adult workers could be a result of medical marijuana use as a substitute for more dangerous drugs like alcohol and opioids. They wrote, "because the use of alcohol at work is associated with a substantial increase in the risk of injury, and because non-habitual opioid use slows reflexes and impairs cognitive functioning, the enactment of MMLs [medical marijuana laws] could, in theory, make workplaces safer."</p><p><em><strong>Read more:</strong> <a href="https://www.businessinsider.com/workers-unwind-with-office-weed-happy-hours-2019-4">Forget beer and wine: Some companies are holding weed happy hours, where employees can light up in the office</a></em></p><p>The researchers used rates of fatal work injuries in each state and DC between 1992 and 2015 from the Bureau of Labor Statistics' <a href="https://www.bls.gov/iif/oshcfoi1.htm">Census of Fatal Occupational Injuries program</a>, which produces yearly figures on the total number of people who die in the course of doing their jobs in the US.</p><p>Anderson and his peers looked at how workplace death rates changed after states adopted medical marijuana laws, while also comparing states that legalized medical marijuana to states that did not.</p><p>They used a statistical technique called <a href="https://en.wikipedia.org/wiki/Difference_in_differences">difference in differences</a>, which, assuming certain conditions hold, allows researchers to detect the effects of a specific action - in this case, a state passing a medical marijuana law - while controlling for both other factors specific to each state and for overall national trends in fatal work injuries over time.</p><p>The idea that legalizing medical marijuana could reduce workplace fatalities because workers are substituting marijuana for more dangerous drugs would be consistent with other research on drug use in the US. A <a href="https://www.businessinsider.com/marijuana-use-is-on-the-rise-among-us-workers-study-finds-2019-4">recent study from Quest Diagnostics</a> showed that marijuana use among US workers has increased in the last several years, but that drug tests for opioids have declined dramatically from their 2015 peak.</p><p>Anderson and his colleagues note that there are some limitations and caveats. They note that the Bureau of Labor Statistics data on workplace fatalities is only given at a state-by-state level, so by using that data set, it's impossible to know the exact circumstances of any particular individual incident.</p><p>Another complication, as with just about any social science study, is that correlation does not always mean causation. Sates with legal medical marijuana have seen a drop in workplace deaths

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>AP</span></p><p class="caption">Vice President Joe Biden talks with U.S. United Nations Ambassador Samantha Power as they attend a meeting between President Barack Obama and United Nations Secretary-General Ban Ki-moon in the Oval Office at the White House.</p></div><p></p></div></div>Sitting at his Florida home last week nursing a broken leg, Steve Schale came across a <a href="http://www.nytimes.com/2015/08/14/us/politics/joe-biden-on-beach-vacation-wades-further-into-16-bid.html" target="_blank">story in The New York Times</a> that detailed Vice President Joe Biden's further steps toward a run for the White House.</p><p>Schale, a top Democratic strategist in the key swing state of Florida and a veteran of President Barack Obama's campaigns, got to emailing back and forth with one of the story's authors, Jonathan Martin. He soon said he was "Ready for Joe."</p><p>"I'm not making some grand political calculation. I have a very nice life in Florida," Schale told Business Insider in a phone interview last week. "I'm not looking to move to Washington or work on a presidential campaign. I just like the guy, and I think if he runs, it'd be exciting to be a part of."</p><p>Schale's journey illustrates the complexities of a potential Biden candidacy, the possibilities of which have grown <a href="http://www.businessinsider.com/why-joe-biden-should-run-for-president-2015-8" target="_blank">incrementally over the past few weeks</a>. Biden's name has been floated increasingly as former Secretary of State Hillary Clinton, the Democratic front-runner in 2016, continues to face a flurry of controversy over her <a href="http://www.businessinsider.com/hillary-clinton-wiped-email-server-2015-8" target="_blank">use of a private email server during her time in the State Department</a>.</p><p>Biden, who supporters and friends expect to make a final decision by sometime in September, would be entering the race extremely late - no more than five months before the Iowa caucuses. He has little campaign infrastructure. He has not built up the kind of war chest that can sustain a lengthy campaign. Then there are the concerns about his age (74 by the time he would take office in 2017) and his penchant to slip up on the campaign trail.</p><p>And yet, there are increasing signs that he would have an opening against Clinton if he decided to run. And a<span>s the Biden chatter has picked up, the "Draft Biden" super PAC that is urging the vice president to run has gotten increasingly serious. </span></p><p><span>In early August, a senior adviser to Biden's late son, Beau, joined the group. The adviser, Josh Alcorn, has been reaching out to Democratic leaders in key early states and helping to lay the financial groundwork for a potential campaign, according to people familiar with the group's efforts. (The group didn't respond to an interview request.)</span></p><p>Schale, another significant haul for the group, informally came on board this week. He said he's not going to be paid by the group and will "pitch in" as needed.</p><p><span>"Like many Americans, I hope the Vice President will make the decision to seek the presidency, and I am honored to join a team that is actively working to build a foundation for him to hit the ground running, should he ultimately decide to enter the race," Schale said.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Yuri Gripas</span></p><p class="caption">U.S. Vice President Joe Biden (L) speaks next to Secretary of U.S. State Hillary Clinton at a State Luncheon in honor of the State Visit of South Korea's President Lee Myung-bak at the State Department in Washington October 13, 2011.</p></div><p></p></div></div></span><span>The vice president himself, meanwhile, has also been reaching out to friends and associates within the Democratic Party.</span></p><p><span>Inez Moore Tenenbaum, a South Carolina attorney who served as the chair<span> of the Consumer Product Safety Commission from 2009-13, told Business Insider that she and her husband spoke with Biden over the phone last Thursday for about an hour, while he vacationed with his family in South Carolina. </span></span></p><p>Though Tenenbaum said Biden didn't indicate whether he was leaning one way or another on entering the race, she said it was clear he is "really studying the situation" and that he is "seriously thinking" about getting into the fray. She said that his entry would instantly change the dynamic of the Democratic primary, brushing aside the potential hurdles of fundraising and building a campaign infrastructure.</p><p>"He has experience in putting together a staff, and he has experience running for president before," Tenenbaum said, referencing Biden's past runs in 1988 and 2008. "He's surrounded by people who are not novices. He's well known in this state and beyond, and he's loved."</p><p>The numbers suggest there's an opening for Biden. A new series of <a href="http://www.quinnipiac.edu/news-and-events/quinnipiac-university-poll/2016-presidential-swing-state-polls/release-detail?ReleaseID=2271" target="_blank">Quinnipiac University polls</a> released Thursday provided more troubling news for Clinton and gave more credence to a Biden run. Clinton is winning among the Democratic primary field in all three states, but her favorability scores are the lowest for any Democrat, and she's also the least likely to be viewed as "honest and trustworthy."</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Jonathan Ernst </span></p><p class="caption">Obama and Biden in January 2013</p></div><p></p></div></div>Biden, meanwhile, is running about equal or better with Clinton in head-to-head matchups with potential Republican challengers in the key swing states of Florida, Ohio, and Pennsylvania. And his underlying scores on favorability, honesty, and trustworthiness could put him in better position than Clinton heading into the general election. </p><p>No<span> presidential candidate since 1960 has won a general election without winning at least two of these three states.</span></p><p class="p1"><span class="s1">"Biden, who is spending his time in seclusion, contemplating whether to take on Secretary Hillary Clinton in the Democratic primaries for president, has some new information to consider," said Peter Brown, assistant director of the Quinnipiac University Poll.</span></p><p class="p1"><span class="s1">"In head-to-head matchups against the three leading contenders for the Republican nomination, he runs as well or slightly better than she does."</span></p><p class="p1"><span class="s1"><span>A recent Monmouth University poll also found Biden with 13% support from Democratic primary voters. But another 12% said they would be very likely to support him if he got in the race, and still another 31% said they would be at least somewhat likely to vote for him. Most of that support would come at the expense of Clinton, as the two would be fighting for similar voters.</span></span></p><p>Still, despite the controversy around her use of a private email server, Clinton remains a formidable front-runner. Despite a surge from Sanders over the past few months, she still leads national Democratic primary polls by approximately two-dozen points.</p><p>She has already raised gobs of money, even <a href="http://www.businessinsider.com/how-much-hillary-clinton-raised-in-first-quarter-2015-7" target="_blank">breaking a record set by Obama in 2012</a>. And she has piled up key endorsements from almost half of the Democratic senators and members of the House of Representatives. </p><p class="p1"><span class="s1">But those who admire Biden - like Schale and Dick Harpootlian, an outspoken Biden supporter and former chair of the Democratic Party - emphasize his political authenticity, in a time when the American electorate yearns for more and more of it.
